Bryant Avenue Apartments 1558 Bryant Avenue Bryant Avenue Apartments was in severe disrepair and two of the three buildings were identified on New York’s most distressed multifamily assets list through Housing Preservation and Development’s Alternative Enforcement Program with over 1,000 violations. • Created a total of 99 new affordable multifamily rental units. • new york affordable Housing preservation Fund (nyaH Fund), an equity fund capitalized by Citi Community Capital (CCC), was used to purchase buildings. • Once they assumed control of the project, monadnock Capital, NYAH Fund’s operating partner, stabilized the asset and worked to structure a complex financing with CCC to completely renovate the buildings and preserve their long-term affordability. • The transaction structure included a $10.3mm construction loan from CCC (of which only $6.2MM was drawn) that was ultimately replaced by permanent financing from New York City’s Housing Development Corporation (HDC) through the issuance of bonds under the American Recovery and Reinvestment Act’s New Issue Bond Program authorization. CCC is also the single investor limited partner in a proprietary fund sponsored by The Richman Group, committing to buy the $3.95MM in Low Income Housing Tax Credit Equity associated with the project. 13

Citi Community Capital and L+M Development launched the $100MM new york affordable Housing preservation Fund (nyaH Fund) in July 2010 to address the lack of affordable rental housing available to low- and moderate-income households in New York City. The Fund’s goals are to make investments which will preserve affordable housing units in danger of rolling out of affordability programs and create additional affordable housing units by re-regulating units which had already fallen out of the affordable stock. The NYAH Fund’s investments have driven stabilization and substantial rehabilitation, encompassing capital improvements and community considerations. “We are truly grateful to have partners like the NYAH Fund who are committed to achieving the same goals we are,” said New York City Department of Housing Preservation and Development Commissioner Mathew M. Wambua. “Financing the preservation of properties throughout the City will extend affordability and help New Yorkers keep their homes. Thank you to the NYAH Fund, HDC, Enterprise, Citi and all of our partners for contributing funds and remaining committed to keeping New York City affordable.”

to date, the nyAH Fund has preserved a total of 18 properties, renovating 1,445 affordable housing units in the Bronx.

ASSET BUILDING UPDATE Presented at the ABPN Regional Convening Chicago, IL • June 26-27, 2013

The Asset Building Policy Network: Shaping a National Agenda

Over three years ago, in the midst of the economic crisis, Citi Community Development, the Citi Foundation and a group of civil rights, policy and community development organizations met to discuss the urgent need to promote and advance asset building policies that would help build long-term financial security for low- and moderate- income (LMI) households and communities of color. Data from Pew, the Federal Reserve and others showed massive losses of wealth and financial stability, especially in low-income and minority communities. At the same time, a Consumer Federation of America study, showed that families with more than $500 in savings had fewer problems managing their money.

That initial meeting resulted in the creation of a national coalition dedicated to addressing these issues: the Asset Building Policy Network, or ABPN. This national alliance collaborates to develop an actionable policy agenda that seeks to improve opportunities for economic progress by increasing access to responsible and appropriate savings products and services and empowering LMI individuals and households to save and build assets. ABPN member organizations conduct research, develop policy and build the capacity of their affiliate organizations on savings and asset building. Collaboratively developed policy priorities drive efforts to enable families to save, invest, build and preserve financial assets to secure more stable futures.

Citizenship as a Pathway to a new Financial Identity Bob Annibale – Global Director, Citi Microfinance and Community Development Citizenship is an asset and provides a pathway for legal permanent residents to establish a new financial identity and build economic security. The benefits of becoming a citizen include expanded access to job opportunities, education and financial aid. According to the Office of Immigration Statistics, there are approximately 8.5 million legal permanent residents in the U.S. Every legal permanent resident is eligible to become a naturalized U.S. citizen. However, the $680 fee to apply for citizenship is a financial hurdle that prevents many from doing so. Across the country, nonprofit organizations and public agencies like CASA de Maryland in Baltimore and New York City are working to better understand and remove the barriers to both financial inclusion and citizenship for legal permanent residents, many of whom are unbanked. With support from Citi Community Development and the Citi Foundation, these organizations and agencies are expanding economic empowerment in underserved low- and moderate- income communities.
