PREFACE We submit the enclosed design proposal to Wichita Streams & Valleys to assist in their continuing efforts to make improvements to Wichita Falls and expand its cultural identity.

DESIGN The site chosen for the outdoor performance center is significant due to its location at the crossing of the Wichita River and rail line. The natural features of the site as well as the railroad infrastructure reflect upon the earliest beginnings of Wichita Falls, and also to its growth into the regional center of today.
