Gurgaon, NCRT Bureau Gurgaon Police Commissionerate, taking a big step towords crime control in the district, has constituted “Serious Fraud Investigation Cell” for rapidly probing big economic offences. The first of its kind in the state, special cell was inaugurated by Police Commissioner, Alok Mittal on Thursday at the office of the Joint Commissioner (crime) in sector 51. The Police Commissioner, Alok Mittal addressing on this occasion told that SFIC had been entrusted the task of probing big cases of

economic frauds happening in corporate and companies. The cell would not pick up petty cases. He also said that Gurgaon had witnessed tremendous growth in the past one decade. Several big companies including automobiles, IT, BPO MNC and Financial institutes had set up their corporate offices in Gurgaon. With tremendous increase in economic activities, offences of economic nature had also come in big way. These cases needed special investigation for quick disposal providing fast justice and relief to the complainants. Mittal disclosed that three economic

offence wings had been formed for each zone. All big cases of economic frauds would be transferred to different wings for investigation. Till now, Special Investigation Team had been probing all cases of economic offences wheather big or small andf special teams required to be formed for each case. On this occasion, Jt Commissioner of Police (HQ) Maheshwar Dayal, JT Police Commissioner (Traffic) Bharti Arora, DCP (South) Rahul Sharma, DCP (W) Surender Pal, ACP (crime) Rajesh Fogat, Indrajeet and other officers were present.

gurgaon, of the famous place Sheetala Mata. More than three centuries ago two brothers, Padarath and Singha lived in the village of Gurgaon. They were fief holders and owned thousands of acres of land. Singha was a calm, good­ natured person who spend most of his time in singing Bhajans. Impressed by Singha's devotion, Sheetala Devi appeared in his dream and granted him a boon. The boon was that, Singha's mere touch would free a person from all pains. Singha thus left his luxurious abode and started meditating near the pond. He also made a crude temple like structure and started worshipping the Devi there. One day it seems, while collecting mud from the pond, Singha found the idol of the Devi and consecrated it in the crude structure. This structure later on became the Sheetala Devi temple.

Fast justice for women By NCRT Reporter GURGAON; In compliance with the directions of the Hon’ble Punjab and Haryana High Court, Chandigarh, the District and Sessions Judge, Gurgaon was constituted the court of Smt. Alka Malik, Additional District and Sessions Judge, Gurgaon, as Exclusive Court for Fast Tracking of cases of heinous crime against women w.e.f. 21.09.2013. All the cases relating to heinous crime against women pending before various Sessions/Additional Sessions Judges, Gurgaon, have been withdrawn from their courts and have been transferred to the court of Mrs. Alka Malik, Additional District & Sessions Judge, Gurgaon. Other work, except cases of heinous crime against women, have been withdrawn from the court of Mrs. Alka Malik. Constitution of exclusive court will go a long way in speedy disposal of cases of heinous crime against women.

Remove liquor vends along highways: HC By NCRT Reporter GURGAON; In a significant order, Punjab and Haryana high court on Friday directed the state governments to remove all liquor vends being run along the national highways. According to NHAI, around 185 liquor vends are functioning along the Panipat­Jalandhar national highway in violation of the NHAI Act 2002. While issuing the orders, a division bench also clarified that such liquor vends should be removed immediately irrespective of the fact that they are running after getting licences from the respective state governments. The bench,

Giving four weeks' time to the secretaries of the department of local bodies and excise and taxation of both the states to file a compliance report of these orders, the HC had also directed them to remove hoardings advertising liquor brands on vends along the highways.

Tooth sensitivity is quite a common ailment that needs treating its causes rather than its symptoms, writes Dr Lakshmi Vishwanat.


recent study states that two in every five people of the urban population suffer from tooth sensitivity. Are you one of them? If you are, then you know what a debilitating effect it can have on your life. The tooth has three layers – the enamel, dentine and the pulp. The enamel is the first layer. Under the enamel, is the dentine which covers the pulp and is made up of tubules and nerve endings. Sometimes, recession of gums, tooth wear or tooth decay causes the dentine to get exposed. When dentine is exposed to cold or hot food, air pressure or forces of mastication, it can trigger sensitivity which ranges from a slight irritation to intense pain and discomfort. One of the relatively new treatments for tooth sensitivity is the Novamin technology. One of the co­ founders of Novamin technology, Leonard J Litkowski, a practicing dentist in Maryland was in Bangalore recently. He explains what this material is all about, “The material used in this technology falls into the category of bio­active glasses. Bio­ active means that when the material is implanted into a person, instead of being rejected, the material helps the body enhance the repair process.” In dentistry, the material was used in cases of trauma to the head and neck region, in periodontal lesions, or as a

pulp capping agent. It is not only used in dentistry but also in other branches of medicine, to repair bones in case of bony defects, crush injuries, etc. Irrespective of its use, the consistent quality of this material was that, when it is implanted in a bony or soft tissue environment, it induces the bone to form more bone without causing a harmful inflammatory response. “While working on this material in the 1990s it is these characteristics that drew our attention. The size of the defects was variable and the size of the particles of the material was altered accordingly. The dental tubule was thought of as a defect, and particles were ground down to smaller particles to suit the size of the tubule. These particles were used over dentine and tested for the dentinal response,” elucidates Dr Leonard. The mouth is not a protected environment, and contains saliva, several bacteria and food particles. The research team was curious to know if the material will be able to work effectively even in this environment. On further probing, they were able to successfully identify that the material can bind to exposed dentine in the oral environment and can re­ precipitate calcium and phosphate and can eventually form tooth­like material (hydroxyapatite) that can coat the dentine and successfully treat dentine

hypersensitivity. The invention received a patent in the year 1998. It was bought by a leading global healthcare company and incorporated into a toothpaste. Building the formulation for the toothpaste was a challenge faced by the company as the material reacts with water. The company had to find a formulation without water, the product had to be acceptable to the consumer, and one that functions like any other toothpaste. The next challenge was to determine if, with the consumer brushing for approximately 60 seconds, would the product work in the same manner as scientifically desired? It has now been proven that with the prescribed usage of two times a day, for two weeks, a tooth­like hydroxyapatite layer is formed over exposed dentine, which is harder than dentine, resistant to brushing and acid attack by food particles. So in some ways, the company has successfully been able to meet the challenge and come up with a toothpaste that claims to put an end to your tooth sensitivity woes. However, sensitivity is a symptom of an underlying problem. Finding out the cause for the sensitivity and treating that cause, rather than just treating the symptom, is of utmost importance. DLF RWA Election : Final Match on 29 September GURGAON: The final stage of DLF RWA election has been set up. The campaigning for final round has geared up. The election for final phase will be held on September 29. Earlier 106 members/Manager were elected by way of collagium system prescribed by Haryana Apartment Owners Act. Homebuyers protest against developer By Sharad Bansal As many as 500 homebuyers of DLF New Town Heights, Gurgaon held a demonstration against the developer for delay in handing over possession of the flats. They alleged that they had incurred a collective loss of over Rs 680 crore. The aggrieved homeowners demonstrated against the developer at Jantar Mantar, New Delhi. Fighting for their right to get their home on time, the homeowners protested peacefully by putting up banners and pictures showing the poor state of the complex and shouting slogans against the company and DTCP. The New Town Heights, Gurgaon project was launched between February 2008 to March 2008. There are more than 3,000 flats in three projects of New Town Heights in sectors 86, 90 and 91. According to the association, the homeowners were promised possession by February to March 2011 which

the developer failed to abide by. Despite waiting for more than 5.5 years, the customers have not yet received possession of their apartments. The association alleged that the developer had been giving false assurances on timelines. The DTCP (Department of Town & Country Planning, Haryana) issued the Occupancy Certificates (OC) to DLF in February 2013, according to which the homeowners were to receive possession within a month’s time. Despite this, the homeowners still do not have possession of their homes and moreover the complex is still unfinished and heavy construction continues to happen even in towers for which OC has been granted. According to the Association, “These homes from inside are in a bad condition with no doors, windows or toilets. The state of apartments is so bad that DLF has not been able to handover

right to get their home on time, the home owners protested peacefully by putting up banners and pictures showing the poor state of the complex and shouting slogans against the company and DTCP. apartments even after six months of receipt of OC. As per the agreement signed between DLF and customers, DLF has promised to handover homes within 30 days after getting OC from DTCP.” “By getting the OC before completion of construction, DLF has breached its own agreement clause 17 that provides for

compensation for failure to hand over apartments. It has stopped paying compensation to homebuyers who have to pay both the EMI and the house rent. This amounts to over R30 crore, which is increasing every passing day,” allege homeowners. Said Nitin Grover, president, New Town Heights Homeowners Association, “We have invested our hard­earned money into buying a house and most of us are first­time buyers. The developer is not only playing with emotions of common people like us who dream of owning their own home, but also invading a huge amount of money. We would like DLF to take an immediate action in this regard and give us a final date of possession and pay us delay compensation.

Kingdom of Dreams owes state Rs. 11 cr Kingdom of Dreams, Gurgaon's sole entertainment house, has failed to pay dues worth Rs. 11 crore to the Haryana government, the estate office of the Haryana Urban Development Authority (Huda) said. According to a senior official in the Huda estate office department, the dues consist of the monthly rent for the period of 2009­2010, service tax and the compound interest of the past four years. Fearing legal action, the Kingdom of Dreams (KoD) gave a representation to the Haryana government seeking exemption of the monthly rent of 2009­2010, which would amount to Rs. 4.32 crore and would include exemption of service tax and compound interest. Pradeep Bhardwaj, general manager, KoD said, "The Haryana government may waive off the monthly rent for 2009­2010. The rent due between July 2009 and June 2010 amounts to Rs. 4.32 crore and falls in the moratorium period for which we have requested a waiver." However, the local Huda office is yet to receive any intimation from Chandigarh. "We haven't got any information on waiving off the dues under the moratorium period from the state government," said Praveen Kumar, administrator,
