Parents by Choice (PBC) serves the children and families in San Joaquin County with a multi-faceted approach. The organization has a collaborative and compassionate staff of 80 employees and an annual budget of $6M. Founded in 2006 with the belief that no single program is a silver bullet, PBC offers support in a variety of areas, each addressing the specific needs of vulnerable youth. Parents by Choice provides foster and adoption support services, a Positive Parenting Educational Program, transitional housing Program for youth aged 18-21, and mental health services for those struggling at any stage of the process. The organization also runs a social enterprise program, activating community retail space in the heart of Downtown Stockton and providing training and employment to foster youth who are entering the workforce.

Parents by Choice also operates a second site in Vacaville, CA, extending services north in the Central Valley. Through these services and more, PBC has been able to greatly impact the San Joaquin County community and beyond, providing a healthier future for children and their families.

foster care

PBC provides homes for children and youth in foster care. Offering everything from short-term intervention to permanent adoption, Parents by Choice provides a great amount of support to foster parents, along with a specialized mental health team that assists when a crisis situation occurs.

transitional housing positive parenting program

Designed for youth ages 18-21 who are in need of extended foster care, this program offers its participants independent living space as they continued to receive support services through Parents by Choice.

This program offers parenting group courses designed to reduce stress and improve the home environment at no cost. It introduces simple and practical strategies parents can adopt to suit their own values, beliefs and needs.

mental health services

Our Mental Health Department provides clinical and consultation services that support bonding and attachment to children ages 0-21 who may be at risk of emerging behavioral health problems. The goal is to build strong and healthy attachments between child and parent or other significant adults.

Having acquired a commercial space, PBC now offers social enterprises, a program in which small businesses can offer youth supportive employment. Each young employee receives case management, training and support as they prepare for a permanent position in the community.

therapeutic foster care

TFC is an intensive therapeutic support care inside the home. It is a shortterm, intensive, highly coordinated, traumainformed, and individualized intervention, provided by a TFC parent to a child or youth who has complex emotional and behavioral needs.

Position Overview

Parents by Choice is seeking their first Deputy Director to support the daily operations of the organization. By serving as the second in command at the organization, the Deputy Director will play a crucial role in supporting the Executive Director, staff members and community members. They will enhance organizational effectiveness by overseeing operations as well as the directors responsible for finance, human resources, and programs. They will establish policies and procedures, support workplace culture, and implement new initiatives.

This position requires a skilled project manager with excellent communication, emotional intelligence, a strong understanding of systems improvement, and a commitment to supporting the PBC mission of supporting vulnerable children and their families. The ideal candidate brings a diversity of skills and leadership experience to the role and desires to collaborate with a positive, growth-oriented team. They are eager to learn, adapt to change, and develop their abilities to advance the mission of Parents by Choice.

Conduct a listening tour with staff, Board Members, and community members, learning the culture of PBC

Operations & Administration

Serve as a leader for internal operations, including organizational administration, facilities management and maintenance, information management including technology planning, program measurement and evaluation.

Assess and develop efficient systems, policies, and procedures to unite and support the staff and address emerging agency needs.

Provide oversight of quality assurance, risk management, and program compliance.

Regularly assess overall operations and provide reports to the ED.

Strategic Leadership & Communications

Support program directors to monitor and evaluate program effectiveness and implement adjustments as needed.

Build and maintain relationships with key stakeholders, including community organizations, government agencies, and funders.

Represent the organization at meetings, conferences, and public events.

Foster a collaborative and inclusive workplace culture that promotes compassionate service and professional growth. Create and implement effective communication tools and norms to enhance internal team function.

Technology & Facilities

Supervise the maintenance of facilities across multiple sites. Assess, plan, and implement information technology systems to maximize organizational efficiency in all departments, ensuring that technology systems align with the agency's infrastructure needs.

Execute and renew leases, address legal issues, and maintain corporate compliance in partnership with the Executive Director.

Finance & Fund Development

Collaborate with the finance team to develop, implement, and regularly report on departmental budgets.

Review and analyze operational budgets and financial statements.

Identify new grant funding and/or contract opportunities and assist in grant writing and contract reporting.

Offer strategic direction on initiatives aimed at ensuring both short and long-term fiscal sustainability.

Ensure efficient use of resources and compliance with financial policies.

qualifications

Parents by Choice is open to applicants from a variety of backgrounds. A combination of some of the following qualifications will make you stand out as a qualified candidate:

Minimum of five (5) years’ experience in progressive responsible roles within nonprofit leadership or senior management positions in commercial sectors

Experience in operations, program management, human resources, and/or other leadership at a nonprofit organization with complex programs and multiple funding sources.

Familiarity with the child welfare system and/or working with government agencies.

Ability to analyze data, assess programs, and create/implement organizational systems and procedures.

Excellent written and verbal communication skills and the ability to quickly connect with people and foster relationships.

A robust professional network in San Joaquin County with community-based organizations, elected officials, government agencies, corporations, and/or donors.

Comfortable with public speaking and presenting information to groups of people.

Proficiency in Microsoft Office, particularly Excel, PowerPoint, and other database and tracking tools.

A proven track record in project management and supporting employees

Ability to communicate your passion for the mission and values of Parents by Choice.

Bachelor’s or higher degree in business, non-profit management, public administration, or related discipline is a plus, but not required.

compensation & benefits

Parents by Choice is offering a competitive salary range of $120,000$140,000 annually. This is a full-time, in-person position located in Stockton CA. Benefits include Medical, Dental, Retirement, Life and a generous time off package.

They have an instinct for risk management and program assessment, and can handle multiple projects and responsibilities at once.
