Earthquakes seen to suppress growth in Davao, says Mindanao economist

ith the recent earthquakes that hit Davao Region and municipalities and cities in Region 12, a tempered growth of the economy of the region and other areas in Mindanao is expected.

This is the personal assessment of economist Adrian Tamayo, head of the Public Relation Division of the Mindanao Development Authority (MinDA) and former executive director of the University of Mindanao

Institute of Popular Opinion (UM-IPO).

However, Tamayo stressed that overall, Mindanao’s growth won’t be largely be affected.

He said increase in purchases is expected for the remaining quarter up

to second quarter of next year, which will largely be on food, personal and household consumable items.

Tamayo added that construction items purchase is expected to spike by �irst quar-

ter of the next year due to rehabilitation and or reconstruction of damaged infrastructures and facilities.

He added that this will signal the industries to return to normal oper-

This is in line with reports that residents in North Cotabato affected by the strong quakes last week will be arrested if they continue to beg for help along the national highway.

Mendoza reacted to quake survivors begging along the highway saying it is their choice but their action is unfair to the local government since efforts have been undertaken to supply the needs of the quake survivors.

“My position is to maintain the security and the orderliness by supporting the directive of Lorenzana for an orderly �low of the distribution of the relief goods.

he Philippine Charity Sweepstakes Of�ice (PCSO) will be extending assistance to Local Government Units and families affected by the October 29 and 31 earthquakes that hit most parts of Mindanao.

In a statement issued on November 3, PCSO announced �inancial assistance of P10 million to the provinces of North Cotabato and Davao del Sur to cover the needs of affected individuals and families in Kidapawan (P1 million), Magpet (P1 million), Makilala (P3 million), Tulunan (P1 million), Digos City (P1 million), Bansalan (P1

million), Magsaysay (P1 million) and Matanao (P1 million).

The identi�ied areas may also utilize PCSO’s assistance to purchase provision for shelter (tents) on top of the usual items such as medicines, bottled water, food and sanitation/ hygiene kits.

he Police Regional Of�ice-11 (PRO11) on Sunday said the general situation in Davao Region during the observance of All Saints' Day and All Souls' Day was generally peaceful.

However, a person was caught with illegal drugs during a checkpoint at the entrance of Davao Memorial Cemetery on Saturday.

Talomo Police �lagged down a Yamaha sniper motorcycle driven by the suspect and noticed the uneasiness of the suspect which prompted them to ask for the suspect’s identi�ication card for veri�ication.

As the suspect pulled out his card inside his black pouch, a folded white piece

of paper fell on the ground.

The suspect was requested to personally pick the paper which was discovered to contain dried marijuana leaves and seeds.

The police also seized from Celebrar’s possession an improvised aluminum foil pipe with burnt residue of dried marijuana leaves, identi�ication cards, mobile phone and PHP6,600 cash.

he Of�ice of Civil Defense 11 (OCD 11) on Saturday reported a total of PHP12 million worth of assistance provided to affected families and individuals by the Regional Disaster Risk Reduction and Management Council 11 (RDRRMC 11) after a series of earthquakes hit this city, Davao Occidental and Davao del Sur province.

In a statement sent on Sunday, Manuel Luis Ochotorena, regional director of OCD 11, said the series of tremors have also caused psychological distress among affected families in the whole of Mindanao, especially to those who were directly affected.

“For the spirit of ‘bayanihan’ as what we Filipinos are known for, there are groups or individuals who donated different kinds of assistance (mostly food, water, kitchen utensils, clothes) to the earthquake-stricken areas

of Davao Region and many more groups, organizations or individuals are signifying their intent to provide help in the community,” he said.

He added that signi�icant to such response operation is a 24/7 response mechanism in the region in close coordination with the local Disaster Risk Reduction and Management Councils (LDRRMC).

“We would like to request and remind all groups, organizations or individuals who wish to provide in-kind or cash assistance to always have direct coordination with LDRRMC to ensure that all affected communities or families will be able to receive the necessary assistance,” Ochotorena said.

CebPac to buy 16 Airbus aircraft for $4.8 billion

ebu Air Inc. is buying new airplanes from Airbus SAS, the airline said Monday, without disclosing further details other than the valuation of the transaction.

In a regulatory �iling submitted by the operator of budget airline Cebu Paci�ic, the company said it “has signed a purchase agreement with Airbus SAS for the order of sixteen (16) A330-900 aircraft, currently valued at $4.8 billion.”

“Cebu Paci�ic, a carrier based in the Philippines, has signed a �irm order with Airbus for 16 long-range A330neo aircraft. The order �irms up the wide-body portion of a previously announced Memorandum of Understanding, which also includes commitments for ten A321XLR and �ive A320neo single-aisle aircraft,” Airbus said in a separate statement.

“The A330neo is integral to our �leet modernization program. With this purchase, we aim to reduce our fuel emission and build

a more sustainable operation. This will also give us the lowest cost per seat, at the same time enabling CEB to increase seat capacity and maximize valuable airport slots in Manila and other Asian megacities,” Lance Gokongwei, Cebu Paci�ic president and CEO said in the same statement.

ssociation of Southeast Asian Nations (Asean) trade ministers expect to give a positive report on the proposed Regional Comprehensive Economic Partnership (RCEP) to Asean leaders on Monday despite some issues with one country.

In a brie�ing Saturday at the sidelines of the 35th Asean Summit and Related Summits being held here and in Bangkok, Trade and Industry Secretary Ramon Lopez said 18 of the 20 chapters of the proposed mega trade deal have been approved as of the trade ministers’ meeting on Friday, November 1.

He said all the textbased rules and cooperation on the proposed 16-country free trade deal registered “substantial progress” and are “almost concluded.”

“We can report a very positive development.

There’s really a substantial progress, near conclusion,” he said.

RCEP is a free trade agreement between the 10 ASEAN member-countries and six trading partners namely China, Japan, South Korea, India, Australia and New Zealand.

Once in place this block will account for onethird of the world’s output as it covers some 3.5 billion people.

Lopez said the one country, which he did not name but based on reports is India, has not fully committed to the deal, still has issues on the market access rules.

He said the country has basically agreed to join the deal but it just needs “some kind of con�irmation before they can totally agree to the conclusion of all these 20 chapters.”

14 trapped residents in NorCot town hinterlands are rescued

F

ourteen residents trapped in a hinterland barangay in Makilala due to a landslide triggered by the Magnitude 6.5 earthquake on October 31, were rescued by a helicopter of the Philippine Air Force on Sunday.

Acting Vice-Governor Shirlyn Macasarte-Villanueva joined rescuers in airlifting the residents trapped in landslide-hit Sitio Kapatagan in Barangay Luayon.

The area is close to the three fault lines where two residents died during the Magnitude 6.6 quake on October 29.

“All accounted, the rescued individuals hiked for three hours to reach the landing zone,” Villanueva said.

The rescue operations targeted 21 persons but it was learned that seven of

them opted to take the longer and more dangerous route with their motorcycles and farm animals.

MindaNews checked with Makilala municipal administrator Sherly Orbita but as of 3 p.m. Orbita said they were still waiting for a copy of the list rescued persons. She said the helicopter made a second round.

Orbita could not also say if elderly persons and children were among those rescued.

On Friday noon, an evacuee from Sitio Kapatagan in Barangay Luayon here appealed to authorities to rescue the elderly and small children who were left behind in their village because of the road condition.

AGUM CITY- Tagumenyo scouts that number to about 5,000 from the different schools and out�its in the city celebrated the scouting month by participating in the 2nd installment of the Tagum City Scouting Festival, with a theme, “Commitment to Excellence.”

The month-long series of activities started on October 2 with an early

morning grand parade from the Rotary Park to the City Hall of Tagum

where the formal opening ceremony was subsequently held.

Tagumenyo scouts from different ages also participated in separate scouting activities on October 19, with the Kid and Kab scouts participating in the Energy Parkheld Kid and Kab Sayahan where young scouts showcased their talents in a yell competition, as well as other kid-friend-

ly activities and parlor games. Meanwhile, the older scouts got to exhibit their talents in different arts during a talent competition held at the CityMall.

In the evening, the boy scouts, senior scouts, and rover scouts gathered around the camp�ire at Tagum City’s E-park and held the much anticipated Scout Palabas where they performed skits,

Angels and evils distribute aid.

In 2017, Angel was at ground zero of the siege in Marawi City, handing out food packs and school supplies to those displaced by clashes.

And then we hear of people, they are but a few thank goodness, who acted like modern day prophets. People like anti-Duterte personalities Yolanda Ong and Leah Navarro who must have silently cheered while the quake ravished Davao and Mindanao.

Even the supposedly educated Theodore Te, faculty member of Ateneo Law School, made underhanded insinuations when he Tweeted a loaded question like: What’s with all the earthquakes in Mindanao?

To which, Navarro answered: “Retribution?”

Fortunately, there’s not too many of them who spoke and wished evil. Most of Manila and the entire Luzon and Visayas for that matter are one with Mindanao. And that’s what matters.

In times of tragedy, Filipinos are one as a family. Those who don’t get that reality are locked in eternal preposterous sel�ish existence.

Disasters can bring the best and worst in everyone.

It can create random heroes or unmask evil.

The disaster brought to fore by recent earthquakes in Mindanao is a classic example of unraveling people’s real personality.

In one image posted online, a dump truck �illed with relief goods for quake victims in North Cotabato had only a white tarpaulin with the the words “From the people of Davao.”

In another, a multicab vehicle wrapped with a tarp presumably from Vice President Leni Robredo was posted along with a person handing out folded tent materials in a ceremony resembling that of a school graduation only with a tarpaulin that looked like giant diploma.

There’s also the inspiring gesture of actress Angel Locsin personally buying foodstuffs and other relief items and distributing them to the quake victims. No fanfare here too. No tarps. No breast-beating.

Angel, an active member of the Philippine Red Cross was also there at at the wake of Super Typhoon Yolanda in November 2013 where she used social media to call for help and �lew to the worst-hit areas to

THE BENEDICT LEGACY Foreign researchers, chiefly anthropologists, biologists, and naturalists, who showed up in Philippine shores following the US conquest of the country, have contributed a lot in raising public awareness towards the natural wealth the archipelago possesses.

Their researches, reduced in books, articles and scholarly papers, have become indispensable sources of data and information that have shaped the way we see and appreciate the things that abundantly surround the islands. One such scientist is Laura Estelle Watson Benedict.

Known as the author of ‘Bagobo Ceremonial, Magic and Myth’ (1916), Benedict, most American biographers agree, was one of the �irst lady anthropologists to �inish doctorate in the US; she earned her doctoral degree from Columbia University in 1914.

While in the country to conduct research, Benedict made an extensive study on Bagobo folklore and textiles, more importantly about the abaca ikat, a

cloth made from hemp �iber. She also wrote about Bagobo plight and their search for cultural identity: “The Bagobo form one of those Malay cultural groups in the mountainous country of southeastern Mindanao which have retained their pagan faith in its entirety and have never accepted the religious dictates of Islam. During the period when the Moro dominated the southern coast… the Bagobo, like the other wild tribes of the Gulf of Davao, doubtless paid tribute to the Mohammedan conquerors, but they retained their independence in customs and in worship.

“Unlike the lowland peoples of the west, they would not fuse by conversion and by intermarriage with the Moro, though they came into trading relations with Moro groups at the coast. In their remote homes on mountain peaks, which could be reached only by hard climbing through dense and thorny forest growth, the Bagobo remained safe from attack, except as, now and then, a few of their number

were caught and pressed into slavery by the Moro.

“Within the last sixty years… since the Spanish conquest of the gulf of Davao--the Bagobo have begun to build little villages on the west side of the gulf, and there to establish their own cultural conditions…

“While a coast culture developed that was modi�ied somewhat by Visayan and Moro customs and by new elements from Spanish sources, yet, on the whole, the Bagobo at the coast appear to have been but super�icially in�luenced by these various contacts. They have clung tenaciously to the old industrial processes and to the ancient forms of worship. There is not to be found that sharp dividing line which one would look for between mountain culture and coast culture; and particularly is this true on the religious side.”

Dr. Benedict’s �irst information on the Bagobo tribe was during the 1904 Louisiana Purchase Exposition in St. Louis, Missouri, USA. Inspired by what she observed, she started making her personal investiga-

tion of the “religious and material culture” of the tribe, which stimulated her to secure funds from The Field Museum of Natural History in Chicago, Illinois.

Her request for support did not materialize, though; instead, she used her own hard-earned money for �ield research and travel.

Before leaving for the Philippines, she dropped by Cambridge University in England and visited Leiden in the Netherlands to view Bagobo and related materials collected by the Dutch colonizer from Indonesia, which heightened her interest about the Davao tribe.

To survive on a meager funds, Benedict worked as a paid schoolteacher at Santa Cruz, Davao del Sur, staying there for 14 months, from October 1906 to December 1907. While there she learned Visayan and Bagobo dialects, which allowed her better ties with the natives, many of them working in abaca plantations in the area.

Cherubim A. Quizon of the State University of New York at Stony Brook, in her article in the 1998 Proceedings of the Textile

Society of American wrote: “Benedict was a passionate collector. She refused to send pieces back to [Field Museum of Natural History] in Chicago as she acquired them because she used them extensively for eliciting ikat pattern names; her refusal appeared to have alienated her from that museum… she diminished her personal expenses in order to afford purchases… she sought a ‘scienti�ic’ collection that addressed all parts of the process of manufacture of cloth but she remained equally involved with the problem of what the motifs mean.”

Due to �iscal de�icit, physical fatigue, and mental breakdown, Benedict decided to cut short her �ieldwork and left for the US. At home, she tried negotiating for the sale of her �ield collection but the best she got was a three-year installment package offered by the American Museum of Natural History. On top of this, she was hired on part-time basis in the museum to catalog her collection. A year later, she published a brief description of the accession.

The children of your brothers and sisters have �inished college while yours have a hard time graduating from school.

No wonder, you consider yourself a failure. You had big dreams before but they were just like that – dreams. You have been doing your best but you think your best wasn’t good enough. Those dreams are elusive.

But instead of sulking yourself, why don’t you accept reality? “Think of what you have instead of what you want,” suggests Richard Carl-

son, author of eye-opening Don’t Sweat the Small Stuff… and It’s All Small Stuff.

“Rather than wishing your spouse were different, try thinking about her wonderful qualities. Instead of complaining about your salary, be grateful that you have a job. Rather than wishing you were able to take a vacation to Hawaii, think of how much fun you have had close to home. The list of possibilities is endless!”

In simpler terms, count your blessings one by one.

Thank God that you are still alive. That you wake up from a good night sleep. That you have food to eat in your table.

That you can still smile despite all the worries going on.

Statistics gathered by World Vision showed that in this day and age, one billion people still live in extreme poverty and most of them still go to bed hungry each night. About 900 million children and their communities still lack access to safe water and 61 million children are still out of school.

Worse, 7 million children under 5 years old are still dying from preventable diseases.

While reading the bit of information above, I was reminded of the words of Alexandre Dumas in his novel, The Count of Monte Cristo: “Those born to wealth, and who have the means of gratifying every

wish, know not what is the real happiness of life, just as those who have been tossed on the stormy waters of the ocean on a few frail planks can alone realize the blessings of fair weather.”

We don’t realize how blessed we are if we keep comparing ourselves with others.

We don’t know our worth if we keep on focusing on what we don’t have instead of what we have. “The hardest arithmetic to master is that which enables us to count our blessings,” American moral and social philosopher Eric Hoffer stated.

If only trees could talk, they will have many stories to tell too. Here’s one tree, as personi�ied by Willi Hoffsuemmer: “When I was young, I didn’t notice it. But later on, I began to realize how different I was. I was short and crooked and all out of shape while around me stood those tall stately pines and those long-branched acacia trees. I should tell you, though, that I am hanging here onto the side of a cliff and my few roots are twined around the top of a stone.

“I often dreamed of being big and beautiful, with the wind bending me to and fro and the showers of rain washing my leaves. But here on the cliffside I felt so small, the wind didn’t often blow through my branches. Even the sun only

warmed me for half a day and then it left me in the shade of my cliff and shone down on those majestic trees in the valley.

“Why did I have to stay here, hanging onto a cliff? I did not have enough soil to develop all the beauty inside me. I was dissatis�ied with my lot in life. Why did I have to stand here and be like this?

“Then early one spring morning, the perfume from all the new meadow �lowers wafted up to me, a tiny bird warbled its song from my branches, and the �irst warm sunrays kissed me long before they ever got down into the valley. What a beautiful panoramic view I had from up here. No other tree down there could see as far as I could.

“From that day on, I began to realize that I was something special. I was a special kind of tree made for a special kind of place. None of those big beautiful trees could do what I am doing. Why did it take me so long to realize that?”

A wise man once said, “Your presence is a present to the world. You are unique and one of a kind. Your life can be what you want it to be. Take the days just one at a time.

Count your blessings, not your troubles. Appreciate every moment and take from it everything that you possibly can,

for you may never be able to experience it again.”

I know it is hard to count your blessings if you see others getting the best of life. But that’s not what life is all about.

We are born differently. We have different parents. We have different ideas, different way of doing things, and different wants and needs. “Sometimes, we focus so much on what we don’t have that we fail to see, appreciate, and use what we do have,” American author Jeff Dixon observes.

An unknown author said it succinctly: “Count your blessings instead of your crosses.

Count your gains instead of your losses. Count your joys instead of your woes. Count your friends instead of your foes. Count your smiles instead of your tears. Count your courage instead of your fears.

Count your full years instead of your lean. Count your kind deeds instead of your mean.

Count your health instead of your wealth.”

Let me end this column with a thought from Carlson: “Make a note to yourself to start thinking more about what you have than what you want. If you do, your life will start appearing much better than before. For perhaps the �irst time in your life, you’ll know what it means to feel satis�ied.” – ###

curement of medicines/ medical supplies necessary for the conduct of health-related activities for disease prevention and treatment among the affected population, including water and hygiene/sanitation requirements.

These various charitable programs of PCSO seek to mitigate the sufferings of our fellow Filipinos in Mindanao as they recover from the devastation brought by the recent earthquakes.

Meanwhile, the Eastern Mindanao Command (EastMinCom) is calling for an orderly disaster relief response in order to attend to the needs of the different affected communities inclusively and equitably.

The EastMinCom is calling and appealing to those who wants to help and

provide relief assistance to follow the established protocol of Incident Command System as provided by RA 10121 also known as “An Act Strengthening the Philippine Disaster Risk Reduction and Management System, Providing for the National Disaster Risk Reduction and Management Plan”.

In a statement, EastMinCom encouraged individuals to course through the established Incident Command Post (ICP) in every municipality for proper accounting, deployment and monitoring.

The said mechanism will also prevent chaos in the affected communities and discourage unscrupulous individuals to carry out their individual intent by taking advantage of the

situation.

The EastMInCom also extends its appreciation to the response of different individuals, families, groups, companies and organizations who provided assistance to the affected communities.

Together with the Of�ice of Civil Defense (OCD), Department of Social Welfare and Development (DSWD), different Local Government Units and Local Disaster Risk Reduction Management Council (DRRMC) of the different areas affected by the earthquake, it is the intent of EastMinCom to have a synchronized, orderly, organized and needsbased conduct of relief operations in order to attend to the needs of the different affected communities inclusively and equitably.

Lorenzana, who was named head of all govern-

SUNNY SKIES AND HIGH FI IT was a great day for longboarding, with the sunny weather pitching in to boost the mood for the third day of the 9th Guiuan Odyssey Waves surfing competition.

Round one of the Men’s Open Longboard opened with impressive longboarding from La Union, Siargao, Lanuza and Samar. Philippine team representative Jay-r Esquivel stole the show from his first heat posting a total heat score of 12.50 points.

The wahines then took to the ocean by showing the judge and the audience progressive longboarding, especially by longboarding champion Daisy Valdez from La Union.

Another standout from the Women’s Open Longboarding quarterfinals was Gubat surfer Vea Estrellado who was also up against Valdez in the shortboard category previously.

Valdez and Estrellado posted scores of 7.60 points and 7.50 points respectively, advancing into the semi-finals.

After taking a break to wait for the tide to rise, the afternoon session was packed with intense longboard action with the first heat of Round 2 of the Men’s Open Longboard where

While the third heat featured cross-over surfer Philmar Alipayo joining the longboard division for the first time in PSCT history, advancing to the quarterfinals with Benito Nerida of La Union.

It’s always so much fun to see more people be part of the longboarding community here in the Philippines and in PSCT.” said Esquivel who showed great progression in his longboarding by doing critical maneuvers which gave him wave scores beyond the 6.00 point range, enabling him to get a total heat score of 14.85 points—the highest we’ve seen in the competition so far.

PRRD, Asean leaders vow to fight 'common enemies,' says Palace

resident Rodrigo Duterte and his fellow Southeast Asian leaders have agreed to address “common enemies” affecting their region, which include terrorism, ongoing trade war, and South China Sea disputes, Malacañang said on Sunday.

“All of them wanted to unite against common enemies. And they are all in one to cooperate in the same concern,” Presidential Spokesperson Salvador Panelo said in a press conference in Nonthaburi, Thailand.

“The common enemy of course is terrorism, and then the problem in the South China Sea. And with respect to the fear of the trade war, instead of getting better, I think

it’s getting worse. All of them are saying that they have to do something about it. And they are united,” he added.

The Association of Southeast Asian Nations (Asean) leaders have been implementing measures to combat transnational crimes, including terrorism.

To deter terror acts, the 10-man Asean adopted a Declaration on Joint Action to Counter Terrorism on November 5, 2011 in Brunei Darussalam.
