GUILLOTINE OF REGULATIONS – MORE EFFECTIVE The representatives of Niš City and five City municipalities signed the Agreement on Cooperation with International Financial Corporation (IFC) related to joint work on development of better conditions for business operations through simplification of administrative procedures and improvement of services provided to entrepreneurs.

More efficient and modern local administration achieved by the implementation of this project will be of better service to the citizens and interested investors. This project sets as its objective establishing better relations between the citizens and local administrations representatives. On the occasion of Agreement signing, Niš City Mayor Miloš Simonović said that this project

was in accordance with Niš City development policy. "The efficient functioning of the local administration speaks about any city and it can be decisive element when investors chose where to invest", stressed Mayor Simonović. "Applying the European methods, we are going to standardise and define administrative procedures in order to reform the functioning of the local self government with the aim

www.ni.rs of achieving more efficient business operating, improve the business environment, simplify the procedures for issuing the permits and enhance the transparency of administration functioning. We set the application of European standards which will downsize the number of procedures as our goal and we have to achieve it as soon as possible. The improvement of city competitiveness is especially important in the time of financial crisis related to international completion in attracting foreign investors", said Mayor Simonović. "It is our pleasure to work with Mayor Simonović and his team on developing the better conditions for business operations in Niš City. By providing assistance to Niš and other municipalities we hope to help in attracting investors and to encourage the development of private sector in Serbia", said the IFC representative Antoine Courcelle Labrousse. He added that he was especially impressed with the seriousness that Niš City approached this project with. Mayor Simonović added that the project of regulations guillotine was in accordance with the recommendation from Serbian government related to the assessment of the employee number since the administrative procedure standardisation would require new job systematisation. IFC, World Bank member is working with four cities in Serbia on simplification of local administrative procedures. It has been estimated that the companies and citizens in Kruševac, Užice, Vranje and Zrenjanin could save up to 1,5 million dollars per year due by implementing the regulation simplification and lower fees for taxes and they will save 1,7 million days which are now spent on waiting.

DONJE MEDJUROVO LOCATION AS A NEW CHANCE FOR CITY DEVELOPMENT The City of Niš joined the implementation of the programme – Modernisation of Land Management and Land Administration which was implemented by USAID MEGA Programme. The project is the part of the wider programme related to the city property management. One of the project activities is the preparation of the pilot site Donje Medjurovo. The City working group joined efforts with MEGA experts in order to define the specific traits and conditions related to the leasing of the land in Donje Medjurovo. This site will be leased under new conditions specified in the New Ordinance on Asset Management which is expected to be adopted at the May session of Niš City Assembly. This new Ordinance envisages completely new approach to the land leasing. The new investors will be offered the land property which is equipped with infrastructure. This pilot site in Donje Medjurovo covers the area of 10 acres. This new Ordinance on asset management defines explicitly the conditions and method for land leasing, the criteria for determining the lease fee and fees for land

development. The advantage will be given to the investors whose intention is to sign the lease for whole site area or who will be involved in production. In case there are no investors wholes are interested in renting the whole site, the site will be divided into land parcels which will be offered separately. The special attention will be paid to marketing of the site and to informing of the potential investors about the forthcoming auction. The previous practice was to announce the auction in local media. With this new approach the auction for the land leasing will be announced in media with national coverage and by marketing agencies covering the national market. Since the potential investors have been classified into two categories, the foreign and the domestic, appropriate mechanisms will be used to timely inform both categories about Donje Medjurovo site offer.

NEW DATABASE AND NEW LAND PROPERTY MANAGEMENT Niš City Council accepted the participation of the City in the Project "Modernisation of Land Management and Land Administering". The project objective is to improve the method of land property management, to create adequate data base of the land property to which the city is entitled, to restructure the management and administration of the land properties, promote investment climate and local economic development. The City of Niš is faced with the problem of not having the updated land property inventory which as a consequence has the passive approach to allocating the land, inactive marketing towards potential investors which in turn contributes to state of being not competitive with regard to investments in local and international frameworks. Since the city set as its goal the creation of favourable investment climate, the utilisation

of the geo-strategic position advantages, human resources, economic and natural resources, the implementation of this project will create conditions for the implementation of Niš City Development Strategy especially in the sector of the economy and business development, which, as its objective, sets creating favourable business ambiance for investments, entrepreneurship development, increasing employment and competitiveness of Niš economy, building capacities of territorial marketing in order to improve the image of the city as the regional center. The implementation of this project is financed by the city while the consulting and technical assistance is provided by USAID Municipal Economic Growth Activity Programme.

IT EQUIPMENT DONATION TO CITY In accordance with the Memorandum of Understanding which was signed between the City of Niš and USAID Program for Municipal Economic Growth Activity, the city administration will get IT equipment for the Project of Land Management Modernisation. The donated It equipment will be used for the activities which will make the execution of the city regulations more effective and quicker. Also, the data base on land properties in Niš will be established and it will be administered by the software application which is being developed by IT City team.

The team for municipal capacity building made needs assessment during the consultation with the city representatives involved in this project and certain tasks were defined according to the MEGA Programme requirements. The City will allocate the donated equipment to the working group for land property inventory which was formed by the Mayor. The City will provide necessary network infrastructure and software application for the registering and inventorying city land properties.

SPA NIŠKA BANJA UNDER THE MAGNIFYING GLASS OF GERMAN INVESTORS Niš City Mayor Miloš Simonović, Mayor's Associate Predrag Cvetkovic and Niš City Municipality Niska Banja president Zoran Vidanović presented the development potentials of Niska Banja to the representatives of the German consulting company Arndt. Mayor Simonović said that Nis and Niska Banja could find areas of common interests with this consulting company which would result in attracting foreign investors. The cooperation with foreign consulting companies which could act as intermediates in finding foreign investors is the proof of the determination of the city to have proactive approach in attracting foreign investments. The City representatives are particularly interested in investors which are willing to invest into extreme sports and health care tourism. The German company delegation presented their concepts for tourism development and expressed special interest in construction of rehabilitation center and home care for old people. The feedback related to potential German investors could be expected in two months. This cooperation with German consulting company is one of the ways for attracting investors with the objective of facilitating economic development.

DOSSIER SERBIA The City of Niš and NGO Protecta organized the national conference entitled "Organised Crime - Dossier Serbia".

The National Conference is the part of European campaign against organized crime organized by FLARE international network. NGO Protecta is the part of this network. This national conference was attended by the representatives of the embassies of USA, Hungary, Slovakia, Czech Republic, Netherlands and Italy as well as the representatives of the OSCE Mission to Serbia, USAID, local and national institutions.

Michele Curto, FLARE network president, Antonio Maruccia, Italian government special commissioner for confiscating the property gained by organized crime, Stefano Fumarulo, Bari City representative, all of them spoke about Italian experience in fighting against organized crime. Verica Barać, Anti-corruption Council president, Rodoljub Šabić, commissioner for information of public interest, Slobodan Bošković, consultant at RS Ministry of Justice, Boško Ristić, Serbian National Assembly Committee

on Justice and Administration president, Vojislav Tufegdžić, Blic Daily Newspaper editor, Milan Stefanović NVO Protecta executive manager and Miloš Simonović, Niš City Mayor, spoke about the activities of the national and local institutions regarding the fight against organised crime. The conference participants agreed that organised crime represented the most complex and the most dangerous crime type in any society and one of the greatest threats to human kind. The host of the conference, Niš City Mayor, Miloš Simonović said that strategic approach was needed as well as the assistance from international community in order to develop national capacities and potentials for efficient fight against all forms of the organized crime, especially against different forms of the corruptive links and influence in the state institutions. The coordinated functioning of the local and state institutions is very important and it would be impossible to resolve in a systematic way organised crime problem without synchronized activities. "It is necessary to develop actively the trust and cooperation with the citizens and private sectors, in order to link all communities' potentials and forces in fighting against organised crime", said Mayor Simonović.

The most frequent forms of the organised crime are: drugs trade, extortion, kidnapping, blackmail, human trafficking, people smuggling, corruption, money laundering, abuse of the official position, money forgery, prostitution, weapon trade, vehicle smuggling and high-tech crime. FLARE network, first European network fighting against organised crime, is made up of non-governmental organisations. The Season of Legality campaign started in March this year with the anti-mafia rally held in the memory of the victims of the organised crime. NGO Protecta and NGO Generator Vranje represented Serbia at this protest. The Season of Legality campaign envisages 33 different events in 28 European and Asian Countries organize by FLARE

network member NGOs. This campaign has three main objectives: to influence the Council of Europe to adopt March 21 as the International Day dedicated to the organised crime victims, to influence the Council of Europe and national and local institutions to support the civil society in its fight against organised crime, to influence the European Commission, Council of Europe and European countries national institutions to introduce legal regulations regarding the social usage of the confiscated property from the criminals.

NIŠ, FIRST CITY TO ADOPT THE SAFETY STRATEGY Niš City Mayor, Miloš Simonović and Michael Pillsbury, director of USAID Preparedness, Planning and Economic Security Program, signed an Annex to Memorandum of Understanding which outlined the arrangements under which the City of Niš and Development Alternatives Inc. would cooperate on the development of City Safety Strategy.

Mayor Simonović thanked USAID representatives for the donation of Safety Strategy for the city. The City of Niš will be the first city in Serbia with the Safety Strategy and thus it will become the part of European network of cities which adopted and implemented this document. The Strategy should be finished by the end of this year. The strategic planning process will enable city to focus on highest priorities, modification of significant activities and improvement of basic functions execution with greater effects and efficiency. The Safety Strategy will help city management to identify mission, vision, objectives and final aim of the Strategy. The strategic planning secures the direction into which the city will develop in the long run. On the other hand, it gives short-term focus and priorities for budget, activities and initiatives.

NATIONAL BANK OF SERBIA AND NIŠ CITY MAYOR ABOUT COST-CUTTING MEASURES National Bank of Serbia Governor Radovan Jelašić, Niš City Mayor Miloš Simonović and Niš City Council members met with businessmen from Niš at Niš City Hall.

On that occasion the Governor Jelašić presented the facts about current economic situation which Serbia was facing and the facts about the consequences of the global economic crisis. The economic crisis is not local and it is not temporary. It proves that present economic policies cannot lead us into the future. Jelašić said that the downsizing of the public expenditure, freezing the salaries and pensions and the strict control of credit approval were some of the conditions for overcoming the economic crisis consequences.

"When an ordinary citizen in Serbia thinks about economic crisis he or she is usually reminded of inflation", said Jelašić and explained that the economic crisis consequences did not equal the inflation since the inflation was the process which required money contrary to the measure of cutting the public expenditure. Niš businessmen present at the meeting could learn more about credit lines for the development of the small and medium companies which National bank of Serbia implemented as the agent of Republic of Serbia Government.

NIŠ IN LOCAL ECONOMIC DEVELOPMENT IN BALKANS PROGRAME Niš City Council accepted the participation in Local Economic Development in the Balkans (LEDIB) which supported the activities directed towards building capacities of local self governments so that it could effectively and efficiently overcome the obstacles for the development of small and medium sized enterprises in the district of Nišava. LEDIB is based on common objectives, vision and consensus reached by Network for local economic development (LEDNET), which consists of 11 presidents from the district of Nišava municipalities, the Mayor of Niš, the Head of Nišava district, the president of the Regional Chamber of Commerce and the representatives of textile and civil construction sectors. The objective of LEDIB Programme is socially balanced

economic development and the employment creation in the district of Nišava, through five program components: enabling business environment will support local authorities in developing business environment for SME development. On this occasion, Niš City Mayor Miloš Simonović said that the City of Niš demonstrated its determinedness to cut expenditures financed from city budget by adopting the City Statute. The present city management downsized the number of its administrations and City Parliament Commissions. Also the city

abolished the previous practice of appointing deputies to the city administration managers which would save up to 1 million euros of the city budget for the 4-year period. Related to the number of workers in city administrations, the social programme was offered six months before which was accepted by 48 workers.

PUBLIC DEBATE ABOUT YOUTH EMPLOYMENT PROBLEMS The public debate about youth employment problems and youth entrepreneurship was held in Niš.

NIŠ CITY SUPPORTS FOOD BANK PROJECT

The speakers at the debate were: Snežana Marković Samardžić, Serbian Minister of Youth and Sport, Miloš Simonović, Niš City Mayor, the representatives of entrepreneurs, company owners and NGO sector dealing with finding solutions to youth problems. The examples of good practice, the challenges and obstacles that employers were facing when employing young people were presented at the debate. The special attention was paid to the solutions and suggestion for improving the young people life quality. Speaking about the efforts that the City of Niš was making to improve the status of young people in the city, Mayor Simonović stated all the activities undertaken by local self government. He informed the present at the debate that the City of Niš had applied to the Danish government for the implementation of the project of introducing youth entrepreneurship into regular school curricula in order to encourage the entrepreneurship spirit and to enable the education of the young people about starting

their own business. The City management gathered 15 non-governmental organizations and signed the Cooperation Agreement on devising the strategy for young people within the national strategy framework. The City initiated the Local Action Plan for Children as well as the series of activities through its city administrations and institutions which would have direct influence on the life of young people in the city. Mayor Simonović reminded that Youth Council formed as the Niš City Parliament Commission, showed the clear intention of the city management to start dealing with the problems of young people in order to improve the quality of their lives. Serbian Minister of Youth and Sport, Snežana Marković Samaradžić, said that it was important to transfer the policies for finding solutions to the youth problems to local level because it was the best way to have comprehensive insight into all the problems with which the young people were facing.

According to the recommendations from the Ministry of Labour and Social Care and good practices of Food Bank European Federation, the City of Niš will take part in the project Food Bank implemented by Red Cross organisation of Serbia and Red Cross organisation office in Niš. By taking part in this project, the Mayor of Niš tries to link all social care institutions into system which could respond to forthcoming economic crisis according to the Republic of Serbia Strategy for Poverty Reduction. Besides public works, soup kitchen and financial assistance, the City of Niš makes efforts to help the poorest Niš citizens to overcome new hardships. The essence of the Food Bank activities is based on the idea of donations and distribution of products from trading networks whose validity expires soon but does not endanger health standards of the users. Last year, the Serbian Red Cross organisation office in Niš donated to Niš 50 tones of food. The representatives of Red Cross Organisation and the City of Niš visited Care Home for Old and Handicapped People in Doljevac and donated the food from different donors.

UNESCO IN NIŠ The International "Spring School on Strings, Cosmology and Particles" was held in Niš from April 1 to April 4, 2009. The spring school was organised by Faculty of Science and Mathematics Niš in cooperation with Astronomical Observatory Belgrade and Association of Physists Niš office. On the occasion of this international manifestation being held in our city, the director of the UNESCO BRESCE office in Venice visited Niš. The Mayor Miloš Simonović met with Dr Ruoss, Dr Goran Djordjević, SEENEET-MTP network coordinator and with Prof Radu Constantinescu, University of Craiova Faculty of Physics dean. They discussed the possibilities of extending the cooperation between the City of Niš and UNESCO. Dr Ruoss stated that the cooperation between Serbia and particularly the City of Niš and UNESCO was limited to the university framework and he pointed out that it should be extended to direct cooperation with local authorities. Dr Ruoss reminded about UNDAF (United Nations Development Assistance Framework) Program whose aim was to facilitate coordination among agencies and to bring UN assistance more closely into line with national priorities. The UNDAF program for period 2005 to 2009 is coming to an end. Common Country Assessment for Serbia which analyses the national development situation in a country and seeks to identify the countries' key development challenges is being prepared for the period of next two weeks in relation to UN programmes and agencies. Dr Ruoss encouraged the city to get actively involved in this process together with relevant national

institutions. Niš City Mayor said that the city would make all possible efforts to position itself back onto the map of UNESCO activities. Spring School on Strings, Cosmology and Particle is the part of the activities of Southeastern European Network in Mathematical and Theoretical Physics SEENET MTP whose coordination office is functioning within Faculty of Science and Mathematics Niš. The network was established in 2003 with the aim of providing the framework for the institutional capacity-building in Mathematical and Theoretical Physics covering the different educational levels in science education and bridging the gap between Southeastern and Western European scientific community. 14 institutions from 6 countries in the region joined the Network as well as many partner institutions and more 1600 individual members from all over the world. The functioning of the network is financed by UNESCO through its offices in Venice and Paris and by Institute for theoretical physics in Trieste. The Republic of Serbia Ministry of Science and Technological, besides Niš City and the City Municipality Palilula also support the network functioning. The Niš City Municipality Palilula president Igor Novaković also met with the director of the UNESCO regional office in Venice and with the spring school organizers. The president Novaković asked for support in promoting the cultural life in the region having in mind that the City of Niš will celebrate 1700th

SUMMER BEGINS WITH VOLLEYBALL Volleyball Federation of Serbia and Volleyball Association of Niš signed the Contract on organising the European League and World League Senior Men and Women matches in June and July. The Contact was signed by Aleksandar Boričić on the behalf of the Volleyball Federation of Serbia and Toplica Stojanović on the behalf of the Volleyball Association of Niš. Niš City Mayor Miloš Simonović said that Niš wanted to become the capital of sports events and to restore the reputation which it used to have. Niš citizens are faithful public. The City has the facilities to organize big sports events. Aleksandar Boričić, the president of Volleyball Federation of Serbia, said that Niš had

top-level sport experts and that Niš deserved one of the best positions on the sports map of Serbia and whole region. The forthcoming matches will gather the best female volleyball players. Our national team will first meet the team from Spain on June 5 and June 6 within European League Competition at Niš City Sports Hall Čair. This will be the introduction to big sports events for our national volleyball men team within World League during this summer.

WEB SERVICE FOR LOCAL REGULATIONS The City of Niš established electronic service for searching and downloading all the regulations adopted at the local level. At newly formed website, www.eservis.ni.rs/propisi, all presently valid regulations adopted by local self government could be found at this website. The respective city administration is updating the contents of these files and their classification. Local regulations are classified according to the topics which refer to all social areas. Besides the overview of the regulations, new e-service enables the reviewing the contents of the Niš City Official Gazette Issues since 1959. This e-service enables easy and fast search and finding of the needed documents. This service can be accessed via Niš City official website page E-services. This new e-service is just one in a sequence of new web services which will help citizens to find easily necessary documents related to city regulations and cut costs. The City of Niš already has electronic services for issuing documents from the city registry books and for reviewing and submitting tax applications. Further advancement of the e-government contributes significantly to effectiveness of local administration.

BATTLE ON ČEGAR 200th ANNIVERSARY The calendar of programme activities related to celebration of 200th anniversary of Čegar Battle was presented at the meeting of the organisational board constituted by the representatives of all relevant institutions.

VIDEO GAME ABOUT ČEGAR BATTLE On the occasion of celebrating 200th anniversary of the Battle on Čegar Field, Niš Tourism Organisation published the second video game edition entitled "Čegar Battle".

The City Municipality Pantelej president Slaviša Dinić, the organiser of the celebration manifestation, said that location infrastructural preparation works and the organisational preparation works were entering its final phase. The location preparation works

envisage the preparation of roads to location, the monument tower adaptation, the reconstruction of the water and sewerage infrastructure at the site, lighting and parking lots around the location. The City of Niš is supporting the preparation activities. The central celebration manifestation is planned for May 31,

2009 on the very date of Čegar battle. The celebration of this anniversary will cover about twenty different events. Niš National Theatre will stage theatrical presentation of the battle. Niš National Museum will prepare the painting exhibition. Niš National Library will organise different activities dedicated to "Čegar Anniversary in Library". Niš Culture Center will organise literary promotions of repertories, memoirs and magazines and public poetry reading. The scientific work shop dedicated to Čegar battle will be held as well. The bicycle marathon up to hill Kamenički Vis is also planned.

The game depicts whole uprising and it is divided into three parts: Photo Album, Race and Word Puzzle. This game is intended for the children and it contains 80 questions which have been recommended by eminent historians. Niš Tourist Organisation won first prize on last national tourism fair for the first edition of video games entitled Get to know Niš through Games. On the next national tourism fair, Niš Tourism Organisation will use this second video game about Čegar Battle as its promotional material hoping that this game will help all generations not to forget the facts from Serbian history.
