Warmer weather and longer days have arrived so get outside and enjoy our parks, trails and beautiful waterfront. We are also looking forward to festival season with In the Soil Arts Festival, the Niagara Folk Arts Festival, the Foster Festival, Canada Day celebrations, Rotary Ribfest, the Facer Street Heritage Festival and the annual Labour Day Parade. There is something for everyone to celebrate: arts, culture, culinary delights and, of course, our hometown pride.

Youth Rowing School 2019 St. Catharines Rowing Club Learn to Row Program - This beginner program is designed to teach boys and girls ages 10 – 14 the basics of rowing in an 8 person shell with coxswain, focussing on rowing techniques along with on water instruction. When the weather is inclement fitness and rowing oriented on-land activities will be provided. Advanced Program: This program, with a low student to instructor ratio, is designed for boys and girls ages 12 – 17 who have participated in at least 2 years of the Learn to Row program or similar, or by recommendation of a rowing coach. The Advanced Program focuses on sculling and small boat instruction as well as training and conditioning for rowing and racing. The program is designed for those who want to further build their rowing skills and fitness level and athletes preparing for secondary school competitive programs. Secondary school athletes who want to develop sculling and small boat sweep skills are also invited to attend. One 3 week session and two 2 week sessions for summer 2019 are offered for both the Learn to Row and the Advanced programs.

Each program runs for 3 hours from 9 a.m. to 12:00 noon Monday to Friday. Staff will be available from 8:30 a.m. until 12:30 p.m. for supervision for drop-off and pick-up. Swim test – “A swimming safety test, held on the first day of each session, is required. Learn to Row athletes will be required to roll sideways into the water then tread water for 4 minutes and swim 4 lengths of the Port Dalhousie pool wearing rowing clothes and a banana belt. They will be required to put on and take off a PFD while in the water. Arts and Culture Fun Fact The Centennial Gardens Totem Pole was commissioned in 1966. It was shipped by train from Alert Bay, BC and erected in 1967.

The Centennial Gardens Totem Pole In the 1960s the nation was nearing its 100th anniversary of Confederation and communities across the country sought ways to commemorate that historical event. The City of St. Catharines commissioned Kwakwaka’wakw artist, Doug Cranmer of the ‘Namgis Nation to create a totem pole for our Centennial Gardens. The Totem Pole consists of five characters that carry their own meaning and symbolism. Atop the totem pole is a Thunderbird, followed by a Bear holding Copper, a Cedar Man, a Sisiyutł, and a Raven. Carlisle Street Public Art Project

“Curtain Call” by Lilly Otasevic is the selected art piece that will be installed on the wall of the FirstOntario Performing Arts Centre. Otasevic will fabricate and install her work of art - a painted aluminum sculpture of colourful oversized beads that follow a wavy shape similar to a wampum belt. “The Two Row Wampum Belt, which was my original point of departure, is an element that embodies historical and contemporary context of the City of St. Catharines,” said Otasevic. The multiple colours incorporated into the design reflect St. Catharines’ cultural diversity, the randomness represents the interconnectedness of diverse peoples who make up our contemporary fabric. For Otasevic the design and display of this piece is “important because it successfully reflects what St. Catharines was and is about cultural diversity, respect, togetherness, shared future goals.”

It’s another way we are working towards our vision for St. Catharines to be the most dynamic, innovative, sustainable and livable city in North America. What residents have to say is important to us. However, we know its not always easy to get to the open house or public meeting relating to projects or issues important to you. Now, residents can use EngageSTC to learn more about the City projects and initiatives, share feedback with us and stay up-to-date with other happenings at the City when it is convenient for them.

The city where everyone can play! The City of St. Catharines parks are an important part of what makes St. Catharines a great place to live. City parks serve as neighbourhood hubs and are spaces where residents of all ages and abilities can come together to enjoy healthy, active lifestyles. Enhancing St. Catharines parks and public spaces builds community pride and promotes healthy lifestyles for everyone. Last summer, we celebrated new multi-sport courts at Roehampton Street Park and East Port Park, a new playground at Wise Guys Park and a new splash pad at Bogart Street Park. We plan to invest in City parks in 2019 to continue to enhance quality of life and create a city where everyone can play.

Since we’ve begun test running EngageSTC earlier this year, the website has been visited hundreds of times and has a growing number of participants. So far, we’ve used EngageSTC to consult with residents about conceptual plans for improvements at Sunset Beach. We’ve also used EngageSTC for online nominations for our annual Volunteer Awards and our new MyHoodSTC good neighbour awards. Emergency planning If an emergency happens in your community, it may take emergency workers some time to resolve the situation. Every resident should have an emergency plan. It takes only minutes to complete, and will help you and your family know what to do in the event of an emergency.

Discuss what you would do in different situations. From natural disasters and significant weather events, to power outages and industrial or transportation accidents, think of the risks you might face and use that discussion to help you prepare a plan.

Emergencies can happen anywhere in the city, anytime and without warning. Enjoy a fire-safe summer

Nothing says “summer” like enjoying the outdoors. While enjoying activities, however, remember to keep fire safety in mind: it’s as important outside your home as it is inside.

Butt out properly When smoking outside residents must properly dispose of cigarettes, matches and other smoking materials in deep, sturdy ashtrays or other fireproof containers. Smoking materials should never be flicked, carelessly thrown away or extinguished in planters which may contain materials that can ignite. When hosting get-togethers, designate a smoking area outside, with sturdy fire-proof containers to dispose of smoking materials. Fireworks

St. Catharines residents are only permitted to discharge fireworks on private property on Victoria Day and Canada Day, including the day before and the day after these holidays in accordance with the City’s Fireworks By-law. Residents should only purchase fireworks from businesses that have a posted permit from the fire chief that allows them to sell fireworks. Licenced businesses are only allowed to sell fireworks in the City on Victoria Day and Canada Day, and the seven days leading up to the holidays. Citizens using fireworks should always follow the manufacturer’s instructions to ensure their safety. While enjoyable, St. Catharines Fire and Emergency Services strongly recommends residents leave fireworks to the professionals and attend public displays when available, rather than setting off fireworks themselves.

The Nature of

St. Catharines We must ensure the necessary environmental protections are in place, invest in our green infrastructure, conserve and preserve our natural resources, and prepare for climate change. We must be mindful of the legacy we leave for future generations.

LED Streetlight Conversion The City of St. Catharines is nearing the end of a four-year streetlight conversion project, swapping more than14,100 traditional high-pressure sodium fixtures with LED fixtures. Once completed, not only will the City’s streets be brighter, but the City’s street light energy bill will be reduced by more than 60 per cent.

Helping Reduce Plastic Waste Giving Electric Vehicles a Boost Last fall the City of St. Catharines partnered with Alectra Utilities to boost access to electric vehicle (EV) charging stations downtown for EV drivers. A dual-head electric vehicle charging station is available at City Hall in the area of the James Street parking lot entrance. Two electric vehicles can plug into the EV charging station at a time. The City is offering free EV charging until October 2019; regular parking rates will still apply. www.stcatharines.ca/RechargeSTC

In 2018, the City of St. Catharines banned the sale of water in plastic bottles at most City-owned facilities, followed by the adoption of a plastic straw ban in early 2019. St. Catharines drinking water is of exceptional quality and free drinking water is available to everyone at water fountains and water filling stations at all City facilities. The City will also install five new outdoor water bottle filling stations this year at Kiwanis Field, Burgoyne Woods, Montebello Park, Lancaster Park and Pearson Park. In January, City Council passed a motion banning plastic straws and stir sticks for sale and use in city facilities, parks, city-run events and public spaces and requires non-plastic, compostable alternatives be used when necessary.


Giving Back through

Gardening

There are many ways the City of St. Catharines contributes to its Garden City image, benefiting people, the planet, and pollinators.

The City has planted edible gardens at select sites, donating the produce harvested to Community Care of St. Catharines & Thorold. In 2018, more than 100 pounds of food was donated to support Community Care. Designated a Bee City in 2017, the City continues this designation into 2019, with efforts towards public education, creating and maintaining pollinator habits. Wherever possible, the City plants pollinator-friendly plants and trees. The City also helps promote gardening through a community gardens program, leasing land to community groups and organizations so they can establish and manage community gardens.

Keeping the Garden City Green With a robust tree replacement program on boulevards, parks and green spaces, to annual tree giveaways, the City of St. Catharines is committed to the development and sustainability of our urban forest canopy cover. The City has increased its urban forest tree canopy to about 22 per cent, putting us well on our way towards reaching 30 per cent canopy coverage. The annual tree giveaway has been a success, with more than 1,000 trees being given in 2017 and again in 2018, to be planted on private property. Water Conservation and Efficiency The City of St. Catharines has long been promoting water conservation and reducing runoff into local creeks, rivers and Lake Ontario. Analysis of water use over the last 20 years has shown significant reductions in water consumption. Public education and community outreach has been key, with campaigns such as the rain barrel sale helping residents view rainwater as a resource. Residents have purchased more than 9,000 rain barrels from the City since 2006, reducing runoff and creating a source of water for outdoor uses.

The 2019 free tree giveaway and rain barrel sale is scheduled for Saturday, June 1, from 7:30 a.m. to 1 p.m. at the Seymour-Hannah Sports and Entertainment Centre. Watch our website and social media for complete details.


Reduce your risk for a flooded basement In the spring, a mix of melting snow and April showers can put homes at risk of flooding, even if it’s never been a problem before.

Reporting a basement flood Report basement flooding to the City by calling 905.688.5600 and contact your insurance provider ASAP.

Be prepared to answer the following questions as best you can:

This time of year the ground is still frozen or saturated from the snow melt and a heavy rainfall brings the risk of a flooded basement.

Where is the water coming from? When did it start? How much water is there? What is the clarity of the water?

Spring Thaw Here are some things you can do in advance of the spring thaw to prevent against basement flooding: Clear your eavestroughs and downspouts of snow and ice. Doing so will ensure water drains properly. Make sure your downspouts are draining water away from your foundation. Ideally have them drain into your lawn, garden or rain barrel. Clear sewer grates and ditches between properties to help water enter the storm sewer. Make sure it is safe to do so before you begin.

Protect your home from basement flooding

Avoid pouring fats, oils and grease down the drain because they can clog pipes. Avoid flushing hygiene products down the drain because they can also clog pipes. Keep food scraps, plastic wrap and other solids from going down the drain. Seal cracks or openings in walls, floors, windows, foundations and window wells.

Disconnect downspouts from the sanitary sewer system. Repair/replace damaged weeping tile systems. Know the location of your water shut-off valves.

Flood Alleviation Program (FLAP)

The City provides grants up to $3,500 to help cover the costs of installing protective devices such as a sump pump and backwater valve.

Homeowners who have had a sanitary backup as a result of a sewer surcharge may be eligible for the FLAP program.

These devices can help provide basement flooding protection and decrease the volume of rainwater discharged into the sewer system.

Program Guidelines

Facility Swim Test

• Programs may end five minutes early to

Pool, Splash Pad and Facility Guidelines

• Leave all valuables at home. The City is not

responsible for lost or stolen articles • Day use lockers are available. Locks must be removed nightly. Remaining locks will be removed at end of the day • Swimmers must shower before entering the pool • Cellphones and cameras are not permitted in the washroom or change rooms • For the privacy of all swimmers, picture or video taking is not permitted from the viewing area. To take a picture of your own child please speak to a lifeguard • No glass containers, food or beverages are allowed in the pool area or the area surrounding the pool • Do not enter the pool if you have an open sore or rash, experiencing nausea, vomiting or diarrhea P • atrons who do not have bowel control must wear plastic pants or swim diapers underneath their bathing suits. No regular diapers • Bring indoor sandals when you come to the pool. Street shoes and strollers not permitted on pool deck

Serious Medical Conditions Swimmers with serious medical conditions must be accompanied by an individual knowledgeable of their condition and responsible for their direct supervision. Your medical doctor should be consulted before swimming.

Instructor Requests

Each child receives a progress card at the end of each session and a sticker / badge when a level is completed. Progress reports and report cards are kept on file for one complete session. Don’t know which level to register your children in? Free evaluation screenings are available at City pools during leisure swims. Simply ask a staff member at the pool.

Select the starting level based on your child’s current swimming ability and watch your child improve on their swimming skills. This program focuses on developing sound water safety habits and basic swimming skills for children with learning, physical or intellectual difficulties. Each child must be accompanied in the water by a caregiver / volunteer, 14 years of age or older, who is comfortable in the water and familiar with the child’s physical and emotional needs and capable of managing their general progress in a safe manner. The Puffer Fish program is a personalized program developed for children, youth and adults with accessibility requirements to help achieve swim goals. Terms and Conditions Fees • All fees listed in the guide include HST • Fees are waived for support persons who accompany a person with a disability for the purposes of participation, communication, mobility, personal care, medical needs or access to service • Included in all aquatic programs is a $2.29 (HST included) per participant, per program surcharge Family Rates • Registering two or more children: first child pays at full price, each additional child receives 20 per cent discount. Aquatic Leadership Programs Refund Policy Refunds will only be issued 14 days prior to the start of the program. No refunds will be issued after this time. Program Wait List You may ask to go on a wait list for any program. If an opening occurs you will be contacted and given 48 hours to confirm your interest. Program Changes The City of St. Catharines reserves the right to change the time, location, instructor or fee if required. All programs, facility information, rates, dates and times advertised in the Leisure Guide are subject to change. Class Cancellation Low registration numbers may result in the cancellation or changing of classes. A full refund will be given if a program is cancelled by the City of St. Catharines. Make Up Classes There will be no refund or make-up class for any programs due to absenteeism, thunder, lightning, pool fouling and emergency or maintenance-related facility closures. If there is a pool closure during a swim lesson, children are still encouraged to attend and will be taught water safety.
