ESO Surveyors provides specialist surveying solutions to the Australian construction industry. We deliver our services with highly qualified and experienced surveyors, using the latest technology available.
Starting in Sydney over 35 years ago, ESO Surveyors now has offices in Sydney, Brisbane, Melbourne, Adelaide, and Perth, employing over 150 staff.
Launched in 1990, our New South Wales branch has been involved in many of the state’s major infrastructure and building projects, helping to deliver key developments in Sydney Metro, Blue Mountains, Newcastle, and regional NSW.
Our NSW branch offers a full range of construction survey services and Reality Capture, and is supported by a national team of specialists in data processing and management, CAD drafting, I.T., Human Resources, and Quality and Safety Systems.

STATE MANAGERCLAYTON MITCHELL
As NSW State Manager for ESO Surveyors since October 2021, Clayton Mitchell brings a wealth of experience and leadership to the role. With a background in cadastral, engineering and construction surveying both locally and overseas, Clayton manages a team of 30+ survey staff, overseeing the successful delivery of projects and ensuring client contracts are executed to the highest standard.
Prior to joining ESO Surveyors, Clayton worked for overseas and Australia-based companies, where he played an instrumental role as a Registered and Engineering & Construction Surveyor on several high-profile projects. His experience also extended to complex TfNSW road infrastructure projects like the Woolgoolga 2 Ballina Pacific Highway Upgrade and various TfNSW QA Construction Survey Surveillance roles.
ESO Surveyors NSW Teams’ recent portfolio features major projects such as the Western Sydney Airport (Apron and Terminal Civil Package), Powerhouse Parramatta, Parramatta Light Rail, the Newell Highway heavy-duty pavement upgrades, and the M12 West Project. These complex undertakings highlight Clayton’s expertise in overseeing largescale urban and regional developments, ranging from detailed road realignments and safety improvements to significant infrastructure construction. Road Construction
Initial data capture to assist design through to final as-built reports and everything in between, ESO Surveyors is an industry leader and has been involved in many iconic road projects. Using the 12D Field/12D Model system with remote model synching ensures maximum production from our field crews.
Bridge Construction
Incrementally launched or pre-cast concrete/steel construction, ESO Surveyors understands the dual necessities of high accuracy survey with quality control of the modelling process. We have a number of bridge specialists within our staff.
Rail Construction
High pressure short-term urban rail shutdowns or kilometres of regional rail construction, ESO Surveyors has completed all types of projects. We can deliver corridor scanning and kinetic envelope analysis as well as enhanced construction survey with our Amberg GRP100 Rail Trolley systems.
Building Construction
ESO Surveyors has successfully completed residential and commercial buildings, high-rise and low-rise, stadiums, entertainment venues, defence projects and more. Where we are not working on site full-time our State Mangers are experienced in organising consistent survey teams to service your site when you need it. We also provide Registered/Licensed Surveyor services for titling, easements, work-as-executed and boundary marking.
Reality Capture
ESO Surveyors provides Reality Capture as an additional service to the construction projects or directly to designers. Based on specific needs of the client, Reality Capture data can be delivered in various 3D formats. This data serves as a crucial foundation for design development and enables comparisons with other data sets for comprehensive analysis.
UAV/Drone
UAV data can be used to accurately create digital terrain models, provide volumes for end-of-month, and to obtain high-resolution imagery. ESO Surveyors has trained remote pilots in each state.
Control Networks
ESO Surveyors has successfully delivered many large survey control networks associated with road and rail construction projects to local authority specifications. We have utilised both GNSS and traditional measurement techniques with data adjusted in StarNet software.
SIGNATURE NSW PROJECT EXPERIENCE
ROAD – M12 West
Project

CPB Contractors & Georgiou Group Construction Value: $500mill
Completion Date: Dec 2025
ESO is currently playing a key role in the construction of a new 7km dual carriageway between the Northern Road, Luddenham, and 400 m east of Badgery’s Creek for the M12 West Project.
ESO has supplied up to 15 experienced construction surveyors to this major infrastructure project. Our team has been responsible for the installation and measurement of the site-wide survey control network, adhering to TfNSW G71 specifications. We have managed the surveying for the 11 bridges, various other structural elements, and provided essential services for earthworks, drainage, utilities for set-out, as-builts and reporting.
We have also worked closely with the offsite precast yard, to ensure all structural elements are constructed to required dimensions and tolerances. Additionally, ESO has handled concrete and asphalt pavement set-outs and reporting, working with both stringline and stringless paving machines to ensure precision in the carriageway’s construction. Our comprehensive involvement ensures the project is executed with high accuracy and efficiency.
QA – Newell Highway – Narrabri to Moree Construction Surveillance – Transport for NSW

Completion Date: August 2024
ESO contributed to the $261 million road pavement upgrade project of the Newell Highway, Narrabi to Moree, commissioned by Transport for NSW.
ESO has been directly contracted by TfNSW and entrusted with managing the Survey Quality Assurance and Surveillance works for the surveying company commission on this project. We provided two senior auditing surveyors to oversee and ensure survey accuracy and compliance. Our team has also supplemented the contract surveyors by supporting their control installations and networking to G71 specifications.
Our team has further assisted in general construction survey activities for the project as well as the site team assisting with monthly quantity calculations for contract payments and design verifications.
Additionally, ESO has handled the management of data, ensuring that survey data collection and storage are accurate and well-organised throughout the project. This comprehensive involvement guarantees that all aspects of the survey work are performed to the highest standard.
RAIL - Parramatta Light Rail Stage1- CPB Contractors & Downer EDI Works

Completion Date: November 2023
From the outset in March 2019, ESO has supported CPB Contractors and Downer EDI Works by supplying 11 experienced construction surveyors. Our team handled comprehensive data management, ensuring accurate and organised survey data collection, including modelling, calculations, volume reports, and end-of-month quantities.
ESO established the primary survey control points, ensuring precise measurements and alignments across the project. Additionally, we provided 24/7 rail occupation resourcing to ensure seamless progress and timely completion of the light rail system.
BUILDING – Powerhouse Parramatta - Lend Lease

Completion Date: Ongoing (Estimated 2025)
Our services started with drone surveys to capture initial site conditions and geometries. From here, our project surveyors worked closely with Lend Lease and other subcontracted parties involved in the civil earthworks, drainage, and piling works. Further, two full time Senior Structures Surveyors, were tasked with all building construction and Structural Steel works. Of major importance is the unique “Exo-skeleton” structural steel installation.
Also included on this project is the laser scanning of heritage features for preservation, as well as creating 3D models to assist in the design and redesign processes. Additionally, ESO established acomprehensive survey control plan tied to cadastral boundaries and densified control for all construction activities.
Our team continue to dedicate 24/7 surveying services for structural steel and has closely monitored existing bridges and buildings throughout the construction phase, ensuring safety and precision in all aspects of the build.
