Placing East Coast College at the heart of the region’s energy sector.
The construction of the Energy Skills Centre on our Lowestoft campus is one of the most exciting and ground-breaking capital investments since East Coast College was formed through the merger of Lowestoft, Lowestoft Sixth Form and Great Yarmouth Colleges. This project, which is funded through a generous £10m grant from the New Anglia Local Enterprise Partnership, will transform training by providing state-of-the-art facilities, a refreshed technical offer and ‘one stop shop’ for our Energy Sector employers. The new building, which is scheduled to open in October 2019, will be home to East Coast College’s innovative Energy Coast Training Academy. It will offer a well-equipped and inspirational environment from higher-level students, apprentices and those already in work will be able to acquire the most up-to-date and relevant skills to improve their job prospects, and ultimately contribute to the region’s continued growth. We are particularly proud that the new facility will be delivered in partnership with local employers, who have and will continue to shape the curriculum in order to ensure that it remains industry-relevant in a fast-changing technological environment. This great facility will firmly place East Coast College at the heart of the region’s energy sector.

Meeting the needs of the region The East Anglian coastline has an established and growing energy sector. There is a diverse range of engineering, maritime and energy businesses located across Norfolk and Suffolk. With a significant investment from the UK Government in offshore renewables such as wind energy, as well as in nuclear, the energy sector is set to grow substantially over the next thirty years. This thriving energy landscape presents a unique opportunity for the local community, armed with the right blend of skills and competence to play an active role in the energy industry through sustainable and high value employment. As the UK’s second largest centre for energy, with a recognised heritage in the oil and gas industry, Lowestoft and Great Yarmouth are at the heart of the world’s largest market for offshore energy and the UK’s most dense offshore wind development. Nuclear power is also witnessing substantial investment with decommissioning and the proposal for a new nuclear power station at Sizewell, Suffolk. A priority for the New Anglia Local Enterprise Partnership (NALEP) and a key contributor to the local economy, the energy sector is set for significant growth.

Meeting the needs of employers Skills in the region have not kept up with the fast-moving technological changes to support the energy sector. Research as well as anecdotal evidence from employers suggest that there is an acute shortage of appropriately trained and qualified employees to support the growth agenda in the sector. The Energy Coast Training Academy will provide a regional centre of excellence with national and international specialisms that can support the development of higher level technical skills and professional expertise in the energy, engineering, marine and offshore industries. The newly-built but long overdue Energy Skills Centre will take East Coast College’s specialist provision to the next level, offering state-of-the-art facilities and expertise to meet the sector’s technical and professional training requirements. It will provide an industry network that supports knowledge-sharing and collaboration between different stakeholders. It will deliver the future skilled workforce required to meet both existing industry needs and respond to the new large scale investment planned in wind and nuclear energy.

Meeting the needs of students East Coast College aspires to provide a flexible and well-equipped training and competence assessment space for local industry and students. The aim of the Energy Coast Training Academy is to provide further and higher education students, apprentices and commercial customers with access to industry led equipment and the most cutting-edge and relevant training. As a regional centre it will create future capacity, from pre-apprenticeship through to high level technical and management competencies and qualifications. The challenge for a building like the Energy Skills Centre is to remain at the forefront of technological development. This is challenging, not only because of the fast-moving practices and requirements of the energy sector, but because of the ongoing costs. The asset will be future-proofed by keeping the space flexible and by working closely with employers to plan future developments ahead of the curve. The College will also form close partnerships with industry to deliver tailored or bespoke courses.

Our Curriculum Sustainable Energy Training The college has established itself as a training centre for Electrical and Renewable Energy. We are working closely with employers to ensure their workforces stay abreast of legislation and technological advancements. Compex, Electrical, a full range of GWO courses and other sector specific training is available and more is in development to ensure working practices, skills and knowledge are aligned to sustainable energy objectives. Working with other specialist training providers, the Energy Coast Training Academy will ensure employers and student needs are met efficiently and effectively. Contextualised and simulated training will provide safe environment to practice industry specific skills and aquire knowledge and experience to generate in high risk, skilled roles.
Clean Energy and Engineering Technologies We work closely with industry employers to focus on technical training and competence, particularly at levels three, four, five and six. A range of professional and technical courses in engineering will support the strategic growth areas for the region. The curriculum will service the following industries: • Offshore Wind (Including composite repair) • Nuclear • Offshore Gas • Decommissioning of the Oil and Gas industries • Marine Engineering and Maritime Logistics • Offshore power networks and distribution • Process, operations and maintenance engineering • All aspects of Energy Engineering Health & Safety The Energy Coast Training Academy will provide higher level training for technicians to maintain and operate equipment necessary to support the energy sector. A variety of Diplomas at Level 2 and 3 will be offered in advanced manufacturing engineering. In addition, the following routes to career progression will be on offer:

• Engineering Technician Standard Apprenticeship • Mechatronics Maintenance Technician • Technical Support Technician • Machinist in Advanced Manufacturing Engineering • Polymer Processes and Technologies Maintenance and Operations Engineering Technician Standard (MOET) Apprenticeship This is a tailored approach which does not include mandatory qualifications but is instead 100% employer led. The employer undertakes a portfolio-based Occupational Competence Validation Interview (Viva) and requests specific training or development, and the College undertakes the independent assessment to determine if the apprentice has met the Engineering Technician requirements.
Maritime, Ports & Logistics Training Lowestoft has a strong Maritime heritage and East Coast College has close links to the Maritime and Energy industries. Its specialist Maritime provision attracts many international students for STCW certificates of competency accredited by the UK Maritime and Coastguard Agency (MCA), as well as supporting the growing needs of the East of England’s renewable energy sectors. Facilities available in the Energy Coast Training Academy will include Navigation Bridge Simulation, Electronic Navigation simulator, Global Maritime Distress and Safety System (GMDSS) simulator, Electronic Chart Display and Information System (ECDIS) simulator and Oil Tanker simulator as well as Survival at Sea training where a range of severe weather conditions are simulated in a dedicated environmental pool. The following Cadet Programme will be on offer to individuals who are interested in a career at sea or on-shore, or those interested in gaining an insight into the Merchant Navy & maritime careers. • Level 3 Diploma in Maritime Studies: Shipping and Maritime Operations (Deck) or Engineering • Higher National Certificate or Diploma (HNC/D) Marine Engineering • Higher National Certificate or Diploma (HNC/D) Nautical Science • Crane Operation, Port & Logistics Diploma • Ship to Shore Transfer for the Offshore Industry Courses have a duration of 1 to 3.5 years and allow students to progress on to degree level programmes. Sponsorship is available with a shipping company, which will provide students with on-board work based learning opportunities.
Underpinning regional growth and aspirations The ambition of the New Anglia Local Enterprise is for the coastlines of Norfolk and Suffolk to become the UK’s energy sector hub, and for local people and employers to benefit fully from the opportunity presented by investment in the region’s energy sector. The creation of the Energy Coast Training Academy will enable East Coast College to build on its current strengths and specialisms and focus on the high level technical skills and disciplines required by the local energy sector. It will significantly strengthen, enhance and accelerate the region’s strategic direction of travel, driving forward economic growth, improving productivity, fulfilling the potential of local people and increasing East Anglia’s contribution to UK plc. The Energy Coast Training Academy will offer, and make visible, aspirational career pathways and provide local businesses with a reliable and sustainable supply of technical professionals.

East Coast College is developing a Civil Engineering and Plant Operations Centre to support the development of regional infrastructure projects, including Road, Rail, Offshore Construction and Nuclear New Build.
Working in Partnership An enabling group of local employers from relevant sectors have helped East Coast College bid for funding to build the facility and to develop a long-term plan that will realise the vision for an innovative but industry-relevant training centre. This governance structure will continue in the form of an Employer Advisory Board which will be closely involved in curriculum plan development to ensure the offer is aligned to industry needs in an ever changing marketplace. Without the close involvement of employers it would be impossible to plan ahead for future training needs and identify current and emerging skills gaps.
