STATE MANAGERADAM SKAPIN
A lifetime Brisbane local, our Queensland State Manager, Adam, is an experienced and qualified construction surveyor who has a deep understanding of the needs of the industry.
Adam started the Brisbane branch of ESO Surveyors in November 2005 and maintains an impressive team of road and building construction surveyors, who service a list of satisfied clients.
Adam earned a Bachelor of Technology (Surveying) and Master of Business Administration with a specialisation in Project Management, both from University of Southern Queensland. He is an active member of the SSSI (Surveying and Spatial Sciences Institute) and the Qld Civil Contractors Federation (CCF). Adam is ESO’s Chief UAV Pilot and performs UAV surveys on civil and building sites throughout Brisbane as well as supporting UAV data processing nationally.
In his 25 years of involvement in the local construction sector, Adam has developed extensive skills in all facets of surveying and management and has helped deliver such significant projects as the Gateway Upgrade, Middlemount Rail Alliance, DP World Terminal, M1M3 Gateway Merge, Capricorn Highway Duplication, Southeast Queensland Correctional Precinct, Ivy and Eve Apartment Towers, Spire Apartments and many more.
Adam’s role on your project will be to initially consult with you on the best and most costeffective way to meet your project’s surveying requirements. Adam has access to all the latest technology including cloud-based data management (12D Synergy), Augmented Reality Systems (Sitevision), terrestrial laser scanning, UAV drone aerial surveys, automated monitoring, rail trolley technology and GNSS solutions.
Once your project starts, Adam will manage ESO’s delivery of service to you. He ensures his team of experienced surveyors are providing the highest level of service to you, including efficient survey techniques and rapid reporting. Adam will also jump in to help on site when projects accelerate or should there be a need to fill any unforeseen gaps in service.

Road Construction
Initial data capture to assist design through to final as-built reports and everything in between, ESO Surveyors is an industry leader and has been involved in many iconic road projects. Using the 12D Field/12D Model system with remote model synching ensures maximum production from our field crews.
Bridge Construction
Incrementally launched or pre-cast concrete/steel construction, ESO Surveyors understands the dual necessities of high accuracy survey with quality control of the modelling process. We have a number of bridge specialists within our staff.
Rail Construction
High pressure short-term urban rail shutdowns or kilometres of regional rail construction, ESO Surveyors has completed all types of projects. We can deliver corridor scanning and kinetic envelope analysis as well as enhanced construction survey with our Amberg GRP100 Rail Trolley systems.
Building Construction
ESO Surveyors has successfully completed residential and commercial buildings, high-rise and low-rise, stadiums, entertainment venues, defence projects and more. Where we are not working on site full-time our State Mangers are experienced in organising consistent survey teams to service your site when you need it. We also provide Registered/Licensed Surveyor services for titling, easements, work-as-executed and boundary marking.

UAV/Drone
UAV data can be used to accurately create digital terrain models, provide volumes for end-of-month, and to obtain high-resolution imagery. ESO Surveyors has trained remote pilots in each state.
Control Networks
ESO Surveyors has successfully delivered many large survey control networks associated with road and rail construction projects to local authority specifications. We have utilised both GNSS and traditional measurement techniques with data adjusted in StarNet software.
SIGNATURE QLD PROJECT EXPERIENCE
RAIL – Gold Coast Light Rail Stage 3A-John Holland

Completion Date: April 2025
ESO is currently providing survey resources to assist in the construction of 6.4kms of dual track light rail system from Broadbeach South to Burleigh Heads on Queensland’s Gold Coast. The project also includes construction of 8 new stations and 12kms of upgraded pedestrian pathways.
Our team was initially responsible for installation, measurement and adjustment of the project-wide Survey Control Network to TMR specifications.
ESO is now supplying experienced construction surveyors 24 hours a day using our typical system of 12D Field, 12D Model and managing the project data in 12D Synergy.
Next, ESO will be using Amberg Rail trolley system to accurately set out and as-built the rail components.
ROAD-Coomera Connector Stage 1 Central-Fulton Hogan/ McIlwain Civil/JF Hull
Construction Value: $850mill
Completion Date: January 2026
The Coomera Connector is Queensland’s largest road project under construction. Stage 1 Central involves the construction of 8kms of highway with three lanes in each direction with 20 new bridge structures and a new bridge over Ridgevale Drive.
ESO was engaged in the early works phase of the project to support service identification and relocation. As part of our scope, our laser scanning services provided internal 3D models of all existing stormwater pits.
Our team has now been engaged to support the civil construction for the remainder of the main project.
ROAD - Rockhampton Ring Road Southern Package Stage
1-Acciona/Fulton Hogan JV
Construction Value: $280mill
Completion Date: November 2025
On this early works section of the $1.7bill Rockhampton Ring Road project, ESO is providing qualified and experienced construction surveyors to set out and as-built earthworks, drainage and pavements for local road upgrades as well as a 3-span 60m bridge over Lion Creek.
This project is ESO’s 3rd consecutive major project in the Rockhampton area.
ROAD-Capricorn Highway, Rockhampton to Gracemere –Fulton Hogan
Construction Value: $75mill
Completion Date: July 2021
ESO was engaged by Fulton Hogan to provide the Survey Management and all survey resources on this regional project in North Queensland. Construction works included the creation of a four-lane divided highway with a new eastbound carriageway; a new two-lane bridge; and local road and intersection upgrades.
Our team installed, measured, adjusted and maintained the Survey Control Network to TMR specifications in a challenging flood plain environment subject to substantial rainfall. Additionally, ESO provided set out and as-built to earthworks, drainage, services and pavements. ESO’s scope also extended to the Lightly Bound Base (LBB) paving run design and guidance.
