runs out of Scheme to support Council money to restore Northside families vacant houses NORTHSIDE families are set to benefit from significant Government supports following the official launch of the National Childcare Scheme last week. Under the scheme families can now apply for subsidies which can then be used with any participating, Tusla registered, early learning and care and school age childcare service, including Tusla registered childminders. Just three weeks after applications to the scheme opened online, a total of 2,504 awards have been issued to families in Dublin. Senator Catherine Noone (FG) welcomed the news. “My colleague and Minister for Children and Youth Affairs, Katherine Zappone TD noted that ‘nearly 12,000 applications, relating to over 17,000 children, had already been successfully

support for children and families across Ireland. "Next year we will spend â‚Ź624 million on childcare. Today over 175,000 children across our country are benefiting from Government childcare initiatives.â€? Dublin Fingal TD Alan Farrell (FG) has also welcomed the official launch of the scheme and is encouraging all parents in Fingal to apply directly for subsidies to meet the cost of quality early learning and care and school age childcare at www.ncs.gov.ie “Additional funding provided under Budget 2019 ensures that an estimated 7,500 additional children will benefit from the scheme, with over 40,000 other children, already eligible,

seeing increases to their subsidies,â€? said Deputy Farrell. “Income based subsidies are available to families with reckonable household incomes of up to â‚Ź60,000 which can translate into as much as over â‚Ź90,000 gross for families in certain specific circumstances.â€? Speaking at the official launch of the scheme, Minister Zappone said: “This is a landmark moment for children and families in Ireland. Through the National Childcare Scheme, families have the first ever statutory entitlement to financial support towards the cost of childcare. “The scheme is our pathway to quality, accessible, affordable early learning and care and school age childcare.â€?

percent increase on 2018. This increased efficiency was achieved as a result of an improved Contractors’ Framework which was introduced in late 2018, and improvements to the management of the voids’ programme. Dublin City Council receives approximately 45 percent of the funding for these refurbishments from the Department of Housing, Planning and Local Government and is co-funded by the EU’s European Regional Development Fund. The Dublin City Council budget for this work in 2019 was â‚Ź18 million with â‚Ź8 million recouped from the Department of Housing, Planning and Local Government. “Because of the improved efficiency of the Contractors’ Programme in 2019 it became clear in October that the â‚Ź10 million nett provision would be exceeded well before the end of the year if the programme continued at the same pace,â€? a spokesperson for Dublin City Council told Northside People. As a result, the programme has been slowed down until the budget provisions for 2020 take effect and the

Cllr Alison Gilliland (Lab)

voids’ programme will be re-started fully from January 2020. While the city council said that refurbishments have not been halted because of any deficit from the Department of Housing, Planning and Local Government, Cllr Gilliland, who represents the Artane-Whitehall Local Electoral Area (LEA), said the Government should be providing funding to ensure that refurbishment works are not stopped. “It’s incredible that the Department of Housing, Planning and Local Government and the Minister (Eoghan Murphy) aren’t more on top of ensuring that there is no

shortfall in funding for void refurbishments given the current crisis and ever increasing homeless family figures, she said. “It’s also incredible that the Department only funds just over half the costs of Dublin City Council void refurbishments instead of the full cost. “This proves that money is an issue when it comes to putting a safe, secure roof over the heads of our most vulnerable. The Department of Housing, Planning and Local Government were unavailable for comment at the time of going to press.

White-water centre plan is worthy of our support Questions have been raised about whether the money could be put to better use, particularly in light of the ongoing homelessness crisis. While Editor this is a legitimate concern, the truth Dublin People Group is that we would never get anything t.mccullagh@dublinpeople.com done if we applied this logic to every project that came before a local authority. As we have learned, the THE white-water rafting centre planned for George’s Dock in Dublin housing shortage is a multi-layered is certainly impressive in terms of its problem that won’t be solved by simply throwing extra money at it. scale and ambition. Aside from its responsibility as Dublin city councillors recently approved the proposal, which will see a housing authority, Dublin City Council also has a remit to provide a world-class facility developed for water sports and emergency training and manage public amenities, be they parks or sporting facilities. The in the heart of the IFSC. Estimated costs for the project are in the region development of a state-of-the-art of €22 million, which will come from white-water rafting centre would potentially have economic benefits a combination of grants and council for the city through increased funding.

How the white-water centre would look at George’s Dock. SOURCE: DUBLIN CITY COUNCIL tourism. And while this particular site has previously hosted beer festivals and Christmas markets, when left unused it is one of the last remaining eyesores of Dublin’s docklands. For kayakers in Ireland, it would be a godsend. In my younger days, I participated in this wonderful sport where I forged lifelong friendships and had some unforgettable experiences, the pinnacle of which was completing the Liffey Descent. Some of those I started out with as a novice became extremely accomplished paddlers and went on to run some very challenging rivers at home and abroad. The truth is that Dublin is limited if you want to develop as a kayaker.

Sluice weir at Lucan is probably as extreme as it gets – and that’s only when there is a water release or heavy rainfall. It can be pretty crowded up there at times and, when at low levels, the quality of water on the Liffey is not for the squeamish. There are some popular rivers for kayaking in Wicklow but, again, they are weather-dependent and trips require a lot of driving if you are Dublin-based. Kayakers spend a lot of their time tracking rainfall forecasts before putting a boat on the roof of their car. In summer, when the rivers in Ireland are reduced to a trickle, they head off to places like the French Alps for decent white-water levels.

The facility planned for George’s Dock would give paddlers of all the levels the ability to hone their skills on a year-round basis. Crucially, it also has the support of Dublin Fire Brigade who have fully endorsed the project and plan to use it for rescue training exercises. I have some reservations about the location. Traffic congestion along the quays is a nightmare as it is and there is limited parking in the vicinity of George’s Dock. If kayakers wish to use their own boats at the facility, they certainly won’t be bringing them on board the Luas. Putting these misgivings aside, however, I still believe that this is a plan worthy of public and political support.

LIAM Ó DROMA DENTIST Patients with full upper and lower dentures will be pleased to hear that there is now a relatively easy option they may wish to consider, changing to fixed in bridgework, using a revolutionary new implant system using compressive and Basal bone implants inserted using the Minimally Invasive Implantation Insertion (MIMI) surgical technique. The system is suitable for most patients. Because of the means of their fixation, immediate fixation is enabled, meaning that they can be “loaded” straight away, so that the waiting period is minimised, usually only the period for the dental lab fabrication procedure before the final prosthesis is fitted. In the interim period a fixed in provisional prosthesis can be provided on the day the implants are inserted. The cost of this Implant system is about €10,000 for both the upper and lower jaw, usually based on 10 to 8 implants in the upper and about 8 in the lower. All treatments are eligible for a Med 2 tax refund which means you are entitled to a refund of 20% of the total treatment. Should you wish to appraise yourself of all the other services our Clinic offers, please visit our website at www.orthocosmetics.ie As with all such dental speciality queries at our centre, your initial consultation for such proposed treatment is complimentary. If you have any queries or would like to book a consultation, please contact us at 01 8395254, 087 6190814 or lod@orthocosmetics.ie We look forward to helping you.

Funding boost for Skerries SKERRIES and the Dublin Docklands are to receive funding as part of a National Tourism Development Authority initiative. Every county in Ireland will be allocated significant funding by Fáilte Ireland to develop the tourism potential of their ‘destination towns’. The funding has been allocated through the Local Authorities as part of the €15.5 million ‘Destination Towns’ initiative. Up to €500,000 per local authority will be allocated in two rounds by Fáilte Ireland to boost the attractiveness and

tourism appeal of towns nationwide. Fingal County Council and Dublin City Council are to receive funding for Skerries and the Dublin Docklands respectively. Speaking at the launch, Minister of State for Tourism and Sport, Brendan Griffin TD, said: “The investment awarded to the towns across Ireland reinforces the Government and Fáilte Ireland’s commitment to growing the tourism sector and the benefits it brings to regions throughout Ireland. “I’m delighted to see Fáilte Ireland and

the Local Authorities continuing to work handin-glove to ensure towns nationwide can fulfil their tourism potential.” Dublin Fingal TD Alan Farrell (FG) welcomed the funding for Skerries. “I am very pleased to see Skerries receive this funding to help drive tourism locally,” he said. “Fáilte Ireland research consistently shows that attractive towns and cities are key motivators for overseas holidaymakers coming to Ireland. “With this in mind the new scheme will provide funding to Fingal County Council to enhance public spaces such as squares,

Skerries Harbour. FILE PHOTO streetscapes and markets in a way that will engage tourists and enhance their experience in key towns. “This could include spaces for food and craft markets, areas for town centre events, public art displays as well as orientation and signage to help visitors explore a town’s local heritage.“ Dublin Fingal TD

Darragh O’Brien (FF) also welcomed news of the funding for Skerries. “The €400,000 investment will see the development of a cultural and heritage walking trail through Skerries town which will hope to increase visitor numbers to the town,” said Deputy O’Brien. “The main aim of the

project is to increase tourism in the area and use well-known heritage spots close to the town. “Increased visitors to the area will have an overall positive impact of local business and trade so this is much welcomed news for everyone in the locality. “The funding will be used to boost tourist

numbers in the region and will see special attention paid to the telling of the Martello Towers’ story and their significance to the coastline. “The heritage walks when completed will be a welcome addition to the area and hopefully will lead to greater levels of tourists visiting the region.”

wheeled out to public FINGAL County Council, in partnership with Local Link and GoCar, have launched the a pilot community car service. The ‘Community Car’ service, launched on South Strand, Skerries, is the first of its kind to be implemented by a local authority in Ireland. It is now operational in the Howth and Skerries areas. Two electric vehicles have been provided for this pilot initiative which recognises the council’s commitment to Climate Change Action. Since its inception, there has been a very positive uptake from volunteer drivers in both Skerries and Howth who are happy to give up their time to help those in need in their communities. Local community travel is a lifeline for many people who do not drive, allowing them to get out and about, access local amenities and stay part of the local community. The Rural Transport Programmes mission statement is: “To provide a quality nationwide community based public transport system in rural Ireland which responds to local needs” and key priorities continue to

include addressing rural social exclusion and the integration of rural transport services with other public transport services. The service also aims to assist those with mobility issues in attending hospital or health appointments and also social activities. Louise Edmonds,

Programme Manager for Fingal Age Friendly, said: “Age Friendly Fingal are delighted to work with Skerries Age Friendly Town committee in addressing some of the transportation needs of people in their area.” Miriam McKenna, from Local Link, and Colm Brady, managing director of Europcar

Mobility Group Ireland, said they were very excited to be involved in the initiative. Mayor of Fingal Cllr Eoghan O’Brien said the service will be invaluable to local residents with mobility issues and is a real positive step forward by the council in partnership with Local Link and Go Car.

Decline in airport passenger numbers for November MORE than 2.2 million passengers were welcomed at Dublin Airport last month, a 1 percent decrease when compared to November 2018. This is the first monthly drop in passenger numbers since March 2014. The airport said

the decline in passenger numbers was due to airlines withdrawing services or reducing capacity on their existing route network to and from Dublin during the winter. Passenger numbers declined on all route sectors in November except Europe, which

recorded a 2 percent increase as almost 1.1 million passengers travelled to and from European destinations during the month. Almost 833,000 passengers travelled to and from UK destinations in November, which was a 2 percent decrease when

The prestigious accolade, which is awarded by The Wheel, the national association of charities, celebrates the positive impact of Ireland’s top charities and promotes best practice in the non-profit sector. St Francis Hospice

Dublin provides a specialist palliative care service for the people of North Dublin. It is a voluntary organisation under the care of the Daughters of Charity of St Vincent de Paul. Some of the services provided are: Community Palliative Care, Hospice Day Care, Inpatient Units, Outpatient Services and Bereavement Care. Last year, St Francis Hospice Dublin cared for more than 1,700 patients and their families.

The hospice provides care to people with lifelimiting illnesses both in their own homes and in the two hospice facilities located in Raheny and Blanchardstown. This care is provided free of charge by a multidisciplinary team of staff and volunteers. Ninety-nine charities from across Ireland were nominated for the Charity Impact Awards, and St Francis Hospice Dublin was among just 25 shortlisted for an award in one of six categories.

Film Review 

Little Women returns to the big screen LET’S face it, if ‘Little Women’ was written today, its small story wouldn’t get published. Scratch that, it would probably be self published, and yet like the other mid-19th century tale (‘A Christmas Carol’) whose Gate revival we reviewed recently, it’s a property that continues to run and run. In this latest incarnation of the life of four sisters growing up in New England, Director Greta Gerwig has assembled a strong cast that includes Saoirse Ronan, Emma Watson, Meryl Streep and Timothee Chalamet, and they all perform superbly. The film looks great on screen with impressive set design and rich landscapes. Lovers of the Jane Austin type period drama will lap up the costumes and romance, but if you like your storyline with more meat, you may be left chewing your popcorn box. This certainly does what it says on the 19th century tin, and fans will love it. We award it a review score of four little stars.  ‘Spies in Disguise’ is a family animation adventure which follows super spy Lance Sterling (Will Smith), who goes deep undercover when

he’s inadvertently transformed into a furry animal. It’s from the same studio that brought you ‘Ice Age’ and ‘Rio’, and although not as funny as its predecessors, Smith and writer Brad Copeland (‘Ferdinand’) do provide enough amusing moments to make this one a family pick over the holiday period. ‘Long Day’s Journey Into Night’ is unrelated to the Eugene O’Neill play, and tells the story of a Chinese man who returns to his hometown to look for the woman he once loved. It’s a visually impressive piece that wanders in and out of dream like states, and asks that you put on 3D glasses for the final hour (that may be a first!). If you can figure out what’s going on, you’ll find this indie offering a thoughtful meditative treat.   Other movies out over the Christmas period are ‘Cats’, the cinematic adaptation of the smash hit stage musical from Andrew Lloyd Webber, and the critic proof ‘Star Wars: The Rise of Skywalker’, the Disney franchise that just keeps on giving.

Enjoying the pleasure of the drive in the automatic Qashqai Seán Creedon MANY Irish people don’t have any fond memories of former British Prime Minister Margaret Thatcher. Maggie will always be remembered for her ‘Out, Out, Out’ remarks 35 years ago when, after an Anglo-Irish summit, she reiterated that Northern Ireland was part of the UK. However, Mrs Thatcher did us all a favour in a roundabout way. In the eighties her Government sold Britain as a ‘gateway to Europe.’ She backed her friend Norman Tebbitt in a dispute with Chancellor Nigel Lawson over tax breaks for inward investment to the UK. Mrs T kept the promise she made to Nissan and sold the Japanese company the 80-acre

Usworth airfield site near Sunderland at agricultural prices. The Sunderland plant has been a major success story and we can only speculate what will happen when Brexit is achieved. We are told that 85 per cent of the five million parts Nissan use in the North of England every day, have to be imported from mainland Europe. For now the success of Nissan in Sunderland has meant thousands of satisfied Irish customers who purchased cars like the Juke, Leaf or Qashqai. Production of the Micra has moved to France, while the X-Trail is now made in Japan. I was lucky enough to visit the Sunderland plant a few years back and it was fascinating to see a combination of robots and humans produce a new car every 61 seconds.

The most successful output from the Sunderland plant has been the Qashqai. First launched in 2007, there was a face-lift in 2009 and the second generation came in 2014. The third generation is expected in the spring of 2020. Recently Nissan introduced a 1.3-litre petrol version of the Qashqai and last week I drove an automatic version of the car. It was my first time to drive an automatic version of a Qashqai and not having to change the gears just added to the pleasure of the drive. There is less road noise and the good news is that it has a proper spare wheel. Nissan has added what they call an ‘Intelligent Driving’ system plus a few styling updates, from a robust front grille and bonnet design to luxurious new seats.

Having fun in a Cosy Camper Joe Rayfus WALT Disney once said that growing old was mandatory but that growing up was optional. And whilst I’m still only a pup compared to some of my peers, I’ve certainly

got more grey hairs now, than I had, when I first started writing about cars. The motor industry is an ever-changing beast and every day is an education in itself. Nothing stays still for long. Cars are close to driving themselves and

the internal combustion engine is quickly being replaced by the electric motor. Cars are becoming more efficient, more reliable, safer and more comfortable. Only for the fact that they’re also

On occasion that I’m collecting a campervan I really get the giggles!

getting more expensive, my father would be happy! Despite the couple of extra lines on my forehead and a sudden recent spurt in “ear hair”, I don’t feel old. Each week I still smirk with the same

boyish excitement at the thoughts of testing a new car, though admittedly some weeks more so than others. It’s those Mondays were a turbocharged hot-hatch or a high-end luxury cruiser awaits. But on occasion that I’m collecting a campervan that I really get the giggles! Whilst that could be perceived as an acceptance of growing old, it’s actually anything but. For some, a campervan may go hand in hand with retirement. The laid-back trips to France to stock up on wine and subsequent summer evenings spent slipping it on a Wexford campsite may well gratify some campervan owners but it’s the sense of freedom and adventure that nabs me. I recently took loan of a Renault Trafic campervan from the guys at Cosy Campers for a couple of days. This camper was built on the LWB 1.6 twin turbo – super efficent with 125bhp and a 6 speed manual gearbox.

Unsurprisingly, it’s just like driving a regular Trafic van. The ride is assured, with a very comfortable driving position and good all-round visibility. Nothing much changes in the cabin. It’s still very much a workplace environment with durable tough plastics throughout but that’s to be expected. It’s everywhere else that the transformations take place. Firstly, the roof has been removed and replaced with a Reimo Superflat Elevating Roof system. The pop-up roof not only allows the in the inclusion of a double bed up top but also allows for standing height in the rear of the camper. I can’t stress just how valuable this standing room is. I previously tested a couple of VW California’s and while they also included a pop-up roof feature it was solely for the bed function and I was left stooping for the weekend. The rear bench utilises

the Reimo’s Variotec seat system, increasing the rear seating capacity to 3, but this Reimo 3000 seat also slides on its own rail system. This allows multiple locking/driving positions for rear passengers, giving space where you need it when you need it. What’s more it folds flat giving you a second double bed and in doing so extends the sleeping capacity to four. It’s a surprisingly comfortable sleep at that. If you can manage to clamber up to the top bed, naturally it wasn’t an issue for a young fella like me, it’s certainly worth it because you won’t have to rejig the bench configurement. It’s all very clever stuff and every square inch of the Trafic camper is utilised in one way or another. There’s a sink with hot and cold water, thanks to the inbuilt pump system and it is all controlled by the Diesel Autoterm heater.

This Kia has got Soul WHEN looking to buy a new car, most people would have set criteria which any car must meet in order for them to consider it. The obvious one will be price, but it could be that they want an SUV, maybe they need a big boot or even that the car comes with a spare wheel. Setting criteria and sticking to it, helps us ensure that we end up buying a car that ultimately, we’re happy with. But did you ever think to consider a cars ‘personality’? Or rather if it has one at all? At the launch of every new car and littered throughout every press release which I receive, manufacturer’s and their PR teams use highly emotive words when talking about their latest product. Adjectives such as confident, aggressive and youthful are frequently used. It’s their way of expressing the character of their car and by doing

so, hopefully putting it on the radar of their target market. Character and charm, however, are not quite the same as personality. With its boxy urban crossover styling, the Kia Soul has always had undeniable character but now with this latest version only available with an electric powertrain; could Kia be at risk of dulling down its character or will this new lease of life allow the Soul to develop a personality of its own? Firstly, every exterior panel on the e-Soul is new and yet it remains instantly recognisable by staying true to its boxy origins; even though it’s clearly bigger than the old model. The narrow headlights and trapezoidal grille give it a distinctive modern look and at the back the LED lights wrap around the rear window making for one of the most unique lighting signatures on the road. The e-Soul is available

in a choice of seven single-tone paint finishes and seven two-tone combinations, mixing bright body colours with metallic shades for the roof and door mirror caps. It is finished with a unique five-spoke 17-inch alloy wheel design which as is the case for every EV, are more about function rather than style. The overall design of the e-Soul won’t be to everyone’s taste but I really like it. Since the Soul’s inception, Kia has always stated that music has been an overarching theme behind the design of its cabin Regardless of whatever it was that inspired it’s designers, it certainly worked. With its high roof, the inside of the e-Soul feels airy and spacious. Available in two trim levels, I test drove the entry level K2. It features the newest version of Kia’s infotainment system, with

a bright 10.3 inch central touchscreen. Even in this, its most basic guise the cabin is full of quality, soft-touch materials and all the latest technology. It’s sibling - the e-Niro, is an improvement on the Hyundai Kona’s interior but then e-Soul goes further making the Kona’s cabin look and feel cheap. Unlike the e-Niro, the e-Soul is only available with the long range 64kWh battery which gives it an impressive range of up to 452km. Equipped with a 150 kW electric motor, it produces 201bhp and 395Nm of torque and has a 0-100kmph time of 7.6sec, even though it feels much quicker! The e-Soul is fitted with a range of energyrecuperation technologies to maximise driving range. This includes Kia’s energy efficient heat pump system, which scavenges waste heat from the car’s coolant system. The Kia’s regenerative

braking system is operated by paddle shifters behind the steering wheel. The drivers can choose from five regenerative braking levels depending on the level of energy recuperation they desire from the brakes. The system’s ‘single pedal’ driving mode also allows the car to harvest the maximum amount of energy from its brakes, and even enables the driver to bring the car to a gentle halt without necessarily needing to push the brake pedal. When you do need to recharge on the go, the e-Soul is equipped with a CCS DC fast charger enabling the cars battery pack to be recharged from in just 42 minutes on a 100 kW DC fast-charger. For home charging it is equipped with a Type 2 connection. That’s all well and good but what’s the verdict you may ask? Line it up against the competition and there isn’t another EV under €50k to touch it.

The Kia Soul has always had undeniable character. With its high-quality cabin, the e-Soul is one of the few EV’s that deliver the levels of comfort and technology you’d expect for its price tag. Its range is up there with the best of them too and it offers a fun, enjoyable driving experience. It’s looks may be

divisive, but I love them. This EV doesn’t just have a great personality, it’s got a soul! The e-Soul is priced from €35,995 and like all Kia models, the new e-Soul comes with a 7-Year, 150,000-kilometre warranty, which also covers the electric motor.

Dress the table for dinner for Christmas Day THE festive season may be a time for tradition but there is never just one way to decorate your Christmas dining table. With just a few simple touches you can achieve a contemporary look while remaining true to the classic spirit of the festive feast. Leading interior design house Neptune know a thing or two about creating an enchanting Christmas dining table which gets the balance just right. candlesticks add height while smaller pillar candles and tealights create a more magical and intimate scene. One tip is to think about is to use glass candlesticks. Placed in front of a vase or other object, the glass almost melts away, so from a distance your candles look like they are floating. And then there are fairy lights, a sprinkling of soft white fairy lights adorning the centrepiece will bring a truly festive feel to any

table. If you are feeling adventurous, creating decorations that hang above the table is another way to give your tabletop a contemporary touch. As long as you are happy to have two or three hooks in your ceiling you can take them down afterwards - then it is not too difficult to set up. Paper pinwheels are a fun, festive decoration to make, particularly with children who tend to love them.

Boats line up for Liffey challenge AN event took place on the River Liffey which challenged teams rowing 40 skiffs, kayaks, canoes and currachs to exceed a 1,000km target in eight hours. Dragon Boats from the Plurabelle Paddlers and the Dublin Viking Dragon boats created a great spectacle with their drummers beating out the stroke rate for ‘All In A Row 2019’. Phoenix Rowing Club from the western side of the Liffey joined with rowers from St Patrick’s, Stella Maris and East Wall Water Sports Rowing

Clubs on the east side, together with teams from Cork, Belfast, Rush, Skerries, Arklow, Carlow, Greystones, Drogheda and Dalkey to raise funds for RNLI Lifeboats and the Irish Underwater Search and Recovery Unit. The Skipper of the Lagan Currach, at 10 metres/33ft long and weighing one ton, said: “It was a bit of a tight squeeze. Apparently O'Connell Bridge is as wide as it is long. “The tunnel under it seemed to go on forever, or maybe it's just the claustrophobia speaking!”
