Winneshiek County Auditor Ben Steines released the official results of the Nov. 7 Winneshiek County City/School Election following the Nov. 14 canvass. In Decorah, most candidates filed nomination papers early to run in the races. However, area yard signs indicated several more were interested as writein candidates on the ballots. The write-ins gaining enough votes to have their names published are listed separately. Results With 100 percent of the county precincts reporting, Steines

reported there were 3,384 total ballots cast. He indicated that the 29% voter turnout is not unusual in a non-presidential election year. Winneshiek County has 11,341 registered voters. In the race for the Decorah City Council At-Large seat, Emily Neal won the election with 1,291 votes compared to 385 for write-in candidates. Beacon error, farmland access conflict, suspend 360th Street vacation

Relying on imperfect technology can cause problems, and that fact was proven after the Nov. 6 meeting of the Winneshiek County Board of Supervisors, when interim County Engineer Nick Rissman discovered that the Beacon web service contained inaccurate information regarding 360th Street in Highland Township. Landowner Mary Fitch addressed the supervisors during their Nov. 13 meeting, regarding a previously-received request by neighbor and fellow-landowner Jeff Peele to vacate a portion of 360th Street, which crosses her property. Rissman said that, following the Nov. 6 supervisors meeting, when the vacation was first discussed, he discovered there was a discrepancy on the Beacon website, which the Board used during its discussion on the issue. Because of the discrepancy, the Board needed to have a new discussion regarding the requested vacation. “Last July, July of 2023, I was going out to … settle up with my neighbor to the north about some farming we’d agreed to do together, and I came across this rip-rap,” Fitch said. “So, I called my neighbor, Peele, and asked him about it, and he told me that he had contacted the county, and the county gave him permission to do it. So, I

came into the county engineer’s office and visited with Jeff Kuboushek, and Jeff was kind enough to look into that issue. A few days later, (Kuboushek) contacted me, and he said he can’t find anybody that talked to Peele, and there is no permit on file.” Fitch said that after Kuboushek shared the information with Fitch, Peele addressed the Supervisors, claiming he’d made improvements to the Level C road, which he was requesting to be vacated. “Opinions differ on ‘improvements’, because I don’t call them ‘improvements’ at all,” Fitch told the Supervisors. “It’s an obstruction. It’s an inconvenience. And, it’s a huge concern. If you vacate what Peele is requesting, Peele still has access on that Level C road … but my access will be disrupted by what you would vacation. That, to me, is a huge issue. Access in farming is a huge issue. “If I ever have to go search for another tenant, the first thing they’re going to ask is about access to that farmland,” she continued. “If I want to sell this farm, access is a huge issue. And, I’ll be the first to say that part that Jeff Peele is wanting to be vacationed I seldom use, but

WinnMed reports nearly $2 million revenue increase

Amount will be helpful during facility’s 2024 expansion By Zach Jensen WinnMed is showing close to a $2 million increase in net revenues, compared to this time one year ago, which is good, hospital officials said, when preparing for the facility’s upcoming expansion. WinnMed’s Steve Slessor and Ben Stevens shared its annual report with the Winneshiek County Board of Supervisors the morning of Nov. 13, during its weekly meeting. “I’m happy to report that we’ve had two years in a row, now, of credibly-positive financial results,” Slessor said. “That’s … especially important going into our large building project and have some months we’ll be taking out in debt, and … this organization can be financially viable through a large growth project such as that.” Stevens said this year’s $1.6 million increase over last year is “mostly just in investments in

the organization.” He added that WinnMed’s size matters more than its age, when compared to other Iowa hospitals. “We’re busting at the seams right now,” he said, explaining the facility’s need to expand. “We’re just out of space.” The expansion is slotted to begin after the thaw in early 2024, but Slessor admitted the bids received for the construction project haven’t been where WinnMed would like to see them. “We didn’t have as much interest from, I would say, contractors within an hour, that we would have expected to,” added Stevens, referring to mechanical contractors. “We got one out of Cedar Rapids and one out of the Quad Cities. We got a good local contractor on the electrical side, so that was positive to see.” Supervisor Steve Kelsay asked Slessor if he’d identified other Iowa hospitals at risk

of closure. Slessor said that, thanks to a new Medicaid payment program, some hospitals that may have been at risk of closure could be pulled out of the red. “The State of Iowa has worked with the federal government to get approved a Medicaid direct-payment program,” Slessor explained. “That program opens up additional dollars for the federal government for Medicaid services delivered. The attempt is to get your Medicaid reimbursement similar to your commercial reimbursement. That has been approved for this year … and that provides significant dollars to every hospital in the state of Iowa. And, the more Medicaid you see, the more significant the benefit of the program is. “Hospitals at risk for closure,” Slessor continued, “oftentimes because they either have not a lot of patients, or their payor mix,

as we call it, is not that great, so not having a lot of commercial payors and having a lot of Medicaid payors, this program will significantly impact especially those organizations. So, I think the risk of Iowa hospitals closing has been significantly reduced because of that Medicaid direct-payment program.” In other business • Planning, Zoning and Flood Plain Administrator Tony Phillips reported that, according to Geographic Information Systems (GIS), “There are 3,872 tax parcels consisting of a total of 119,750 acres that contain at least some land in the special flood hazard area. The special flood hazard area is the hundred-year flood plain that we care about. Twenty-six

Bradley Kamaus, 49, of Fort Atkinson, was charged with five counts of aggravated misdemeanor prostitution. The Sheriff’s Office was assisted by Decorah Police Department during apprehension of Timothy. This is an active and ongoing investigation, with

additional charges possible. Robie Shindelar, 35, of Calmar, was arrested Nov. 2 at 5:44 p.m. in Calmar and booked into the Winneshiek County Jail on an arrest warrant for violation of probation. Investigating officers reported a vehicle driven by Jose Jiron, 20, of Fort Worth, Texas, was eastbound on Meadowlark Road, following a vehicle driven by Edgar Zavala, 44, also of Fort Worth. Zavala had stopped at the traffic control device at the intersection of Meadowlark and Middle Hesper Road. Jiron’s vehicle rear-ended Zavala’s vehicle due to poor visibility and dust issues on the gravel roadways. Jiron, the owner of both vehicles, was

cited for no valid driver’s license. The vehicles sustained a total of $15,000 in estimated damages. Winneshiek County Sheriff’s Office was called to an accident Nov. 4 on Sattre Ridge Road. Jayden Waterbeck, 26, of Decorah was reportedly heading east on Sattre Ridge Road, following a semi hauling corn. The semi was driven by Kenneth Nordheim, 79, of Decorah. Nordheim was navigating a right hand turn when Waterbeck’s vehicle struck the rear of the semi-trailer (corn hauler). Waterbeck stated that he knew the semi was in front of him but the gravel dust was too thick and that he thought he was further away than he was. Waterbeck’s vehicle became stuck to the rear of the trailer and was dragged for several feet before Nordheim stopped. No injuries were reported. Damages totaled $7,000 to Nordheim’s vehicle and $15,000 to Waterbeck’s vehicle.

Rosie’s career included working at the Posten bookstore in Decorah and as a telephone operator in Decorah, Colville and Austin. From 1965 until her retirement in 1996, she worked as a switchboard operator and information desk attendant at the Luther College student union. Rosie had a great love of music and was an accomplished pianist, playing the piano from age 10 until her final days. She would talk about running home from school so she could practice and play the piano as much as possible. As a child, she would save up her allowance not to buy toys or candy, but to buy sheet music instead. It gave Rosie great pleasure to share her talent with others, and in her last few years she especially enjoyed playing for her fellow residents at Eastern Star Arlin Falck Assisted Living. Rosie also had a beautiful voice, and when she was younger, she was asked to sing at numerous church services, weddings and funerals. Although Rosie had many

health issues in her later life, she always kept a positive attitude, making it a point to find joy in each and every day. Rosie belonged to several clubs and organizations and was active in the Methodist Church and American Legion Auxiliary while she and Bob lived in Calmar. In Decorah she belonged to the Luther College Women’s Club, Winneshiek Medical Auxiliary, Order of the Eastern Star, the Petra Circle at the Congregational United Church of Christ and Eve Circle and Women’s Fellowship at the First United Methodist Church. Rosie was so proud of her children and their families, and she cherished the time when she could be with them. She is survived by her five children, Larry Eppens of Minneapolis, Minn., Bob (Tammy) Eppens of Ogden, Utah, Linda (Jeff) Rodman of Sioux Falls, S.D., Kevin Eppens of Ankeny, and Lori Ernest of Lisle, Ill.; grandchildren: Ashleigh (Billy) Haas, David (Suzy) Eppens, Ben Rodman, Jon Rodman, Emily Eppens, Elissa (Evan) Koehler and Nicole Eppens;

His favorite getaway was with melodious loons, exquisite sunsets and fun with family at the Melby Hytte on beautiful Kabekona Lake in northern Minnesota. Ken participated in Sons of Norway and Wausau Lutheran Choir, where he nurtured his love of his heritage and music. Most importantly, Ken was a loving and devoted husband, father and grandfather. His legacy of love will remain in the hearts of all he touched throughout his life. Ken is survived by a family who he was endlessly proud of and loved with his whole heart. His passing is grieved deeply by his loving wife and best friend, Ruth Melby (Ranum); brothers, Donald (Janet) Melby and Earl (Cece) Melby; son, David Melby; daughters, Jolene Link (Russ) and Kirsten Corrigan;

Kenneth “Ken” Norman Melby, 87, of Decorah, passed away Friday, Nov. 10, 2023, at Winn Med Hospital, Decorah. Ken was born on June 20, 1936, to Herman and Gudrun Melby in Chicago, Ill. At age 12, Ken’s Kenneth Melby family relocated to the family homestead farm near Mount Horeb, Wis., where he became close friends with the neighbor girl, Ruth Ranum, who would later become his beloved wife of 61 years. Ken graduated from Mount Horeb High School in 1954 and continued his love of learning at Luther College where he received his BA in classical languages in 1960. While at Luther, Ken found his amazing voice, singing in the Nordic Choir, the Norsemen Quartet, an opera and as a Mes-

siah soloist. Ken answered the call to ministry, graduating with his Master of Divinity from Luther Theological Seminary in 1965. While in seminary, Ken married his childhood friend and sweetheart, Ruth, in 1962. Ken served parishes in Yankton, S.D., Cameron, Wis., Wausau, Wis., and Baldwin, Wis., before receiving his chaplaincy certification and becoming a member of the College of Chaplains. He served as Chaplain and Development Director of Bethel Home in Viroqua, Wis., before retiring in 1998. As with many “retired” pastors, he continued his ministry as a visitation pastor in La Crosse, Wis., until 2001. Ken and Ruth moved to Decorah in 2008 to continue their adventure in retirement. Ken treasured his relationships with family, church family, and friends and was an avid storyteller, excellent listener and a Norwegian joke repository. Ken enjoyed golfing,

Beacon error continued from front that’s not a never.” Rissman said that prior to the Nov. 13 meeting, he’d already met with Winneshiek County Attorney Andy Van Der Maten to prepare a letter to send to Peele regarding the issue. “What I’m going to recommend is that we don’t discuss any vacations at this point,” Rissman said. “Maybe, in the future, that’s another conversation. But, at this point, we send, and I’ve had a letter drafted and had Andy review it already, to require Peele to get all the ob-

structions out of the right-ofway within 30 days.” Rissman would then report any response from Peele or further developments to the Supervisors. According to Beacon’s website, Beacon “Beacon and qPublic.net combine both web-based GIS and web-based data reporting tools including CAMA, Assessment and Tax into a single, user-friendly web application that is designed with your needs in mind.”

Viking foundation looks strong for 2023 season

In just its second year in IGHSAU sanctioned girls’ wrestling, the Decorah team already has a solid base to build from with seven returning letter winners, including a state champion and Iowa Hawkeye recruit. While the face leading the squad this year may be new to the girls’ team, it isn’t to the wrestling family as Gene Adams steps into the helm with 23 years of coaching experience. Assisting him will be Casey Kohls, Matt Simon, Bob Holkesvik and Bruce Sacquitne. “The team’s foundation is centered around a veteran group of girls with many wins and state tournament experience,” said Coach Adams. “The wrestling team is a close knit group who genuinely care about the

success of their teammates. They are not afraid of hard work and realize their work leads to success.”

A look at year one The Vikings opened the first official season of girls wrestling with a full roster to choose from and finished with a 10-2 dual record and a runner-up finish in the Northeast Iowa Conference. In the postseason, Decorah qualified 10 wrestlers for state and claimed the Region 7 qualifier title with 266 points, far ahead of Anamosa who tallied 191. Among those advancing were champions Ashley Bjork, Ana Simon, Lauren Luzum, Mairi Sessions and Naomi Simon. Taking the mats at state held at the Xtreme Arena in Coralville, Decorah had three grapplers reach the podium. Top-ranked Naomi Simon defended her state title and finished the season with a 38-0 record at 170 pounds. Luzum, a freshman, had a tough road as the eighth seed at 145 pounds, ultimately finishing sixth at state, with a 31-13 record. Kamryn Steines also reached the podium at 190 pounds. After falling in the opening round, Steines won four-straight matches before taking eighth with a 28-8 mark. Seven other wrestlers were also on the mats at state including Chloe Sheffield (105 lbs., 27-8), Kaitlyn Bjork (115 lbs., 24-12), Ashley Bjork (130 lbs., 34-8), Ana Simon (135 lbs. 299), McKenzie Tollefson (140 lbs., 27-12), Mairi Sessions

(155 lbs., 32-7) and Skyla Jevne (235 lbs., 20-13). Graduating after the season were a trio of state qualifiers including Ashley Bjork, Mairi Sessions and Skyla Jevne. Leadership At the top of Coach Adams’ list is his seven returning letter winners — N. Simon, Chloe Sheffield, Kamryn Steines, McKenzie Tollefson, Ana Simon, Lauren Luzum and Madysen Lippe. Joining them will be senior Annaleissa Arnold; junior Amelia Wadsworth; sophomores Isabelle Alley and Drew Zwart; and freshmen Ellie Adams, Cassie Wilkins, Stella Grinna, Jenna Leuenberger and Erika Valdez. As with all sports, Coach Adams is worried about his team staying healthy and the ability to fill all 14 weight classes. “It’s a concern, but I am confident we can be highly successful whether we fill 14 weight classes or not,” he added. Getting started “We have a solid team and I expect good things both individually and as a team. I look forward to starting the season and competing against other schools,” concluded Coach Adams, also noting he believes Decorah will challenge for the top spot in the Northeast Iowa Conference. Decorah opens the season at home as the Vikes host an invitational Saturday, Nov. 18, at 10 a.m.
