MESSAGE FROM THE CHIEF OF POLICE Dear El Segundo Police Department Family and Community, It is my privilege to share our 2025 Year in Review, highlighting the department’s accomplishments, the challenges we faced, and our outlook for the future. I deeply appreciate your continued interest in our work and the services we provide to our community.

In 2025, we achieved significant milestones and made meaningful progress in reducing crime and enhancing public safety. For the first time in several years, the El Segundo Police Department reached full staffing of sworn police officers. This achievement is a testament to the tireless efforts of our Recruitment and Personnel Teams, and the City’s Human Resources Department.

This staffing growth has strengthened multiple areas of the department. Patrol operations were expanded, a second K-9 was added to ensure daily coverage, and the Traffic Division grew with the addition of a motorcycle officer to better address traffic-related concerns. Our Detective Bureau is now fully staffed, allowing for more efficient and thorough investigations. In addition, assigning a detective to a federal task force has improved intelligence gathering and enhanced interagency collaboration.

We remain dedicated to addressing homelessness in our community through the Proactive Approach to Homelessness in El Segundo (PATCHES) Program.

PATCHES continues to be a compassionate and effective model, combining outreach, support services, and enforcement when necessary. The program has successfully helped many individuals gain access to temporary and permanent shelter as well as essential services.

Our commitment to innovation and technology remains strong. In 2025, we advanced our drone

program by launching the Drone as First Responder (DFR) initiative. This program has improved response times and provided officers with enhanced situational awareness, increasing safety for both our personnel and the public. We also upgraded all automatic license plate reader cameras to a more modern and efficient system, further supporting our crime-solving efforts.

Looking ahead to 2026, we remain focused on delivering the highest level of service to our community with pride, professionalism, and dedication. By working collaboratively with our residents and partners, we will continue to build on our successes, learn from our experiences, and ensure El Segundo remains a safe and vibrant city.

The Uniform Patrol Division stands as the backbone of the El Segundo Police Department, serving as the frontline force that interacts daily with our community and collaborates cohesively with every other division. It all starts with Patrol.

The primary function of the Uniform Patrol Division is to patrol the city, enforce penal statutes and ordinances, maintain public order, enforce traffic laws, provide assistance and information to residents and visitors, and deliver essential public services as needed.

In 2025, the Patrol Division transitioned to a new patrol shift model, moving from a hybrid 4/10 schedule to a full 3/12 schedule across dedicated night and day shifts. This marked the first time in the history of the El Segundo Police Department that the Patrol Division achieved full staffing under a 3/12 contingent, reflecting the continued evolution of the department under Chief Saul Rodriguez.

The division comprises 24 dedicated patrol officers and two K9 units, ensuring robust coverage and specialized capabilities.

K-9 PROGRAM El Segundo Police Department has two police dogs that assist field and detective operations.

Our dogs are highly trained in the detection and apprehension of dangerous suspects and items of evidence.

The dogs' keen sense of smell helps officers conduct searches with greater safety and efficiency. Police officers selected to be dog handlers undergo lengthy training with their canine partners before they begin their duties together and our K-9 teams participate in weekly training sessions to maintain their readiness.

The K-9 units employ specifically modified patrol cars. The rear seats have been removed to provide room for a platform on which the dog can rest comfortably. Additionally, the officer can open the rear door via remote control, allowing his canine partner to exit the car when the officer chooses.

K-9 officers and their dogs share a strong bond and rely on each other as true partners.

Officers take their dog home at the end of each shift and the dog lives as a member of the officer’s family. We share a special sense of pride about our four-legged furry officers.

OFFICER SLOVER AND K9 XENA Officer Slover has been a Police Officer for ten years and became a K-9 handler in May of 2021.

K9 Xena is a nine-year-old Belgian Malinois from Czechoslovakia, and Officer Slover has trained extensively to communicate with her using Czechoslovakian commands.

Xena lives with Officer Slover and goes home with him at the end of each shift. During her time off, she enjoys playing ball and spending time with her brother Charlie, a Golden Retriever.

OFFICER DROHAN AND K9 LANA Officer Drohan began his career with the El Segundo Police Department in 2014 as a Police Cadet and became a sworn Police Officer in 2020. In 2025, he was partnered with his K9, Lana.

K9 Lana is a three-year-old Belgian Malinois from Holland who joined the El Segundo Police Department's K9 Unit in November of 2025.

The El Segundo Police Department Investigative Division conducts thorough, ethical criminal investigations using current technology, continuous professional training, and innovative investigative techniques. We are committed to solving crimes, bringing offenders to justice, and providing compassionate support to victims and witnesses, while upholding the constitutional rights of all individuals. Through ongoing investment in advanced forensic tools, datadriven strategies, and professional development, our detectives maintain expertise in evolving criminal methodologies and best practices. PROTECTING WHAT MATTERS MOST

The El Segundo Investigative Division has had a busy 2025, offering safety guidelines, awareness, and crime trend presentations to the community. In partnership with corporations, hotels, community events, and the Citizen Police Academy, we worked to create the safest community environment.

The division includes one lieutenant, one sergeant, one crime analyst, one court service officer, and six detectives specializing in crimes against persons, juvenile crimes/sexual offenses, property crimes, and fraud. One detective assists off-site with Homeland Security Investigations on cybercrime cases.

The detectives of the El Segundo Police Department share a single mission: to solve crimes, support victims, and enhance the quality of life throughout our community.

PROTECTING PEOPLE CRIMES AGAINST PERSONS The Crimes against Persons detective works closely with victims of violent crimes such as domestic violence, homicide, robberies, assaults causing severe injury, and criminal threats.

JUVENILE CRIMES AND SEXUAL OFFENSES The Juvenile Crimes and Sexual Offenses detective works with juveniles in our community and schools, handling complex cases and collaborating with the Los Angeles County Juvenile Diversion Program. FROM INTELLIGENCE TO PROSECUTION CRIME ANALYSIS: DATA-DRIVEN POLICING The Crime Analyst collects, reviews, and interprets crime data to identify trends, patterns, and emerging threats. This intelligencedriven approach supports deployment decisions, helps prevent recurring crimes, and strengthens investigative outcomes. COURT SERVICES: ENSURING ACCOUNTABILITY The Court Service Officer plays a critical role in moving cases from investigation to prosecution. This position supports detectives by preparing and filing criminal cases with the District Attorney’s Office and managing discovery requests.

Lastly, the Cyber Crime Task Force Officer collaborates with multiple agencies to dismantle organized crime networks and prosecute both local and federal cases across Southern California, ensuring serious violent crimes receive federal indictment when state prosecution is not possible.

CASE HIGHLIGHT In January 2025, the EL Segundo Investigative Division received a case from patrol regarding a stolen vehicle taken from the area of Mariposa Ave. and Continental St. A concealed handgun was left in the glovebox, along with the victim's cell phones. An Apple AirTag was also on the victim’s key ring, which was inside the vehicle. Detectives quickly began tracking the AirTag and phones, and approximately two hours later, located the abandoned vehicle in a neighboring city.

The vehicle was recovered, but an immediate search revealed the handgun was missing. The following day, detectives canvassed the area where the vehicle was originally stolen and obtained video surveillance footage from nearby businesses. This video footage provided detectives with a very specific vehicle description. Through additional investigation, the vehicle was identified, and the driver was detained. Detectives determined that the driver (Suspect #1) was driving the suspect vehicle during the crime.

An interview with Suspect #1 revealed that he and another unidentified suspect (Suspect #2) had been staying at a hotel in El Segundo at the time of the crime, but he would not provide identifying information. Detectives located surveillance video from the hotel and, using department resources, identified Suspect #2. From surveillance video, Suspect #2 was confirmed as the passenger in the suspect vehicle and the suspect who stole the victim’s vehicle containing the handgun.

Detectives then conducted surveillance of Suspect #2’s residence, eventually locating him and taking him into custody. A search of Suspect #2’s residence was conducted, per his Post Release Community Supervision status, but the handgun was not located.

During an intense interview, detectives persuaded Suspect #2 to arrange for the gun’s return.

After making several phone calls, the suspect facilitated the handgun’s recovery a few hours after his arrest.

The investigation spanned two weeks. Thanks to the detectives’ commitment and work ethic, the suspects were identified and captured quickly. Due to their criminal history, both suspects were later tried federally.

SPECIAL OPERATIONS

We’re committed to keeping El Segundo traffic safe, efficient, and worry-free. Our officers undergo extensive training to help keep our streets and drivers safe. We promote traffic safety education, emphasize compliance with traffic and parking laws, and assist other City departments.

El Segundo PD’s traffic officers also engage in special enforcement details throughout the city and participate in community events, such as the Holiday Parade and the PTA Fun Run. As experienced traffic collision investigators, our officers maintain the training, knowledge and equipment to investigate traffic collisions, including non-injury, injury, and fatal accidents.

MOTOR OFFICERS Traffic enforcement on Police Motorcycles has been a tradition in the El Segundo Police Department since the 1920's. One of the first El Segundo Police vehicles was a Harley Davidson motorcycle, ridden by then Captain James Cummings, the grandfather of former El Segundo Police Chief, David Cummings.

Motorcycle technology has advanced since the early days and today El Segundo Motorcycle Officers ride the BMW R 1250 RTP, one of the most technologically advanced motorcycles in the industry.

The El Segundo Police Department currently has three riding officers. All have a wide range of individual police experience.

MOTOR OFFICER TRAINING All El Segundo Motorcycle Officers must complete intensive training and certification.

The training is so rigorous, the attrition rate for perspective motorcycle officers who enter motor-school is well over 50%. In school during the testing phase, only perfection will earn a passing grade. Officers must maneuver a fully equipped Police motorcycle weighing in excess of 700 lbs. through a variety of coned patterns multiple times without so much as glancing a delineator or touching the hand or foot brake. They are also tested on high-speed braking and maneuvering, which must also be completed multiple times without error.

After graduating motor school, Motorcycle Officers are responsible for traffic enforcement, collision investigation and accident reconstruction. All schools related to accident investigation and reconstruction are extremely difficult to complete and require strong math skills to include calculus.

Our newest Solo Motor is Officer Baron Gaunt.

Officer Gaunt began his law enforcement career with the El Segundo Police Department in 2023. He is a graduate of the Los Angeles Sheriff’s Academy, Class #470. Prior to his assignment as a Solo Motor Officer, Officer Gaunt served as a Patrol Officer, Defensive Tactics Instructor, and SWAT Operator. He holds a bachelor’s degree in Kinesiology from Vanguard University.

In his spare time, Officer Gaunt enjoys exercising, training in jiu-jitsu, and spending time with family and friends.

E-BIKE

Due to the fact calls for service, citizen complaints, and traffic crashes involving ebikes have continued to be an issue, the Special Operations Division, and ESPD as a whole, has continued with our three-prong approach to unsafe e-bike usage throughout town (Awareness, Education, and Enforcement). Regarding education and awareness, we have continued to sponsor/host e-bike training classes for El Segundo students.

As for enforcement, we have conducted numerous ESPD and surrounding agency ebike enforcement deployments to focus on unsafe e-bike riding. We also worked with El Segundo City Attorney's Office to draft and ultimately get approved two new EL Segundo municipal codes. The first made it unlawful to operate e-bikes, and any other electric conveyances, on sidewalks within our business district or parks. This code also requires when there is more than one rider, the additional rider must have a separate seat on the e-bike.

The second allows officers to impound e-bikes ridden unsafely by juveniles. Both codes went into effect January 2, 2026. It is the hope of ESPD that this three prong approach, along with the new e-bike enforcement laws, unsafe e-bike riding will be a thing of the past.

PARKING ENFORCEMENT

El Segundo Police Department Traffic Cadets patrol the city daily to manage parking resources, enforce parking laws and respond to parking complaints. They provide traffic control for accidents, street closures and special events. Our Traffic Cadets issue over 6,000 citations each year to ensure that parking problems in the city are minimized.

ANIMAL CONTROL

Our Animal Control Division is devoted to providing superior animal care while supporting responsible pet ownership. We work to reunite lost pets with their owners, help sick or injured animals, and educate the public about wildlife.

We also handle and investigate animal-related complaints and enforce animal laws, including licensing requirements, animal abandonment, and prosecutions for animal cruelty. We strive to ensure that lost or stray animals are safely housed at our station for the shortest time possible and returned home quickly and safely.

Please protect your pets and increase the chances of recovery by ensuring that dogs and cats are microchipped and registered in a pet recovery database with your up-to-date contact information.

WILDLIFE WATCH GROUP The Wildlife Watch program is a three-day training class conducted by the California Department of Fish and Wildlife. It aims to address and mitigate wildlife issues within our community. The program emphasizes the City’s Wildlife Management Plan, providing participants with essential knowledge on coyote ecology and biology, effective animal hazing techniques, and canvasing protocols.

The group is made up of our animal control officers, cadets and volunteers.

SPECIAL COMMUNITY EVENTS You’ll see ESPD Special Operations Division Officers around the city anytime there is a special event. Our officers maintain high-visibility enforcement to ensure traffic safety, assist other City departments, and respond as needed.

We utilize social media to promote traffic safety, and education, and to provide real time information to the public regarding immediate traffic concerns when special events take place. Some of the Special events we have been involved in were the Los Angeles Chargers Training Camp, the Little league Parade, PTA Fun Run, the Soap Box Derby, Movie in the Park, the El Segundo Art Walk, The El Segundo High School Homecoming Parade, Special Olympics Law Enforcement Torch Run, and Candy Cane Lane, just to name a few.

SWAT PROGRAM

The El Segundo Police Department SWAT team demonstrated exceptional operational readiness and tactical proficiency throughout 2025. Through rigorous training, the integration of cutting-edge technology, and successful high-risk missions, the unit continued to advance its capabilities and strengthen inter-agency collaborations.

The department focused heavily on internal growth this year, facilitating comprehensive testing for four new SWAT candidates. Following the selection process, Officers Lucas Montero and Baron Gaunt were successfully integrated into the team’s regular training rotations.

Additionally, four members, Detective Lucas Montero, Motor Officer Baron Gaunt, Fire Paramedic Matthew Goodenough, and Fire Paramedic Michael Davies attended SWAT School in May. This is the first time in our team's history that Firefighter Paramedics have attended and completed SWAT School.

To enhance field effectiveness, the team prioritized modernizing its equipment and exploring new tactical technologies. The team’s commitment to excellence is reflected in the extensive hours dedicated to specialized training: Specialized Schools/Conferences, Tactical Medicine & RangeRelated training throughout the year.

DRONE PROGRAM

The El Segundo Police Department has been at the forefront of utilizing drone technology to enhance public safety and operational efficiency. Over the years, our department has employed drones to support traffic investigations and reconstruction, crime scene investigations and reconstruction, police containment searches, and canine searches. These applications have demonstrated the value of aerial perspective and rapid deployment in complex or time-sensitive situations.

Building on this foundation, ESPD is excited to advance our capabilities through the development of a comprehensive Drone First Responder (DFR) program. This innovative approach aims to position certified ESPD Officers licensed by the Federal Aviation Administration (FAA) to operate drones remotely from a centralized location. The DFR program enables our officers to respond swiftly to emergency calls and service requests across the city, providing real-time information and situational awareness often before officers on the ground arrive on scene.

In addition to deploying drones during emergencies and high-risk incidents, they can be utilized to monitor pre-planned events, such as parades and races, ensuring public safety and rapid response capabilities.

CRIME PREVENTION

The El Segundo Police Department Crime Prevention Analyst establishes, manages, and maintains programs and initiatives to prevent and reduce crime. Initiatives include working closely with neighborhood watch groups and providing training and presentations. The analyst represents the El Segundo Police Department at community events, manages our victims' assistance program, our volunteer program, and is a primary member of our social media team.

PROGRAMS AND RESOURCES Crime Prevention Newsletter The El Segundo Police Department publishes a monthly crime prevention newsletter that keeps the community informed about local crime trends. It also shares practical safety tips and strategies to help residents protect themselves and their property. By staying connected, readers can play an active role in keeping El Segundo safe.

Los Angeles Regional Crime Stoppers (LARCS) LARCS (Los Angeles Regional Crime Stoppers) helps prevent crime by partnering with the community, law enforcement, and the media, offering residents a way to report crimes anonymously. The program empowers the community to assist police in solving cases while protecting individuals’ identities.

Neighborhood Watch Program Neighborhood Watch is a community-based crime prevention program in which residents partner with the El Segundo Police Department to deter criminal activity and enhance neighborhood safety. The program encourages neighbors to build relationships and establish networks of mutual assistance. By recognizing and reporting suspicious activity, participants play an active role in promoting a safer community.

Security Camera Registration Residents and businesses can voluntarily register their exterior-facing security camera systems to support public safety efforts. Participation allows officers to request relevant recorded footage for criminal investigations when needed, without providing law enforcement live or remote access, and reflects a shared commitment to crime deterrence through community partnership.

Vacation Security Check The El Segundo Police Department provides vacation security checks for residents while they are away, enhancing security and peace of mind. Residents may request this free service prior to departure by providing basic information to assist officers and volunteers in conducting extra patrols.

You Are Not Alone (YANA) Program The YANA program is a free service for El Segundo residents that provides routine wellness contact for seniors, persons with disabilities, and others who may benefit from regular checkins. El Segundo Police Department volunteers conduct weekly phone calls at a designated day and time. The program promotes peace of mind, supports independent living, reduces isolation and vulnerability to exploitation, and connects participants with community resources and referrals.

SCHOOL RESOURCE OFFICERS The El Segundo Police Department’s School Resource Officers are sworn law enforcement officers dedicated to ensuring safety and preventing crime within the school environment.

Working closely with school administrators, the officers help foster a secure and supportive atmosphere for both students and staff. COMMUNITY POLICE ACADEMY The El Segundo Police Department Community Police Academy (CPA) is designed for citizens who want a deeper understanding of how the department functions and operates. The program is intended to strengthen communication and foster positive relationships between our police officers and the community we serve.

Each session is led by a departmental subject matter expert and covers a wide range of topics, including K9 operations, School Resource Officers, Motors, SWAT, Dispatch, Investigations, DUI enforcement, and more. The free 10-week course is offered twice a year in the spring and again in the fall and meets from 6:00 to 9:00 p.m. Featured is CPA Class #17 on graduation day.

EL SEGUNDO VOLUNTEER PATROL (ESVP)

The El Segundo Volunteer Patrol (ESVP) program is made up of dedicated men and women who share their diversity of skills, abilities, education and life experiences with the El Segundo Police Department and our community. We believe most effective law enforcement efforts are collaborative partnerships between police and community members. Our volunteers perform a wide variety of duties throughout the department, enabling our paid personnel to concentrate on specialized tasks and better manage their workflow. PROACTIVE APPROACH TO COMBATING HOMELESSNESS IN EL SEGUNDO The City of El Segundo’s PATCHES (Proactive Approach to Combating Homelessness in El Segundo) program was approved by the City Council in July 2024. The program is led by the City Manager’s Office in collaboration with leadership from all City departments, including the Police Department. PATCHES is a comprehensive, citywide initiative designed to address homelessness with compassion while maintaining public safety and community cleanliness.

HOMELESS OUTREACH SERVICE TEAM (HOST) The Police Department continued to play an integral role in the success and expansion of the PATCHES program throughout 2025. During this period, officers participated in the Los Angeles County HOST (Homeless Outreach Services Team) grant-funded overtime detail. This detail involved deploying one or two officers throughout the City of El Segundo with the primary objective of contacting individuals experiencing homelessness and offering supportive resources. No enforcement actions were conducted during these details, allowing officers to engage individuals in a nonenforcement setting, build rapport, and establish trust. At the conclusion of each contact, officers made concerted efforts to connect individuals with services and resources designed to assist them in securing a pathway to housing.

SERVICE PROVIDER PARTNERSHIPS Through partnerships with Harbor Interfaith and, more recently, Hero Community Services, ESPD officers played a vital role in assisting individuals experiencing homelessness to transition into shelter during 2025. One notable success occurred in November 2025, when Tom Boyle was transported to permanent housing. Mr. Boyle had experienced homelessness in the City of El Segundo for more than 16 years and resided near the railroad tracks adjacent to Pacific Coast Highway and Hughes Way. Despite years of resistance to housing assistance, consistent and compassionate engagement by members of the PATCHES team ultimately led Mr. Boyle to accept permanent housing.

PATCHES ENGAGEMENT TEAM Another key component of the PATCHES program involving Police Department personnel is the PATCHES Engagement Team.

This team consists of six officers and one sergeant. Throughout 2025, the Engagement Team conducted monthly enforcement Targeted Action Plans (TAPs). During these operations, team members responded to calls for service involving individuals experiencing homelessness, conducted proactive patrols to identify individuals in need of services, and engaged individuals involved in criminal activity. Even in instances where arrests were made for criminal offenses, officers continued to offer resources and referrals throughout the encounter, maintaining the overarching goal of connecting individuals to temporary or permanent housing solutions.

In August 2025, the PATCHES Engagement Team expanded its operations through the implementation of weekly enforcement and outreach details. These coordinated efforts deploy two-officer partner units to conduct proactive enforcement and outreach activities citywide, further advancing the City’s comprehensive approach to addressing homelessness. The initiative has resulted in encampment cleanups, felony and misdemeanor arrests, and enhanced enforcement of municipal codes related to camping and encampments adopted by the City Council in late 2024.

GROWING UP EL SEGUNDO Detective

JOSHUA GILBERTS

Growing up in a small town like El Segundo means more than beach days and Friday night lights. It means knowing your neighbors, recognizing the officers who patrol your streets, and understanding early on that community isn’t just where you live, it’s something you participate in.

For Josh Gilberts, El Segundo was not just his hometown. It was his foundation. He attended ESUSD schools, participated in Little League and AYSO, and spent afternoons riding bikes and skateboards in the same neighborhoods he would one day patrol. For Josh, growing up next to the beach fostered his love for surfing and being in the ocean. He started surfing at age 12 and even joined the Junior Lifeguard Program. Josh’s connection to surfing helped him develop friendships with generations of the El Segundo surf community.

Many of his closest friends were raised in law enforcement families, some of whom served at the El Segundo Police Department. Their careers were not abstract ideas. They were part of daily life. There was a quiet understanding that public safety required sacrifice. Those early impressions stayed with him.

After starting a career as a welder, Josh pursued his dream of becoming a police officer in his hometown. After graduating from the Los Angeles County Sheriff's Academy on July 6, 2018, Josh returned to serve the same city that shaped him. Completing field training was only the beginning. He became a Field Training Officer, mentoring more than ten recruits and helping guide the next generation of officers through their first experiences on patrol.

His career expanded into specialized assignments, including service on the department’s SWAT team as a sniper and scout, roles built on discipline, preparation, and trust. Later, as a School Resource Officer, he walked the halls of the campuses he once attended, now responsible for investigating incidents and ensuring students felt safe in familiar spaces.

After returning briefly to patrol, Josh transitioned into investigations and now serves as a Detective handling juvenile and sex crimes; work that requires patience, thoroughness, and a steady presence.

Along the way, he has taken on collateral assignments in Harbor Patrol, Beach Patrol, South Bay Platoon, SWAT, and Homeless Outreach. Today, he also serves as a firearms instructor and active shooter response instructor, helping prepare fellow officers for critical incidents.

For Josh, growing up in El Segundo was not just a chapter of his life. It was preparation. The streets, schools, and shoreline that defined his childhood now define his professional responsibility. In a city where community is personal, that continuity matters.

CRISIS NEGOTIATION TEAM

Team Members

The Crisis Negotiation Team (CNT) is to preserve life and resolve critical incidents through skilled communication, patience, and professionalism. The team provides specialized negotiation support in high-risk situations—such as hostage incidents, barricaded subjects, and suicide crises—by working collaboratively with command staff, SWAT, and field personnel to de-escalate conflict, reduce risk, and achieve peaceful resolutions whenever possible, consistent with the law, department policy, and best practices.

In 2025, Officer Ashley Crenshaw and Officer Brandon Mendoza successfully completed a CNT Team Leader Course, enhancing the team’s leadership capacity and preparedness to oversee critical incidents.

In February, the CNT was deployed in response to a critical barricade incident. After several hours of negotiation and containment, the subject surrendered peacefully.

In December, the CNT responded to a critical incident involving a male subject who was threatening self-harm and refusing to exit a residence. Officer Frank Wilson, who had recently joined the team, successfully negotiated with the individual, leading to a peaceful surrender within a short period and the subject receiving appropriate mental health care.

DEFENSIVE TACTICS TEAM

Throughout 2025, the El Segundo Police Department Defensive Tactics Team demonstrated a strong commitment to officer readiness, community engagement, and professional excellence. A major highlight of the year was the team’s delivery of women’s selfdefense classes across the community, including sessions for the National Charity League, El Segundo High School PTSA, Millennium Space Systems, and the El Segundo Teen Center. These well-attended classes empowered approximately 100 participants with practical skills, increased personal safety awareness, and strengthened trust between the department and the community it serves.

Internally, the Defensive Tactics Team continued to grow and advance its expertise by adding three new members and investing heavily in professional development. Team members attended multiple advanced training courses, including Strategic Communication, Gracie Survival Tactics I and II, and instructor-level certification programs, ensuring training methods remain modern, effective, and grounded in best practices.

On a national level, the department gained recognition when the El Segundo Police Department was featured in a Gracie Jiu-Jitsu SafeWrap instructional video highlighting a newly developed two-on-one restraint technique now being utilized by agencies across the country. Further strengthening this partnership, the team also provided hands-on TASER training to Ryron and Rener Gracie at Gracie University for use in a subsequent training video.

These accomplishments reflect the Defensive Tactics Team’s dedication to innovation, collaboration, and public safety, while reinforcing the El Segundo Police Department’s reputation as a leader in both communityfocused policing and professional law enforcement training.

RANGE TEAM

In 2025, the El Segundo Police Department Range Team continued its commitment to excellence by ensuring officers are highly trained, well prepared, and equipped to protect the community safely and effectively.

Comprised of ten dedicated professionals, the Range Team provided comprehensive training on department-issued handguns, patrol rifles, and shotguns, offering structured training opportunities twice each month to maintain a high standard of proficiency.

Training scenarios were carefully designed to reflect real-world conditions officers may encounter, including close-quarters engagements, low-light environments, off-duty considerations, decision-making under stress, and formal qualification standards. These dynamic exercises emphasize accuracy, judgment, and accountability, reinforcing the department’s focus on responsible and professional firearms use.

Throughout the year, the Range Team expanded by welcoming two new members and successfully delivered biannual Patrol Rifle Orientation and refresher training for the entire department at Prado Olympic Shooting Park.

The team also conducted numerous firearm orientation sessions for new hires and academy graduates, ensuring all officers begin their careers with a strong foundation in safety and proficiency.

To further enhance departmental readiness, Range Team members attended advanced Range and Rifle Instructor Schools, as well as armorer certification courses for all three weapon systems. This ongoing investment in training and expertise reflects the El Segundo Police Department’s unwavering dedication to preparedness, professionalism, and the safety of the community it serves.

AREA-G Area G Platoon is a coalition of ten South Bay law enforcement agencies dedicated to maintaining a high level of operational readiness for incidents involving civil disobedience, civil unrest, and other large-scale public safety events. The platoon serves as a critical regional resource, ensuring the rapid deployment and availability of trained personnel in support of mutual aid requests.

In addition to crowd management and civil unrest response, Area G Platoon regularly deploys to assist during natural disasters and other emergencies, functioning as a force multiplier to requesting agencies. This coordinated approach allows jurisdictions to maintain adequate staffing levels while effectively managing significant incidents or

planned events.

Throughout 2025, Area G personnel responded to the Eaton Fire in the City of Altadena, incidents of civil unrest in downtown Los Angeles, Torrance’s Armed Forces Day Parade, and multiple protest events across the South Bay. The platoon also maintains operational proficiency through quarterly training with Area G partner agencies and collaborates with area commands beyond our immediate jurisdiction to ensure seamless interoperability.

Area G Platoon remains a vital and dependable regional asset, strengthening collective preparedness and reinforcing our shared commitment to public safety.

ACTIVE SHOOTER TEAM

In 2025, the El Segundo Police Department Active Shooter Team significantly strengthened community safety through expanded training, outreach, and close coordination with regional law enforcement and fire service partners.

Throughout the year, the team delivered active shooter presentations and conducted site evaluations for a wide range of community organizations, including Kite Pharma (a Gilead Company), BOMA, the South Bay Lakers, the Los Angeles Kings, the Los Angeles Chargers, Los Angeles Air Force Base, St. John’s Preschool, the El Segundo Library, and The Aerospace Corporation. The team also updated school response maps and floor plans to ensure officers have accurate, current information during critical incidents.

The team’s most significant accomplishment of the year was a department-wide active shooter scenario training event held at El Segundo High School. This large-scale exercise brought together approximately 25 role players from multiple agencies, with the Los Angeles County Sheriff’s Department and Los Angeles Police Department providing role players, the Manhattan Beach Fire Department and El Segundo Fire Department participating in response operations, and the Manhattan Beach Police Department handling site security.

Additional micro-training sessions were conducted by Hawthorne Police Department and El Segundo Fire Department personnel in classroom settings, reinforcing tactical decisionmaking and coordination. Media coverage was integrated into the exercise, with cameras staged throughout the campus to capture training objectives and highlight transparency and preparedness.

In addition to operational training, Active Shooter Team members attended advanced courses, earned POST Instructor certifications, and developed strong professional relationships with the Los Angeles County Sheriff’s Department Tactics and Survival Training Unit.

The team also expanded to eight members, finalized new team uniforms, and secured upgraded protective equipment to enhance safety and effectiveness.

These accomplishments reflect the Active Shooter Team’s ongoing commitment to preparedness, collaboration, and proactive measures that enhance public safety and strengthen community confidence in the El Segundo Police Department.

Supplemental Reports Submitted The Crime Scene Unit provides comprehensive forensic and crime scene support for the El Segundo Police Department, handling both property crimes and crimes against persons. The unit is responsible for the meticulous documentation, collection, preservation, and analysis of physical evidence, ensuring investigative integrity from the initial response through case resolution.

Operating as a single-investigator unit, the CSI Unit manages all aspects of crime scene response and forensic processing.

Responsibilities include crime scene photography and videography, latent fingerprint processing and comparison, and

2025 AWARDS AND RECOGNITION OFFICER OF THE YEAR

KAITLIN ROSS

In 2024 Officer Ross’s primary assignment was a solo motorcycle officer in the Traffic / Special Operation Division. Officer Ross was responsible for investigating traffic collisions within the city as well as being the primary fatal traffic crash reconstructionist. She was assigned a multitude of hit and run cases in 2024, and of those, 15 were formally filed with the district attorney’s office as misdemeanors and 7 were filed as felonies. Six of those seven were either serious bodily injury or fatal crashes. These crashes were complex and required numerous hours of research and investigation. Officer Ross is also involved in numerous collateral assignments.

Officer Ross has taken on the collateral duty of being one of the department’s Wellness Advisors and Fitness Instructor. During this assignment, Officer Ross has assisted many

officers with their health and wellbeing. She has also taken a personal interest in assisting with the Recruit Academy by helping prepare new recruits for the physical demands of the academy. She has also worked with department employees by laying out eating and workout regiments to also prepare them for the academy.

Officer Ross is an example of excellence to all our employees and is an asset to the City of El Segundo and its residents.

CIVILIAN OF THE YEAR

AMANDA O’DONNELL Amanda O’Donnell excels in her role as Executive Assistant to the Chief of Police.

While she manages the Chief’s schedule, she also plays a vital role in maintaining the effectiveness and efficiency of the organization’s daily operations. A proactive self-starter, Amanda identifies areas of need within the agency and ensures they are addressed.

She plans and coordinates department events, trainings, and meetings, and manages a wide range of personnel matters, including maintaining personnel records, serving as liaison to Human Resources, tracking Internal Affairs cases, and monitoring probationary status and step increases. Amanda also supports team building and morale initiatives such as the POA Christmas Party, Kids’

Christmas Party, potlucks, and employee celebrations, while organizing department fundraisers and merchandise sales.

Amanda O’Donnell consistently enhances the professional image of the Department to all who meet her. As a naturally charismatic and enthusiastic person, she is an outstanding representative of this agency.

VOLUNTEER OF THE YEAR

NANCY JOHNS

Nancy Johns joined the El Segundo Volunteer Patrol in September 2022 and was named 2024 Volunteer of the Year in recognition of her outstanding contributions, creativity, and unwavering dedication to the department’s volunteer program. Nancy is widely known for her innovative approach to patrolling and her ability to bring fresh ideas to the team.

Through her leadership and genuine commitment, she has played a key role in strengthening relationships among volunteers, fostering a supportive and family-oriented environment within the program.

The El Segundo Police Department is sincerely grateful for volunteers like Nancy, who selflessly give their time and energy in support of the department’s mission and the community it serves.

MADD AWARDS | OFFICER JOANNA RAMIREZ AND OFFICER COLLIN FURROWS In June 2025, Officer Joanna Ramirez and Officer Collin Furrows were recognized at the Mothers Against Drunk Driving (MADD) Awards for their outstanding commitment to roadway safety.

To qualify for this honor, officers must have made at least 25 DUI arrests during the 2024 calendar year. Officer Ramirez earned the distinction for the second consecutive year, recording 27 DUI arrests, while Officer Furrows received the award for the first time after making 25 DUI arrests.

LAX COASTAL MAGAZINE | LOCAL PROTECTOR Each year, the LAX Coastal Chamber of Commerce honors local protectors during Protectors’ Appreciation Week, an annual tradition recognizing the dedication of police officers, firefighters, and first responders who keep their neighborhoods safe and their community strong.

In 2025, more than 1,200 local protectors were recognized, including our very own Officer Brandon Mendoza, who was featured in LAX Coastal Magazine & Business Guide as one of the community’s everyday heroes.

The South Bay Medal of Valor is an annual honor that recognizes the exemplary service of South Bay Police and Fire personnel, with special distinction given to those who demonstrate bravery and dedication beyond the call of duty.

In March 2024, Lieutenant Luke Muir and Sergeant Alex Leavitt responded to assist a man who had sustained gunshot wounds during an incident that occurred just outside the city. Acting swiftly, they applied tourniquets to the man’s leg and arm to control severe bleeding, remaining with the victim and calmly explaining their actions until El Segundo Fire Department paramedics arrived. Their quick thinking and decisive response most likely saved the man’s life.

In November 2024, Sergeant Alex Leavitt and Officer Ryan Smith responded to a medical emergency involving a man in critical condition.

Without hesitation, they administered CPR until El Segundo Fire Department paramedics arrived. Due to their immediate and effective life-saving efforts, the man survived.
