A jewel opens in the heart of the Southside

A FRESH appeal for information in relation to the murder of a man in Clondalkin last year has been launched. Thomas Farnan was shot dead when he opened his front door at 11 Kilcronan Close on Monday, April 25, 2016 at 11.40pm. The offender then fled the scene on foot through the Kilcronan estate and towards the Grand Canal. Last week Crimestoppers and the gardaí appealed to anyone with information on the murder to contact them. Detective Inspector Colm O’Malley of Clondalkin Garda Station said: “It’s one

Tallaght women celebrate after beating the cigarettes A GROUP of women from Tallaght are celebrating after completing a free programme called ‘We Can Quit’ which aims to help women quit smoking together. In total, 12 women from the area successfully completed the course, held in the Fettercairn Community Centre while ten others have completely quit smoking. The women commenced the free 12-week programme in February. They attended weekly group sessions and one-to-one support meetings as well as receiving 12 weeks’ of Nicotine Replacement Therapy (NRT) to the value of €450, free of charge. The programme was open to female smokers over the age of 18 and living in the Tallaght area. Rachel Burke, Community Cancer Prevention Officer at the Irish Cancer Society congratulated all of the local

I

T'S now clear that Rent Pressure Zone (RPZ) legislation needs to be properly enforced and strengthened to make sure that it protects new renters entering the market. Here at the national housing charity, Threshold, we have noted the latest Daft.ie rental price report. The research, which covers the first quarter of 2017, indicates average rent nationwide at an all-time high of €1,131. The report shows that in the same period, rents in Dublin have increased by an average 13.9 per cent year-on-year. Once again, the Daft.ie report

highlights the pressures in the private rented sector, reflecting the need to increase the supply of affordable rental homes for low- to middle-income tenants. While it is too early to draw conclusions on the effectiveness of the RPZ, it is clear that the legislation introduced in December 2016 is creating a two-tiered system between sitting and existing tenants. The legislation was intended to protect both categories of tenants and contains a provision that a new tenant, like an existing tenant, can be charged only four per cent more than a previous tenant in a Rent Pressure Zone However, we are aware of cases where this is being flouted. This includes a situation where a client was quoted close to a 30 per cent increase on the previous tenant’s rent (from €850 to €1,100) on the basis that carpet had been replaced and the property had been painted in the last year. This clearly falls foul of the 2016 legislation and the spirit of the ‘substantial refurbishment’ exemption. Separately, while the Act provides that a tenant is informed of the previous rent, there is nothing to prevent a rogue landlord misinforming a tenant. For this reason, Threshold is urgently

calling for: • Monitoring and enforcement of the 2016 legislation to be strengthened for those trying to source accommodation. • Greater awareness about tenants’ rights and landlords’ obligations under this legislation. • The introduction of a requirement that landlords must update the RTB register with every change of rent. • This register be made publicly available and searchable. This could be modelled on the Residential Property Price Register. We are aware that some prospective tenants are desperate, and those who can afford it are willing to pay above and beyond the caps. This is particularly worrying for those who cannot afford these rents, as they are simply priced out of the market. It is our experience that those who secure accommodation outside the RPZ caps are often so relieved to secure a home they are unlikely to challenge a landlord for fear of a breakdown in the relationship. This is compounded by the fact that under the Residential Tenancies Acts, a landlord can terminate a new tenancy within the first six months of its creation without any reason. If a tenant does want to challenge the rent, their only recourse is to take a case to the

Residential Tenancies Board. There are major misconceptions out there – individuals entering new tenancies do not know they have the same legal rights as existing tenants. Some landlords are capitalising on this confusion and the lack of enforcement of the legislation, particularly in this competitive market with limited supply. We believe the additional enforcement

measures we are calling for, along with a strengthening of the legislation, would help to protect low to middle income tenants.

Dublin City Architect, Ali Grehan, said the proposed design for College Green was shaped following extensive consultation with the public and stakeholders. “The clear preference was for a pedestrian and cycle friendly open space,” she said. “This College Green project is a unique opportunity for Dublin to reclaim an urban space of prime civic importance and of national and international significance.”  However, Dublin Chamber, the group which represents businesses in the city, has expressed concern over a perceived lack of clarity regarding how traffic will move around the city once the new Luas line opens later this year. The chamber, reacting to the publication of the new proposals for a pedestrian plaza on College Green, said the piecemeal approach to

traffic planning in the city was causing great concern for businesses in the city and making it difficult for firms to plan for the future. According to Graeme McQueen, Head of Public Affairs at Dublin Chamber: “The creation of a pedestrian plaza on College Green could be great for the city. However, a lot of questions remain about how College Green - and other areas of the city centre - will work in practice once the proposed changes are introduced. “Crucially, uncertainty remains as to whether the traffic which will be pushed out of College Green can be accommodated on other already congested city centre streets. “Re-imagining College Green represents an exciting opportunity for Dublin - but only if we get it right,” he added. “But, get it wrong and the consequence will be that people won't want to come in to the city centre -

neither by bus nor by car. “The council says it has done modelling work to show what impact the displacement of cars will have. This data should be made publicly available." Labour’s spokesperson for Dublin, Senator Kevin Humphreys, said the delays to the proposals for a new civic plaza at College Green were disappointing. "The decision to make an application to An Bord Pleanála for the long-expected plans for a civic plaza at College Green introduces huge uncertainty as to whether the plans will go ahead,” Senator Humphreys said. "This will also add further delays to the project, meaning it will be over two years before the work is done, should it get permission. "Dublin City Council could have pursed a Part 8 planning application which has been used for many major projects in the past.”

Appeal for information on Clondalkin murder A FRESH appeal for information in relation to the murder of a man in Clondalkin last year has been launched. Thomas Farnan was shot dead when he opened his front door at 11 Kilcronan Close on Monday, April 25, 2016 at 11.40pm. The offender then fled the scene on foot through the Kilcronan estate and towards the Grand Canal. Last week Crimestoppers and the gardaí appealed to anyone with information on the murder to contact them. Detective Inspector Colm O’Malley of Clondalkin Garda Station said: “It’s one year since Thomas was murdered and we are appealing for anyone with information to come forward. “I genuinely believe that members of the public have information in relation to the murder and I am asking these individuals to come forward. “With the passage of time they may now wish to provide informa-

It has been reported that wrestling star Hulk Hogan has been offered a major deal to take part in the next series of ‘Celebrity Big Brother’. Channel 5 bosses want him to shake things up and have offered him their biggest ever pay cheque. Hulk’s no stranger to reality TV, having already starred in his own show ‘Hogan Knows Best’. Hogan in the jungle…how cool would that be? They’re famous for their hit ‘80s track ‘Red, Red, Wine’, but now UB40 are hoping to have success with their own alcoholic beverages too. The band, featuring Ali Campbell, Astro and Mickey Virtue, have created their own red wine which is set to go on sale shortly. I’ll be buying some of that! The legendary David Attenborough has celebrated his 91st birthday. He has shown no signs of slowing down and is working on a new TV series at the moment. Although he’s been making programmes about nature for more than 60 years, David says there will always be things he wants to explore. Emma Watson has picked up the first-ever genderless acting award at the MTV Movie and TV Awards in LA. She saw off competition from Hugh Jackman and James McAvoy as women went head-to-head with men in the Best Actor in a Movie category. Emma won the award for her portrayal of Belle in the live action remake of Disney’s ‘Beauty and The Beast’. And finally, ‘Strictly Come Dancing’ professional dancer Natalie Lowe is quitting the show. After seven years, she has decided not to return later this year, explaining that it’s with a heavy heart she’s arrived at this decision. Known as the ‘Nibbies’, the awards recognise the best independent bookshop in Ireland and the UK. This is the first time that the bookshop has won the overall title, having previously claimed the regional award in 2015, 2012, and 2011. Sponsors Gardners Books presented the bookshop with a cheque for £5,000 to be invested in the day-to-day running of the shop or in potential improvements. Shop owner Bob Johnston said: “Thank you to all our customers and to all the people who buy books from independent bookshops. “You make us what we are and you make our high street diverse.”

Record-breaking turnout for walk DARKNESS into Light, Pieta House’s flagship awareness walk/run, saw a record-breaking number of participants this year. Well in excess of 150,000 people took part in the various events staged all over Ireland, north and south, and across the world over the weekend of May 6 and 7. Now in its ninth year, Darkness Into Light (DIL) – supported by Electric Ireland – started in the early hours of Saturday at 4.15am. The first event kicked off in New Zealand, before spreading across the world, ending in Vancouver and San Francisco. Pieta House CEO, Brian Higgins said the Southside charity was overwhelmed by the support for Darkness Into Light across the world this year. “I took part in the event in Skerries but from Sydney to Strabane and from Seoul to San Francisco, it’s just incredible to see those images of people waking up and walking with us in this movement against suicide,” he said. “I want to thank each and ev-

ery one of the DIL committees throughout the country and abroad, as well as all the communities involved and the local businesses for their unstinting support of Darkness into Light. “The generosity of people who support Pieta House is incredible,” he added. “We had our biggest ever year in terms of engaging people across Ireland and all over the world and it was fantastic to see our Taoiseach Enda Kenny joining Darkness Into Light in Toronto.” Speaking on two separate video posts from the Canadian city, the Taoiseach said it was a very special occasion “to be here before dawn breaks by Lake Ontario, walking for Pieta House”. “I’m joined here by a thousand people who are walking from Darkness Into Light for Pieta House,” he said. “I would say to you – wherever you are Irish or not, all over the world, to support what Pieta House is doing because mental health challenges do not know any borders or boundaries and they affect every family sooner or later.

“I’m privileged and proud as Taoiseach of our country to walk with these 1,000 people here in Toronto this morning.” However, the founder of Pieta House has hit out at Enda Kenny for taking part in Darkness Into Light but not increasing mental health funding. Joan Freeman said she is surprised that the Taoiseach had “the neck” to take part, when funding for the area has remained static. Ms Freeman launched DIL Phoenix Park, where the very first event took place in 2009. More than 10,000 participants registered for the venue this year, compared to 400 eight years ago. One participant in park posted: “Magnificent turn out in Phoenix Park to remember those gone before us in this terrible darkness , and to give hope to everyone.” Minister of State for Mental Health and Older People Helen McEntee took part in Navan, while Pieta House ambassadors including Dublin All-Ireland winner Paul Flynn, celebrity chef Derry Clarke, rugby player Hannah Tyrrell and actress Rachel Pilkington

So if you weren’t walking this morning, why not?” Since it began in one venue - the Phoenix Park in Dublin in 2009 – Darkness Into Light has grown into a global movement against suicide. Funds raised help to keep Pieta House counselling services free to those in suicidal crisis, people who engage in self-harm and those bereaved by suicide. In Ireland, almost 500 people die by suicide each year; that’s 10 deaths per week.

Pieta House and Electric Ireland have asked the people of Ireland to wake up to this alarming issue.   This is the fifth year that Electric Ireland has been the major sponsor for Darkness into Light. Is this the first Tesla EV to travel across the High Atlas of Morocco? Grattan Healy

I

’M one of the lucky few who already has a Tesla Model S here in Ireland. It’s a great car with extensive range that enables me to charge at home, drive around all day, regularly crossing the country, while charging up here and there. Driving an EV around Ireland is really easy given the public charging infrastructure here. The ease of living with a Model S led me to consider what might be possible further afield. First Tesla across the High Atlas of Morocco perhaps? We love a good road trip and had previously driven as far as Marrakech in a petrol-fueled Audi Allroad. After that trip, we were keen to go further and get across the High Atlas to the next large town of Ouarzazate, 200km further on to explore the “other Morocco”. It seemed like the perfect trip for my

Model S. While we planned thoroughly to take as much risk out of the trip, we left enough loose ends in order to at least have some adventure. Considering you can charge from almost any power source with the Model S and there are probably more electrical sockets in Morocco than petrol stations, we just needed to make sure we had the right equipment to be able to charge. I only require a Type 2 cable to charge my car in Ireland, although we also  carry a Tesla adaptor for the faster CHAdeMO chargers; after some research, we got the necessary  adaptors and cables from Tesla to use along the way. We chose the route down through the UK, onto the Chunnel, through central France and along the East coast of Spain, based on the extensive network of Tesla superchargers there, which is continually growing. Indeed the Cullar station near Granada was opened not long before our trip, getting us almost within reach of the ferries from Algeciras or Tarifa.

We also charged up on the Tesla Destination Chargers located at the fine Vincci Hotels in both Malaga and Marbella. Our route took us through Tangier and then continued on to Casablanca for our next stop, ahead of arriving at Marrakech, with more than 'half-a-tank' still in store. The Movenpick Hotel in Marrakech has a commando socket set up, and the hotel very kindly arranged an adaptor for us. So having enjoyed a few days in Marrakech and filled our tank to the brim, as it were, we headed for the High Atlas. We crawled along to the foothills and then up the twisting road to the Tizi n'Tichka pass at 2,260 metres, which is around half-way to Ouarzazate. That first half of the journey used 40 per cent of our battery, so we were at least confident of reaching Ouarzazate. We had of course anticipated that the descent would use very little battery, and indeed it only took a further eight per cent to reach the Berbere Palace

Having celebrated New Year at the hotel in style with Moroccan artists, we finally headed back across the Atlas to Marrakech on January 1 and followed the same route back to Spain. We took a further detour to the

Algarve to visit family and then charged up at the facilities at the NH Casino in Badajoz, which were great. All along the way our magnificent Tesla Model S gave us not one moment of trouble, not even a puncture. It may well have been the first electric vehicle to cross the High Atlas, and brought us all the way back to Ireland, all 9,500km at minimal cost.

Aoife Ni Chuanaigh, a student at Colaiste Ghlor na Mara in Balbriggan, won a Special Merit award in the Intermediate category for her book, ‘Make Every Step Count’. The Local Enterprise Office-run Student Enterprise Programme started in 2003 and more than 150,000 secondary school students have taken part over the last 15 years, researching and setting up their own businesses. This year’s programme attracted 22,000 student participants from 620 secondary schools around the country.

The year-long programme helps each student to gain the skills and practical knowledge of running a real-life business. A total of 200 teenage entrepreneurs, aged between 13 and 18 and from 77 different enterprises, competed at this year’s National Final, with every county and Local Enterprise Office represented. Congratulating the local students on their award win, Oisin Geoghegan, Head of Enterprise with Fingal County Council, said: “I am delighted that once again one of our Fingal schools has been recognised with a national award this year. “We had three great entrants this year and they all did exceptionally well at the judging process at National level.”

MINISTER for Jobs, Enterprise and Innovation, Mary Mitchell O’Connor, has published the findings of a survey of 1,045 SME business owners that sought their views on Brexit. The survey, conducted in January by Behaviour & Attitudes, set out a number of actions being developed to support SMEs in responding to the challenges of Brexit. Minister Mitchell O’Connor said: “While the survey results are of a point in time,

the findings have helped inform the deliberations of my Department in considering what additional steps may need to be taken to support SMEs impacted by Brexit. “Extensive engagement has also been undertaken with stakeholders including the Local Enterprise Offices, Enterprise Ireland, individual businesses and business representative bodies.” Minister Mitchell O’Connor said Brexit is an ongoing issue and she is conscious

that the environment may change as the Brexit negotiations develop. “I will continue to listen to the business community and to develop appropriate policy responses to help them in addressing the challenges of Brexit,” she added. The survey indicated that 49 per cent of companies had experienced no impact on their business from Brexit, and a further 15 per cent had experienced minimal impact.

AFRICA DAY

A Ring of Hope Concert promises great entertainment at 8pm this Sunday, May 21, at Our Lady of Consolation Church, Donnycarney.

Irish Aid’s flagship Africa Day event will take place in the grounds of Farmleigh Estate in Phoenix Park this Sunday, May 21.

All proceeds are in aid of Brother Kevin’s Capuchin Day Centre for the Homeless. Tickets cost €10, contact Harry Browne on 086-2133399 or Fr John Ennis on 086-3027430. The concert will feature the Kells Silver Band, the Garda Male Voice Choir, Antoinette Heery, 4 in a Bar Barbershop Quartet and the High Hopes Choir.

The free event, which celebrates its 10th anniversary this year, will run from 11am to 6pm. It will feature free public performances by well-known African and Irish musicians, children’s entertainment, traditional African drumming and dance workshops and cultural performances. Dublin Bus will provide a free shuttle-bus service from the Heuston Bridge/Parkgate Street bus stop into the Phoenix Park from 11am to 6pm. From the Archives We take a look back at extracts from old newspapers to see what was in the news this month from years gone by

▪▪ The Main Street, Swords, c. 1910. Swords is the most ancient town in County Dublin and has its origin in an extensive abbey founded by St Columcille around 560. The first abbot was St Fionan Lobar and under his leadership Swords became a treatment centre for leprosy. The monastery was the overnight resting place for the bodies of Brian Boru and his son Murtagh after the Battle of Clontarf before they were taken on to Armagh for burial. In 1910, the town consisted of one wide street about a mile in length. The castle can be seen on the left at the far end of the street. The grocery shop on the left is owned by John Coleman.
