Site Management Safety Training Scheme (SMSTS) By Ade Lewis

The Site Management Safety Training Scheme forms part of the Construction Skills (CITB) Site Safety Plus range of courses which are highly regarded within the construction industry and recognised as being the highest standard of qualification for SMSTS Training. The SMSTS training is a 5 day course aimed at site managers, agents and people who are responsible for planning, organising, monitoring, controlling or administering groups of staff and workforce. It is suitable for those wishing to develop a more in depth legal, moral and social understanding of their role and also teaches delegates how to manage on-site health and safety in accordance with current legislation. Around ten thousand people attend the site management safety training scheme health and safety course each year. These people include current site managers who feel that they need to brush up on their health and safety awareness and construction professionals who aspire to become future site managers. The Construction Design and Management Regulations 2007 (CDM) requires that all employers of construction workers ensure that they are competent in a range of health and safety issues. The 5 day SMSTS Course is the highest level of training available to qualify for this requirement. The training covers a wide variety of health and safety aspects and at the end of the training delegates will be aware of and be able to:

• Implement all health, safety, welfare and environmental legislation which affects them during their work • Implement new guidance and industry best practice • State their duties and responsibilities with regards to health, safety, welfare and the environment • Manage health & safety on site in accordance with current legal provisions, and within the context of their management or supervisory role • Develop an understanding of responsibilities and accountability for site health, safety and welfare • Recognise that a safe site is efficient, economical and productive


To qualify for the Construction Skills Site Safety Plus SMSTS accreditation, course candidates will be assessed through three core exercises and are required to sit an end of course examination. Qualification certificates are issued by Construction Skills and are valid for 5 years. This course should not be confused with the Site Supervisors Safety Training Scheme (SSSTS) course which is a 2 day training course aimed at site supervisors who deal with day to day Health and Safety issues on-site and are seeking the knowledge and information required to comply with their on site health and safety responsibilities.
