In our society today, the current criminal justice system is in need of reform, mainly because of overcrowding. City officials estimate that over one fifth of Philadelphia’s population has been incarcerated and holds a criminal record(1), 42 percent of these people are affected by recidivism(2). Many sources incident that reform should include therapeutic practices and valuable life lessons in order for inmates to avoid this re-incarceration. There are alternative programs that address this issue and have been proven to decrease recidivism. For example, in Michigan the Paws for a Cause(3) program has the prisoners paired with dogs and train them to become valuable service dogs for people in need. The program teaches responsibility, patience, leadership, and empathy. Linking Lives will not just take on these aspects, but will also address the high number of dogs currently in Philadelphia shelters(4). Of the 8000 dogs threaten by euthanasia, this program will take in around 100 a year. The inmates will train the dogs to be more desirable for adoption and, for the capable dogs, to become service dogs for people with physical disabilities. The population of disabled persons and disabled veterans in the city of Philadelphia is significant based off of the convenience and programs the city provides(6), and though service dogs are valuable to these people they can be expensive with extensive waitlists(8). Further integration between the community, charged persons, and the dogs lies within a dog park, dog daycare, dog grooming, and training classes for basic obedience and agility. Agility is a new program currently not available in center city, where dog owners can work with their dog to complete a timed obstacle course. This is a fun way to address the need for exercise for inner city dogs, and creates a strong bond between owner and dog, which ultimately leads to fewer abandoned dogs. There is a high number of dog owners in center city Philadelphia, who find themselves wanting more outdoor space for their dog(9). Through Linking Lives, charged persons learn valuable life lessons that help them to be reintegrated into society, while also improving the lives of sheltered dogs and the surrounding community of center city, Philadelphia.
