NORDIC COMBAT UNIFORM NOW ENTERING THE FIELD-TESTING PHASE

THE NORDIC COMBAT UNIFORM (NCU) PROJECT IS NOW READY TO ENTER THE FIELD-TESTING PHASE. SOME 480 SOLDIERS FROM ALL FOUR NORDIC COUNTRIES WILL BE TESTING THE UNIFORM SYSTEMS FROM THE FINAL PREQUALIFIED TENDERERS.

In these weeks some 480 soldiers, who are going to take a part in the field-testing phase, will be opening the boxes with the sample uniform systems from the tenderers. That will be the beginning of the comprehensive test period running from December 2019 to May 2020.

NORDIC COMBAT UNIFORM NOW ENTERING THE FIELD-TESTING PHASE THE NORDIC COMBAT UNIFORM PROJECT IS A PART OF NORDIC DEFENCE COOPERATION (NORDEFCO). THE PURPOSE OF THE JOINT FINNISH, SWEDISH, NORWEGIAN AND DANISH NORDIC COMBAT UNIFORM PROJECT (NCU) IS TO ACQUIRE A COMMON FLEXIBLE COMBAT UNIFORM SYSTEM THAT MEETS THE OPERATIONAL REQUIREMENTS OF THE MODERN BATTLEFIELD.

The NCU clothing system includes uniform configurations from an underwear layer to outer garments, used in European, jungle and desert conditions. The configuration is the same in all countries, but each country will use its own national camouflage pattern in the uniforms. Headgear, gloves, footwear or personal protective equipment are not part of the NCU, and each country will procure those independently. The technical requirements for this purchase

are a system approach which meets the operational requirements. This includes Nordic and European combat environment, but also in very cold environment and in extreme warm conditions like in jungle or desert. These functional requirements are based on joint user experience from all four countries and Nordic expertise. One of the big advantages of a common Nordic Combat Uniform project is the scale of the acquisition. With a contract value of estimated 425 million Euros it has attracted worldwide attention from leading suppliers which creates ground for an increased competition and a more favourable price-quality-ratio. Although price is important the greatest advantage of the joint Nordic cooperation is the comprehensive test conducted by around 480 soldiers from the four countries. Test subjects include all types of soldiers from conscripts to Special Forces. In the bids, the combat uniform tenderers described the uniform configurations that, in their mind, correspond to the functional requirements set by the NCU countries.

Based on the bids the project has invited combat uniform tenderers to field tests organised from December 2019 to May 2020. The field tests will evaluate the functionality of the offered uniform configurations in different conditions and collect user feedback about the uniforms’ suitability for use. The field tests for the European area uniform configurations will be conducted in Finland, Sweden, Norway and Denmark by the countries’ armed forces. The field tests for the jungle and desert uniforms will be conducted by the Danish Armed Forces including Special Forces in the first part of 2020. In Finland the clothing configurations will be subjected to separate tests used to assess their functionality in arctic conditions, among other things. After the field tests are concluded the Swedish Defence Research Agency (Totalförsvarets forskningsinstitut, FOI) will collect the feedback given by the Nordic user groups. The NCU project will analyse the feedback, and on this basis make a functional performance assessment on the combat uniform candidates. The assessment of the functional performance forms part of the evaluation of the technical performance of each offered combat uniform system. The overall evaluation includes both the technical performance and the offered prices. This evaluation will form the basis for negotiations with the remaining tenderers and a request for best and final offers which will be finally evaluated resulting in the award of the NCU Framework Agreement.

The choice of a high performance polymer from Arkema® produces a nearly indestructible monocular mount. The highly impact-resistant material chosen for the X14-Arm should absorb shocks and bounce back into shape instead of fracturing when dropped, bent, or otherwise stressed. For extra peace of mind, we added fasteners made of anodised, aerospace grade aluminium. An intuitive, friction-based mechanism allows users to swing the PVS-14 monocular in front of either the left or right eye and perfectly adjust for inter-pupillary distance. The mechanism is pretensioned at the factory and should never need to be adjusted, but a simple hex key wrench may be used for adjustment as necessary.

THE PANOBRIDGE™ DUAL AN/PVS-14 NIGHT VISION MONOCULAR BRIDGE MOUNT Noisefighters and its development partner Nightline, Inc, along with Gamut Resolutions, Kinetic Consulting, MK Machining, PRG Defense, Nitewalker and TNVC, recently announced the launch of the new patent pending PANOBRIDGE; a AN/PVS-14 night vision monocular and the PANOBINO, a lightweight binocular housing for the AN/PVS-14. The PANOBRIDGE™ dual AN/PVS-14 night vision monocular bridge mount includes two industry-changing features: a total weight of only 1.5 oz / 42 g — or approximately 70% less weight than one of most popular competing AN/PVS-14 bridge mounts — and a proprietary mechanism that permits users to selectively adjust the goggle’s field of view from 40 to approximately 75 degrees by laterally rotating (or “panning”) each individual monocular outward to create a split image, which is then automatically merged in the user’s brain to form one cohesive, super-wide, panoramic image.

By exploiting this new AFOV — or Adjustable Field of View — concept, the Panobridge eliminates the so-called tube effect experienced by night vision users and provides enhanced situational awareness. The Noisefighters Panobridge also changes the game by introducing the ability to peer through the gap between laterally-rotated monoculars with an unaided eye to use a handheld thermal imager, or aim pistol sights, or view a scene using ambient light to better gauge distance, texture, color, or lighting. This is similar to the technique provided by using a single PVS-14 on a J-Arm, but it is now available for multi-tube use. In addition, both monoculars attached to the Noisefighters Panobridge may be individually swung upwards, out of the line of sight, without disturbing the adjacent device’s positioning. For extended periods when one eye must view scenes unaided by night vision or instead aided by a thermal vision system, this added articulation feature is crucial. This feature also allows the PVS-14’s to better hug the helmet when the entire assembly is folded back in the stowed position, leading to a more balanced center of gravity and a reduced possibility of impacting door frames or other objects above the head.

AS PREVIOUSLY MENTIONED, THE PANOBRIDGE ONLY WEIGHS 1.5 OZ, MAKING IT THE LIGHTEST BRIDGE MOUNT EVER OFFERED. THIS IS APPROXIMATELY 70% LESS THAN THE KVC® UNIVERSAL NIGHT VISION BRIDGE WITH OSS SHOE SETS INSTALLED, APPROXIMATELY 40% LESS THAN THE IC® DUAL PVS-14 LIGHT WEIGHT MOUNTING SYSTEM, AND ALMOST 1/2 OZ LESS THAN A SINGLE MILSPEC J-ARM. Noisefighters have optimised rigidity, strength, and durability while following the Marine Corps adage of, “Ounces equal pounds, and pounds equal pain.” With lightweight monoculars attached, like those with Nightline, Inc. NL914C Power Packs installed, it is possible to achieve panoramic night vision with a total weight of 22.5 oz with two CR-123A batteries installed. This is lighter than many binocular goggles that do not include panoramic viewing, including one configuration of the current USSOCOM-issued PVS-31A (approximately 24 oz with remote battery pack), and only 2-3 oz heavier than the popular ActInBlack® DTNVG (approximately 20.5 oz with battery) and even the newer ActInBlack® DTNVS (approximately 19.5 oz with battery). The choice to make use of a high performance Arkema® polymer produces a nearly indestructible bridge mount. 1 PATHFINDER CHEST RIG

The PCR is an excellent addition to the Warrior Assault Systems product line. Designed to work as a compact Chest Rig in stand-alone configuration or in conjunction with Warrior’s Recon Carrier System (RPC). The PCR accommodates 4 x M4 style mags with adjustable bungee retention which allows AK mags to be easily changed out. There are 2 x small utility pouches. One at either side with elastic loops for storage of chem-lights small torches etc. The front section comes as standard with Warriors Double Elastic Low Profile Mag pouches these are attached with MOLLE and can be easily changed out for any of Warriors full range of pouches such as our DPDA Double Pistol Mag pouch. The unique feature of the PCR is its ability to attach to Warrior’s new RPC carrier. Simply remove the shoulder and rear straps and all the remaining clips line up with the corresponding ITW clips located on the front and sides of the RPC carrier creating a scalable platform for low and high vis operations. The PCR can accommodate Warrior’s Drop Down Velcro Utility Pouch (DDVUP) and Warrior’s new Horizontal Velcro Mag Pouch (HVMP).

2 FALCON CHEST RIG

The FCR is designed to work as a compact Chest Rig in standalone configuration. The FCR accommodates 8 x M4 style mags with adjustable bungee retention which allows AK mags to be easily changed out. There are a total of 4 utility pouches. The end pouches can hold MBITR 148 radios there are elastic loops for storage of chemlights small torches etc at the sides of the end pouches. Warrior’s DPDA-9 double pistol mag pouch is attached to the front of the rig with MOLLE and can be removed or replaced as required. The unique feature about the FCR is its ability to attach to Warrior’s new RPC (Recon Carrier). 3 GLADIATOR CHEST RIG

Warrior’s Elite Ops Gladiator Chest Rig is a versatile and multi-use platform that can be used with or without standalone 10 x 12 armour plates. The gladiator Chest Rig is a fully adjustable system allowing adjustments to be made on your shoulders and abdomen area. With the use of pull straps and ITW buckles/clips the Gladiator Chest Rig can be easily adjusted to suit the needs of the operator. It also comes with a 3D mesh spacer to allow passage of cool air and comfort. The upper section can be folded away to allow access to uniform pockets. This foldable section gives you 4 vertical & 4 horizontal strips of MOLLE to allow the attachment of additional pouches such as a Large Admin pouch or Forward Opening Admin pouch. Elastic loops on the shoulder straps are designed to secure comm’s equipment or hydration tubes. The Gladiator Chest Rig has 4 fixed closed top magazine pouches which allows you to carry 8 magazines. These magazine pouches are adjustable using the removable Velcro straps. This modification allows the usage of both standard and non-standard 5.56mm/7.62mm (M4 and AK variant weapon systems). If required, the ammunition pouches can be doubled up as a comms/radio pouch capable of fitting a PRC 145/152. The magazine compartment also has drainage holes to allow the release of water should the rig be submerged in water. This rig also offers you two modular panels either side of the magazine pouches; both modular panels give you 3 vertical and 3 horizontal rows of MOLLE allowing you to attach additional pouches if needed.

The Laser Cut Single Flash Bang Pouch attaches to the full range of Warriors Carries, Belts and Back Panels. The W-LC-T40-FBP holds 1 x NICO style Multi Bangs and is held in place via bungee retention cord. Made using a combination of double-layered Mil-Spec elastic and Laminate, to produce a strong compact design. The pouch has a height-adjustable cover flap, which allows different size distraction devices to be housed. In addition to Flash Bangs, a variety of 40mm munitions and 37mm Baton Rounds can be stored. SMALL HORIZONTAL IFAK

The Laser Cut IFAK pouch is designed to hold an operator’s personal medical kit, including Combat Gauze, CAT and/or Trauma Bandage. They are all stored securely in a removable sleeve, which slots inside the outer pouch. The sleeve and medkit are held firmly in place by elasticated sides and Velcro. A large tab with non-slip Hypalon coating is attached to the inner sleeve and once pulled with force releases the inner sleeve from the otter pouch, allowing quick and easy access single-handed operation.

The Laser Cut Small Vertical Utility Pouch can be used as a general utility pouch or to carry a personal medical kit. There are 4 internal elastic loops and a lined internal pocket/sleeve to help separate and organize your gear. The Laser Cut Large Horizontal IFAK pouch is designed to hold an SF Operator’s medical kit, including multiple Combat Gauze, Chest Seals, CATs, Trauma Bandage and nasopharyngeal Airways. They are all stowed securely in a removable sleeve, which has elasticated pockets and loops for dedicated storage, the inner sleeve then simply slots inside the outer pouch, and held firmly in place by elasticated sides and Velcro. PD S&SI held an event at the Soldier Integration Facility on Fort Belvoir, designed to provide a familiarization of selected items from Project Manager Soldier Survivability (PM SSV) and USASOC’s respective portfolios.

Product Manager Soldier Protective Equipment (PdM SPE) displayed the modular scalable vest (MSV), the blast pelvic protector (BPP) and the ballistic combat shirt (BCS). SPE personnel went over the capability and functions of the MSV, BPP, BCS, their threat levels and the differences between the Enhanced Small Arms Protective Inserts (ESAPI) plates and the legacy ESAPI plates. The SPE presentation highlighted the Army’s focus on increasing protection but slimming down on weight.

STRIKER X BDU IN CCE CAMOUFLAGE

UF PRO announced it will soon release limited numbers of its Striker X Battle Dress Uniform in France’s high-performance CCE camouflage pattern for dense European forests and similar environments. CCE stands for Camouflage Centre-Europe in French and is considered ideal for concealment at mid- to long-distances in places lush with green and brown foliage (CCE’s pattern features a tan background overlaid with macro- and midi-elements of woodland shapes in green and brown). Inspired by the U.S. Army’s Woodland pattern, CCE was introduced in 1991 and replaced France’s venerable TAP47 “lizard” camouflage, introduced in 1947. CCE has been standard-issue for French troops since 1994 and more recently has been adopted by Austrian and Indian forces. The Striker X BDU consists of three pieces: combat pants, combat shirt, and boonie hat.

INVESTIGATE THE NEED FOR FEMALE SPECIFIC BOOTS ARMY FOOTWEAR RESEARCHERS AT THE U.S. ARMY COMBAT CAPABILITIES DEVELOPMENT COMMAND SOLDIER CENTER, OR DEVCOM SC, ARE INVESTIGATING THE NEED FOR, AND POTENTIAL IMPACT OF BOOTS MADE SPECIFICALLY FOR FEMALES. THE EFFORT WILL HELP TO DETERMINE IF THERE IS A NEED FOR FEMALE-SPECIFIC FOOTWEAR LASTS — LASTS ARE THE FORMS ON WHICH FOOTWEAR IS CONSTRUCTED. Anita Perkins is a footwear research engineer in the Soldier Protection Directorate at DEVCOM SC and the technical lead for the Army Combat Boot Improvement effort, as well as the cross-service Female Fit and Size effort. Perkins explained that the cross-service Female Fit and Size effort will determine if female warfighters are adequately accommodated by the current combat and safety footwear. Perkins trained several members of the Product Manager Soldier Clothing & Individual Equipment, or PdM SCIE, team in proper fitting techniques so they could then assist in fitting events at Langley Air Force Base, Fort Lee and Naval Station Norfolk. Her training of PdM SCIE team members and

their assistance at the fitting events proved to be a great asset to the effort. PdM SCIE is part of Project Manager, Soldier Survivability at PEO Soldier. “The goal of this effort is to improve the fit of combat boots for female service members, ultimately improving Soldier performance, enhancing comfort, and preventing injuries,” said Perkins. “Fit is a significant factor in footwear comfort. Improperly fitted boots can play a significant role in Soldier performance and increase injury risk, ranging from blisters to stress fractures.”

JOINT EFFORT “It is in the interest of all services to ensure that female warfighters are adequately accommodated by properly fitted issued combat and safety footwear,” said Perkins. “Female members of all services are experiencing the same fit concerns with issued footwear. Some footwear items are offered in female-specific sizes, but it is still unclear whether all the shapes and sizes are accounted for with these female-specific sizes.” Perkins explained that “the inclusion of the other services will allow for a unified, cross-service solution so that sizing and options are consistent across the branches.” Joint service participation increases opportunities for cross-service commonality in footwear, which will reduce the cost to each service and provide more capabilities.

DO GENDER DIFFERENCES AFFECT THE BOOT FIT? “Gender-related differences in foot anthropometry are well documented,” said Perkins. “In terms of footwear fit, however, the effects of these differences are not well-quantified. There is a dearth of research evaluating how these anthropometric differences or female specific lasts impact the fit of footwear, especially in relation to combat boots. By studying and quantifying these effects, the Female Fit and Size effort will help to determine if there is a need for female-specific footwear lasts and/or additional sizing or width availability to improve the fit, comfort, and performance of combat and safety footwear for female warfighters.” Perkins noted that many commercial boots and shoes advertised as female sizes are built on the same lasts as their male counterparts. The Female Fit and Size effort will evaluate four types of boots, including the unisex non-safety toe or soft-toe combat boots, female-specific soft-toe combat boots, unisex steel-toe combat boots, and female-specific steel-toe combat boots.

DURING TESTING, PARTICIPANTS WILL CARRY OUT WARFIGHTER-SPECIFIC TASKS. DEVCOM SOLDIER CENTER’S EXPERTISE; A PERFECT FIT The DEVCOM Soldier Center’s expertise in clothing, equipment and human factors — combined with the center’s unique testing capabilities and facilities — are playing an important role in the effort. DEVCOM SC’s footwear engineers from the Soldier Protection Directorate’s Soldier Clothing, Footwear, and Integration Team are managing the project. The footwear engineers are experts in footwear materials, design, construction, and fitting criteria – expertise needed to interpret Soldier footwear preference and quantitative data. DEVCOM SC’s Applied Ergonomics team will collect 3D foot measurements using the center’s 3D foot scanner. The foot scanner measures length, width, volume and arch height to help Soldiers obtain a more accurate fit. In June 2021, Army Footwear subject-matter experts provided training on boot fitting to other DEVCOM SC personnel supporting the fit assessment. The knowledge of experienced footwear fitters will play an important role in the effort. As part of the effort, the Applied Ergonomics Team will be conducting an assessment of the combat boot, the boot last and foot scans in the DEVCOM SC’s 3D Morphometry Laboratory. The team will also measure foot anthropometry manually without the scanner to obtain specifics for predicting boot size. The team’s dynamic foot assessment will include tasks related to human factors, as well as a questionnaire regarding fit, comfort, number of sizes tried on, and any other feedback.

SOLDIER FEEDBACK IS KEY As is the case with much of the work done by the DEVCOM SC, Soldier feedback plays a critical role in the Female Fit and Size effort. “During the fit assessment, Soldier feedback will determine which size and width of each type of boot is preferred,” said Perkins. “The ‘best fit’ of each of the four boot types being assessed will be worn during the dynamic fit assessment. Soldier feedback will also be collected during and after the dynamic fit assessment. The data from the 3D foot scans and foot dimension measurements will be analyzed and correlated to the feedback of each participant. These data will drive recommendations for future military footwear requirements to ensure female warfighters are issued combat and safety footwear of appropriate size and fit.” Overall, the Female Fit and Size effort is part of DEVCOM SC’s larger commitment to meeting the needs of female warfighters.

US ARMY FUTURE COMMAND ENVISION NEW MOVEMENT, VISION AND COMBAT CAPABILITIES TO TACKLE THE CHALLENGE OF HOW TO BEST PREPARE AMERICAN SOLDIERS FOR THE FAST-PACED, MULTI-DOMAIN BATTLEFIELDS OF THE FUTURE, U.S. ARMY FUTURES COMMAND IS DEVELOPING EQUIPMENT DESIGNED TO IMPROVE SOLDIER MOVEMENT, VISION AND COMBAT CAPABILITIES. Coordinating modernization priorities in this area is the Soldier Lethality Cross-Functional Team, based at Fort Benning, Georgia. Brig. Gen. Larry Q. Buris serves as the CFT’s director and as Fort Benning’s Infantry School Commandant, ensuring the needs of the Close Combat Force — a group that includes select infantry, scouts, combat medics, forward observers, combat engineers and Special Operations Forces — are at the forefront of Soldier Lethality CFT efforts.

“Close combat is warfare characterized by brutal physical confrontation,” Buris said. “The CCF designation identifies those positions in the brigade combat team that are truly the tip of the spear, those who close with and destroy our adversaries.” Buris noted that CCF “make up 4% of the military, but since World War II, have sustained 90% of the casualties — and they receive less than 4% of the DoD budget for Science and Technology.” The Soldier Lethality CFT seeks to not only identify unique and evolving warfighter needs, but also to harness promising technologies in ways that skillfully and efficiently meet these needs, through improved equipment, training and resources. The team works closely with Program Executive Offices and other partners across the Army to apply Soldier-centered design, frequently using Soldier touchpoints to ensure advances align with Soldiers’ tactical requirements. The CFT includes approximately 55 Soldiers, Department of the Army Civilians and contractors working across four divisions: Capabilities Management, Operations & Integration, Acquisition Management and Science & Technology.

One of the CFT’s signature efforts is the Next Generation Squad Weapons (NGSW) program. The NGSW program includes a common fire control, common family of ammunition and two 6.8mm caliber weapons – a rifle (the XM5) and an automatic rifle (the XM250). The XM5 and XM250 will eventually replace the M4/M4A1 Carbine and M249 Squad Automatic Weapon, respectively, in the CCF. The program, which is scheduled to begin fielding prototypes by late 2022, aims to provide Soldiers with the highest quality, most capable small caliber weapons and ammunition to achieve and retain overmatch against adversaries. Specific advantages offered by the NGSW include increased performance at range, integrated squad fire control, enhanced ergonomics, lightweight case ammunition technologies and signature suppression capabilities. The new weapons will improve Soldier mobility and maneuverability, enhancing ability to execute missions and evade adversaries. The Soldier Lethality CFT is additionally working to advance the Army’s Integrated Visual Augmentation System program. IVAS allows for augmented reality capabilities, such as the ability to see around corners or project 3D terrain maps onto a Soldier’s field of vision, to increase lethality. IVAS also maps and captures 360-degree images of any environment, day or night, and preserves that information for Soldiers to use during training and rehearsals. The Army continues to work with Microsoft, which manufactures the mixed-reality headsets through a fixed-price production agreement with the Army, to develop their durability for all-weather field use. Until recently, the CFT also led the development of the Enhanced Night Vision Goggle-Binocular for the Army. The ENVG-B offers improved depth perception and rapid target acquisition by providing dismounted Soldiers with unparalleled vision day or night, including in low or no light, fog, smoke and inclement weather. In 2021, the CFT transitioned the ENVG-B to the Maneuver Capabilities Development and Integration Directorate’s Soldier Readiness Division for further development and fielding, in an effort to continually improve the visual aids available to Soldiers operating in low-visibility environments.

Signals Intelligence advisers from the Army National Guard Technical Control and Analysis Element and the Intelligence and Electronic Warfare Program of the Mission Training Complex facilitated the training.

“We went from classroom instruction to hands-on setting up and tearing down the system over and over, to using it in a controlled dismounted environment, and then in the past two days, we’ve been able to pack it up in our special man packs we were issued for the system and actually come out here and work with trainers who built situational training exercise lanes for us to train on,” said Sgt. Emily Rivas, a cryptologic linguist with the 103rd Brigade Engineer Battalion, 56th Stryker Brigade Combat Team, 28th Infantry Division.

“This system adds a huge amount of value to our intelligence capabilities,” said Warrant Officer Trevor Burgess, a signals intelligence analysis technician with 28th Infantry Division, the Pennsylvania Guard’s senior SIGINT technician. “Soldiers train for six months to acquire the MOS, then when they get to their units here in Pennsylvania, they didn’t have this equipment to train on and the support of full-time subject matter experts

Joe Falcone, a cryptologic linguist with the 103rd Brigade Engineer Battalion, 56th Stryker Brigade Combat Team, 28th Infantry Division. “We have a total of eight days so far training on this equipment, just due to the nature of being in the National Guard and that it was only fielded to us at the beginning of January, but every single day I feel leaps and bounds better.” Falcone said he didn’t feel as comfortable with the device earlier in the week, but this event significantly improved his confidence in advance of the upcoming rotation.

DEVCOM TESTS AIRDROP SYSTEM

FOR RAPID DEPLOYMENT IN THE FIELD FOR U.S. ARMY SOLDIERS ON THE MOVE, GETTING A VEHICLE IN THE FIELD INCREASES THEIR SURVIVABILITY AND MOBILITY. SAFELY AIRDROPPING THE VEHICLE AND QUICKLY DE-RIGGING IT IS IMPORTANT TO REDUCE SOLDIERS’ EXPOSURE TO THREATS. AS A MEASURE TO INCREASE OPERATIONAL READINESS, THE ARMY RECENTLY TESTED THE ATAX LAND AIRDROP SYSTEM, AN OFF-THE SHELF PROTOTYPE. The Foreign Technology Assessment Support program provided funding that enabled the U.S. Army Combat Capabilities Development Command, or DEVCOM, Soldier Center to test the ATAX system, manufactured by United Kingdom-based IrvinGQ. The system was originally designed for British and NATO standards, which are similar to the U.S. but not identical. The funding enabled the DEVCOM team to ensure it meets U.S. airdrop and air transportation specifications and to address any issues gathered during

the testing. A follow-on Foreign Comparative Testing program, sponsored by the Office of the Secretary of Defense Comparative Technology Office, enabled detailed integration, prototype fabrication and additional airdrop flight testing. The U.S. Army Yuma Test Center conducted four live airdrop tests between November 2020 and May 2021. The team used ballast weight for the first three airdrop tests and a High-Mobility Multipurpose Wheeled Vehicle for the fourth and last airdrop test, which they drove off the ATAX platform at the conclusion of the test. “Overall, the project was a success. At the final demonstration, we derigged the HMMWV and drove it off the platform without any issues,” said Sean Wellman, DEVCOM SC engineer and ATAX project lead. The ATAX airdrop system is modular and consists of eight-foot platforms connected by hinges. It can be adapted to different lengths, typically between 8 and 32 feet, and it is surrounded by a self-contained structure where the parachutes are mounted and attached. The vehicle is loaded onto the ATAX platform with an under-mounted airbag system. In a typical

low altitude airdrop, it takes between two to three minutes for the vehicle to drop from a height of 1,500-2,000 feet. Airdrop systems can weigh up to 42,000 pounds including the payload and airdrop equipment. The ATAX airdrop system has significant advantages over traditional systems because it uses reusable airbags to soften the impact when the vehicle lands. Traditional airdrop systems use multiple layers of stacked paper honeycomb that is three inches thick to soften the landing. The paper honeycomb, which is crushed by the impact, is left in the field and can take up to an hour or more for Soldiers to free the vehicle from the paper honeycomb. One of the goals of the project is to reduce de-rigging time by 75 to 80 percent, which will reduce the amount of time that Soldiers are in the drop zone. “Airbags minimize or avoid the need for paper honeycomb, saving time during preparation and recovery. The risk of becoming stuck in a stack of honeycomb is eliminated when airbags are used. Basically, when the vehicle is dropped, everything comes off, and the vehicle is ready to execute the mission,” Wellman said. DEVCOM SC teamed with Product Manager Force Sustainment Systems on the FTAS and FCT project. PM FSS is executing the Rapid Rigging and Derigging Airdrop System Program of Record, which will enable wheeled vehicles to drive on and off the aerial delivery platform, decreasing the amount of time Soldiers are in the drop zone. Funding provided by the FCT program enabled the Army to maintain competition that would otherwise have not been possible. The FCT program provides funding to acquire, test and evaluate mature products from foreign industry that might fill a capability gap or satisfy an urgent need. DEVCOM SC established a Cooperative Research and Development Agreement with IrvinGQ in 2018, to share information about the ATAX system and other aerial delivery technology. DEVCOM is leveraging the CRADA for other projects that support its mission. According to IrvinGQ, numerous European forces are using the ATAX system. “Ultimately, the ATAX system was not selected for further development but it was a key enabler for modernization efforts in aerial delivery. The ATAX is still available as a test bed for future science and technology projects, if needed,” said Andrew Meloni, lead of the DEVCOM SC Airdrop Research, Capabilities & Systems team.

energy storage. The aim is to create reliable power solutions for missions conducted in extreme and challenging environments—and potentially triple battery life over best-in-class lithium-ion.

UAVs can be configured to detect weapons, track troop movements and even pick up trace amounts of chemicals. But a key component that has long stymied UAVs is an adequate power source: aerial drones typically cannot fly for as long or as well in demanding operational conditions as many missions require.

Doe and his colleagues at Draper are contributing to the development of sensors and UAVs as part of a team recently selected by the Intelligence Advanced Research Projects Activity (IARPA). Led by Rutgers University, the team is developing portable power solutions for IARPA’s Robust Energy Sources for Intelligence Logistics In Extreme, Novel and Challenging Environments (RESILIENCE) program.

Now scientists and engineers are developing a power source for UAVs that can better withstand conditions such as large temperature fluctuations, vibration and shock. The new tech incorporates recent advances in electrochemistry, microelectronics and packaging that combine for novel

PRECISION FIRES SOFTWARE UPGRADE DELIVERS ENHANCED OPERATIONAL PICTURE USABILITY THANKS TO A KEY SOFTWARE UPGRADE, DISMOUNTED SOLDIERS ARE RECEIVING THE MOST UP-TO-DATE COMMON OPERATIONAL PICTURE OF FIRES ASSETS ACROSS THE BATTLEFIELD AS THEY SUBMIT CALLS FOR FIRES TO ARTILLERY BATTALIONS.

“Since transitioning to a software only program, PF-D has modernized mission command for Field Artillery forward observers,” said Lt. Col. Jason Carney, Product Manager for FSC2. “The Block 2 upgrade is ensuring those warfighters have the right information at the point of need to enable mission success for fire support teams.” This fielding upgrades the legacy PF-D Block 1 software with a newer version that aligns with the Mobile Handheld Computing Environment and incorporates updates directly based on input from Soldiers.

Earlier this month, personnel from Product Manager Fire Support Command and Control conducted new equipment training and new equipment fielding to the 2nd Battalion, 319th Field Artillery Regiment, assigned to the 2nd Brigade Combat Team, 82nd Airborne Division at Fort Bragg, North Carolina, rolling out an upgraded version of Precision Fires-Dismounted software known as PF-D Block 2.

“The PF-D Block 2 software was developed with Soldier-centered design in mind, which is why their feedback and input is so critical to the design of a well-accepted user interface that caters to the next generation of Soldiers that grew up on smart devices,” said Maj. Jonathan Hardin, assistant product manager for PF-D.

PF-D is a software program residing on Nett Warrior End User Devices used by forward observers and fire support teams to transmit and receive fire support messages over standard military line-of-sight, high-frequency and satellite communications radios.

Additional improvements over PF-D Block 1 include adopting the Android Tactical Assault Kit infrastructure to run PF-D as an ATAK plugin, enabling maneuver and fires data on a single map. Resource utilization has been reduced since NW and PF-D are operating in one application rather than

separate instances, resulting in a reduced memory footprint, reduced application overhead, and faster response times to user interaction. The PF-D Block 2 system also runs on the most current NW Samsung Galaxy S20 EUD hardware, so interaction with the unit is faster and more efficient than the previous generation of hardware. Product Manager Handheld, Manpack and Small Form Fit, assigned to Project Manager Tactical Radios, participated in a follow-on practical exercise to test capability and interoperability with newly fielded tactical radios — Two-Channel Leader Radios — and waveforms — Mobile User Objective System and TrellisWare Scalable Mobile. PdM FSC2 also collected usability and training feedback from 2nd Brigade Combat Team, 82nd Airborne Division, which will deploy to the Joint Readiness Training Center later this month and exercise PF-D Block 2 in a near-combat environment. As part of Block 2 development, PdM FSC2 conducted developmental operations with the 3rd Infantry Brigade Combat Team, 25th Infantry Division in Hawaii last year, inviting representatives from the Army Capability Manager Fires Cell-Targeting and the Fires community at-large. DevOps and a focus on user-centered design have led to key improvements to the PF-D user interface and workflow optimization for sending free text messages between echelons. “To meet Soldiers’ evolving battlefield needs, we include them in our development efforts early, often and throughout the entire life cycle process,” said Dr. Pam Savage-Knepshield, Human Systems Integration research psychologist for PdM FSC2, adding that the HSI team will continue to gather feedback post-fielding to incorporate lessons learned from real-world system use in operational environments. The initial PF-D Block 2 baseline is fielding as part of Capability Set 21 and is being coordinated across various network stakeholders. “We are working closely with PEO Soldier to identify where we can align with the Nett Warrior fielding schedule,” said Hardin. “As a software-only Program of Record, PF-D is dependent on the hardware and coordination is important to align fielding priorities.” Subsequent fielding in FY22 and FY23 are aligned to the Army’s Integrated Tactical Network fielding schedule. Follow-on enhancements to PF-D are aligned to Capability Set 23 and will offer additional capabilities such as sharing position location information/situational awareness data with maneuver units over the new Secret-and-below TSM radio network. PdM FSC2 also plans to retouch units previously fielded with PF-D Block 1 who do not appear on the ITN fielding schedule, including field artillery battalions of the 10th Mountain Division.

So far, 20 sensors and the ordered desiccant-kits have already been delivered. By January 2023, the remaining 15 sensors will be delivered. The first “Hercules” for the German Air Force was handed over in Évreux/ Fauville (France) on February 19, 2022 to the Franco-German air-transport squadron. With MILDS Block 2, HENSOLDT is also helping to close the capability gap created by the retirement of the C-160 “Transall”.

MILDS Block 2 is a passive, true imaging sensor system optimised for detecting emission signatures in the UV solar blind spectral band emitted from an approaching missile exhaust plume. The sensor is designed as the successor to the well-known MILDS AN/AAR-60, offering increased sensitivity and additional applications. MILDS Block 2 detects incoming missile threats and indicates the direction of arrival with maximum warning time. MILDS Block 2’s high spatial resolution combined with advanced temporal processing provides a very high declaration rate while virtually eliminating false alarms. MILDS Block 2 consists typically of four to six identical interconnected detectors integrated into the higher-level EW system. In addition, neither cooling nor a central processing unit are required.

In the course of the acquisition of three Lockheed C-130J-30 and KC-130J “Hercules” aircraft each, the German Bundeswehr decided to equip all aircraft with HENSOLDT’s latest generation of defense sensor technology. AFWERX AGILITY PRIME PROGRAM COMPLETES FIRST USAF PILOTED FLIGHT THE AFWERX AGILITY PRIME PROGRAM TOOK ANOTHER STEP FORWARD IN DECEMBER WITH THE FIRST GOVERNMENT REMOTELY PILOTED FLIGHT OF AN ELECTRIC VERTICAL TAKEOFF AND LANDING, OR EVTOL, AIRCRAFT. Capt. Terrence McKenna, an Air Force Reserve pilot with the 370th Flight Test Squadron and the Test and Experimentation Lead for AFWERX Agility Prime, participated in remote pilot in control, or rPIC, training on the Heaviside aircraft at the Kitty Hawk Corporation’s facility in Palo Alto, California from Dec. 13-17, 2021. The training culminated in the first government remote piloted flight of an eVTOL aircraft when he successfully flew the Heaviside via the Buddy Box System. This first Airman flight demonstrated another key milestone in the collaboration. Kitty Hawk, in partnership with Agility Prime, is evaluating a training syllabus for their unmanned eVTOL aircraft, the Heaviside. McKenna’s 15-plus years of expertise piloting manned aircraft such as the C-5 Galaxy and the T-38 Talon, as well as designing, developing, and testing manned and small unmanned aircraft systems, or sUAS, as a civilian engineer, assisted Kitty Hawk’s team of engineers in refining both their product and their training procedures.

BUILDING ON THE WRIGHT BROTHERS’ LEGACY Kitty Hawk Corporation was founded in 2010 by Sebastian Thrun and is backed by Google co-founder Larry Page. Their series of Heaviside aircraft are just several in a line of over 20 various eVTOL prototypes. Kitty Hawk is headquartered in Palo Alto, California and conducts much of its testing there. In July 2021, the U.S. Air Force granted Kitty Hawk airworthiness approval, enabling the company to take advantage of additional testing opportunities through a partnership with Agility Prime. Josh Lane, a flight test engineer for Agility Prime, began working with Kitty Hawk in March 2021 and has collaborated with Kitty Hawk to develop test plans supporting their prototype testing and goals to commercialization. Focusing on Federal Aviation Administration revised Part 23, the safety standards and type certification requirements for small aircraft, and other potentially relevant parts of the Code of Federal Regulations, eVTOL companies like Kitty Hawk gained a greater understanding of the requirements they would have to comply with in order to gain type certification. However, Lane explained that the road to certification for eVTOLs is an ongoing, collaborative process. “These are new designs that don’t fit the FAA mold, and there’s not a 100 percent fit in some of these companies’ cases, so there’s a lot of engagement going on getting this path to a certified FAA aircraft,” Lane said. “They’re

using baseline parts and working with the FAA to determine what that certification basis is and what areas to be adjusted and addressed.”

McKenna concurred, saying, “Agility Prime is figuring out how we approach training for these types of aircraft. This is a whole new ballpark.”

However, a training feature of the Heaviside is the Buddy Box setup, which is a secondary remote controller wired to a primary controller. This system is intended for the use of an instructor and a student performing the duties of an external pilot in manual flight mode; the trainee handles and operates the aircraft while the instructor provides supervision and support.

THE HEAVISIDE AIRCRAFT Named for the English engineer, physicist, and mathematician Oliver Heaviside, the Heaviside is Kitty Hawk’s current flying model. The company has worked through several iterations of this vehicle and are in the planning stages for the next. The Heaviside was first deployed in 2019 after nearly a decade of development. This aircraft’s maximum takeoff weight is approximately 880 pounds, allowing for a passenger up to about 176 pounds. Heaviside can travel at speeds of roughly 180 miles per hour, but most significantly, it remains quiet: only about 35 decibels at 1,500 feet above ground level, which is slightly louder than a whisper and about 100 times quieter than a helicopter. Additionally, Heaviside has demonstrated 237 transitions between hover and forward flight, as well as a range of 100 miles on a single charge. Heaviside takes advantage of several advanced technologies, such as Distributed Electric Propulsion, as this aircraft has eight fully electric propellers. Additionally, Lane explains that Kitty Hawk has refined its use of automated flight capabilities through its Ground Control Station, or GCS; engineers can upload

The Buddy Box system works much like a driver’s education car: the driving instructor is in the passenger seat and allows the student to manually operate the vehicle, but is ultimately in full control and able to brake if necessary. Likewise, for a Buddy Box setup, the instructor can override any direction that the rPIC gives the aircraft from the primary controller. The Heaviside and future models will not rely on an external pilot for flight operations, but utilizing this training method now affords the opportunity for more immediate and qualitative feedback on the aircraft, while also building out a training syllabus for the GCS operator.

Kitty Hawk utilizes techniques such as Scenario-Based Training, which is derived from the FAA’s Airmen Certification Standards and places the student in lifelike situations in order to complete each lesson objective. Additionally, Kitty Hawk employs Learner-Centered Grading, allowing students to assess their own performance in open conversation with their instructor. Agility Prime chose McKenna to participate in this training because he fulfilled Kitty Hawk’s trainee prerequisites, which include possessing either a military pilot rating or an FAA Part 107 and 61 certificate. Through a building-block approach, students must also demonstrate proficiency in flying smaller remote control, or RC, aircraft, such as fixed-wing aircraft and quadcopter, before graduating to the Heaviside. During the week in California, McKenna primarily concentrated on the duties of the external pilot, flying in manual mode, rather than automated flight and operating the GCS. Days 1 and 2 focused on ground academics, including simulation training, preflight checklists, and exposure to the Heaviside’s GCS. Inclement weather kept the aircraft grounded, but McKenna reported a productive day of reviewing operations and discussing syllabus development.

McKenna reported enthusiastic satisfaction with the tested training methods from Agility Prime, Air Education and Training Command’s Det 62, and Kitty Hawk. “I feel very confident in the training [including] pre-study, ground academics, simulation work, and surrogate flights to get us to this point,” McKenna said.

ADDITIONAL SUCCESSES: BVLOS FLIGHT AND FLYOHIO The first U.S. Air Force-piloted flight of an eVTOL builds on recent highlights and milestones in the Agility Prime program. On Nov. 10, 2021, Kitty Hawk successfully completed its first beyond visual line of sight, or BVLOS, flight during the Ohio Advanced Air Mobility Showcase, organized by FlyOhio, at the Springfield-Beckley Municipal Airport, near Wright-Patterson Air Force Base.

McKenna described that operating as the external pilot allows pilots to get a feel for what the aircraft is capable of as it moves through the sky.

“The Air Force has been a strong partner for us as we bring eVTOLs closer to being ready for human flight,” said Sebastian Thrun, Kitty Hawk chief executive officer. “In Ohio, we hit an important milestone making us the first UAM provider to fly a remotely-piloted aircraft BVLOS in a non-restricted air space.”

HEAVISIDE’S GOALS AND ECOSYSTEM IMPACT The Heaviside’s utility extends into both the commercial and military worlds. Kitty Hawk hopes to provide a commercial air taxi service, but their eVTOL presents a multitude of opportunities for both civilian and government use. Ultimately, Kitty Hawk hopes to lower costs with their vehicle, making aerial ridesharing more accessible and affordable to the general population. McKenna noted that potential military and industry use cases largely overlap for the Heaviside: the aircraft could transport injured personnel, evacuate people from hostile territories, deliver cargo or first aid, make emergency medical services more accessible in rural areas or congested cities, and assist with firefighting or search and rescue operations, among many other potential scenarios. “What we’re trying to do is develop a training pipeline in the Air Force to understand these types of aircraft,” McKenna said. “If we can get a joint Air Force-industry experimentation team, we can now open the aperture on engagements for these types of aircraft dramatically.” Regardless of how these vehicles are put to use post-certification, Lane drew attention to the practicality of implementing eVTOL aircraft into society. Though Prime focuses on how the Heaviside and its competitors affect the National Airspace System, new eVTOL technology will impact the entire aviation ecosystem. “Most simplistically, it’s more than just aircraft; it’s these airsystems and the entire ecosystem that they will fly in and that need to support them,” Lane said. “There’s research and testing activity going on to develop, enhance, and bolster the National Airspace System so that we can start incorporating these new capabilities.” Overall, both McKenna and Lane praised the teamwork necessary to achieve this milestone flight. “We’re establishing the interaction and the processes to make sure everything is vetted and approved and done in a safe manner,” McKenna said. “It’s a great way to accelerate innovation, supporting industry and keeping up with them. It’s been a great team effort, and I’m excited about how it came together.”

to make rapid, informed decisions, they need to access and evaluate data from numerous sources across warfighting functions. The team has leveraged Soldier feedback to make sure we are bringing all that information together and presenting it in an integrated way.”

CPCE is the primary computing environment under Army Futures Command’s Common Operating Environment modernization effort, supporting command posts and combat operations. Inc 1 marks the first significant convergence of warfighting functions into CPCE and incorporates improvements across a wide range of applications, including new mission planning and whiteboard tools, geospatial capabilities to converge some Intel functions, and security and general performance enhancements.

To produce the COP, CPCE Increment 1 receives and processes data feeds from more than 25 other digital systems inside of the command post, including those from Joint and Coalition partners. The software’s ability to produce a COP was successfully demonstrated as part of the OA during last year’s Joint Warfighting Assessment 2021 (JWA21) with the 4th Infantry Division. JWA21 included Joint and Five Eyes partners all contributing to CPCE’s COP using common data standards and interfaces.

“CPCE Increment 1 provided a foundational capability at PC21 to allow the Army to conduct experiments with promising new systems still in development,” said Paul. PC21 observations indicated a need for established Joint interface standards to better prioritize data convergence and to integrate a data fabric onto the CPCE environment. Two weeks ago, the 41st Field Artillery Brigade in Grafenwoehr, Germany became the first unit equipped with the new CPCE baseline when it received Inc 1 software. The unit — which is the only European-based fires brigade — provides strategic, operational, and tactical-level fires and support throughout the U.S. Army European Command. Other units receiving Inc 1 software this month include the 2nd Infantry Brigade Combat Team and 4th Brigade Combat Team (Airborne), 25th Infantry Division, at Schofield Barracks, Hawaii. The software’s extensibility allows it to serve as a platform to integrate new or legacy 3rd party applications from industry and government sources. CPCE Increment 2 will build on Inc 1 and will converge additional warfighting functions, including sustainment and aviation applications. Inc 2 will also add an initial data fabric capability to allow commanders and staffs to search and discover data they need more quickly and easily. Integrated data fabrics will stitch together different data formats to make relevant data visible and available throughout the ecosystem, facilitating sensor-to-shooter tasks, information advantage and decision dominance. Critically, CPCE Inc 2 will align the Army’s data fabric implementation to the Department of Defense’s Joint All-Domain Command and Control, known as JADC2, construct and will contribute to the department’s new Joint Warfighting Concept. Inc 2 also plans to leap into the cloud, supporting Army imperatives to migrate applications into a Cloud environment. PM Mission Command plans to leverage the cloud to provide a unit with redundant capability to maintain its COP and its critical mission data during large-scale combat operations. Specifically, the Army intends to optimize CPCE cloud deployment for units ‘first in the fight’, referred to as Joint Forcible Entry units. PM Mission Command has also executed a number of unit driven pilot efforts concurrent to Inc 1 development and fielding to demonstrate CPCE in a cloud environment. These efforts include the XVIII Airborne Corps “DragonCloud” and similar initiatives that have provided the ability for units to use CPCE from cloud service providers where sufficient bandwidth is available. These proofs of concept are addressing cloud hosting and cyber accreditation challenges, and ongoing experimentation is generating valuable feedback to inform future cloud deployment.
