MESSAGE FROM THE CEO Credit Union Legislative Day In April, Erie Federal Credit Union joined other Pennsylvania credit union representatives to support the 2018 Pennsylvania Credit Union Association’s Legislative Day held at the State Capitol. This annual event provides opportunity for credit union representatives to meet with elected state Senators and Representatives to showcase the differences credit unions continue to make in their local communities, discuss our combined community financial education efforts, and further expand awareness of the credit union philosophy of “People Helping People”. Recently, five pieces of legislation have passed the State House and were referred to the State Senate. Financial Education Credits (HB 429) – this legislation would permit a student, who successfully completes a personal financial literacy course during grades 9 through 12, to receive one credit towards the student’s social studies credit requirement for graduation. Bill Status: Passed the House, and referred to the Senate Education Committee on 10/24/17. Prize Linked Savings (HB 1039) – this legislation would allow financial institutions to conduct savings promotion raffles that offer members a chance to win a prize for depositing money into a qualified account or other savings program. Bill Status: Passed the House on 04/24/17, and referred to the Senate Banking and Insurance Committee where it was tabled for further debate on 07/08/2017.

Credit Card Skimming (HB 1918) – this legislation would make it illegal to possess or use any device capable of accessing information encoded on the computer chip, magnetic strip or stripe, or other storage mechanism of payment on a card, and first offenders would face a third-degree felony charge. Currently, it is legal to use a skimmer and offenders only face theft charges. Bill Status: Passed the House, and referred to the Senate Judiciary Committee on 12/06/2017.

Student Loan Debt Notification (HB 2124) – this legislation would require an institution of higher education to provide detailed education loan debt information to their students. Information would include estimates of: total amount of student loans, potential total payoff amount, number of repayment years, and monthly payment amounts including principal and interest. Bill Status: Passed the House on 04/11/18, and referred to Senate Education Committee on 04/16/18. Keystone Scholars Program (HB 2248) – this legislation would establish the Keystone Scholars Grant Program that would provide $100, plus investment earnings, for each child born in Pennsylvania until 2029. Funds must be used for qualified higher education expenses at a postsecondary institution, which includes vocational or technical school, community college, two-year college, and four-year college. Funding would be covered by the Treasury’s surplus earnings in the Guaranteed Saving Plan Fund. Bill Status: Referred to House Finance Voting Meeting where it was tabled for further debate on 05/02/18.

Combined, these regulations would bring needed advances in protecting confidential member financial information, while expanding the ability of financial institutions to provide products and service aimed at promoting positive consumer financial posture. How Debit Card Fraud Happens – and How to Avoid It

For many people, debit cards are the perfect plastic. They offer most of the conveniences of credit cards with no risk of accumulating debt. But like credit cards, debit cards are vulnerable to rip-off artists. And debit card fraud is particularly scary because thieves can withdraw money directly from your checking account. Here’s how debit fraud happens and how to protect yourself.

How identity thieves operate Debit card fraud can be sophisticated or old-school. Thieves use techniques including: • Hacking. When you bank or shop on public Wi-Fi networks, hackers can use keylogging software to capture everything you type, including your name, debit card account number and PIN. • Phishing. Be wary of messages soliciting your account information. Emails can look like they’re from legitimate sources but actually be from scammers. If you click on an embedded link and enter your personal information, that data can go straight to criminals. • Skimming. Identity thieves can retrieve account data from your card’s magnetic strip using a device called a skimmer, which they can stash in ATMs and store card readers. They can then use that data to produce counterfeit cards. EMV chip cards, which are replacing magnetic strip cards, can reduce this risk. • Spying. Plain old spying is still going strong. Criminals can plant cameras near ATMs or simply look over your shoulder as you take out your card and enter your PIN. They can also pretend to be good Samaritans, offering to help you remove a stuck card from an ATM slot.

Smart ways to protect yourself Adopt these simple habits to greatly reduce your odds of falling victim to debit card fraud: • Be careful online. Shop and bank on secure websites with private Wi-Fi. If you must shop or bank in public, download a virtual private network to protect your privacy. • Monitor your accounts. Review your statements and sign up for text or email alerts so you can catch debit card fraud attempts early. • Don’t ignore data breach notifications. The majority of identity theft victims received warnings that their accounts might have been breached but did nothing. If you get one of these messages, change your PIN and ask your provider to change your debit card number. You can also ask one of the major credit card bureaus to place a fraud alert on your file. • Inspect card readers and ATMs. Don’t use card slots that look dirty or show evidence of tampering, such as scratches, glue or debris. And steer clear of machines with strange instructions, such as “Enter PIN twice.” • Cover your card. When using your debit card or typing your PIN at an ATM, block the view with your other hand. Go to a different location entirely if suspicious people are hanging around the ATM, and if your card gets stuck, notify the financial institution directly rather than accepting “help” from strangers. Even if you’ve taken precautions, debit card fraud can still happen. If your card gets hacked, don’t panic. Tell your bank or credit union right away so you won’t be held responsible for unauthorized charges, and file a complaint with the Federal Trade Commission. © Copyright 2016 NerdWallet, Inc. Congratulations to Kristi Yori! At the annual statewide Youth Ambassador Contest, our very own, Kristi Yori, representing the Erie Chapter of Credit Unions, was named was named 2018 Credit Union Youth Ambassador of Pennsylvania! Kristi, Assistant Branch Manager at Erie FCU’s Bayfront Office, spoke on the topic of “Why Belong,” in which she discussed reasons for why membership in a credit union is so meaningful. As youth ambassador representative, Kristi will continue to promote youth marketing, as well as the benefits of the contest. She will speak at Association-sponsored education sessions and leadership conferences, and attend chapter meetings and other special events. The state winner also serves as a role model to encourage young people to participate in their credit unions. Great job Kristi! Thank you for representing Erie FCU and the Erie Chapter in such grand fashion! The event was held during the Pennsylvania Credit Union Association’s (PCUA) “CONNECT 2018” Convention & Expo held at the Nemacolin Woodlands Resort in May.

Annual Meeting Erie FCU’s Annual Meeting was held at the Bel-Aire Hotel & Conference Center on May 14, 2018. CEO Brian Waugaman and the Board of Directors were delighted to report that Erie FCU had another successful year! Members approved meeting minutes and were given reports from Board Chairperson, James Lazan, Supervisory Committee Chairman, Norb Kaczmarek and CEO, Brian Waugaman. Much of the discussion focused on 2017 accomplishments, the first ever Patronage Bonus, key financial items and the goals the Credit Union has set for 2018. Dan Nawrocki and Laurie Becker were also re-elected to serve three-year terms to the Erie FCU Board of Directors. After dinner, the evening was topped off with the awarding of door prizes. Thank you to everyone who attended to help make this year’s Annual Meeting a success. If you were unable to make it this year, we hope to see you next year. It’s a great time to catch up and know what is going on with your Credit Union.

MESSAGE FROM Market Volatility can be confusing… and scary. When the markets fluctuate significantly, what should you do? Some make rash decisions (which, if history has anything to tell us, may turn out to be a costly error.) #TeamAOK Celebrates International Firefighters Day!
