BACKGROUND AND INTRODUCTION The Canadian Red Cross is mandated by the Geneva Conventions to build public understanding of the rules governing war, otherwise known as international humanitarian law, in order to protect human life and dignity. Since 2002, the Red Cross has addressed this responsibility with youth through a powerful program called Exploring Humanitarian Law, which offers a toolkit that educates students on the importance of ensuring the rights and protections of those impacted by war.

A Critical Subject for Today’s Students Whether through personal experience or exposure from the news, students are affected by conflicts around the world and need the skills to understand the rules governing war and their impact on human life and dignity. The Canadian Red Cross Exploring Humanitarian Law (EHL) curriculum is a flexible toolkit of resources that gives teachers easy-to-use materials to help students understand how conflicts—at home and abroad—intersect with the rights and protections of those impacted. With 30 hours of activities that teachers can use as a whole or Image Source: ICRC integrated with their lessons, EHL helps students connect current events and real-life questions to the classroom. Using high-quality primary source materials, including news accounts, photos and letters and video, students build analytical skills by exploring different perspectives on the rules of conflict while grappling with their effect on human life and dignity. Aligned with Standards Aligned with the Ontario Secondary Curriculum, Exploring Humanitarian Law challenges students to investigate real situations and discuss some of the most important humanitarian questions facing us today - from the treatment of prisoners of war during the Revolutionary War, to the establishment of international courts at Nuremburg, to the use of child soldiers in conflicts around the world - Exploring Humanitarian Law is designed to fit seamlessly into a wide variety of courses including Social Sciences and the Humanities, Law, Geography, English, French, Religious Studies, History and the Arts.

First Annual Ontario Zone EHL Teachers Conference, November 2011.

OUR VISION Exploring Humanitarian Law (EHL) is a vital component of the secondary school curriculum in the province of Ontario. Through strong partnerships forged amongst the Canadian Red Cross, teachers, school board officials and other professionals in the education sector, EHL will be integrated seamlessly into lessons taught in high school classrooms across the province, making it integral to the classroom environment. OUR GOAL In order to raise public understanding of International Humanitarian Law (IHL), the Canadian Red Cross, Ontario will engage educators across the province through workshops and training activities that enhance teacher skills, and by providing support that will enable teachers to explore humanitarian issues and IHL with learners in their classrooms. WHAT WE DO The Canadian Red Cross organizes and facilitates training for teachers, in order to properly guide them in using the toolkit. Ultimately, the EHL team aims to harvest from this crop of trained teachers a group of “teacher champions” who will work hand-in-hand with the organization in training other educators and in the program’s proposed expansion into all communities in Ontario.

OVERVIEW: CANADIAN RED CROSS ONTARIO ZONE SECOND ANNUAL EHL TEACHERS CONFERENCE On Friday, November 30th and Saturday, December 1st, 15 Ontario teachers and 5 teacher candidates attended a sold-out Exploring Humanitarian Law Teachers Conference at the Brock University Faculty of Education in Hamilton, Ontario. Attendees received over 15 hours of training from Ontario Zone Teacher Champions Andrew Cresswell and Marilyn Wylie as well as Atlantic Zone Teacher Champion Taunya Pynn-Crowe. National Legal Advisor Ilario Maiolo was on hand to engage participants in discussion of the rules of armed conflict and special guest Commander Sandra Sukstorf, CAF presented on International Humanitarian Law and the Armed Forces. Over 300 Brock Teacher Candidates, Faculty, and conference attendees were introduced to the EHL toolkit when Canadian Red Cross staff and Teacher Champions hosted the plenary session that launched all professional development sessions taking place during the conference. Of note were participant reactions echoing last year’s feedback that the Exploring Humanitarian Law Teachers conference was the best professional development that they had ever received. Teachers were also forthcoming with their commitments to become Teacher Champions within the Ontario Zone EHL Teachers and Coordinators Network. Since last year’s conference, nearly 2000 youth in Ontario have been educated with the EHL curriculum. Ontario Zone Teacher Champion Andrew Cresswell.

CONFERENCE OUTCOMES Participant Demographics Teaching Status and Regional Representation A total of 20 educators were trained at the EHL Teachers Conference. Among the 15 contract teachers in attendance, 6 represented school boards in the Region of Peel, 3 represented school boards in the Region of York, 3 represented school boards in Toronto, and 3 represented school boards in Hamilton. Five of these contract teachers were Department Heads. There were also 5 Teacher Candidates trained representing both the St. Catharines and Hamilton campuses of the Brock University Faculty of Education. Secondary Curriculum Representation Among the 15 contract teachers, a diverse range of subject areas were represented from the Ontario Secondary School curriculum. This was in part due to the fact that many teachers in attendance were teaching multiple subjects in their schools. The subjects represented most heavily included Law (6), Social Studies (undisclosed - 3), Civics (3), History (2), World Studies (2) and Geography (2). Other subjects that were represented by individual teachers included English, Religious Studies, Special Education, Family Studies, Canadian Business, Economics, Anthropology, Psychology and Sociology.

ONTARIO ZONE EHL TEACHERS CONFERENCE REPORT NOVEMBER 30, DECEMBER 1, 2012 Participant Feedback Upon completion of the conference, participants were asked to fill out a post-training questionnaire. The post-training (pre-teaching) questionnaire is a survey included in the Exploring Humanitarian Law additional module #14, Guidelines for Experimentation and Evaluation. The questionnaire asks participants a few open-ended and rating scale questions allowing them to evaluate the EHL teachers conference and self-assess any additional questions or concerns they have using the EHL curriculum in their classrooms following their training at the conference. A list of sessions taught per EHL module during the conference can be found in the conference agenda that appears in Appendix A of this report. The Three Most important Things Attendees Learned from the Conference Workshops When participants were openly asked what the three most important things were that they learned from the EHL Teachers Conference, there was a wide range in responses with high preference for the interactive lessons provided in the toolkit as well as the expertise from the facilitators in the room, particularly the Canadian Red Cross Legal Advisor and the JAG Officer about the basic rules of International Humanitarian Law and the applicability of IHL. Participants valued learning about the distinctions between IHL and Human Rights Law, distinctions between the Geneva and Hague Conventions, and information about war crimes, crimes against humanity and genocide. Participants also valued the learning resources provided in the EHL toolkit and the Teachers and Coordinators Network such as case studies, the DVD explorations in the toolkit, and hands on activities such as the refugee camp. ONTARIO ZONE EHL TEACHERS CONFERENCE REPORT NOVEMBER 30, DECEMBER 1, 2012 Topics Anticipated to be Most Interesting to Students When participants were openly asked what topics from the EHL Toolkit they anticipated to be most interesting to students in the classroom, there was very high preference for specific topics and corresponding sessions from the EHL toolkit. Participants felt that child soldiers would be the most interesting topic for students by far. Participants also felt that students would find the refugee camp exercise highly interesting, followed by case studies (in particular, Mai Lai), lessons about mechanisms for dealing with violations of IHL, and a deeper exploration of philosophical questions about IHL and moral action – most likely questions generated by students. Other topics of interest included war crimes and the distinction between IHL and Human Rights Law. ONTARIO ZONE EHL TEACHERS CONFERENCE REPORT NOVEMBER 30, DECEMBER 1, 2012 Pre-Conference Concerns about Teaching EHL When participants were openly asked if they had any concerns about teaching EHL before coming into the conference, only 4 participants responded with specific feedback. “How to connect EHL to students and local action, i.e. taking the big & making it digestible.” “Ensuring students have context and background before jumping into case studies.” “I did not have concerns, however I would like to get some suggestions for incorporating some of these materials into a major research assignment for grade 12 law.” “I was not sure how I was going to implement EHL in my grade 12 law classroom. However, the toolkit and this conference have provided me with the ability to do so.”

Feedback for Future EHL Teachers Conferences When participants were openly asked what recommendations they had for future EHL conferences, they provided the following suggestions:      

Continue in-depth discussion & background about case studies so that teachers are best prepared to use the EHL toolkit. Spend more time on specific curriculum connections and curriculum mapping. Include sessions to allow teachers to brainstorm with each-other about how and where EHL could be implemented in each-other’s courses. Share complimentary resources, such as the slides created by the Teacher Champions to facilitate sessions from the EHL curriculum modules. Include more Canadian case studies, i.e. Canadian tribunals. Host follow-up training for teachers trained in the EHL curriculum.

ONTARIO ZONE EHL TEACHERS CONFERENCE REPORT NOVEMBER 30, DECEMBER 1, 2012 RECOMMENDATIONS FOR THE ONTARIO ZONE EHL TEACHERS AND COORDINATORS NETWORK From the participants’ feedback, a set of recommendations for future action have been provided for both the teachers and the coordinators in the Ontario Zone EHL Teachers and Coordinators Network.

Recommendations for Teachers Participate in a robust EHL Teachers and Coordinators Working Group. With leadership from Coordinators and Teacher Champions within the EHL Teachers and Coordinators Network, teachers are encouraged to participate monthly in a working group via teleconference or webinar to brainstorm curriculum connections as well as share success stories and challenges from the classroom to collaborate on the successful implementation of the EHL Curriculum in Ontario Secondary School classrooms.

Recommendations for Coordinators Establish, lead and coordinate a robust EHL Teachers and Coordinators Working Group. Coordinators will create an EHL working group for trained Teacher Champions and Canadian Red Cross support staff that will meet monthly via teleconference or webinar. The purpose of the working group will be to brainstorm curriculum connections as well as share success stories and challenges from the classroom to collaborate on the successful implementation of the EHL Curriculum in Ontario Secondary School classrooms. The working group should begin meeting early in 2013. Revise and expand the EHL Ontario secondary school curriculum connections document. Canadian Red Cross staff should expand the EHL curriculum connections document to include all EHL curriculum matches representing all subject areas of teachers trained in EHL. EHL modules and sessions should be more closely connected with specific course strands in the curriculum match document. This task is already underway with support from interns who are part of the network. Continue sharing current case studies from the field via the EHL network listserv and social media. Establish specific module and session connections when doing so. Share more resources for students such as campaigns so they are empowered to help vulnerable populations served by the ICRC in conflict areas. These tools are already available by the Canadian Red Cross via the Canadian Red Cross website and will be featured regularly in network communications.

ADDITIONAL RESOURCES FOR TEACHERS From the conference feedback, teachers recommended greater access to the complimentary resources as well as access to the network. A list of these resources has been provided. Resources for Teachers The Exploring Humanitarian Law Virtual Campus by the ICRC. Includes links to module sessions from the EHL toolkit as well as access to the full teacher and student videos, and updates from other countries disseminating EHL in the classroom. Justice and Fairness. A curriculum from the British Red Cross with additional interactive lesson plans that compliment the modules in the EHL toolkit. The Exploring Humanitarian Law website from the American Red Cross. Includes access to complimentary resources and lesson plans developed by the American Red Cross. The Exploring Humanitarian Law online tutorial by the American Red Cross. A free 3 hour online tutorial that introduces EHL, thoroughly reviews the basic rules of International Humanitarian Law, and provides an interactive walk-through of sessions from all 5 modules in the EHL toolkit. A great tool for teachers to refresh their knowledge of International Humanitarian Law and their familiarity with the sessions in the EHL toolkit. The ICRC website. Includes updates from the field in all areas where the International Committee of the Red Cross conducts its work. Intercross, an IHL policy blog by the ICRC. Each entry provides relevant discussion around current case studies to help facilitate and answer tough questions from students. Resources for Students IFRC Learning Network. A website by the International Federation of Red Cross and Red Crescent Societies with a learning platform, courses, communities of practice, and RedTalk, live webcast conversations with leading experts to address the challenges and opportunities in our changing world. The Canadian Red Cross Youth Portal with updates on the activities of Canadian Red Cross youth volunteers and information about how youth can volunteer with the Canadian Red Cross. Resources for Students. A list of movies, books, and websites from the American Red Cross to compliment student learning as a result of the EHL curriculum. Access to the EHL Teachers and Coordinators Network Email the Teachers and Coordinators Network to join the listserv for updates on available courses, trainings, complimentary resources, and our EHL newsletter. Exploring Humanitarian Law: Teachers’ Conference 30 November – 1 December 2012, Hamilton, ON Brock University Faculty of Education – Hamilton Campus 1842 King Street East Hamilton, Ontario L8K 1V7 Canada Exploring Humanitarian Law (EHL) is an international education program for secondary school students (ages 13-18) to learn about humanitarian action, international law, and justice. The program provides teachers with educational resources that supplement curriculum requirements in the Social Sciences and Humanities, Law, Geography, English, Religious Studies, and History in Ontario. The conference is offered free of charge to all interested teachers in Ontario. Participants will receive comprehensive instructions from a Canadian Red Cross Legal Advisor, ICRC Delegates who have worked in conflict zones and Ontario teachers currently using the EHL curriculum in their classrooms. Topics include the humanitarian perspective, limits in war, international justice, and international responses to the consequences of war. Each Participant will get an EHL Toolkit with classroom-ready lesson plans and supplementary materials addressing a variety of different teaching methodologies.
