Lot 1: 36 kV-70 kV; Lot 1a: 16-30 MVA; Lot 1b: 40-49 MVA; Lot 1c: 50-60 MVA; Lot 2: 150 kV-220 kV with maximum of 50 MVA Lot 3: 150 kV-380 kV above 50 MVA; Lot 3a: 50-60 MVA; Lot 3b: 125-170 MVA; Lot 3c: > 220 MVA Usc 11,9 or 20; Design: Core (or Shell) Vector Groups: YNyn0+d, YNd11, YNyn0+d, YNyn0d11, restrictions on energy losses. III.1.1)

Qualification for the system Conditions to be fulfilled by economic operators in view of their qualification: The applicant has to communicate its interest in being qualified by Elia for the delivery of the goods/services as described above with a formal writing and after contact with F. Seghers (see contact point) On request of the applicant and in the understanding that there is no reason for not accepting the candidature, all conditions and modalities for qualification will be sent (free of charge) by Elia. This will contain a description of the qualification system, the technical specifications, minimal requirements, a general vendors questionnaire (already available at www.elia.be, declaration of oath to be signed by the applicant, conditions of exclusion) . The applicant will be asked to provide all this information/complete the vendors questionnaire. This information is meant to evaluate the organisational, commercial, financial, technical capabilities. All communication and documents will be in Dutch, French or English. Methods according to which each of those conditions will be verified: Profound examination and evaluation (objective, non discriminatory) of all information given by the candidate (after request by the Candidate) by a multifunctional team within Elia. An audit might be organized by this team.

Award criteria: The most economically advantageous tender in terms of the criteria stated in the specifications, in the invitation to tender or to negotiate.

Renewal of the qualification system: Yes. Formalities necessary for evaluating if requirements are met: If qualified, the certificate will be valid for a period of maximum 5 years. Prolongation is possible (renewal of the qualification procedure, possibly a simplified procedure).

Step 4: Audit, Qualification Timing/Planning There is only one constraint on the planning: Only qualified suppliers will be able to make quotations for new framework agreements. The first new framework agreement (start) is been planned by mid 2010.
