2024 Nordic Fest theme announced
“Uff Da!” is the theme of the 57th annual Nordic Fest, which will be held July 25-27. “We are excited to announce 2024’s theme,” said 2024 Nordic Fest Board President Ariana Cervantes. “While it’s surprising that this theme hasn’t been already used in Nordic Fest’s 57 year history, residents of Decorah, myself included, use this phrase daily and it is a staple in our everyday vernacular.” “Uff Da” is a Scandinavian exclamation or interjection used to express dismay. While it is of Norwegian origin, the phrase was brought by Scandinavian Americans to the United States, and its meaning has broadened
to express surprise, astonishment, exhaustion or relief — all sediments attendees may feel when experiencing the variety of activities, food and entertainment at Nordic Fest. The Nordic Fest Board is encouraging businesses and organizations to incorporate the theme into offerings and parade float entries this July. Nordic Fest is Decorah’s annual threeday summer festival that celebrates community and the area’s Scandinavian heritage. Organized by a board of volunteers, Nordic Fest offers food, activities and entertainment for the whole family. For more information, visit nordicfest.com.
By Denise Lana During its monthly meeting held Monday, March 11, at 5:30 p.m., the Decorah Planning & Zoning Commission unanimously passed proposed changes to city ordinance 17 regarding zoning – R-5 Planned Unit Development District. This ordinance is created to allow flexibility of land use and building locations, with the proposed changes focused on making more properties eligible for building to help combat the city’s housing shortage. As part of the approved changes, section 17.84.020 amends the tract size of land from “not less than five acres” to “not less than two acres.” In section 17.84.030, Item “B” is deleted in its entirety and replaced with an entirely new portion. The Item B replacement states that buildings, or portions of buildings, may be used for limited commercial purposes as long as the building is no closer than 150 feet from an adjacent residential zoning district. Also, the combined commercial units may not exceed 10 percent of the total units in the development and must be identified on the development plan. Lastly, all potential uses of commercial units must be submitted with the development plan and be approved in thepermit. Section 17.84.050 is amended to delete the last portion stating that any change in the development plan should be submitted in the same process as the original development plan. A new section, 17.84.070, was added to explain that changes made after construction regarding commercial usage would require going through an abbreviated approval process including P&Z and City Council, and the changes would fall under the modification section that allowed for any change in less than 10 percent in density. Digital & Electronic Sign Ordinance During its regular meeting Feb. 19,
the Decorah City Council voted down recommended changes made by P&Z to Chapter 17.16 of the ordinance regarding regulation of electronic signs in Decorah. Proposed changes would have allowed digital signs to be permissible across all commercial zoning districts except C3, and electronic signs would have been allowed across all districts but limited to hours of operation in the C3 district. With a vote of 3-4, the proposal was nearly split among the council members, with one member questioning why the city was not enforcing the code as written and instead accommodating changes to the code to include many signs in violation. Another member voiced concerns about the city’s historical status and how digital and electronic signs might detract from the city’s downhome atmosphere. A third council member questioned the validity of the city’s Board of Adjustment (BoA) Committee when approving digital and electronic signs and billboards, asking how the council could ensure the BoA operates properly in those circumstances. Most of the council members wanted more detailed rules. The ordinance was resubmitted for review at P&Z’s March 11 meeting along with possible changes that will be resubmitted to council in the next few months. A P&Z member asked City Manager Travis Goedken how the signs already in town would be regulated. Goedken explained that those signs would be considered “non-conforming” and legal, as long as the signs conformed to the new restrictions or had been previously approved by a variance issued by P&Z. Other signs would be illegal and non-conforming if no variance was previously issued, and the sign didn’t meet the new restrictions. Goedken stressed that he and

School Board adopts proposed budget figures District awaits delayed state funding data for schools By Roz Weis
P&Z board hears heated digital signage discussion

In an effort to meet the March 15 deadline for submitting budget proposals to the State of Iowa, the Decorah Community School District (DCSD) Board of Directors approved a measure Monday night estimating Supplemental State Aid (SSA) and projecting a tax levy of $12.55 per thousand, with the understanding that the tax rate can be lowered before a budget is finalized. In recent years, tax rates have been $13.82682 for fiscal year (FY) 2019; $12.15797 for FY2020; $12.33702 for FY2021; $12.40427 for FY2022; and $12.35907 for FY2023. The Decorah district joins other Iowa schools in attempts to prepare a first draft of their budget, with no final figures supplied by the state for setting funding for schools. This lack of state funding calculations has the local board in unchartered territory. In estimating the budget for 2024-
25, DCSD Superintendent Tim Cronin, District Business Manager Cathy Dietzenbach and board members applied a Supplemental State Aid roadmap, or “new money calculator”, provided by the Iowa Association of School Boards. A measure of the state’s commitment to public schools is “Supplemental State Aid,” or SSA, formerly known as “allowable growth.” Iowa school district budgets are set by a state formula based on an enrollment (the “cost per pupil”) funded by a mix of state aid and local property tax. Each year that cost per pupil is revised by SSA. Cronin said, “SSA is hopefully three percent this year, and in the last 10 years the range has been between one and four percent.” In a written comment following Monday night’s monthly board meeting, Cronin explained the process: “We are reaching out to inform you about a crucial aspect of the Decorah
Community School District’s financial planning, particularly in light of the new Iowa Law called House File 718 and the upcoming budget publication deadline on March 15. As mandated by Iowa law, school districts are required to submit their budgets by March 15 to the county auditor. However, the challenge we currently face is the absence of a set Supplemental State Aid (SSA) for the upcoming year. SSA, the per-pupil state aid for K-12 public schools, significantly influences the overall tax rate, a key component of our budgetary considerations. Although Iowa law requires the legislature to establish the level of SSA within 30 days of the governor releasing her proposed budget, that deadline has passed, without the level of SSA for

It will consider wheth- March 16 in Decorah will host two lectures this month on the history of women in Decorah — one about the lives of prominent women in the Broadway neighborhood and one about local women’s work for public good. Each lecture will be co-presented by local Decorah historian Elizabeth Lorentzen along with David Faldet, who chairs the Porter House Museum board. On Thursday, March 14, at 6:15 p.m., and at 7:45 p.m., Lorentzen and Faldet will present a one-hour talk, “The Women of Broadway,” about the daily lives of women in the neighborhood of the Porter House or in the acquaintance of its owners, focusing on daily routines, hired help and social life. “Visitors to the Porter House are understandably curious about how the house figured into the lives of the owners, their employees, or their friends,” Faldet said. “Who did the cooking and cleaning? How did they spend their days? It’s Decorah’s version of Downton Abbey.” The presentation will look at the women of the Ellsworth, Young and Porter families who lived in the house as well as other prominent women like Antonia Bear, Sarah Landers, Dr. Harriet Amy, and Phoebe
er the household run by these women had servants, kept a cow or horses, had a special reputation in the community, or if the woman had a notable trait. On Thursday, March 21, at 6:15 p.m., and at 7:45 p.m., Lorentzen and Faldet will present a one-hour talk entitled “Women’s Work for Public Good” about the social improvements achieved by the family of Grace (Young) Porter and other leading women of the community. Grace Porter, who came from a family of accomplished women, was a member of Monday Club and worked to get women the vote. The historic issues and institutions that benefited from women’s organizations in the county include suffrage, a women’s refuge, a public library, a hospital and a kindergarten. The two March lectures are part of a 2024 emphasis at the Porter House Museum on Grace Porter. In addition to the lectures, Porter’s clothing, and photographs of Grace Porter will be on special display throughout the summer tour season. The lectures are open to the public free of charge, and will be held at the Porter House Museum, 401 W. Broadway, in Decorah.
Upper Iowa Audubon will host Tina Hall for an informative talk on how to welcome hummingbirds to your yard Saturday, March 16, at 1:30 p.m., at Convergence Ciderworks in Decorah. Hall and her husband were the former managers of a hummingbird center in southeast Arizona. All are welcome to learn interesting aspects of hummingbird biology and behavior.
Winneshiek Co. Democrats to celebrate St. Patrick’s Day
Winneshiek County Democrats will celebrate St Patrick’s Day at Convergence Cider Works on Sunday, March 17, from 2 to 4 p.m. The event will feature appetizers, desserts, singing, bagpipe music, beverages from the Convergence bar and remarks by elected officials. State legislators Sharon Steckman of Mason City and Sami Scheetz of Cedar Rapids will comment briefly on pertinent legislation at the Iowa Statehouse. Locally, Winneshiek County Supervisors Shirley Vermace and Mark Faldet will attend, and Vermace will discuss the upcoming elections for the county’s board of supervisors.
The Winneshiek County Board of Supervisors Monday morning unanimously approved a name change of the Spectrum building to “Winneshiek County Community Services.” The county entered into a contractual purchase of the 18,000 sq. ft. building, located at 607 Washington Street, Decorah, on Friday, March 1. Per the agreement, the county paid $250,000 on March 1 and will pay $250,000 per year until the total purchase price of $1.25 million is paid in full. Other business • County Engineer Michael Kueny reported that some changes have been made to the county’s GIS website to help make it more useful for the community. The changes will go into effect the week of March 18. Additionally, the engineer reported his office has submitted final plans for the County Road W14 project from Spillville to Ridgeway, which will begin this fall. He also reported that his office has received applications for the open positions of roadside technician and engineering technician and will be advertising for one opening on the county’s bridge crew. • The supervisors unanimously approved the appointment of Rebecca Steines to the position of Deputy Treasurer with no change in salary. Supervisor Mark Faldet abstained from voting due to a familial relation to the new Deputy Treasurer. • County IT and GIS Director John Lubke presented information relating to the potential hiring of a new senior system administrator, which would be funded through Winneshiek County Emergency Management. Lubke said the county began advertising for the position in January and received three applications. Of those three candidates, the county has chosen one to whom the position would be offered, and that person would begin their new duties with the county at the end of March or early April. The supervisors unanimously approved offering the candidate the position.
• The supervisors voted 4-1 in favor of waiving the waiting period for Moellers Dairy to increase its herd to a total of 6,900 head. Supervisor Shirley Vermace voted against the waiver. • The supervisors unanimously approved raising township officials’ pay to $50 per meeting. • A public hearing to accept bids on the county’s proposed sale of land in Freeport will be held Monday, March 18, at 10 a.m., in the courthouse annex. The next meeting of the Winneshiek County Board of Supervisors will be held Monday, March 18, at 9:30 a.m., in the courthouse annex.

P&Z board continued from front attorney John Anderson are currently working together to define the specifics regarding digital versus electronic signs and how to incorporate current signs properly. P&Z Vice Chair Marla Klocke passionately expressed her feelings regarding council’s questioning of the changes and BoA’s abilities and processes with approving variances. Upon reading the council’s decisioning regarding the defeated ordinance, Klocke calmly said, “It bordered devious, undermining the government at Board of Adjustment. My question to council, ‘How many have ever talked to BoA? Been
health
to a meeting?’” Another member declared, “The businesses that are going to use digital or electronic signs are not many.” Klocke agreed, stating, “Schools and churches have them. That’s a good thing! I want someone to convince me or help me understand why these are not a good thing. I’m struggling with making any more changes.” BoA Chair Sue Sander was in the audience at the meeting and addressed the P&Z Board regarding several businesses who had digital and electronic signs approved by BoA. “First Lutheran was the first
one who came to us, and we talked quite lengthily with the historic commission to decide what they could do.” Sander continued, “Decorah Lutheran had to go by strict guidelines, and we worked well with them; we wanted to make sure the signs were modernized.” Sanders lamented, “Everybody wants the fastest internet, but then they don’t want that for Decorah. Changing for the good or for the bad? Do we want to make businesses want to come here, but they can’t put up their signs? Decorah is never gonna be another Vegas. Tearing billboards down every month and wasting all that paper when you
could change a digital sign and avoid all that waste? Where are we going to stop? Culver’s, light [from its digital sign] is 10 times brighter than the billboard! Chris Miculinich showed up — the first and only time I’ve had someone [from council] come to a meeting. If they don’t like what we are doing, but they don’t show up? Talk to us! If you are that concerned, show up at the meeting!” “Where do we go from here?” was the question asked by numerous board members. Goedken informed the board he would continue researching and would get clarification from council.

The district must submit its budget to the county auditor’s office by March 15th. The auditor’s office will include a tax statement with the property tax mailings, new this year. The district wants to be conservative and set the SSA at zero percent to allow for an adjustment once the SSA is set by the State. The district can lower the property tax rate after publication, but it can’t raise the tax rate. The zero percent SSA will set the prope1iy tax rate at $12.55 per $1,000 assessed valuation. The board anticipates this tax rate to be lower. Motion: Director Fadness moved, seconded by Director Sand to approve setting SSA at zero percent, anticipating setting a higher SSA with a lower tax property tax rate in the future. Motion ca1Tied by all voting aye. Supt. Dr. Cronin updated the board on the elementary mold mitigation, Middle School roof project, district bus-at-home policy, and facilities committee meetings. personally suffered extensive damage to their homes during the historic 2016 flood. Because the land was set aside by the previous Board of Supervisors as a natural flood buffer and was planted with native grasses after that event, locals considered the move a violation of the citizens’ trust. A public meeting was held by the citizens in Freeport that drew approximately 80 residents, all against selling the property. Additionally, a petition was organized online that received approximately 400 signatures, all against selling the property. The first public hearing held by the BoS on Jan. 8 drew many residents who spoke against the proposed sale. In spite of the widespread opposition, the BoS majority voted again in February to hold another public hearing to accept bids, which will happen March 18 at 10 a.m. The Winneshiek County Citizens for Good Government are encouraging everyone to attend and speak out against the sale. Dennis Curtin
Dennis (Denny/Gramps) James Curtin died on March 8, 2024. He was born May 22, 1947, in Waukon, the son of Joseph and Eleanor (Casey) Curtin. He was raised Dennis Curtin and resided in Waukon. Throughout his life, Denny demonstrated compassion and generosity. He was not known to worry but to generally assume things would always work out, expressing this positive outlook and attitude to others as well. Gramps will be remembered by many for his greeting with a big smile, generous hug and lively ”Howdy!” or “Hello, darlin’!” He made it a point to express his love openly, ensuring that everyone around him knew how much they meant to him, especially his children and grandchildren. His love and pride of his horses and mules was well known and he found joy in trail riding with family and friends. He enjoyed his excavating business, driving truck and opening Curtin’s Arena with Joe, where many rodeos and get-togethers were enjoyed and frequently only partially remembered.

er and teacher. She earned her B.A. at Dana College, Master’s at Kansas State University and Doctorate at the University of Iowa, becoming the head of the Department of Education at Luther College. She was a world traveler, visiting many countries with her dear friend, John Mulligan. Nanette loved to talk to people from other countries, whether abroad or at home. She was also a proud lifelong Democrat and ardent Joe Biden supporter. A truly remarkable woman with a love of classical music, she was a much loved mother, grandmother and dear friend.
She is survived by Timmerly (Gary Smith) Eklund of Washburn, Ill., Sally (Steven) Sawin of Middletown, Va., and Frida (John) Maiers of Bloomington; 13 grandchildren; and 19 great-grandchildren. She is preceded in death by son, Andrew Eklund; daughter, Catherine Burchell; special friend, John Mulligan; husband, Rev. Denny was immensely proud of his Irish heritage and visited his ancestral home with family members, where he readily made even more friends. He loved celebrating St. Patrick’s Day and participating in the parade (where he will be honored this year). Denny demonstrated a strong determination and resilience, surviving two types of cancer and met Alzheimer’s Disease with tenacity and grace. Denny conscientiously stepped away from public gatherings in recent years, expressing his concern that he might forget names and how this may impact others. He expressed particular concern of this happening with his family, but it never did. The love and fun he shared with Vickie was reflected in her dedicated care for him. Denny was known for his long goodbyes (especially for those waiting to leave with him), always ensuring he spoke with nearly everyone before departing a gathering. In the end, he chose a polite form of an Irish goodbye, departing quickly and quietly on his own terms, a final gesture of kindness to those surrounding him with love as he passed. Denny is survived by his favorite wife, Vickie; his children: Shannon (Joe) Breitenstein of
Decorah, Rachel Curtin (Kyle Halverson) of Waukon, Stacy Hamm (Chad Olson) of Rossville, Iowa, Jason Curtin of Tiffin, Iowa, and Joe (Shanea) Curtin of Waukon; stepsons, Ben Kruse and Adam (Ashley) Kruse; 15 grandchildren: Tyler (Amber) Baker, Justin (Julia) Baker, Jennifer Hamm, Bryan (Madison) Hamm, Nick Hamm, Brenden Curtin, Deanna Damiano (Brody Lawson), Derinda Damiano, Kasi Curtin (Ross Berger), Jacob Curtin, Joseph Curtin, Kane Curtin, Kole Curtin and Liam and Levi Kruse; six great-grandchildren; siblings, Mary Curtin and Reg (Cindy) Curtin; sister in-law, Kate Curtin; and his “adopted” son, Matt (Becky) Koch. He was a special uncle to many nieces and nephews. He was preceded in death by his parents and his brother, Patrick. In accordance with one of his final requests, a celebration of Denny’s life will be held at Curtin’s Arena on Saturday, April 6, 2024, beginning at 2 p.m. Friends and family are invited to join in honoring and celebrating his life as he lived it, with food, music and drinks. School board continued from front the upcoming year being established. In light of this uncertainty, the Decorah Community School District has taken the responsible step of estimating the SSA at 3%, resulting in an overall tax rate of $12.37. This estimate aligns with tax rates in previous years. However, should the legislature set an SSA lower than 3%, it will impact our overall tax rate. In anticipation of this, the district will submit a budget on March 15 with a conservative estimate, assuming a 0% SSA, leading to a tax rate of $12.55. This precautionary measure is taken to ensure compliance with the statutory deadline. It is important to note that the School Board retains the authority to revise the budget after the SSA is established. In the event that the SSA aligns with our initial estimate of 3%, the board has the capacity to pass a lower tax rate, reverting back to $12.37. Please be aware that the Board is only permitted to reduce the tax rate and is not authorized to increase it.
We acknowledge the potential impact on our community, and we assure you that this matter is entirely contingent on the timely setting of SSA by the legislature. We remain committed to transparency and responsible fiscal management. Thank you for your understanding and continued support as we navigate these budgetary complexities. If you have any questions or concerns, please do not hesitate to reach out.” – DCSD Supt. Tim Cronin. Board members will revisit the budget estimates and tax rate once the SSA figures are released from the state. Black mold resolved During Monday’s meeting, board members were updated on a black mold issue discovered at John Cline and West Side Schools. Greg Schaller, District Director of Building and Ground, said the mold was discovered recently and he believes the mold may have developed following a summer carpet cleaning.
Advanced Environmental Testing and Abatement, a Midwest firm licensed for mold and asbestos removal and cleaning, was called in to assess the mold issue, and Servicemaster was contracted for a thorough cleaning of the areas affected. An ultraviolet light was used in the process. The Advanced Environmental team is expected to return in the coming weeks to determine the issue is resolved. Middle school roof replacement An estimated start date of May 28, 2024, was set for the start of the Decorah Middle School roof replacement project. A public meeting is set at 12 p.m., Monday, March 25, to approve drawings and specifications for the project. A bid opening is scheduled at another public meeting at 12 p.m., April 29. Board members reviewed a timetable set by the architecture firm Shive-Hattery Inc., contracted to oversee the project. The firm estimated a completion date of Aug. 30.
In other business Monday night, board members discussed new bus scheduling software and the process for some rural bus drivers to keep the school buses at their homes, provided it is more convenient and cost-effective to start their routes from there. Four bus drivers currently keep their buses at home. Bond referendum Board members were updated on the ongoing bond referendum roadmap for a proposed new elementary school facility to replace John Cline School. Following a February meeting, a special standalone website is being developed to answer frequently asked questions regarding the proposal, with additional information to be included about facility needs and solutions. Board President Cindy Goodner emphasized the importance of ongoing communication with the public regarding the referendum. The next regularly scheduled board meeting is Monday, April 8.

An informative meeting for riders and guardians will be held at the Decorah High School cafeteria on Saturday, March 23, at 9 a.m. Mountain biking first aid training will be taught to riders by Steve Vanden Brink. The team is open to all sixth through 12th graders. Many of the practices are held at Carlson Park and the team is very excited to have Scholastic racing there once the bike-optimized trails are built. These trails will be more suitable for progression of skills. Currently, Carlson Park is raising funds for the development of these professionally-built trails. Decorah held the first mountain bike race in Iowa 40 years ago, and DIRT has received great support from area mountain bike riders. For information on getting involved and for a complete schedule of the season’s races, please email decorahmountainbiketeam@gmail.com or Facebook message by visiting Decorah Area Mountain Bike Team.
