A North Carolina woman accidentally drove her SUV through her garage Sunday and landed in the middle of her backyard swimming pool. No one was hurt. Police said the woman was returning home when her vehicle skidded on ice as she entered her driveway. New voice for inauguration THE DISTRICT Inauguration Day will sound a bit different this year without Charlie Brotman behind the microphone at America’s biggest political extravaganza. Brotman, 89, has announced every inaugural parade since President Dwight D. Eisenhower’s second term in 1957. And Brotman was hoping to do the same Jan. 20 for the 45th president. But President-elect Donald Trump’s Presidential Inaugural Committee has tapped a new lead announcer, instead naming Brotman “Announcer Chairman Emeritus.” “I’m disappointed,” Brotman said. “I know I can do it. I know that I’ve done it many, many times. They ask me every time and it’s such an honor.” An inaugural committee official told Brotman in an email last week that the group would offer him a prime seat at the parade and honor him for his decades of gratis service. This year, Steve Ray, a D.C.based freelance announcer and audio engineer, will take the lead.

Brotman, a Washington native, was an announcer for the old Washington Senators baseball team and was also the voice of what is now D.C.’s Citi Open tennis tournament for 46 tournaments. He said he is honored by the Trump inauguration committee’s recognition of his work, although he has not yet spoken to them about details and is not sure whether he will attend. Ray, 58, who was a volunteer for the Trump campaign, has worked for local radio stations

He described Brotman as a “legend” in the broadcasting world. “All of us think of Charlie as as much of the Washington landscape as any building,” Ray said. “I’m on top of the world. From my point of view, I am not filling his shoes, I’m not taking his place, I just happen to be the guy who’s next.” Each inauguration, there are a handful of announcers along the parade route. But Brotman has been the guy who announces the parade as it approaches the president, from a perch inside the media viewing area directly across the street from the presidential reviewing stand. He says it’s not an easy job; in addition to announcing which group in the parade is approaching the president, he has to fill lag time with presidential trivia and banter. “Just because there is a stop in the parade, doesn’t mean we have to stop having a good time,” Brotman said. “Being the parade announcer — you are informing and entertaining. TRANSPORTATION Nearly two years after the deadly smoke incident at L’Enfant Plaza, Metro is taking legal action against D.C. Fire and EMS — arguing that emergency responders were largely to blame for the tragic results of the Yellow Line calamity that resulted in the death of a rider. The blame is laid out in documents filed Monday in U.S. District Court in response to an ongoing civil suit filed against Metro and the District by dozens of passengers who were stuck inside the smoke-filled tunnel on Jan. 12, 2015. The family of 61-year-old Carol Glover, who died from smoke-related respiratory failure during the episode, also are plaintiffs in the lawsuit. On Monday, lawyers for Metro sought to have the suit dismissed, arguing that the agency has legal immunity because of its role in providing a public service. But in a counterclaim filed simultaneously, the transit agency’s lawyers also argue that most of the casualties occurred because of the chaotic and ineffective response from firefighters and other emergency responders — and that Metro bears no role in evacuating or assisting passengers in an

emergency situation. If Metro is found responsible for Glover’s death or any of the injuries suffered by other riders, they said, the city should help pay the victims. DC Firefighters Association Local 36 released a statement late Tuesday, calling Metro’s accusations “outlandish.” “ It is most u nfor t u nate WMATA continues to play the blame game, failing to take responsibility for incidents occurring on their public transportation system that have ended in tragedy,” the statement said. In its cross-claim, Metro asserts that emergency response officials failed to follow proper protocol as the incident unfolded, sending a battalion commander to the scene who was unfamiliar

with Metro’s underground tunnel network. That battalion commander, Metro says, did not establish a unified command procedure to communicate with officials from Metro and the Transit Police Department — a step that Metro’s lawyers say would have allowed him to quickly realize the magnitude of the disaster unfolding. Patrick Regan, an attorney representing Glover’s family and other passengers in the lawsuit, declined to comment on the specifics of Metro’s filing, but said he is “fully confident that Metro will be held legally responsible for not only the death of Carol Glover, but also the injuries they caused to all the other passengers.” MARTINE POWERS (THE WASHINGTON POST)

However anyone defines a rare bird, one of the feathered fliers residing at the National Zoo seemed to fit the bill. According to the zoo, it was one of only 146 members of its species in the entire world. Given that small population, it was easy to believe, as the zoo said, that of all the birds and beasts in its collection, the bird, a Guam kingfisher, belonged to the “most endangered species” there. On Monday, the zoo announced that the bird had died Saturday. He was 17 years old, making him a survivor among survivors, a long-lived member of the small band who were his avian brethren. Silver Spring man charged in death of 5-month-old son from excessive shaking

The head of the Congressional committee that oversees D.C. affairs says he’ll block a city bill that would allow terminally ill patients to end their own lives with a doctor’s help. Rep. Jason Chaffetz said Monday he fundamentally disagrees with the “Death With Dignity” bill, which Mayor Muriel Bowser signed last month. Federal judge refuses to halt inmate’s execution A federal judge has refused to halt the execution of a man convicted of killing a family of four in Virginia. Ricky Gray’s attorneys had asked U.S. District Judge Henry Hudson for a delay to enable him to challenge the state’s plan to use lethal injection drugs from a secret compounding pharmacy. Gray’s attorneys say the state risks “chemically torturing” the man. Hudson ruled Tuesday that Gray failed to show he’s likely to win that challenge. Gray’s execution remains scheduled for Jan. 18. Black waitress finds racist note on receipt A racist note left on a receipt for a black Virginia waitress has sparked outrage. The message at the bottom of the bill at Anita’s New Mexico Style Cafe in Ashburn read, “Great service, don’t tip black people.” Restaurant server Kelly Carter says it was left Saturday, with no gratuity, by a white man and woman to whom she had served breakfast. Carter says there was no indication the couple was unhappy with her for any reason. The restaurant’s manager says customers are now requesting Carter as their server and some are even stopping by to give her hugs and money. (AP)

Prosecutors said Campos, 42, conspired to solicit and accept bribes in exchange for favorable actions. Prosecutors said he faces prison time and will pay restitution of at least $340,000. Prosecutors said the bribery charge carries a 10-year maximum prison sentence, while the

conspiracy charge carries a maximum of five years in prison. Prosecutors did not say what the sentencing guidelines might be in the case. A Baltimore criminal defense lawyer says he’ll challenge State’s Attorney Marilyn Mosby if she seeks re-election. Charles Curlett Jr., 45, a former New York prosecutor, said Monday that he will run for top prosecutor in the Democratic primary next June. He filed preliminary paperwork in the fall, and again last week. Mosby drew national attention with her decision to charge six officers in the 2015 arrest and death of Freddie Gray. Dylann Roof sentenced to death for hate crime

CHARLESTON, S.C. An unrepentant Dylann Roof was sentenced to death Tuesday for killing nine black church members during Bible study, the first person to face execution for federal hate crime convictions. A jury deliberated his sentence for about three hours, capping a trial in which Roof did not fight for his life or show any remorse. He was his own attorney during sentencing and insisted that he wasn’t mentally ill, but he never asked for forgiveness or mercy, or explained the crime. Roof threw away his last chance to plead for his life on Tuesday, telling jurors: “I still feel like I had to do it. “Anyone who hates anything in their mind has a good reason for it,” he said. Roof, 22, spoke to the jurors for about five minutes. Only one of them, he noted, had to disagree to spare his life. “I have the right to ask you to give me a life sentence, but I’m not sure what good it would do anyway,” he said. When the verdict was read, he stood stoic and showed no emotion. Several family members of victims wiped away quiet tears. Roof told FBI agents when they arrested him after the June 17, 2015, slayings that he wanted

Instead, the slayings had a unifying effect, as South Carolina removed the Confederate flag from its Statehouse for the first time in more than 50 years and other states took down Confederate banners and monuments. Nearly two dozen friends and relatives of the victims testified during the sentencing phase of the trial. They shed tears, and their voices shook, but none of them said whether Roof should face the death penalty. “They welcomed a 13th person that night ... with a kind word, a Bible, a handout and a chair,”

Assistant U.S. Attorney Jay Richardson said during his closing argument. “He had come with a hateful heart and a Glock .45.” The jury convicted him last month of all 33 federal charges he faced, including hate crimes. After he was sentenced, Roof asked a judge to appoint him new attorneys, but the judge said he was not inclined to. A judge will formally sentence him during a hearing Wednesday. The last person sent to federal death row was Boston Marathon bomber Dzhokhar Tsarnaev in 2015. Jurors deliberated that trial for over 14 hours.

Yahoo was already a shell of its former self. Now, part of the company is getting an obscure new name: Altaba. When Verizon agreed in July to buy the company for $4.8 billion, it planned to purchase just Yahoo’s core internet businesses — email service, apps and sports verticals. What’s left of the company would essentially be its stake (now worth $35 billion) in the Chinese internet giant Alibaba. When the deal closes in March, that remaining part will change its name to Altaba, the company said Monday. It is meant to be a combination of the words “alternative” and Alibaba. Deaths are expected to rise more than a third by 2030, the report said. President-elect briefed on an alleged Kremlin dossier targeting him NATIONAL SECURITY A classified report delivered to President Barack Obama and President-elect Donald Trump last week included a section summarizing allegations that Russian intelligence services have compromising material and information on Trump’s personal life and finances, U.S. officials said. The officials said that U.S. intelligence agencies have not

The inclusion of such unsubstantiated allegations in the report, first reported Tuesday by CNN, adds a disturbing dimension to concerns about Russia’s efforts to undermine U.S. democracy. Jeff Sessions sought to assure the American public Tuesday that he could set aside campaign rhetoric and fairly enforce the law as the next U.S. attorney general, asserting repeatedly at his confirmation hearing that he would not let his personal views interfere with court precedent or the will of Congress. Sessions, R-Ala., said, although his politics might indicate otherwise, that he would abide by the Supreme Court decision underpinning abortion, and he would similarly follow the 5-4 ruling that legalized same-sex marriage. He said he understands that the waterboarding of terrorism suspects to elicit information is “absolutely improper and illegal,” and he declared that he would recuse himself from any Justice Department investigations of Hillary Clinton’s email practices or her family’s charitable foundation — mindful that his previous comments “could place my objectivity in question.” “We can never have a political dispute turn into a criminal dispute,” he said. It comes after Trump — who has long been critical of vaccines — met at Trump Tower with Kennedy, who has spearheaded efforts to roll back child vaccination laws. I once was chatting with a former teammate of Alex Ovechkin’s, a veteran who had skated with Washington’s captain hundreds of times. The thing that most amazed this ex-teammate wasn’t Ovechkin’s skill or his speed or his shot. It was his relentlessness. “The way he plays, most guys would be burnt out after 30 games, 40 games,” Brian Pothier told me. “I’ve been watching him play for five years now and just waiting — like, my God, when is this guy gonna run out of gas? … I don’t know how he does it — if it’s his conditioning, or he’s just a freak, just his natural God-given ability. He doesn’t slow down.” Pothier was wondering when Ovechkin would run out of gas. And he was asking the question nearly seven years ago. Has it happened yet? I mean, did you watch Ovechkin on Monday night in Montreal? This was classic late-era Russian Machine. He made an unstoppable blast from his power-play home and had a three-point night in one of the league’s most electric venues. He had a perfect sense of the moment, tying Maurice Richard for 29th all-time with 544 career goals in the Rocket’s home town. He gave us a glimpse at magic to come, now

sitting on 999 points just as career-long foil Sidney Crosby is set to arrive tonight for a nationally televised showdown (8, NBCSN). And he had a perfect post-game response. “It means I’m getting older,” he said of his overflowing list of accomplishments. This year Ovechkin, 31, already has tied the NHL’s record for overtime winners, moved into the top 30 in career goals and equaled Richard. Ovechkin has provided so much to marvel at, but lost in all of that is an appreciation for his constancy. He doesn’t play with the frenzy he did at 24, but there’s still an inevitability to Ovechkin, a permanence so ingrained we don’t even notice it. You flip on the TV and he’s there. He so often plays like a man with one period of hockey left in his life — he’s tied with Tom Wilson for the team lead in hits — yet he’s also 12th in games played since he entered the NHL. “And it’s not only that; it’s how he plays — playing every night and the way he plays,” ESPN analyst Barry Melrose said. “He leads the team in hits most nights, big hits. He scores ugly goals. He’s in front of the net getting hacked and whacked. Look at Steven Stamkos: he’s had three major injuries already. And here’s Ovi, he plays 70-some games every year.”

He’s the only guy in the NHL with at least 56 points for 11 years running. This year he will likely become just the 22nd player to reach 1,000 points before finishing his 12th season. None of this is to take away from his skill and strength, h. which are similarly outlandish. Pair them with his constancy, and the record books have no chance. “I get lucky to be partt of history,” he said this week. He isn’t the only one.

Jabrill Peppers is taking his do-it-all talent to the NFL. The Heisman Trophy finalist announced his plans Tuesday to enter the draft and skip his senior season at Michigan. He told Sports Illustrated that he made his decision last week while with his family in New Jersey and told coach Jim Harbaugh on Monday. At 6 feet 1 and 205 pounds, Peppers is projected to be a first-round pick in April. The All-American played defensive back as a freshman and sophomore before moving to linebacker, one of 15 positions the team says he played in his junior season on defense, offense and special teams. Bieber, but for country

Kane Brown is rising to fame through social media, defying Nashville’s traditional rules

MUSIC Of all genres, country music is particularly regimented when it comes to a path to success. There are certain steps you take — a publishing deal, a record deal, a radio tour — and 23-year-old Kane Brown has completed none of them. Yet he’s become one of country’s rising stars. “Like, even Luke Bryan, it took him eight years going bar to bar and just playing,” Brown says. “With me just coming off social media, a lot of radio people were like, ‘Who is this dude?’ ” For starters, he’s the kid who, during his senior year of high school in 2013, would sit in his grandmother’s house and record videos of himself singing Chris Young and George Strait, which

he posted online. Over several years, he watched the likes and the comments increase until the industry couldn’t ignore his fiercely loyal fan base. Those fans relentlessly encouraged Brown and pledged to donate to his GoFundMe and Kickstarter campaigns when he decided to record an EP. Titled “Closer,” it spiked on iTunes when it was released in June 2015. Country megastar duo Florida Georgia Line then recruited him to open on their summer tour, before he signed with Sony in January 2016. Last month, he released his selftitled debut album. Some view Brown as a progressive signal for the future, a multiracial young artist who is candid about his rough upbringing. (In

his song “Learning,” Brown talks about being physically abused by a stepfather, whom his mother later divorced.) Others see another bro in a line of singers who dismiss the genre’s storied sounds by including pop, rock and hip-hop — and one who was launched via the whims of social media, no less. Randy Goodman, chief executive of Sony Music Nashville, says that Brown is highly conscious of such judgement. “He didn’t have the financial means to even get a guitar until later on when he started working,” Goodman says. “And because he’s a biracial young man coming into what is typically a white world in country music, I think he comes to it with a bit of

personal trepidation.” Now, Brown says “the race thing” hasn’t really been a problem for him in Nashville, but he still sees comments on the internet about how he doesn’t belong in the genre. “I just got a lot of tattoos, so people when they look at me, they think, ‘Oh, you’re a rapper,’ ” Brown says. Still, as other genres can attest, it’s a powerful thing when fans discover an artist through their own social channels. Kind of sounds like another 20-something superstar who started online. “Whether he’s the country Bieber or whatever, I don’t know,” Goodman says. “Would I love to have Justin Bieber’s success with Kane? The U.S. Department of the Treasury is seeking Program Officers for its Washington, DC-based technical assistance program. The persons selected will be hired under personal services contracts. The Office of Technical Assistance provides overseas advisors to over 50 countries in five functional areas: Banking & Financial Services, Economic Crimes, Government Debt and Infrastructure Finance, Budget and Financial Accountability, and Revenue Policy and Revenue Administration. Program Officers provide administrative support and logistical assistance for multiple overseas projects in one of the five functional areas. The Program Officer coordinates the hiring and deployment of expert advisors who implement the projects. This includes maintaining advisor contracts; arranging travel and other logistical needs of advisors; and communicating with advisors in the field, U.S. Embassies and other U.S. Government implementing partners abroad on a regular basis. For each assigned project, the Program Officer is responsible for formulating and drafting annual

project proposals and budgets, and monitoring project contracts and expenditures. The Program Officer is also responsible for monitoring project activities; maintaining the historical record of all projects; preparing briefings and reports on assigned projects for internal and external distribution; and planning conferences and meetings. Some international travel may be expected. The ideal candidate will have an advanced degree in international affairs, international economics/finance, or other relevant subject matter; two to five years of work experience, preferably in connection with foreign assistance, NGO operations, or budgeting and financial management. Also, required are excellent written and oral communication skills as well as facility with word processing and spreadsheets. Experience working with financial management information systems is desirable. Foreign language ability is a plus. An active security clearance is highly desirable.

U.S. citizenship is required.

Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $25.60 to $48.27 per hour. Successful applicants must be able to obtain and maintain medical and security clearances.
