Introduction People do not have equal opportunities in Europe. Some areas in Europe still suffer from exclusion in many different aspects, and this impedes the creation of a common Europe-wide society, in which borders are not barriers. We should strive for eliminating obstacles, involving every young person in Europe on equal terms, but also in a wider perspective, building a common Europe. The Eastern Partnership (EAP) is a project initiated by the European Commission to strengthen relations with Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Among the main fields of cooperation are the reinforcement of common values (human rights, democracy, and rule of law), the improvement of economic relations and the perspective of creating a visa-free area in the future. The Eastern Partnership was inaugurated in Prague on 7 May 2009. Taking into account the limited opportunities of young people in the mentioned countries, and considering that the efforts of the European Union do not sufficiently target these limitations of young people, we think that AEGEE-Europe as the European Students’ Forum should make a case for the inclusion of students from the East – especially since they are already part of our Network. AEGEE has always played a vanguard role in the field of European integration, and we believe that by adding a serious youth perspective to the Eastern Partnership initiative of the European Union, we can make a unique contribution to building a common European society! Working in the same direction as the European Union, within the framework of the Eastern Partnership Programme, gives us a unique and one-in-a-lifetime opportunity of coordinating our activities with a broader, political initiative, which makes the timing ideal to maximise the impact of our efforts. Joining forces within our Network, with Institutions, Governments and with the Civil Society, we will strive for a change that will make Europe never look back, and never look like it does till today.

1. Purpose of the project Main goals of the Eastern Partnership project are: 

Ensure equal opportunities for young people from Eastern Partnership countries and EU member states, Improve the knowledge about cultural, historical, political background of target countries within AEGEE Network

We think it’s important to give information to young people about possibilities which students in Eastern Partnership countries can have and help them with understanding of European values, to raise awareness about historical background of the nations and increase a level of the tolerance in conflict regions and as a result establish stronger cooperation between young people from EU and Eastern Partnership countries. On base of research and analyze of current situation in this countries plus base on Eastern Partnership programme priorities we’ve specified following fields of work for the project:

1.1.

Youth mobility in education

There are limited opportunities for students to participate in European Student Exchange Programmes. And what about the powerful tool of Non-Formal education? Level of recognition in these countries is still not sufficient. Therefore we’ll be focusing on following issues: Aim 1*: To increase the level of the student mobility in Eastern Partnership Countries by lobbying for the opening up the Erasmus programme on local and European level and by promoting the existing educational mobility programmes in order for them to reach their maximal potential. Objective 1: Encourage students to apply for the educational mobility programmes from target countries through creation of the web-site with the information and knowledge support it. Objective 2: (long term) Establish cooperation with National and International Student organisations and other relevant stakeholders in order to work together on lobbying process on national and European levels for opening up Erasmus. * - aims are specified for all project duration. Objectives are set for the period 1.12.11 – 31.12.12.

Aim 2: Foster processes of the recognition of non-formal education in Eastern Partnership countries by organising public debates and concrete actions. Objective 1: Increase the number of informal and non-formal learning events organised in Eastern Partnership countries. Objective 2: Provide guidance to Universities (Student Councils) with a view of establishing good practice on implementation of NFE trainings/programs - maximize knowledge about tools in order mobilize local resources.

1.2.

Conflict Resolution

Frozen conflicts in the Caucasus region. Interaction level between young people from conflict sides is very low. The aim of this pillar would be to bring young people from conflict zones together and try to understand the other sides. That is why we plan cultural exchange projects to promote mutual understanding and peace. Aim 1: Develop the Creative Peace building which can be used as a preventative measure to make the foundations of peace stronger and to create an environment of lasting peace. Objective 1: To give basic information to the youth of EU member states about the existing currently conflicts in the Eastern Partnership region. Objective 2: To give deeper knowledge and information to the youth from the non-EU countries about the existing conflicts in the Eastern Partnership region. Aim 2: Promote the cultural exchange and prevention of the conflicts between conflicting societies around

Eastern Partnership Project Outline Eastern Partnership territory through the European and international Conflict Resolution Projects. Objective 1: Organise European exchange projects dedicated to the conflict resolution and cooperation between conflicting societies. Objective 2: Organise regional exchange projects within the Eastern Partnership region dedicated to the overcome of the conflict consequences and cross-border cooperation of the conflicting societies.

1.3.

Active Citizenship

The state of development of the Civil Society in the country is directly connected with the level of freedom there. Some of the EAP countries have already made a significant step forward; nevertheless there is still a huge margin for improvement. We want to promote the idea of active citizenship and responsibility of youth towards the society, stimulate visa facilitation for active youth. Aim 1: Encourage young people to take active role in the society by increasing the number of young people joining youth NGO-s, especially AEGEE. Objective 1: Raise awareness of NGO work and ways of contributing to the society by organising Volunteering Action Days, seminars and joint activities with universities, partner organisations and other relevant stakeholders.

Aim 2: Increase the opportunities of AEGEE locals and other NGO-s from all over Europe to take part at the cross-border(local, regional) cooperation by improving knowledge about Eastern Partnership countries. Objective 1: Improve knowledge about cultural, historical, political background of Eastern Partnership countries by organising Eastern Partnership Action Days, debates and discussions on the related topics. Objective 2: Support EU-Eastern Partnership cooperation in youth field by organising cross-border events and being the leading example.

Eastern Partnership Project Outline Aim 3: Strive for the equal opportunities for youth workers, students and volunteers from EaP countries during visa issuing. Objective 1: Raise awareness among young volunteers and students about EU Visa Code and Visa Facilitation Agreements of their country, in order to teach them about their rights and obligations, by organising Action Days, seminars, trainings and workshops in or out of the supporting university.

2. Target group This project will be focused on youth from all over Europe, as well as on the relevant stakeholders such as youth NGOs working on European integration, national and international platforms focusing on similar issues, universities from EaP countries as well as from EU member states, policy makers from EaP countries and EU member states. Within project timeline number of different activities will be organised which will reach students and young volunteers as well as all AEGEE members from different parts of Europe. Most of our activities we are planning to develop and implement in cooperation with internal and external partners. We do see following bodies of AEGEE-Europe as our internal partners: Higher Education Days project of AEGEE-Europe, International Politics Working Group, Visa Fighters Working Group, Educational Working Group, and Network Commission of AEGEE-Europe. When it comes to the external partners we are going to cooperate with:      

National Youth Councils (wherever it’s possible). Currently we know that National Youth Council of Moldova would be interested in cooperation National platforms working on EaP initiative or European integration Youth Eastern Partnership Project Erasmus Mundus Alumni Tempus Eastern Partnership Civil Society Forum

3. Methodology 3.1.

Implementation

Project will be implemented through planned activities. The main type of activities we are going to organise: Action Days.

Eastern Partnership Project Outline Currently following Action Days are planned: 

 

Eastern Partnership Action Days: main focus is on confronting young people from all over Europe with the reality of life in the Eastern Partnership countries, which obstacles currently do exist in this region and why, how it’s possible to improve the situation and general presentation of the Eastern Partnership programme of the European Commission and Eastern Partnership project of AEGEE-Europe. It’s up to locals to decide in which format they do want to organise these days: debates, round table discussions, presentations, meetings with students from target countries, lectures from the universities etc. Mobility Action Days: focusing on providing sufficient knowledge on existing mobility and education programs to young people in Eastern Partnership countries by proving theoretical and practical information. The format of the event depends on local’s preferences whether organise one day event, round table discussions, presentation at the university or participation at the education fairs. Local conferences on NFE: focusing on organising local or European events from 1 to 8 days regarding the higher education system of university/country or the recognition of the nonformal education. Locals provided with 100% support regarding the methodology, PR and even FR in the case of need. Website about education and mobility programmes for EaP countries: the main aim here is to create up-to-day information platform in a user friendly manner that can provide knowledge to young people from target countries concerning their possibilities. Also, website will be the platform for gathering and sharing on-hand experience and advices from alumni programs, which will help to make application and study processes easier for newcomers. Youth Mobility manual: will be created as a tool for Mobility Action Days and will include all needed relevant information concerning youth mobility (available educational programs, advantages of non formal education and advices for future actions. Non-formal seminars in local Universities: focus on establishing cooperation with Student Councils in order to promote value of non-formal education, improve quality of youth events, broad knowledge about tools of actions and mobilize student’s audience. Conflict Resolution Action Days: main focus here is to improve knowledge of the European youth concerning existing conflicts at the Eastern Partnership region such as NagornoKarabakh, South Ossetia, Abkhazia and Transdnestria. Exchange projects on conflict resolution topic: the main idea here is to bring people from the conflict regions together on neutral territory in order to find a common understanding and possible ways for the cooperation. Volunteering Action Days: focusing on promoting volunteering among young people from the target countries. Living Library: The objective of the LL is to raise awareness of students about EaP countries, make them understand that the people living there are pretty much the same, and facing a lot of unfair challenges in every step in life; and in the end push them to get active on the issue.

PR strategy

Our PR will be focused as on external partners as well as on AEGEE Network. It will include:    

EaP newsletters which will be published online as well as prepared in pdf format. Project website which contains information from the project as well as external development of the Eastern Partnership initiative. Press releases Publications

Apart from this we are planning to cooperate with number online resources such as Eastebook.eu for publishing our press releases and newsletters.
