The new Congress still faces the ideological disputes that plagued the dysfunctional 112th Congress, one of the least productive in more than 60 years. Aside from tackling the debt, also on the two-year agenda is the first significant effort at an overhaul of the tax code in more than a quarter century. Republicans and Democrats alike say they want to chop at a thicket of existing tax breaks and use the resulting revenue to reduce rates. (AP)

Let’s face it. You won’t be going to the gym every day in 2013. But you will be going somewhere. And maybe you can improve how you do it. That’s why I asked readers to send me their New Year’s transportation resolutions. My favorite came from Colleen Kelly, who’s fallen into the habit of cutting through a courtyard to shorten the stroll to her office from Gallery Place. “This year I am going to walk the extra half block to Pennsylvania Avenue — to enjoy the view of the Capitol, the Archives and the National Gallery. [It’s] a view I take for granted,” she wrote.  Small steps are the easiest to stick with over time, so I predict that Kelly will be seeing a lot of that postcard panorama. Being able to take in the scenery

instead of the traffic may also help the folks who pledged to go for the bus rather than drive this year. To the recent transplant from Dallas who calls taking the plunge a “scary thought,” you’re gonna be fine. I’d just suggest heeding the advice of another reader, who shared her standing resolution of never taking the last Metro train of the night. It helps her avoid being hit on by drunk guys and reduces her odds of getting stranded. (After lapsing in previous years, she managed to keep this resolution in 2012.)

As for me, I have a twist planned on the classic New Year’s resolution: I’m going to lose the wait. would be to skip the holdup by remembering to check my phone for train and bus times before heading out. The NextBus DC app, which allowed users to see arrival info with a tap or two, apparently stopped working a couple of weeks ago when the tech companies behind it couldn’t settle a dispute. It may come back to life soon, but until then, NextBus’ website and phone system are working perfectly fine. Metro’s resolution to fire up those info screens at station kiosks should also help me decide whether to go through the faregates or come up with an alternative plan that won’t involve quizzing myself on show tunes. With all of my new extra time, I know exactly what to do. Just like Kelly, I’ll opt for the scenic route.

Local Washington Michael Poe’s father was out walking the streets of Adams Morgan on Wednesday night, handing out yellow fliers with pictures of his red-haired son, trying to find the young man who had disappeared while celebrating New Year’s. A woman living on a nearby street recognized the young man — she had seen him on her roof a couple of hours after midnight Tuesday. That led to the discovery of Poe’s body Wednesday night, 50 feet down a ventilation shaft wedged between a strip of four-story townhouses in the 1800 block of Biltmore Street NW and an apartment building near the trendy entertainment district. D.C. police confirmed the iden-

tity of the 23-year-old from Clarksburg, Md., on Thursday and said that the cause of death is pending an autopsy. Investigators were also trying to determine how Poe made it to the roof. There is no indication of foul play, police said. Relatives who had spread out over Adams Morg a n , Wo o d l e y Park and Rock Creek Park to look for Poe asked to be Poe allowed to grieve in private Thursday as a still-perplexing story unfolded of how a night that began with friends and revelry ended in unusual tragedy. Montgomery County police said that Poe had last been seen with

friends at Shenanigans Irish Pub on 18th Street in Adams Morgan at about 12:30 a.m. Tuesday. Police said the friends split up, and Poe never returned from the District. Poe’s family filed a missing person’s report with Montgomery police Tuesday. D.C. police described in general the events that led to the discovery of the body, which confirmed reports from the neighborhood: A woman heard a commotion early Tuesday and saw a young man walking along the rooftops in the 1800 block of Biltmore St. NW, which are all connected. Water-Pipe Breaks Decrease in Region Lowest count in six years is attributed to mild winter weather Washington Topsy-tur v y temperatures in November and a cold snap in late December led to a spike in water main breaks across the Washington region, but a relatively warm year overall helped keep the total number of breaks for 2012 to the lowest count in six years. By year-end, 2,211 pipes had broken or leaked in the District and Fairfax, Montgomery and Prince George’s counties, according to figures provided by local utilities. That amounted to 20 fewer breaks regionwide than in 2011 and nearly 900 fewer breaks than in 2007. Of course, that didn’t lessen the misery for people who were stuck in traffic backups when bursting mains tore open roads or were left temporarily without drinking water.

The new year’s frigid temperatures are weakening pipes, including a broken main that snarled the Thursday morning commute on Wisconsin Avenue through Chevy Chase, Md. “It all amounts to any significant shift in weather,” said Washington Suburban Sanitary Commission spokesman I.J. Hudson. “Any change in temperature dramatically increases stress on pipes. Water utility officials say they welcome fewer breaks overall but that it’s too early to declare a trend. Several theorized that relatively mild autumns and winters in the past couple of years have prevented a repeat of the spike seen in 2010, when nearly 3,000 mains across the region burst or sprung a leak during a particularly cold winter. “The rehab work is probably helpful at the margins, but the most helpful factor is the weather,” said George Hawkins, general manager of DC Water. Feeling a Rush Again NFL’s 2012 season puts value back into having an elite rushing attack NFL The popularization of “running back by committee” and success of late-round and undrafted backs has lessened the perceived value of the position. But 2012 has rejuvenated the importance of having an elite rushing attack. The top three rushers in the league — Adrian Peterson, Alfred Morris and Marshawn Lynch — and six of the top10 backs are in the playoffs. That’s quite a change of pace from recent history. Prior to this season, the league’s leading rusher hadn’t made the playoffs since 2008. And the top back’s

Super Bowl drought is much longer — the Broncos’ Terrell Davis was the last to win a title in 1998. In fact, the worst rushing team in the entire league has gone on to the Super Bowl three of the past four seasons, including last year’s champion New York Giants. Well, that won’t happen again this year. The league’s worst rushing team, the Arizona Cardinals, didn’t come close to making the postseason. The resurgence of a running game can be attributed to more than just the value of having a reliable back. Across the NFL, teams are utilizing mobile quarterbacks in the run game. The Redskins-Seahawks game Sunday epitomizes the new-look NFL with rookie quarterbacks Robert Griffin III and Russell Wilson. Griffin set the

rookie rushing record for a quarterback with 815 yards, and Wilson added 489 yards on the ground. Add in second-year quarterback Colin Kaepernick, who rushed for 415 yards for the playoff-bound 49ers, and the future of the league has a completely different look than the prototypical drop-back, pocket passer. It’s fun to run again, and offensive coordinators aren’t limiting their creativity to the passing game. The zone-read option — a college-football staple once believed to be ineffective against the NFL’s quick and supersized defenses — is utilized by three postseason teams. In a normal football season, one without transcendent performances from rookie quarterbacks and stunning comebacks from players with fused necks and shredded knees, Alfred Morris’ story would be legendary. Instead, the Redskins running back continues to work in relative obscurity, which is perfectly fine for the quiet rookie from Florida Atlantic. “I really don’t care for [the attention], to be honest, but I know it’s part of it,” he said. Like it or not, the spotlight surely will find Morris, as he figures to be an integral part of Sunday’s playoff contest against the Seahawks. With Robert Griffin III not at full strength after a knee injury, grind-

ing down Seattle’s quick, yet small, defense with Morris seems to be an obvious strategy for Washington. “He’s a hammer,” Seahawks coach Pete Carroll said. And Morris proved he’s more than up to the task after torching Dallas for 200 yards and three touchdowns in the Redskins’ NFC East-clinching victory in Week 17. “I’m a workhorse,” Morris said. “I’ve told people many times. The Terps are riding a 12-game winning streak as they begin ACC play Saturday at home vs. Virginia Tech. “Every time you’re out on the court, you’re playing as hard as you can,” Maryland point guard Pe’Shon Howard said after the Terps’ 81-63 win over IUPUI in their final nonconference game. Maryland’s weak schedule has left it unranked. The Terps’ lone loss came against then-No. 3 Kentucky, which has since fallen out of the top 25. “A lot of the rent increases we’ve seen i n recent yea rs have been attributed to — or blamed on — rising utility costs,” says Joel Cohn, legislative director for the D.C. Office of the Tenant Advocate (Ota.dc.gov). To cut costs, start by turning your thermostat down a few notches this winter, putting in high-efficiency bulbs such as LEDs or compact f luorescents and unplugging small kitchen appliances and computers when they’re not in use. Even the smallest steps can make a difference. If you want to make a significant difference in your bills, talk to your landlord. The factors that have the largest impact — a well-insulated home, energy-efficient appliances — are out of renters’ hands. “W hatever t he tenant can do is minimal compared to what the landlord can do,” Cohn says. “That would be a great discussion for tenants to engage management in for mutual benefit.”

Watch Those Hidden Fees Is the rent you pay noticeably more than what you thought your monthly payment was going to be when you signed your lease? Lots of renters have to tack extra fees onto their checks — amenities fees, parking fees, pet fees. They add up quickly. T he obv ious way to cut is to determine what you can live without: A car? A puppy? A downtown address? If your cat and Toyota are as necessary to you as breathing, you can still cut down on fees by renting

What’s Rent Control? If you’re looking for a new place in 2013, you could save by looking for a place that falls under D.C.’s rent-control laws. In the District, if your building is rent controlled, that means your landlord can raise rent only according to a formula that depends on the inflation rate. Generally, the maximum rent increase allowed is the percentage increase in the Consumer Price Index — which measures inflation — plus 2 percent. With some exceptions, the total increase can’t exceed 10 percent. If you’re disabled or 62 years old or older, your rent can only increase as much as the Consumer Price Index does, with a maximum increase of 5 percent. In the District, most units fall under rent control — with a slew of exceptions. Some of the most common exceptions include: units built after 1975, units owned by landlords who own four or fewer properties, units that are subsidized by the district or federal government, and units that were vacant when the act took effect in 1985. You’ll have less luck looking for rent control outside D.C. Virginia and Maryland don’t have rent-control laws, although the city of Takoma Park does. Montgomery County publishes a “voluntary rent guideline” for landlords every year, which they can choose to abide by or not. B.M.

One explanation is that the incentives at work can sometimes be skewed.

Lucas Davis and David Levine of UC Berkeley explain that people who rent apartments tend to have fewer energy-efficient appliances than those who own their homes. Why? Think about the incentives at work. A homeowner can spend a bit more money upfront to purchase an efficient refrigerator and enjoy slightly lower electricity bills over time. Many homeowners make that trade.

Here’s a resolution for anyone moving to a new apartment this year: Before you sign the lease, find out not just how much the rent and fees are now but how much they are likely to be in the future. A 20 06 law i n D.C . re qu i re s landlords to tell prospective renters if the unit is rent-controlled, about any fees the renter has to pay, and about any housing violations issued in the previous year. Crucially, the same law requires landlords of rent-controlled buildings to tell applicants if they’re trying to get their building un-rentcontrolled. If the landlord is granted an exemption from the rent-control law, those tenants will be in for a huge rent increase. If you are considering living in a building that is not under rent cont rol, ask how much t he rent typically increases each year. Many large management companies have a standard increase across all units. T he 2 0 0 6 D.C . l aw r e qu i r e s landlords to tell applicants about other fees, including the nonrefundable application fee, the amount of the initial security deposit and the interest rate the security deposit will earn. Buy Renters Insurance This one may seem counterintuitive — after all, how is buying something a way to save money? Renters insurance costs a few dollars in the short term — typically less than $200 a year. But if you end up needing it, it can save you thousands. As Realtor Stevenson says: “You never know.” Some t y pes of damage aren’t covered by the owner. Palates are opening up, and people are willing to take little culinary adventures. That’s why I wanted to do a show like this – we frame each episode with a common theme, like snack food, and show people both how Americans do it and, say, the Senegalese do it.

What’s the most unusual thing you show audiences how to make on the show? Janson’s Temptation, this Swedish dish, comes to mind. It’s potatoes, cream, onions and anchovies. Some people might be put off by the anchovies, but they’re pickled, so they dissolve into this sweet, nutty awesomeness. You want to wrap yourself in it!

If you were planning a culinary dream trip, where would you go? I’m split. I’d love to go to Denmark and experience the imaginative food there, both in terms of flavors and how they’re presenting it. And I’d love to go back to Goa in India. I was recently there, and people are really experimenting with food, fusing Indian with Western.

Are ingredients from foreign cultures tough to find? It’s becoming easier and easier to find ingredients. Grocery stores have more things, and you can always order your yuzu and Sriracha online.

If I eat a dish on vacation and want to make it at home, how do I get the recipe? Try to ask for it, obviously. And then, it’s a combination between scouring the Internet and experimenting. JENNIFER BARGER (E XPRESS)

People have been shopping in Georgetown since colonial citizens bought tobacco and powdered wigs here in the 18th century. But these days, the District’s oldest hood (circa 1751) is looking downright modern with an influx of new national, international and local retailers setting up shop on its main drags, Wisconsin Avenue and M Street. “It’s been an explosion, with 25 to 30 stores opening since 2010,” says Nancy Miyahira, marketing director for the Georgetown Business Improvement District. “It’s a charming neighborhood as a backdrop.” Here’s the scoop on what’s new and what to watch for. Even if you know what happens on ‘Downton Abbey’ in season 3, it’s still worth watching

Television There are many delicious 9:00 reasons to watch season 3 of “Downton Abbey,” returning to PBS Sunday, and one exasperating reason to skip it: The cover’s been blown on major plot twists. In what may be outsized revenge for the American Revolution, the Brits are sharing “Downton Abbey” with us, but only after first airing each season in England. As such, American “Downton Abbey” addicts are forced to shun news reports and blogs about what happens to character A, B or C. “It is unfair that England gets to see ‘Downton Abbey’ before us SUN

If you start a band in a movie, the following things will happen: You’ll have to replace someone early on. You’ll practice cover songs in someone’s parents’ basement or garage. Then you’ll play parties or win a talent contest. Cut to hearing your song on the radio for the first time, cut to tour, cut to drugs, cut to Yoko stand-in, cut to reunion tour. The fictional band in “Not Fade Away,” opening Friday, doesn’t follow the By Kristen typical cinematic Page-Kirby trajectory. There are cover songs and basements and a lot of talk about making it big, but the group’s members (led by John Magaro’s Douglas) spend most of their time spinning their wheels in their New Jersey suburb. The band seems to think that since they’re pretty good and they really like the Rolling Stones, a Fairy Godagent will show up and shower them with riches. When Douglas, the most motivated of the group (and that’s not saying much), actually takes steps to move his career forward, he doesn’t take big steps, so he doesn’t even fail spectacularly when his attempts don’t work out. Everything about the movie is small: Though the band members want fame and fortune, they don’t seem to want it that badly. “Not Fade Away” is, essentially, a study about what happens when you don’t want anything in particular, and you’re not willing to do much to get it. Playing BARBARA (Unrated, 105 minutes) Christian Petzold’s “Barbara” revisits the quiet, everyday tragedies of the Iron Curtain era, when paranoia ran deep and for very good reasons. With methodical, uninflected storytelling, Petzold creates an exceptionally vivid portrait of a time that, in the intervening decades, seems both recent and ancient. A . H . DJANGO UNCHAINED (R, 165 minutes) The Jamie Foxx-led movie breathes refreshing, occasionally demented, life into the Civil War era, albeit in the pulpy, st ylized cinematic language of director Quentin Tarantino. Where 2009’s “Inglourious Basterds” was little more than a larky speculative burlesque, “Django Unchained” possesses an unmistakable subversive power, its playfully insurrectionist spirit perhaps the modern-day popculture equivalent of far more highstakes rebellions of yore. There’s a point in “Django Unchained” when its sheer absurdity, luridness and violence pose an inescapable challenge to the audience: Sure, this is an outrageous distortion, the movie itself seems to say, but is it any more outrageous t h a n “ G o n e W i t h t h e W in d” ? THE GUILT TRIP (PG-13, 96 minutes) Anne Fletcher’s lifeless comedy about an overbearing mother and her exasperated son is a series of clunky scenes in which Seth Rogen tries desperately to play off Barbra Streisand. A.H. T H E H O B B I T: A N U N E X P E C T E D JOURNEY (PG-13, 170 minutes) The first of director Peter Jackson’s trilogy has finally arrived, with a hairyfooted thud. The film may well please the franchise’s most devoted fans of J.R.R. Tolkien’s imaginative landscape of dwarfs, elves, goblins, trolls and the appealingly winsome title character. But purely on its own terms, “An Unexpected Journey” can’t be seen as anything but a disappointment. A .H. THE IMPOSSIBLE (PG-13, 114 minutes) The 2004 tsunami in the Indian Ocean, which opens the fact-based drama “The Impossible,” is rendered with nightmarish realism by Spanish director J.A. Bayona. The wall of water looks harrowingly real as it slams into

RISE OF THE GUARDIANS (PG, 97 minutes) The arrival of the bogeyman, known as Pitch Black (Jude Law), sets the story in motion. Pitch is the bringer of nightmares. His resurgence mobilizes the Guardians — Santa Claus, the Easter Bunny, the Tooth Fairy and the Sandman — who must accept the help of the untested and somewhat irresponsible young fifth spirit, Jack Frost. The movie may not have been on your Christmas list, but with its fresh take on the power of myths, it is one present you won’t want to return. M.O. RUST AND BONE (R, 120 minutes) Based on short stories by Craig Davidson, this is one of those movies that never gives the audience a clear sense of where it’s going. In any other hands, that would mean a disorienting, even alienating, experience. But steered by filmmaker Jacques Audiard, “Rust and Bone” turns out to be the best kind of cinematic ride: surprising, spectacular and shot through with tough, unsentimental compassion. A.H. He meets Tiffany (Jennifer Lawrence), a sharp-tongued young widow with an acute nonsense-detector and a knack for brutal honesty equaled only by Pat’s own impulsive, socially disastrous candor. A.H. SKYFALL (PG-13, 145 minutes) To succeed, a James Bond movie must traffic in equal parts sophistication and pure preposterousness, a winking willingness not to take itself so seriously, but with writing, acting and production values of the highest order. All of those elements are on hand in “Skyfall,” which brings back Daniel Craig as 007. A . H . THIS IS 40 (R, 134 minutes) As unstructured as a sweatsuit, “This Is 40” nevertheless is a comfortable fit for its stars, Paul Rudd and Leslie Mann, who bring a laid-back chemistry and prickly energy to writer-director Judd Apatow’s amiably angsty comedy about a married couple (Pete and Debbie from “Knocked Up”) facing midlife. Overlong and unnecessarily sex-obsessed, “This Is 40” feels haphazard and unfinished, despite a few moments of laugh-out-loud humor. M.O.
