Jamal Chappelle is a founding Member, Managing Partner and Chief Executive Officer of The Chappelle Group, LLC. Jamal’s core performance drivers are: Transition Project Management, Financial Reengineering Stewardship, Solution Provider and Team Builder. These performance drivers have been cultivated in Jamal’s ability to manage in excess of $60 million of funds for The Chappelle Group in client based projects. Jamal has performed engagements with most of the major hospital systems as well as mid-sized skilled nursing facilities on the East Coast. Jamal is a member of Healthcare Financial Management Association (HFMA) and the American College of Health Care Executives (ACHE). Jamal is a graduate of Morehouse College with a degree in Finance. He has worked in the public and private financial sector since 1991.

Melvin Hines, MBA PA R T N E R / C F O Melvin Hines is a founding Member and Chief Financial Officer of The Chappelle Group, LLC. Melvin’s core performance drivers are: Government Health Care Regulatory Oversight, Government Health care financial program product development and implementation, Audit and Compliance Management and M&A Project Management. These performance drivers have been cultivated in Melvin’s ability to manage in excess of $800 million of government funds. Crystal Bivens-Leman PA R T N E R Crystal Bivens-Leman is a partner of The Chappelle Group, LLC. Select Project Summaries‌ Blue Cross Blue Shield Association/ Federal Employee Program 1310 G Street, NW, Washington, DC 20004 Contract Title: Program Manager, Administrative Costs Period of Performance: 2002 - 2005 Contract Value: $1.3 million Description of Services: Conducted broad study of healthcare administrative related expenses to determine major cost drivers and their short-term and long-term impact within the industry. Results of study incorporated into corporate planning and strategic development of the FEP. Served as financial analyst for the Health Insurance Portability Accounting Act (HIPAA) committee. Functioned as liaison to federal agency contractor to determine feasibility of financial compliance projections. Results used to negotiate separate funding arrangement with the Office of Personnel Management (OPM) outside normal administrative cost reimbursement procedures. Managed annual budget process resulting in reimbursement of over $800 million in administrative costs for over 60 separate operating entities. Designed and executed modified budgeting approval system utilizing performance/cost matrix in which reimbursement was based on various factors, recent service performance and historical costs. Description of Services: The Chappelle Group, LLC was engaged to calculate the fair market value of Employee Benefits for sales purposes. The Chappelle Group, LLC utilized an internally produced audit guide to evaluate and value the Employee Benefits as a condition of a sales/lease transaction. Our client, in preparation for final sale/lease, engaged the Chappelle Group to analyze the Employed Incumbent Benefit (EIB) and Personal Time Off (PTO) account for final valuation. Steps to determine fair market value included: Review of all client payments to new owner relative to EIB, with a focus on employment status at time of sale, current employees and EIB payout schedule. Add-on reviews included Monthly Charges Reconciliation focusing on review of seller monthly charge schedule to new owner and recommended corrective action reporting. Additional services included Contract Compliance Audit to maintain Purchase/Sale agreement compliance.

Major Accomplishment: Recovered over $3 million in cash; total return on project fees 61%.
