BACKGROUND & CHALLENGES In 2011, Niger was adversely affected by the armed conflict in Libya and Cote d’Ivoire, leading to 260,000 Nigeriens to return to areas already affected by poverty and recurrent food crises in Niger. In addition, the conflict in northern Mali has led to an influx of over 61,000 Malian refugees and more Nigerien returnees to regions already affected by food insecurity. This population movement has occurred against a backdrop of a food crisis, cholera epidemic and unprecedented floods affecting more than half a million people. The current situation in Niger is characterized by the effects of a food crisis combined with the possibility of worsening armed conflict in border areas with Mali, Libya and Nigeria.

NEEDS
Protection
Military operations in Mali could lead to further inflows of Malian refugees, Nigerien returnees, as well as other migrants and fighters to northern Niger. This may generate an influx of additional migrants in precarious situations requiring basic care and protection.
IOM proposes to assess and reduce vulnerability of migrants in distress, including Nigeriens deported or returning spontaneously from Libya, Algeria and Mali by: Providing humanitarian assistance and adequate protection in terms of registration, accommodation, food, NFIs, medical and psychosocial assistance and transportation services.
