“We welcome the suggestion of Senator Vicente Sotto III on the mega drug rehabili-

tation and treatment center in Fort Magsaysay, Nueva Ecija,” Presidential Spokesperson Harry Roque said in a statement.

Roque said the long-term goal of the government to make use of the facility for other purposes.

“Our long-term vision is once the drug problem has

been resolved, this can be turned over to the military who owns the land or other agencies of government that can utilize, manage and optimize the facility,” Roque added.

Sotto earlier said the facility can be used as an extension of the existing Philippine Drug Enforcement Agency (PDEA) academy.

The construction of the facility started in July 2016 and can accommodate 10,000 patients once completed.

Inclusive growth pushed for MSMEs in ASEAN

F

ormer Trade Secretary Gregory Domingo said the ASEAN Economic Community (AEC), or the economic integration of the 10 ASEAN member states, has been successful in improving trade and investments in the region, however much remains to be done, particularly making the AEC more inclusive.

During the ASEAN Leadership amid a New World Order forum of Stratbase ADR Institute (ADRi) in Makati City Wednesday, Domingo said AEC has increased trade among ASEAN countries by 15 percent in the past decade.

This has improved with the elimination of tariff in over 99 percent of tariff lines while gradually reducing tariff for agricultural products �lowing within ASEAN. Domingo, who is now the Governor for the Philippines at Economic Research Institute for ASEAN and East Asia

(ERIA), however noted that the micro, small, and medium enterprises (MSMEs) �ind it challenging to participate in the regional trade and seize the opportunities brought by the AEC. He said rules in the region for exports are structured for big players.

“Even they have the capability to export, they still have to submit over 30 documents to export. The rules are structured for big volume exports,” he added.

“ASEAN must put MSMEs at the center of policy making,” the former Department of Trade and Industry (DTI) chief said.

Domingo stressed that the region can maximize the bene�its of tariff reduction and elimination in AEC if rules will allow more MSMEs to participate in the regional trading.

Organic fest presses for more OA zones

avao City-based organic agriculture practitioners and advocates pressed for more organic agriculture zones (OA) where products are certified under the Participatory Guarantee System.

As part of the month-long Organic agriculture month celebration, the organic agriculture advocates also echoed their call on Dabawenyos to have access to organic products.

“We want every Dabawenyo to have access to genuine organic food certi�ied by the Participatory Guaran-

tee System (PGS) Davao,” said Nena Morales, chair of the Davao-based PGS committee.

“We can have that if we can encourage more farmers to go organic and provide enabling policies such as declaration of OA zones for them to sustain their organic practices,”she said.

BSMED said 342 of these Negosyo Centers are in Luzon, 146 in Visayas, and 173 in Mindanao.

The DTI is mandated to establish Negosyo Centers under Republic Act No. 10644 or the Go Negosyo Act. Negosyo Centers assist in business registration, provide business advisory services, promote business information and advocacy, and monitor and evaluate business processes for micro,

small, and medium enterprises (MSMEs).

BSMED Director Jerry Clavesillas said these Negosyo Centers have made doing business easier for MSMEs. In an earlier interview, DTI Undersecretary Zenaida Maglaya said the department had allotted PHP530 million to establish 150 Negosyo Centers this year.

The DTI, however, has already surpassed its full-year target, having put up 209 Negosyo Centers to date.

There were 452 Negosyo Centers across the country by the end of 2016.

Alex N. Valoria, president of the An�lo Group subsidiary, said the marketing contract will allow ABC to have a better price for its produce, while providing the buyer with the best harvest possible.

“We are excited to partner with GoodFarmer because we know they are good in what they do,” said Valoria.

He added the company also decided to partner with GoodFarmer because of its access to the China market.

“This will provide us with opportunities for huge market and will also allow us to study possible expansion of our farms,” said Valoria, adding that the company is always on the lookout for expansion areas.

The agreement comes at a time when the Philippines

and China have strengthened their linkages including in trade and commerce.

About a year ago, President Rodrigo R. Duterte visited China and the two countries have since been discussing about strengthening their linkages in trade with the Chinese government as the two countries signed about $24 billion in trade agreements during the President’s visit to the middle kingdom.

In a press statement released after his visit to China,

President Duterte said the two countries “have opened formal lines of communications between our government and agreed on the full resumption of the regular bilateral consultations mechanisms which were put on hold for several years.”

The President has also been quoted as saying that if there is “(an) investment, we can have more businesses, make the economy grow and China would likewise bene�it from it.”

Citing that the initiative

Under the marketing contract, the ABC is selling 840,000 boxes of Class A bananas to GoodFarmer for two years.

The banana company will source the premium bananas from its 165-hectare farm in Don Marcelino, Davao Occidental.

LTO-12 to start issuing driver’s license cards with 5-year validity

T

he Land Transportation Of�ice (LTO) in Region 12 is targeting to start by next week the processing and distribution of plastic driver’s license cards with the �ive-year validity period.

Macario Gonzaga, LTO Region 12 director, said Thursday the installation of the machines and printers for the processing of license cards is currently ongoing in 12 licensing sites in parts of the region.

He said they already completed the installation at the LTO licensing of�ice here and their personnel have started the required tests.

The of�icial said they are working on the completion of the installation process by the end of the week in all LTO licensing of�ices in the region.

Gonzaga said the LTO central of�ice has allotted 12 machines and printers for Region 12.

But LTO-12 has operational jurisdiction over Lanao del Sur and Maguindanao provinces, which are part of the Autonomous Region in Muslim Mindanao.

n an exceptional feat, 19 municipalities and a city in the Autonomous Region in Muslim Mindanao (ARMM) are awardees of the prestigious Seal of Good Local Governance (SGLG) this year.

A list posted by the Department of Interior and Local Government – Autonomous Region in Muslim Mindanao (DILG-ARMM) in a social media account included

the towns of Buldon, Barira, Datu Abdullah Sangki, Datu Paglas, General Salipada K. Pendatun, Kabuntalan, Matanog, Parang, Rajah Buayan, Sultan Mastura, Sultan Kudarat and Upi, all in Maguindanao as several of the SLGL awardees.

In other parts of the region, Lamitan City in Basilan was listed as the lone urban center as recipient of the coveted award.

Other SGLG awardees in Basilan are the towns of Maluso and Sumisip. Also SGLG awardees are the towns of Calanogas, Piagapo, Kapatagan in Lanao Del Sur; and Jolo and Talipao in Sulu.

Last year, the ARMM has only six SGLG awardees.

Lawyer Kirby Abdullah, DILG-ARMM secretary, described the remarkable performance of Local Government Units (LGUs) in the

region as “unprecedented” in the past two years, considering that in 2015, the ARMM had zero passers for the prestigious award.

The SGLG is among the tools used by the national Department of the Interior and Local Government in assessing local government units in terms of their integrity and performance, especially in four core areas.

CBCP - neo-Pharisee

W

hen the CBCP hierarchy recently called for a mass rally, the expected sea of people that usually answer the call did not come. The Catholic faithful seemed to have grown tired and weary of such practices disguised as “mass rally.”

At any rate, it cited 2Chronicles 7:14 in the Bible which invoke “healing in the land” in the light of what the priests narrow-mindedly describes as “moral degeneration.”

Unfortunately, as the guardian of the �lock’s morals, the CBCP overlooked that it is itself bound by the standards of God that His Son Jesus Christ set during his evangelization ministry called as the New Covenant. CBCP probably thought its members were exempted.

Archbishop Socrates Villegas, the cantankerous CBCP president, and his minions conveniently ignore that so many Catholic priests (like the Taguig holy man who was caught having sexual involvement with a girl in her teens) are committing perversions here and there that are only swept under the rug.

This monumental hypocrisy cosmetically masks the holiness the CBCP displays in public and is re�lective of the sinful, holier-than-thou era of the Pharisees during Christ’s time.

Villegas has also conveniently forgotten that several, if not many, CBCP bishops are enjoying luxurious lifestyles that have completely reversed their priestly oaths to live simple and frugal lives.

May I remind him about some bishops who were exposed asking former Pres.

GMA to gift them with SUVs (Pajero, et al). What has the CBCP done to cleanse its ranks of corrupt practices?

Nothing. Were they asked to resign? Why? Because they were deathly scared the issue may spread like wild�ire and the CBCP might collapse.

And yet here comes Villegas and his ilk asking the “foulmouthed” Duterte to resign the presidency because he is a “bad example” to the young people?

Is the CBCP and its membership displaying “good examples’ to the youth?

BS Aquino III never �ired any of his men exposed for wrong-doing. He even instituted corruption by bribing senators to convict and impeach exSC Chief Justice Renato Corona.

Did the CBCP say anything against this?

Duterte early on kicked out several of his appointees upon hearing that they were even slightly involved in monkey business.

This is how serious PRRD is about curbing corruption in government.

The CBCP is an organization that only views life through a one-way mirror.

It does not see itself capable of committing any wrong nor any mistake.

Villegas and his CBCP cohorts see them themselves immaculately clean and as infallible like God. Like God? My oh my. I always thought the CBCP is an organization of

intelligent, God-fearing, principled men of the cloth. Was I wrong?

Does the CBCP still has its credibility and integrity intact?

Or has it been in�iltrated by indecent men masquerading in white robes?

Why is it now leading mass mobilization – in cahoots with the political opposition - if its objective is not to topple the Duterte government?

Is Villegas not aping what his mentor – Jaime Cardinal Sin – did during the Marcos dictatorship? Perhaps, it is not farfetched to think that Villegas aspires to be a cardinal someday.

Nothing bad about that. He or any Filipino cardinal, for that matter, can even, remotely dream of becoming a pope in the future.

This brings us to appraise the BIMP EAGA itself, long the pride of administrations from Ramos to Aquino, and to question whether or not the frontline agencies tasked with its implementation share the President’s enthusiasm for making this dream �inally come true. “ It would be wise for all of us to ask the frontline agencies tasked with pushing BIMP EAGA programs why this happened. These are important questions to ask, especially after the much promoted Davao- Bitung Roro link seems to have stopped sailing regularly.

What happened to the Zamboanga- Sandakan flight?

ecent announcements of upgrades of many local airports to allow night take offs and landings are welcome news for “ provincial” travellers going to and from the capitals Manila and Cebu.

These developments not only spur more trade and tourism in these areas, but they also decongest Manila’s airport.

In particular, this will ease the often jampacked late afternoon landing and take off slots at Manila’s airport, since more �lights will be moved later in the evening. This reduces delays as it distributes �light schedules more evenly throughout the 24 hour period. This also reduces passenger congestion and traf�ic at Manilas airports.

Of course in the last year

there have been fewer delays due to “ air traf�ic congestion”, and if delays do come, they are well within a 30 minute window that most travelers tolerate anyway. Kudos to the CAAP for helping reduce �light delays.

Other developments are encouraging. The recent launch of Cagayan de Oro as a new hub of Cebu Pacific airlines has seen a radical increase in connectivity between the Visayas and Mindanao, what with direct �lights now available between Davao, Cagayan de Oro and heretofore unconnected cities of Tacloban, Tagbilaran and Dumaguete.

Even Zamboanga will now have direct �lights to Cagayan de Oro, giving businesses of both cities the chance to interact further.

The accreditation was granted on October 26, 2017 by the Department of Trade and Industry-Philippine Accreditation Bureau (DTI-PAB) with Laboratory Accreditation Number LA2017-310A. Together with the NML, it underwent different kinds of test on two brand new water meters with 13mm and 25mm sizes gave results that were statistically similar, which means that DCWD’s Laboratory is capable of producing the same test results as that of an internationally-recognized laboratory.

An external audit was conducted in September 2017 by DTI-PAB through which DCWD’s ISO 17025 based Quality Management System (QMS) was validated

and �ive DCWD staff were certi�ied as competent to sign calibration certi�icates or results.

Dela Rosa said they have to venture into massive replanting and fertilization efforts to increase the production capacity of the coconut farms to be able to close the supply shortfall.

He said the PCA has a proposed 2018 budget of P1.4 billion, at least half of which will be allocated for the replanting, most speci�ically in areas severely hit by typhoons and affected pests and diseases. 5 mine tunnels face closure in SouthCot For operating outside mining area

ome 75 small-scale mine tunnels in T’boli town in South Cotabato are facing possible closure after being found to have been operating outside a declared mining area.

Agnes Castanares, environment management specialist of the Provincial Environment Management Of�ice (PEMO), said Wednesday the mine tunnels have been operating illegally as they are situated outside the 21-hectare people’s smallscale mining area or Minahang Bayan in Barangay Kematu, T’boli.

She said the Provincial Mining Regulatory Board (PMRB) issued a cease and desist order last Oct. 26 to the owners of the concerned mine tunnels.

Depression: Mind’s little monster

T

wenty-two-year-old Jinky Madera (not her real name) felt nothing in her life is interesting anymore. This was after her boyfriend, Julius, broke up with her. She didn’t want to see her friends or talk with anyone. Everything seemed as exciting as having uncooked liver for dinner. This went on for about three weeks until her parents noticed something was wrong with their only daughter.

“You have to snap out of it before it’s too late,” her mother told her. “Snap out of what,” Jinky asked. The loving mother put her arms around her daughter and said softly, “Out of your depression.”

“Depression?” Jinky replied. “That’s only for those who have big problems in life, not me. I’m just feeling a little down.”

Whether she’s indeed just “a little down” or not, Jinky is experiencing what experts call dysthymia. “It is a less severe but more continuous form of depression,” explains the Minnesota-based Mayo Clinic. “It lasts for at least two years. Symptoms usually aren’t disabling, and periods of dysthymia can alternate with short periods of feeling normal. People with dysthymia have increased risk for major depression.”

Major depression is characterized by a mood disturbance lasting more than two weeks. Symptoms include overwhelming feelings of sadness and grief and loss of interest or pleasure in activities a person usually enjoy. In general, it’s severity and duration of symptoms that distinguish major depression.

Some people with depression have recurrent cycles of depression and elation (mania). Because the condition involves emotion of both extremes, or poles, it’s called bipolar disorder or manic-depressive disorder. Mania affects a person’s judgment and can cause problems, such as spending money recklessly or

making unwise decisions.

Another type of depression is the seasonal affective disorder (SAD). It is a pattern of major depression related to changes in seasons, particularly during winter time in the United States. No one knows what causes SAD, but scientists think that reduced levels of sunlight may increase the level of melatonin in our brain. Melatonin is a mood-controlling hormone our brain produces during darkness.

“Depression is a devastating illness that affects the total being – physically, emotionally, and spiritually,” wrote Frank B. Minirth and Paul D. Meier in their book, Happiness Is a Choice. “The emotional pain of depression is more severe than the physical pain of a broken leg.”

Psychiatrists believe depression may be caused by imbalances in chemicals called neurotransmitters.

Imbalance in three neurotransmitters – serotonin, norepinephrine and dopamine – seem to be linked to depression.

However, scientists don’t fully understand how imbalances in neurotransmitters cause symptoms of depression. And it’s not certain whether changes in neurotransmitters are a cause or a result of depression.

Neurotransmitters also seem to help regulate the secretion of hormones, such as estrogen, progesterone, cortisol, melatonin, and endorphins, which are also thought

to affect mood and emotion.

But again, the exact biological mechanism is not known.

And whether changes in hormone levels are a cause or an effect of depression is unclear.

Recent studies have shown that depression is one of the most common mental disorders affecting 340 million people in the world today, accounting for a full 10 percent of productive years lost throughout the world. The Geneva-based World Health Organization predicts that by the year 2020, depression will be “the greatest burden of ill-health to people in the developing world,” and that by then severe depression will be “the second largest cause of death and disability.”

No one is immune from depression -- it occurs in all people of all social classes, all countries, and all cultural settings. In fact, the Holy Bible records the depressive symptoms of such men as Job, Moses, Elijah, David, and Jeremiah.

Typically, the �irst episode of depression occurs between the ages 25 and 44.

It’s not any more common in older people, but it is more likely to go unrecognized in this age group, according to health experts.

Depression rates are lower among married people, especially married men and those in long-term intimate relationships, studies have shown. It’s higher among people separated from their loved ones and those who live alone.

Medical experts say that about a third of people with depression don’t know they have it. And two-thirds don’t seek treatment at all. “With proper treatment, most people with serious depression improve, often within weeks, and can return to their normal daily activities,” says the Mayo Clinic.

Reasons why depression is often unrecognized and untreated abound. One reason is lack of recognition.

“People frequently don’t recognize their symptoms as depression,” the Mayo Clinic explains. “Many think their symptoms are a normal part of life – just a bad case of the blues.”

Another reason: embarrassment and con�identiality. Some people are embarrassed to seek treatment because they think depression carries a stigma of mental illness. “After anxiety, depression is the most common psychiatric disorder,” bares The Merck Manual of Medical Information.

Still another reason: the effects of depression. Many people don’t know they’re depressed or at least suspect

that something is wrong but the feelings of helplessness and hopelessness brought on by their depression prevent them from seeking treatment.

There’s no single cause for depression. Experts think that having a family history of depression increases a person’s risk of developing the condition. But not everyone with a family history of depression develops the disorder. Clearly, other factors are involved.

Stressful events, particularly a loss or threatened loss, can trigger depression. Longterm use of certain medication may also cause symptoms of depression in some people. People with chronic illnesses, such as heart disease, stroke, diabetes, cancer and Alzheimer’s disease, are at high risk for developing depression.

Certain personality traits such as having low self-esteem and being overly dependent, self-critical, pessimistic and easily overwhelmed by stress, can also make a person vulnerable to depression.

Depression is usually treated without hospitaliza-

tion. However, sometimes a person should be hospitalized, especially if he or she is seriously contemplating suicide or has attempted it, is too frail because of weight loss, or is at risk for heart problems because of severe agitation.

Medications, which relieve symptoms in most people, are the cornerstone of treatment for depression today. Other treatments include psychotherapy and electroconvulsive therapy.

Sometimes, a combination of these different therapies is recommended.

UM, because of its excellent sports program, has attracted high school track stars to join its track and �ield varsity and this has not only bene�ited the university but the local city sports division which has tapped the

services of those athletes to represent the city in national competitions.

There is actually no need to train those athletes because UM took care of it already. All we have do back then (this was the time when Butch Ramirez was chief of the City Sports Division during the third term of Mayor Rody Duterte) is to ask permission from UM executives that the athletes be allowed to represent the city to the national championships and the city takes care of the expenses.

That was really an awesome partnership.

AUTHORITY GAB to exercise authority over pro league PBA

he Games and Amusements Board (GAB) impose its mandate over professional sports leagues like the Philippine Basketball Association (PBA), the oldest pro basketball league in Asia.

“GAB must be more visible in the PBA and should be given more importance” said GAB Commissioner Mar Masanguid.

He said that the GAB chair or commissioners should be seated near or beside the PBA of�icials, like retained Commissioner Chito Narvasa.

“During the special PBA awards like the awarding of record holders or any awards, a GAB representative must always be present even just to witness,” said Masanguid.

“There should be a GAB seal inside the PBA venues,” he added.

GAB is the government agency handling professional sports likes basketball, boxing, motocross, golf, cock �ighting horse racing and E-sports.

GAB is now also looking on the online gambling of cock �ighting and horse racing.

“Aside from pro boxing, the GAB is now working hard on the other professional sports,” said Masanguid.

“Chairman Baham Mitra and my fellow Commissioner Eduard Trinidad are united in working for the GAB and to our President Rody Duterte,” said Masanguid.

ci�ic Boxing Federation (OPBF) Convention on November 9-12 in Puerto Princesa, Palawan.

Masanguid attended the �irst annual convention of the International Boxing Federation (IBF) B & R Regional Organization held in Macau last October 25-29.

He also gave his moral support to the �ive Filipino �ighters, including Women’s International Boxing Association (WIBA) World and Global Boxing Union Female World minimumweight champion Gretchen Abaniel that saw action at the Macau East Asian Games Dome in Macao last October 27.
