he world of stamps of Russia» is the first book of the series of the «Library of the magazine «The world of stamps», which for the first time in the history of Russian philately acquaint the reader with a complete and comprehensive history as well as with an up to date state of Russian regional philately. The first chapter «Post in old Russia» speaks of the birth of Russian post more than a thousand years ago and its development up to the middle of the 19th century, when the first national postage stamps were issued in the Russian Empire — own original postage stamps and marked envelopes. The chapter «The first Russian stamps» is dedicated to the history of creation of the first Russian postage stamps, that appeared in circulation in January 1, 1858. The main attention in the chapter is given to the work of the mail department, artists and engraving craftsmen regarding the preparation to the first stamp issue which is considered to be one of the most famous classical issues of the 19th century. The chapter «The Russian Levant and other special stamps» narrates about the history of development of the Russian philately and the history of the Russian post in the region of Near East. A special attention is drawn to the development of steamship and railway mail in Russia of the 19th century and to the specifications of the postal sendings by these kinds of transport. Another part of the chapter speaks of the first Russian telegraph stamps. The chapter «Stamps of distant regions of the Russian Empire» tells about local issues of

postage stamps for the Kingdom of Poland and the Great Princedom of Finland, that put a beginning to the Polish and the Finnish philately. A separate narration concerns interesting facts about the issues of «The Moldavian bulls» that apply to be the first Romanian and the first Moldavian stamps. Another chapter «Stamps of Zemstvo» includes a narration about a unique phenomenon in the World philately — Russian post of Zemstvo and Zemstvo postage stamps, many of which are extremely rare and valuable. The chapter speaks not only of the peculiarities of Zemstvo philately development but also focuses on interesting data about the first collectors of Zemstvo postage stamps and in particular about a well-known collection of General Vladimir Kovanko, a pioneer in aeronautics. The chapter «Rise and development of the Russian philately» acquaints the readers with other pioneers of the Russian philately and speaks about the establishment of the first philatelic societies in Moscow, Saint-Petersburg and Kiev as well as about the world-famous first Russian philatelists — Frederic Breitfuss, Karl Schmidt and Agafon Faberge whose specialized collections of Russian regional issues can be put on the same level with the famous collection of Philip Ferrari. An independent chapter «The Romanov series» is dedicated to the history of creation and issue of the first Russian commemorative stamps that notified in 1913 the 300th anniversary of the reign of the Romanovs dynasty in Russia. These series were created by such well-known artists and graphics craftsmen of the beginning of the 20th century as Eugenie Lancere, Ivan Bilibin and Richard Zarrinsh. As for the history of these issues first circulation which lasted up to the end of the Russian Empire in 1917, it is a vast field for the philatelic research. The chapter «The Russian charity stamps» speaks not only about the history of creation and postal circulation of the first Russian postage charity series of stamps but also about the special charity stamps of the First World War period, that frequently accompanied postage stamps on the sendings of that period and first of all on the sendings addressed to the acting Russian army. The chapter «The Bolshevik and the White Guards stamps» is dedicated to the numerous provisory issues of the Civil war period in Russia of 1918 — 1920 years as well as to the postal philatelic history of the White Campaign in the Мир марок России

Other data concern numerous forgeries and fantastic issues of those years. «It was in the 1920’s» is the chapter which continues the narration started in the previous chapter and speaks of the Russian post-imperial philately. A special attention is drawn to the history of creation and circulation of the first stamps in Ukraine, in the Caucasian and the Baltic republics in the beginning of the 1920’s. The chapter «A hand with a sword» narrates of the first stamps of a post-monarchic Russia appeared in 1918, that were not recognized for a long period in the Soviet Union and, after special overprints have been made, were frequently used as a postage due, charity or special stamps for purposes of exchange of philatelic material with foreign collectors. The chapter «Stamps of the new economic policy period (NEP)» speaks of the dawn of the Soviet philately, new principles of a thematic ideological collecting in the Soviet Union as well as of the activity of Fedor Chuchin, known as a «Commissar of philately» who established the structure of the state philately in the USSR. «Stamps and Stalin» is a special chapter which focuses on the period of «Stalin’s philately» when stamps and their collecting were considered not only the method of ideological propagation but a specific weapon of diplomacy. The chapter includes unique stories about the role of postage stamps in the development of diplomatic relations between the USSR and the USA as well as about a unique airmail stamp issued by the flight of Sigizmund Levanevsky from Moscow over the Northern Pole to San Francisco. The chapter «Stamps of the Second World War» speaks about the war mail at the territory of the USSR as well as about the mail of the Russian prisoners of war and the interned people including so called private issues of the «reconnaissance mail» of 1945. The chapter «Stamps of the leaders» narrates about the official post-war Soviet philately and also about some ridiculous incidents of the emission policy of the USSR within the period from 1950’s to 1980’s that were not covered in the Soviet mass media for a long time. «The end of the Soviet philately» is a chapter about the Gorbachev period in the history of post and philately of the USSR and also about local issues of Lithuania in 1990-1991. The chapter «Post-Soviet Stamps» continues themes of the previous chapter and acquaints the readers with the first Мир марок России

issues of the post-Soviet republics and the peculiarities of the modern state of philately in those states. The further continuation of the two latter chapters is the one called «Stamps of the troubled times» dedicated to the history of different sorts of falsifications and fantastic issues within a postSoviet period of the collapse of old state regime and clumsy transmission to a market economy. The book finishes with a chapter «Moscow’97» which tells about the first in the Russian history World philatelic exhibition and about the result of the development of national post and philately at the end of the second millenium AC.
