Message from the Mayor

CommunityConnect - Autumn 2018

Autumn is traditionally our busiest time for events, and that has certainly proved true this year. Events both large and small receive great support from our community, which in turn gives others the confidence to launch new events.

Importantly, events are being held across the shire and cover a wide range of interests. Historical displays, art shows, sporting competitions, musical performances, boating events and food festivals are just some of the types of events that have been held.

On Council business, we will soon release our revised Council Plan 2017 - 2021 and draft Budget 2018-19 for your feedback.

Each year, a budget is prepared based on the tasks we need to undertake to meet the goals set in the Council Plan. In the budget we must also ensure we have the funds needed to undertake our legislative responsibilities.

The budget is a balancing act each year, which is why I encourage you to share your thoughts on whether we’ve got the balance right. Details on how to have your say on these two documents will be available on our website and in the Shire Noticeboard in the newspaper.

The Council Plan outlines the goals we as a council want to achieve over a four-year period. Adopted in 2017, we review this document each year to ensure it continues to reflect the community’s priorities.

Message from the CEO As we close in on the end of the financial year, it is pleasing to see how many projects we have undertaken for our region and our residents.

We have started a major aquatic centre redevelopment and improved streetscapes. Bridge projects have taken place across the shire, the roll out of our road reseal program has benefited from the dry conditions, and our workshops to improve the wellbeing of our seniors have proved popular.

In autumn our region will host councils from across the state for the 2018 Rural Summit, to be held in Lakes Entrance.

The summit is Rural Councils Victoria’s major event. We are expecting around 200 delegates to attend.

This important event aims to equip rural councils, leaders and residents of rural communities with the information, skills and capacity

to respond positively to ever changing environments.

Victoria’s 38 rural councils account for 79 per cent of Victoria’s land area. Rural Councils Victoria coordinates this network and is the peak body representing and advocating for the state’s rural councils.

I look forward to welcoming local government representatives to our region for the Rural Summit, which is expected to generate approximately $152,000 for the local economy.

We’re becoming more social Council is expanding the ways it shares information and news with community members with the launch of its Facebook page, @EastGippyShire.

By ‘liking’ council’s Facebook page, residents can receive information direct from council. As with council’s existing Twitter account, @egsc, Facebook can be used to share time-critical information such as site closures, power outages, and road closures. Council is also looking forward to Facebook being a means of two-way communication with the community.

Community members may have noticed council is releasing a regular video update. A snapshot of the work council is doing, these updates allow people to see images of council’s projects, facilities and people. The regular updates and a range of other videos will be published on Facebook, Twitter and YouTube.

Residents who need to report an issue are encouraged to continue to use the form on council’s website to ensure they provide all the information needed for council to follow up on their concern. The form is available at eastgippsland.vic.gov.au/issue.

Council meetings come to your home live stream on YouTube, or view the recordings at a later time that is more convenient to them.

This initiative allows more people to take part in civic life and is particularly beneficial in a shire the size of East Gippsland, which covers approximately 10 per cent of Victoria.

Residents are now able to watch meetings without needing to travel long distances. This enhances the accessibility of the meetings to the wider community.

If you have an interest in the happenings of Council and what is discussed at its monthly meetings, there’s good news.

You can now watch council meetings from the comfort of home or anywhere with an internet connection.

Council has upgraded its audio-visual equipment in the Council Chamber which can now live stream and record council meetings.

Council meetings are generally held on the first Tuesday of each month, alternating between afternoon and evening.

This year’s council meetings hit the road To provide more opportunity for community members to take part in council meetings, three of this year’s meetings are being held beyond the Council Chambers.

April’s Ordinary Council Meeting was held in Omeo. It was well-supported and members of the community took the opportunity to take part in Public Question Time and meet with councillors after the meeting closed.

Councillors also toured the sites of a number of projects planned for Omeo, including the mountain bike trails and Livingstone Park improvements.

This year Ordinary Council meetings will also be held in Lakes Entrance on Tuesday 5 June and Orbost on Tuesday 3 July. As with the Omeo meeting, live streaming will be available.

This year’s display includes cooking demonstrations showcasing Love Food Hate Waste recipes. Free Picnic Point apples will be available to promote local produce and healthy snack choices. Families can also enjoy a fun day out with free family passes to council’s indoor recreation centres on offer.

You can also learn more about council’s eLibrary catalogue which lets members borrow and read a wide range of publications without setting foot in a library building or bus.

The constant innovations in technology mean many residents have old televisions, computers, tablets etc they no longer use.

Members of the waste team will be on hand to discuss how you can recycle e-waste and the various programs council takes part in.

Patrons can also visit the Mobile Customer Service Centre for any council enquiries or information.

Get creative in the Mayor’s Poster Challenge Young people keen to demonstrate their creativity and knowledge of recycling are invited to take part in this year’s Mayor’s Poster Challenge.

groups: 5-7 years, 8-10 years, 11-13 years and 14-18 years. For entrants in the 14-18 category, the poster theme is ‘Creating Less Waste’.

The challenge asks young people across East Gippsland to design a poster promoting a message about recycling and waste management.

Entries can be submitted to council offices in Mallacoota, Omeo, Orbost, Lakes Entrance, Paynesville or Bairnsdale, or mailed to PO Box 1618 Bairnsdale 3875.

The poster format lets people use images and colour to convey a message.

Community celebrates sign unveiling in Swifts Creek Councillors joined family and friends of Tambo Valley identity John Armit as they gathered in Swifts Creek recently to officially commemorate his work beautifying the northern entrance to the town.

Mr Armit’s tree planting project had many helpers over the years. Mrs Barry also made special mention of the many community members who supported her father’s work, particularly Barry Newcomen.

Renowned for his sustainability work, Mr Armit planted many trees along the Great Alpine Road.

Mrs Barry closed with a Quaker quote: “A society grows great when old men plant trees in whose shade they know they shall never sit.”

Following requests from community members, council erected signs designed by VicRoads on the roadside acknowledging Mr Armit’s work.

The signs were unveiled by Mr Armit’s children in front of councillors, Mr Armit’s family and friends, VicRoads and Member for Gippsland East Tim Bull.

Mr Armit’s daughter, Penny Barry, spoke on behalf of the family.

She said her father always had an incredible passion for all trees – native, deciduous, rare, shade trees. Trees for plantations for animal and bird habitat, soil erosion control, and for pure beauty.

She explained her father planted trees along the Great Alpine Road to give Swifts Creek and its community an identity, to showcase the area, and to rival Bright in spectacular beauty.

He admired the trees planted over at Bright but considered they lacked variety – so the trees planted along the Great Alpine Road showcase a beautiful mix of variety in foliage, shape, texture and colour.

Council continues to advocate for East Gippsland Promoting the needs of the East Gippsland region to other levels of government is part of council’s role.

This important work ensures politicians and government agency staff understand the community’s vision for the region and the projects needed to help to achieve this vision.

Mayor Cr Joe Rettino and Chief Executive Officer Gary Gaffney recently went to Canberra to meet with Federal Minister for Regional Development and Local Government, Hon Dr John McVeigh MP to discuss a

number of key projects for the region.

Federal Member for Gippsland Hon Darren Chester MP supported the delegation.

The opportunities and projects discussed included council’s applications for funding, as well as strategic, innovative future projects.

The Minister was briefed on two applications council has submitted to the Building Better Regions Fund: a water augmentation project for the South Bairnsdale Industrial Estate, and a mountain bike trail at Omeo.

The opportunity was also used to discuss potential projects for enhancing the Lakes Entrance economy and for the East Gippsland region to be part of a ‘super highway’ for electric vehicles traversing the south east.

The delegation reported the Minister gave strong feedback and support for the initiatives discussed in the meeting.

Council will also advocate to the Victorian Government in the lead-up to this year’s state election.

Drone program recognised at industry awards Council’s ground-breaking drone program has been acknowledged by the Municipal Association of Victoria (MAV).

The program, the first of its kind for local government in Victoria and one of the first in the nation, received a Highly Commended Award at the MAV’s Technology Awards for Excellence.

The drone program assists council in its planning and asset maintenance functions, amongst others. Council uses the drone to undertake some inspections where previously an external contractor needed to be engaged.

Centre is open as pool project hits its straps A major project to upgrade the Bairnsdale Aquatic and Recreation Centre (BARC) began earlier this year.

The much-anticipated project involves constructing a warm water pool, an interactive children’s water play area, and expanding the aquatic area.

There will also be additional change facilities including a family change area, plus more all-ability change rooms including a state-of-the-art Changing Places room.

To complement the upgrades in the pool area the BARC will have a new entryway creating a more welcoming entrance by creating a pedestrian mall and significantly expanding the reception and café areas.

The redevelopment is not affecting the stadium, health club or children’s services. The toddler pool, spa and sauna have been demolished, but swimming is still available in the 25-metre pool.

During the works the BARC and Forge Theatre and Arts Hub will share an entrance.

The upgrade is part of council’s East Gippsland Aquatic Strategy.

The redevelopment will cost $6.55 million, with council contributing $3.55 million and the Victorian

Government providing $3 million from the Community Sports Infrastructure Fund.

by Easter 2019.

With demolition complete, construction is now underway. The footings for the building’s extension have been poured and the form work for the warm water program pool has begun.

Concreting works are also taking place on the new entry and the children’s interactive pool.

Regional round-up Treatment of this pest is targeted to its lifecycle. Staged chemical soil injections will be completed during winter when weather is suitable and exclusion zones put in place. The elm tree takes the insecticide up through its root system and the beetle ingests the insecticide as it feeds on the leaves.

If larvae develop, a second treatment process will be undertaken which specifically targets lavae.

Plan in place for Livingstone Park

The actions outlined in the plan will now be refined into a business plan and considered under council’s normal budget processes.

Council has worked with the Department of Environment, Land, Water and Planning and the Omeo community to develop a management plan for Livingstone Park, Omeo.

Livingstone Park is a combination of Crown land and Council land.

The original catalyst for a management plan for Livingstone Park was the need to redevelop the Omeo Pool. The pool is in very poor condition and no longer meets community expectation, river health and water usage regulations, and safety requirements.

The highest priority items of the plan are: • Upgrading the pool and surrounds, including new water flow control measures; • New pedestrian bridge connecting to the caravan park; • New pedestrian bridge connecting to the Oriental Claims; • Ten kilometres of new trails in Livingstone Park; and • Upgrading vehicle access and parking.

The estimated cost of these five improvements is $1,095,000.

Council adopted the Livingstone Park Management Plan at its April meeting, which was held in Omeo.

Before the meeting Councillors toured Livingstone Park to see the sites of the proposed projects.

Speed limit changes in Mallacoota Council has been working with Mallacoota community groups to address road safety issues within the town. This has resulted in reduced speed limits on a number of roads.

The changes, implemented in time for the busy summer holidays, followed consultation with the wider community to determine the level of support for the proposed changes.

Treatment for Bruthen’s trees Council will treat trees in Bruthen’s Main Street against the invasive pest species Elm Leaf Beetle.

The Elm Leaf Beetle is typically active from October through summer.

Both the larvae and adult beetles negatively impact the appearance and health of elm trees.

Council was aware of the presence of the beetle, which were also noticed by community members.

The beetle normally comes out of hibernation around October and lays its eggs below the leaf. The eggs hatch and the larvae eat most of the elm leaf. Larvae then crawl down the trunk to turn into pupae, then adult beetles, which start the process again.

Over 80 per cent of respondents approved of the proposal to reduce the 60 km per hour speed zones to 50 km per hour.

The changes have seen speed limits reduced from 60 to 50 km per hour on sections of Betka Road, Maurice Avenue, Bastion Point Road, Lakeside Drive, Mirrabooka Road and Karbeethong Road.

The section of Karbeethong Road from Genoa-Mallacoota Road to Karbeethong Avenue previously had a 100 km per hour default speed limit and now has a 80 km per hour limit.

Betka Road in the area near Betka Beach car park was reduced to 60 km per hour and the limit at the Mallacoota Ocean Access Boat Ramp car park is now 20 km per hour.

Shire buildings set for solar Work is underway to install 287 solar panels on five council buildings.

It is expected to reduce council’s carbon dioxide emissions by 123 tonnes each year, equivalent to seven Australian households being taken off the grid.

Customer Service Centres in Lakes Entrance, Paynesville, Omeo, and Orbost, as well as the Bairnsdale Business Centre will benefit from the project. A total of 94 kW of solar panels will be installed by local company EnviroLinkAu. An artist impression of the new seawall at Lakes Entrance.

Seawalls set for replacement in Lakes Entrance The bluestone seawalls along the Esplanade in Lakes Entrance will be replaced for safety.

Council, along with other agencies, has some responsibility for the sections of the town’s foreshore.

An audit and geotechnical investigations of the seawalls along Cunninghame Arm and Bullock Island led to council fencing off a 90-metre section of footpath above the seawall for safety reasons.

Two options were deemed suitable for replacing the bluestone seawalls: a rock armour seawall and precast concrete panels.

So far, solar panels have been installed at Lakes Entrance, Orbost and Omeo.

Omeo continues to experience frequent blackouts which is problem for the community and local businesses. The Omeo project will also see a gridconnected battery installed to keep some services running, such as the town’s only bank, when there is a power grid failure.

The payback period for the project is expected to be between four and five years. Rising energy prices combined with the declining cost of solar products and the current feed-in tariff means solar energy is more viable than ever before.

A study was undertaken to see which council buildings would benefit most from solar panels. It found the customer service centres, which are open during daylight hours were most suitable.

Once the solar panels are installed, the centres will use electricity generated by the sun, with any excess sent into the power grid for a feed-in tariff payment of 11.3 cents per kW. The project is expected to be completed by the end of May.

Skate park celebrated in Orbost Skaters in Orbost recently celebrated the opening of the town’s new skate park.

It was built on the same site as the old skate park, which was no longer attracting skaters due to safety concerns and the tired infrastructure not challenging the skating community.

The old skate park equipment was removed last November and the new skate park completed in February 2018.

Council celebrated the completion of the project with an event that included skating demonstrations.

The new skate park will encourage skaters to progress their skills, with the park’s elements suiting a range of skill levels.

Local skaters and young people were consulted about the park’s design to ensure it would meet the needs of skaters of varying skill levels.

The project cost $80,000.

The seawall along the Esplanade stretches 216 metres. In this particular location, it was recommended that precast concrete panels be used as it is close to the navigable marine harbour and Coastguard precinct.

The project will include a boardwalk to connect to the existing walkway.

The Victorian Government will contribute $1.3 million to the project under its Coastal Protection Infrastructure Upgrade Program, with council contributing $452,000.

Council awarded a contract for the works at its April council meeting and is working with the contractor to negotiate a project start date.

Registration reminder All dogs and cats over three months of age must be registered with council. Pet registration renewals are due by 10 April each year.

Anyone who has overlooked paying their renewal should organise payment.

Dog owners across shire asked to do the right thing Council is concerned and disappointed at the number of dog owners disrespecting the wider community by breaking laws aimed at protecting pets, people and the environment.

Complaints about dogs are on the rise across the shire. This includes noise complaints about persistently barking dogs, owners not picking up dog droppings, and dogs being off lead in public areas.

The most serious cases of poor owner and dog behaviour involve dogs attacking other animals or people. In most dog attacks reported to council the attacking dog was not on a lead.

Dogs provide companionship and are much-loved family members. There is scientific evidence that owning a dog

has physical and mental health benefits.

However, there are laws in place to ensure all members of the community can live in harmony with dogs.

Everyone should be able to use public spaces without the uncertainty and anxiety an unrestrained dog can create.

Dog owners who fail to pick up their dog’s droppings are breaking the law. It’s also against the law not to carry something to pick your dog’s droppings up in. These laws apply in all areas that are not your own private property including parks, roads, footpaths, nature strips and any other person’s private property.

Under council’s General Local Law 2017, dogs are not allowed on council-managed beach areas and foreshore reserves from November 1 to April 30 each year. Dogs

can be walked through the area, but can’t stay in the area or swim in the water.

It is important to note this local law applies to specific areas only, and foreshore and beach areas managed by other government agencies may have their own restrictions. Generally, council-managed foreshore areas are more populated areas such as near boat ramps, town centres and main surf beach access points.

A full list of the beaches and foreshore areas the local law applies to is available on council’s website, eastgippsland.vic.gov.au/pets Most people are responsible pet owners and do the right thing for both their pet and the public, but council hopes to see the behaviour of a minority of owners improve.

Council marks International Women’s Day Council proudly hosted two community events to celebrate International Women’s Day on Thursday 8 March.

The theme, ‘Press for Progress’ can be used throughout the year and is a call-to-action to press toward and progress gender parity.

Council hosted a morning tea which included local inspirational women guest speakers.

A second event in the evening saw reviewer, freelance writer and young adult fiction specialist Bec Kavanagh as guest speaker.

Ms Kavanagh spoke about her career, feminism in the workplace and her current PhD research focusing on the representation of adolescent females in young adult literature.

Covering all of Gippsland throughout May, this creative program includes workshops and artist residencies.

This year the program includes over 200 activities, demonstrations, workshops, master classes, artist’s talks, residencies, bus tours and more across the region – with 20 events in East Gippsland alone.

Six artists from diverse disciplines spanning photography, literary arts, pavement art, weaving, music and performance will spend two weeks in a small town in each of the six Gippsland councils area.

Artist James Voller This has been developed to bring new ideas into the area, getting the artists working with local groups and potentially developing new skills.

East Gippsland’s artist in residence will be James Voller.

He will be co-hosted by Lindenow Arts Ink group and council in partnership with the town of Loch in South Gippsland.

James will work with both towns on separate but linking projects in a unique creative collaboration.

A photographer and installation artist, James’ work explores the social and architectural identity of place.

Originally from NZ, the Melbourne-based artist has worked around the world, taking photos of architecture and then placing the images back into unexpected spaces, mostly in the form of digital prints and projections. Used to working in cities, James is looking forward to expanding his creative potential into the both ends of Gippsland.

In Lindenow, James will work over two weeks in the early part of May, running photography workshops, paste up installations and a few site projections.
