Albufeira Resolution on an Evidence Based Framework on Clinical Competencies in Medical Education European Medical Students` Council 2006, Albufeira Portugal As adopted by the General Assembly of the European Medical Students’ Association on 4th October 2006. Acknowledging the findings in the CanMEDS 2005 physician competency frameworki, Reaffirming the importance of continuous Quality Assurance and Quality Improvement as integral part of Medical Education Recalling on the joint policy statements on Medical Education and Quality Assurance adopted by EMSA (European Medical Students’ Association) and IFMSA (International Federation of Medical Students’ Associations) Affirming our duty as future physicians to serve society and deliver the highest excellence in health care Convinced by the relevance of the research and practical experience that validated the different physician Roles in Canada, Identifying CanMEDS 2005 as a tool with which Quality Assurance and Quality Improvement within undergraduate Medical Education can be upheld, Aware of the fact that medical curricula must be kept dynamic, Recognising the need of evidence based Medical Education Affirming that the CanMEDS 2005 framework of competencies, should not interfere with local culture and should not be restrictive in educational methods used. Bearing in mind that CanMEDS 2005 framework will have implications on the way faculties monitor the progress of their students in the curriculumii. The EMS Council at its 3rd meeting in Albufeira, January 2006 1. Stresses the relevance of an evidence based physician competency framework for curriculum development 2. Recommends all decision bodies to actively improve medical curricula: to ensure that more students reach the level of excellence. 3. Strongly urges national institutions, medical faculties, organisations representing the medical profession, including medical students, to initiate, actively promote and support pilot projects and studies on the different Roles as e.g. stated in the CanMEDS framework of competencies, to identify their significance in the local context; 4. Urges all relevant bodies to support local, national and European medical student organisations to offer activities increasing competencies as outlined in the CanMEDS framework

5. Resolves to actively spread knowledge and awareness on the CanMEDS 2005 framework of competencies to National and Local Medical Student Organisations. 6. Decides to promote the CanMEDS 2005 concept among National Medical Organisations, to debate on the relevance and applicability of this framework in European countries; 7. Decides to bring the CanMEDS Roles under the attention of individual students to offer them the opportunity to reflect upon themselves, based on these Roles. 8. Congratulates the researchers involved in the CanMEDS project on their work 9. Decides to remain actively seized of the matter.
