2013 Summer Camp Guide “Summer camp.” The words conjure visions of khaki-clad kids hanging out in cabins, paddling canoes and roasting marshmallows somewhere up in the mountains. That’s how it’s done in the movies, at any rate. There are, in fact, plenty of residential summer camps that fit that mold. But for many Lowcountry parents, “summer camp” has taken on an entirely different meaning. They don’t ship their kids out for weeks at a time; they shuttle them back and forth every day to local day camps. These camps — hosted at schools, colleges, county parks and private businesses — have evolved beyond capture-the-flag and chasing lightning bugs. These days, Lowcountry kids can spend their summer days tinkering on robots, editing digital videos and mastering everything from French baking to stand-up paddleboarding. Choosing a camp from the hundreds of local options available can be an intimidating and time-consuming process for parents. To help you cope, we’ve gathered, edited, condensed and organized hundreds of day camps into one listing. When to start saving for college BY EMMA JOHNSON www.RetailMeNot.com All day long, I write preachy stories about what people should do with their money. So it only seems right that I set up the best college funds for my kids. It’s now clear to their mom that these brilliant preschoolers, ages 2 and 4, are destined for the Ivy League. So one would assume that by using a few online calculators, I could approximate the sum I need to embezzle from a multinational corporation to cover future tuition bills. Yet there are so many variants to these figures: What if one of them gets a full ride to Cornell? What if the local college is a better fit? What if they decide to pursue entrepreneurship in lieu of a formal education? What if they drop out of the 10th grade to spend their youth on a commune in Costa Rica? Even as kids get into school, it’s difficult to figure out how much to save for their future. God forbid you save too much — then what? I reached out to a few experts to get some guidance on how to estimate future higher-ed costs. “It can be so hard to predict your future college expenses, to know where your child will be academically,” says Kalman Chany, author of “Paying for College Without Going Broke” and a college financial aid consultant. “When their kids are 2, everyone

thinks their child is destined for Harvard. (Guilty!) Instead of getting hung up on the exact numbers, the most important thing is to regularly set aside money.” Joseph Hurley, founder and CEO of SavingForCollege.com, a leading site on 529 plans, suggests investing at least the $25 monthly minimum into one such fund. “Now, $25 a month will not get you all that far toward the cost of college, but it will certainly help some, and it will always be a reminder of the need to save for college, so that contributions may be increased in the future,” Hurley says. Chany seconds Hurley’s cry to save regularly for college, plus designate any windfall like a bonus at work or inheritance to the cause. Here are a few basics for getting a grip on your family’s future college costs. First, check out the SavingForCollege.com calculator to get an idea of what college will cost, and how much you need to be saving now. Once your kids are in middle school, you can get a sense of where they are headed academically, Chany says. Aside from their interests and motivations, consider you and your spouse’s academic and professional accomplishments as well as the post-high school paths of the kids in your neighborhood and school. The College Board runs extensive reports that link family income and education to a child’s education path. Then map out a savings plan. This can be a mix of 529 plans, IRAs and loan plans. Do you understand how 529 plans work? What South Carolina parents need to know about savings plan BY DAVID SLADE dslade@postandcourier.com South Carolina’s Future Scholar plan is a good option for college savings, offering tax benefits for state residents whether they are saving for future expenses or paying tuition bills right now. Future Scholar is South Carolina’s 529 plan. A 529 plan (named for section 529 of the federal tax code), or “qualified tuition program,” is a federally sanctioned college savings plan. Think of a 529 plan like a retirement plan, but for college. www.postandcourier.com

As with a Roth IRA, contributions can be invested in different ways, and there are no taxes due on investment gains when the money is withdrawn, so long as it’s used for the intended purpose. In a 529 plan, the intended purpose is paying for the named beneficiary’s education expenses. Nonqualified withdrawals can trigger a 10 percent penalty, and taxes on earnings. Unlike an IRA, South Carolina residents with a Future Scholar account can claim a state tax deduction for the amount they put in. For most people, that means getting 7 percent of the money back, and there’s no waiting period before you can use the contributed funds. That’s a very important feature of South Carolina’s 529 plan. A 529 plan is not a prepaid tuition plan. States including South Carolina used to offer prepaid tuition plans but shut them down to new investors years ago after finding that plan investments could not keep pace with rising college costs.

Key points The funds in a 529 account are controlled by the owner of the fund, not the beneficiary. The account owner is typically a parent or grandparent. Funds in a 529 plan can be used for higher education expense at accredited institutions in any state. Eligible expenses include tuition, fees, room, board, books, supplies and equipment. If funds aren’t needed for the original beneficiary of the account, a different one can be named. If the intended beneficiary receives scholarship money, an equal amount can be withdrawn from the 529 plan without

the 10 percent penalty, but the withdrawal would be taxed. Any taxes and penalties apply only to the earnings, not to the money you contributed. Funds in a 529 plan are counted as parental assets in federal financial aid calculations, which is more favorable than having funds counted as the collegegoing child’s assets. That means just 5.64 percent of the 529 plan balance would be counted in the aid calculations, and qualified withdrawals aren’t counted as income. You can contribute to a Future Scholar account up to April 15 and count the contribution as a state tax deduction for the previous year. A contribution of up to $70,000 ($140,000 for married couples) can be made to a 529 plan within a single fiveyear period, without triggering federal gift taxes. The South Carolina tax deduction can help in planning 529 contributions. For example, someone who decides to contribute $100 a month ($1,200 a year) would save $84 in S.C income tax — nearly enough to cover one of those monthly payments. Think of it like the matching

funds that some companies offer for 401k contributions.

How to invest You can set up a Future Scholar account online, download enrollment forms, or call 888-244-5674. You could have a financial adviser set up an account, but there are fees involved with going through an advisor plus higher ongoing fund expenses. There are no fees for setting up a “direct” account yourself, other than the small management fees associated with being invested in the different funds. Management fees, typically a fraction of one percent of the value of your holdings, are taken from the fund balances. The Future Scholar direct option offers 20 investment portfolios, or funds, ranging from all-stock and all-bond funds to portfolios that offer different mixes of stocks, bonds and cash. That’s a lot of choices, but it’s not as complicated as it sounds. College savers have the option of choosing a fund designed to put the decision-making process on auto-pilot. The age-based portfolio adjusts the blend of stocks, bonds and cash based on the age of the child the fund is meant for, making the investments more

conservative as college approaches. Savers can further specify if they want an aggressive, moderate or conservative age-based portfolio. For those who want to take a more hands-on approach, there are 17 remaining choices. The most aggressive funds reflect the sort of risk seen in the broad stock market. For example, the “Aggressive Growth Portfolio” lost 38.6 percent of its value in 2009, when the stock market plunged, then gained 28.7 percent in 2010 when the market recovered. On the other end of the spectrum, the least aggressive fund, the Legacy Capital Preservation Portfolio, gained between 1.5 and 4.4 percent in each of the past five years. All funds carry some risk, and only the low-yielding Bank Deposit fund is federally insured against losses. Money can only be moved between funds just once a year.
