Where is Mint Hill?

Mint Hill sits just east of the North Carolinas largest city, Charlotte and is located along the eastern border of Mecklenburg County in the Piedmont section of the state. Residents are fortunate to be able to tap into nearby big-city amenities while living in a small town with charm and beauty. Mint Hill’s location is made even more attractive by the ease of getting around efficiently. Access to Mint Hill is made easy by NC 51 which travels through the center of the town as well as easy access to the major interstate systems of I-485, I-85 and I-77.

AIRPORTS There are four airports located within a 20 mile radius of Mint Hill. The largest Charlotte Douglas International Airport services travel throughout the world. The Wilgrove Air Park is located approximately two miles north of Mint Hill. CARL J. McEWEN HISTORIC VILLAGE The Carl J. McEwen Historic Village is a true destination for history enthusiasts. Visitors come to the historic village to see and experience what life was like more than 100 years ago in Mint Hill. Historical exhibits include artifacts from the town’s past. Walk through this turn-of-the-century village of restored buildings such as a country doctor’s office, country store, one room schoolhouse, gold assay office, blacksmith shop, woodwright shop, and various other buildings. NC KOREAN WAR MEMORIAL The North Carolina Korean War Veterans Memorial is one of a kind. Both parks maintain athletic fields for organized and free-play sports, facilities for residents to engage in physical activities and serve as host site for family-friendly events. www.minthill.com

The nature trail is planted with a wide range of plants and trees native to this part of the NC and a variety of bird can be seen for those who enjoy bird-watching.

VETERANS MEMORIAL PARK 8850 Fairview Road | Mint Hill, NC 28227 This 50+ acres park includes something for everyone. There are two soccer fields surrounded by an asphalt bike/roller blade path. The park has attracted the interest of many soccer players throughout the area. Other amenities include three volleyball courts; one softball

field, two lighted tennis courts; two non-lighted courts; natural walking trail that circles the perimeter of the park; several large and small picnic areas; and a large variety of playground equipment to entertain children. Three tennis courts, the softball field and Shelter #1 can be reserved.

MINT HILL ATHLETIC ASSOCIATION If you want to show your team spirit, go to one of the many local sporting events held throughout the year. The Mint Hill Athletic Association offers athletic opportunities for local kids ages 4-16 including baseball, basketball, cheerleading, football, soccer, and softball. From grade school to high school there are numerous sports teams to cheer on to victory. These programs are lighting up the scoreboards. www.mhaa.us


STEVEN’S CREEK NATURE PRESERVE

A 280 acre nature preserve is coming to Mint Hill. Once completed, visitors will be able to lose themselves in the tranquil scenery of rich forest, flora and fauna. The $7.2 million nature preserve will boast a 12,000 square foot Visitor Center building that will provide nature-based programs and education. Located just inside the I-485 outer belt, the entrance will be along Thompson Road. Stevens Creek flows through the nature preserve and into Goose Creek. Goose Creek provides habitat for a rare, federally endangered mussel known as the Carolina Heelsplitter. This nature preserve will be made possible because of Mecklenburg County’s 2008 Parks Bond Package. Funding for the project is entirely provided by the county. This will be the 4th regional nature preserve and will serve the Southeast portion of the county.

CAROLINA PANTHERS National Football League www.panthers.com The Panthers began play in 1995 as one of two expansion teams to begin play that year. The teams home field is Bank of America Stadium in uptown Charlotte. The Panthers have reached the playoffs seven times, advancing to four NFC Championship Games and two Super Bowls. They have won six division titles, one in the NFC West and five in the NFC South.

CHARLOTTE CHECKERS American Hockey League www.gocheckers.com The Charlotte Checkers are a minor-league professional ice hockey team and are the American Hockey League (AHL) affiliate of the Carolina Hurricanes of the National Hockey League (NHL). The Checkers play their home games at Bojangles' Coliseum.

KANNAPOLIS INTEMIDATORS CHARLOTTE HORNETS National Basketball Association www.nba.com/hornets The Hornets were originally established in 1988. In 2002 the franchise relocated to New Orleans and became the New Orleans Hornets. In 2004 the NBA established the Charlotte Bobcats. After 10 years as the Hornets, the New Orleans team decided to rebrand themselves with a new name and the “Hornets” name was returned to Charlotte. The Bobcats were officially renamed the Charlotte Hornets for the 2014–15 NBA season. The Hornets play their games inside the Spectrum Center, and the excitement is couragious.

When Mint Hill leaders considered plans for expanding the town’s parks and recreation facilities, they knew additional sports fields and a baseball stadium could be a homerun. “Mint Hill is kind of a baseball town,” Town Manager Brian Welch said. “This is an opportunity to build something that our kids can play on and get big-eyed, if you will.” During a July meeting, the Board of Commissioners approved a bond referendum that will fund two proposed projects: an athletic park including four multi-use rectangu-

Although these ventures could be funded without referendum approval, Welch said Commissioners wanted to be sure the projects moved forward with public support. Public interest appears strong, Welch said, especially considering past requests from local civic and athletic groups. “I know that the (American) Legion guys have been on the Mint Hill folks forever,” Welch said, referring to a local competitive baseball league whose games can draw a crowd. “There hasn’t been a facility that’s up to par for that type of activity. This has an opportunity to be our thing.” That opportunity will include many events beyond baseball. The facility will be designed for flexible use, including concerts, food festivals and many other types of family entertainment. “We are in sore need of these facilities that have been planned for these projects,” Welch said. “It’s almost like

A new roundabout at Bain School Road and Lawyers Road will help alleviate some of those issues, Welch said, and new pedestrian paths are planned throughout town. “We always try to have a shovel in the dirt toward some sidewalk project,” he said. While plans for the stadium, recreation fields and cultural center continue to develop, another large-scale local project recently hosted its ribbon-cutting. PUBLIC FACILITY BOND On Tuesday November 6, 2018, Mint Hill residents will be presented with two separate bond questions on their ballot: a parks and recreation bond and a public facility bond. Each bond will pass or fail independently, where a vote of "yes" will indicate support of the specific bond, while a vote of "no" will indicate a disapproval of the specific bond.

A $3,000,000 public facility bond is proposed to cover the costs of restoring and converting the historic Bain Academy building into a public cultural arts center.

This project is proposed to include the preservation, remediation, and reconfiguration of the existing structure located at the intersection of Bain School Road and Philadelphia Church Road (in front of Bain Elementary School). The vision for the project includes restoration of the building and its auditorium to be used as a public cultural arts center for dance, music, other performances, civic meetings, and community gatherings.

The existing facility is currently owned by Charlotte-Mecklenburg Schools (CMS) who has preserved the unused approximately 7,500 sq. ft. building for a future use, if desired by the Town. The restored and repurposed facility would be owned and operated by the Town of Mint Hill. If the public facility bond referendum passes, an architect will be selected based on qualifications to develop conceptual plans and eventually construction documents for the building. Public input will be incorporated into the planning of the facility by several means including stakeholder groups, public meetings, and other methods that encourage residents to provide input that will be used to guide the design team.

PARKS AND RECREATION BOND A $15,000,000 parks and recreation bond is proposed to cover the construction of two public park facilities: an athletic park on Brief Road and a baseball stadium at Veterans Memorial Park near NC218 and I-485.

Stadium at Veterans Memorial Park The proposed Stadium at Veterans Memorial Park was originally included in the Athletic Park on Brief Road's design and was designated exclusively as a baseball stadium. In order to fit more rectangular multi-use fields at the Park, the decision was made to relocate the Stadium to unused property at Veterans Memorial Park. This has the added benefit of allowing additional parking and better access to events at the Stadium. (See proposed site plan on pages 20 & 21)

Athletic Park on Brief Road The proposed Athletic Park on Brief Road began planning and design in 2015 at the direction of the Board of Commissioners to address the growing need for athletic facilities in Mint Hill. The Park is proposed at the Town's existing 28-acre parcel located at 9801 Brief Road (across the street from the privately-operated Mint Hill Athletic Association). Surface Hill Gold Mine Assay Office circa 1800 Miners brought their gold to the Surface Hill Gold Mine assay office to determine if they had “struck it rich”. After the discovery of gold in nearby Cabarrus County in 1799, mines sprang up like weeds all over the area, including Mint Hill, which was home to four major mines and others registered in Mecklenburg County.

ore than 25 years ago, with new development threatening an old doctor’s office, several Mint Hill residents began working to preserve the town’s rich history. A charter signed in April 1985 created the Mint Hill Historical Society, and the country doctor’s building found a new home as the first structure at the Carl J.

McEwen Historic Village. Nearly three decades later, the society is in the midst of an old-fashioned barn-raising to erect the village’s largest structure yet. “Our goal is to tell the agricultural history of Mint Hill and the surrounding areas,” said Becky Griffin, Executive Director of the society. Adding a barn will not only help accommodate visiting students, but also provide more space for families celebrating reunions and baby showers as well as help house the society’s extensive collection of historical artifacts. “I can’t tell you how much farm equipment, mule-driven farm equipment, that has been donated to us, and we’re just so anxious to have a place to display it,” Griffin said. To find the village’s newest old struc-

ture, Griffin and other members of the society traveled to Ohio. A Board Member had gotten a lead on a barn that fit the society’s time period, which includes buildings from the late 1800s. "We went ahead and purchased the frame,” Griffin said, adding that most of the barn will be outfitted with locally sourced historical wood. “We will use reclaimed boards and logs from local houses and barns from that era.” This project is only the latest example of an ambitious idea that society members worked to bring to fruition, said Sue McDonald, Village Administrative Director for the past 16 years. The bustling venue charges a nominal admission, so members are constantly searching for fundraising opportunities to bankroll new projects and meet expensive day-to-


day operating costs. Just a few years ago, Griffin began a casual conversation with a rodeo enthusiast at a local party. Soon, she proposed the idea of a Mint Hill-area event with McDonald and members of the board. “I think we all looked at her like she had two heads,” McDonald said, laughing. Unsure of the support such an event would draw in the area, they began planning for an April 2017 show with help from the South Carolina High School Rodeo Association. “We were really nervous getting it together that first year,” McDonald said. “We were standing up by the concession stand and we could see the cars coming in and I said, ‘I feel like we are in the field of dreams.’” When nearly 3,000 people attended the first night, rodeo instantly became a part of preserving history. Inspired by that event, with plans for a third rodeo in the spring of 2019, Griffin said she is once again expanding her fundraising horizons to include a tractor pull. “What we’ll do to preserve history,” she said, laughing. Those unique events not only help bring exposure to the village, but also support programs that give young students and other visitors to Carl J. McEwen an educational and surprising glimpse into the past. “They also have to wash socks on a washboard in the yard, and they have to pump water from a well, and that is a fascinating thing for the kids,” Griffin said. Visitors can also try their hand at gold panning and searching for eggs laid by the village’s chickens. “It’s just a laid-back fun place to visit,” she continued. “Kids get to experience a time when there was no electricity. We try to make it real to them that there’s no electric lights. After dark, you go to bed or sit by a lamp. It just makes history come alive to the children, and I think Mint Hill , North Carolina

they are fascinated by that.” McDonald said one structure in particular rarely disappoints in its reaction. “That’s my favorite part, to take them on the tour and show them the ‘necessary house,’” she said of the outhouse. “They’re astounded and honestly don’t believe that we’re telling them the truth.” Adults are equally enthused by another annual event: the Christmas Teas. McDonald begins fielding calls as early as August for the four December events, where the schoolhouse is rearranged to help accommodate about 40 guests enjoying sweet and savory baked goods and a holiday gift shop. “It’s such a great annual trip for so many people that we don’t have any problem filling up our tea rooms at all,” McDonald said. This year, the Mint Hill Historical Society’s ceaseless efforts to preserve the town’s storied past will come full circle. Within the new Novant Health Mint Hill Medical Center, visitors will find displays showcasing medical artifacts collected by the society. From the imminent demise of an old country’s doctor’s office, to the grand opening of a modern medical campus, history is always on display in this forwardlooking town. “I am very proud of what we’re doing here,” McDonald said. All dogs, cats and ferrets four months and older residing in Mint Hill must be licensed annually. Proof of a current rabies vaccination from a veterinarian is required to purchase a license. License fees will vary depending on whether the pet is spayed or neutered. Fees for fertile animals are $30.00 and those for sterile animals are $10.00 for a 1-year license and $25.00 for a 3-year license. This law also applies to ferrets within the city limits of Charlotte. This vaccine must be administered by a licensed veterinarian. In North Carolina, the animal's first rabies shot is good for one year and subsequent vaccinations are valid for three years. If you have recently moved to North Carolina and the rabies vaccination was given at a vet out of NC then it is still a valid shot (regardless of it being a 1 year or 3 year shot). The fine for failing to display a rabies tag is $50.00 and a $50.00 fine may be levied if your animal does not have a valid rabies vaccination. Mecklenburg County has a strict leash laws that apply to all animals except cats. Animals must be on a leash, contained within a fence or an operable and marked invisible fence. ALL dog owners that take their dogs for walks in their neighborhoods and/or in public parks (not designated as a dog park) are required to keep their dogs on leash and under physical restraint at ALL TIMES. This project began construction in the middle of 2018. The anticipated completion date is October 31, 2018. This project will reconfigure the existing oblique intersection of Bain School Road and Lawyers Road into a roundabout. This multi-lane roundabout will eliminate the current sharp curve and intersection which NCDOT classified as a high-hazard intersection. The new roundabout is designed to help reduce crashes and keep traffic moving safely. Like most construction projects, it will cause inconvenience in the short term, but it’s for long term gain. Traffic will remain open through the work zone with the use of lane closures and flaggers for the majority of the project (i.e. it will not close completely to traffic). Limited closures are scheduled to occur during the construction. Sign boards will be in place to notify drivers of the exact dates. The reconfiguration into a roundabout will occur in two phases: The first phase will be the conversion of the existing intersection into a roundabout with the same directions of travel and road alignments. The second phase will add an additional direction of travel to the adjacent property slated for future development (the site formerly known as the "mall site") and a bypass lane for vehicles traveling toward I-485 on Lawyers Road.
