Founded in 1968, EBC is one of Canada’s top 15 contractors, with extensive experience in hydroelectricity, underground and heavy civil engineering, including marine work. Over the past decade, EBC has continued to grow its tunnelling capabilities with the addition of several key senior personnel. Recognizing the increasing complexity of new projects, EBC created the Center of Expertise and Major Projects, a division composed of multiple groups including the Tunneling and Underground Works Group. This group is made up of all the underground works specialists at EBC: superintendents, project managers, project directors and experts. Collectively, the members of the Tunnels and Underground Works Group have been involved in over 250km of tunnel projects in a wide range of geologies. This experience ranges from tunnels in dense urban environments to remote rural areas, and includes
countless deep shafts using most existing excavation techniques.
EBC has been involved in many of Canada’s most complex and highprofile hydroelectric and tunnel projects, including the REM tunnel to the Montreal airport and the refurbishment of the century-old Mount Royal Tunnel for the REM. EBC is 2,800 employees strong and generates annual revenues of nearly $1.5 billion. . EBC has always offered its customers the best value for money in all the projects it has carried out, thanks to its detailed and meticulous approach to the work. OUR HISTORY
In 1968, Fernand Houle and his brother Germain founded Entreprises Bon Conseil, later shortened to EBC. At that time, the team focused primarily on the construction of institutional buildings. EBC soon expanded its areas of operation to include bridge, tunnel and viaduct construction.
In the recent years, EBC restructured into three divisions: Civil, Building and Mining. This new structure allows for greater efficiency in realising both specialized smaller projects and major mandates involving several divisions.
In 1999, Ms. Houle assumed the leadership of the company, annual revenues have soared from

First civil engineering project: constructing the pillars for the Québec and Pierre-Laporte Bridges interchange
1989
EBC builds its first tunnel project: LA-1 Diversion tunnel
$100 million to more than $1.3 billion in 2023, making EBC one of Canada’s largest construction companies.

EBC builds its first hydroelectric generating station (Brisay), establishing the foundation for its vast expertise in hydroelectric construction

Consolidating its tunnel expertise, EBC is awarded the Montréal métro extension to Laval project
1999
Marie-Claude Houle appointed Chair of EBC
2015
The consortium of which EBC is a member, was selected by the City of Montréal to build a water main in a tunnel on Jarry Street, using a TBM
Signature on the Saint Lawrence Group, which includes EBC, is chosen to build the new Champlain Bridge
2018
EBC wins a number of major contracts, including:
— Site C: The biggest clean energy project in Canada, located in Northern British Columbia
— REM: Québec’s most extensive integrated infrastructure for public transportation since the Montréal métro
2021
EBC in consortium was awarded the Fairbank Silverthorn Contract 2 Storm Trunk Tunnel and Microtunnel Storm Collectors project by the City of Toronto

EBC wins 2 major contracts :
— In Quebec, EBC is part of the consortium selected to build the Montréal métro extension of the Blue Line Tunnel project

Our experience dates back to the early 1990’s with our first Drill and Blast tunnel project in Quebec. We have since expanded across Canada and refined our techniques to adequately manage vibrations close to sensitive structures. EBC has experience using regular and electronic detonators to reduce vibrations.
EBC performed surgical rock excavation on the Kemano Phase 1 project performing a series of short blasts to remove rock around an active penstock.
CONVENTIONAL TUNNELLING
In 2017 EBC’s partnership got the Innovation of the Year Award from the Tunnelling Association of Canada (TAC) for the use of a pipe umbrella system to get through loosely consolidated water bearing pumice on the Upper Lillooet Hydro project

SHAFT EXCAVATION
Countless deep shafts, portals and station boxes utilizing most of the existing support of excavation techniques.
EBC utilized an innovative solution on the Réseau Express Métropolitain (REM) station where hydraulic rock splitters were used to
excavate the station box directly in front of the entrance to the Trudeau airport terminal. This State-of-the-art technique enables a high-production operation while fully eliminating the risk of vibrations, noise, dust nuisances, and flying projectiles.
SHAFT EXCAVATION
In 2023 EBC’s joint venture Connect Cité was awarded the Canadian Society for Civil Engineering Excellence in Innovation Award for its use of rock splitters for the safe removal of over 70,000 m3 of rock at the YUL MontrealTrudeau International Airport.

EBC has participated in some of the most complex and high-profile Hydro and Tunnelling projects across Canada. We have executed some of the most challenging concrete works and have proudly placed millions of cubic meters of CIP concrete.
EBC has extensive experience performing in-water work. We are cognisant of the challenges associated with tidal fluctuations, marine traffic, and environmental impacts on waterways.
