King officially strips Andrew of prince title

Desk report: The King has formally removed Andrew Mountbatten Windsor’s prince title and his HRH style.

Charles officially stripped the title of ‘Prince’ from his brother by issuing a Letters Patent under the Great Seal of the Realm a week after the changes was dramatically announced.

The King’s decision to banish his brother from the monarchy and remove his birthright to be a prince, as well as his dukedom, came amid growing pressure about his relationship with convicted paedophile and financier Jeffrey Epstein. Andrew has been dogged by allegations that he sexually abused Virginia Giuffre after she was trafficked by Epstein, and his links to the late paedophile have tainted the reputation of the royal family.

He has strenuously denied the allegations.

Desk report: Interest rates were held at 4% in a tight vote as the Bank of England said it judged inflation in the UK to have peaked.

Policymakers voted 5-4 in favour of leaving rates unchanged on Thursday but said borrowing costs were "likely to continue on a gradual downward path".

Crime fixer caught by BBC offering to erase £60k fines on migrant workers

Desk Report: A man at the centre of an organised crime network has been secretly filmed telling BBC undercover reporters how he can help to erase fines of up to £60,000 for employing illegal workers.

The self-described "accountant" is among a group of Kurdish men, first exposed in a BBC investigation on Tuesday, who enable migrants to work illegally in minimarts, by registering the businesses in their own name.

The man, who goes by the name of Shaxawan, told the two journalists that he and his associates could help migrants - including asylum seekers - to set up businesses illegally and "confuse" immigration enforcement.

Operating from a solicitor's office in Huddersfield, he said he had "customers in every city".

In Companies House listings, Shaxawan is named as Kardos Mateen, a British resident in his 30s, and has been the

director of 18 businesses across the north of England. When later confronted by us, with details of his claims, he denied any wrongdoing. Trading Standards confirmed it had found illegal cigarettes being sold in many businesses registered under the name Kardos Mateen, and the BBC was sold counterfeit

tobacco in four minimarts where he was listed as the director.

Desk Report: A record number of referrals were made to the government's anti-terrorism scheme

Prevent in the year to March 2025, according to new data.

Referrals to Prevent, which can be made by schools, the police, local authorities or the public, rose by more than a quarter to 8,778.

In the majority of cases, where a type of concern for the referral was noted, most specified "no ideology identified" or "no ideology –other susceptibility to radicalisation identified".

A review into Prevent and the Southport murderer Axel Rudakubana found the scheme "prematurely" closed its case into him, due to there being no evidence that he had a fixed ideology or motivation. Rudakubana, who killed three girls and stabbed

others at a Taylor Swiftthemed dance class in July last year, had been referred to Prevent three times between 2019 and 2021.The review found that counter-terrorism officers staffing the scheme had "sufficient information" to escalate

Rudakubana's case to the next stage which would have included enhanced monitoring. At the time it was published, Security Minister Dan Jarvis said: "The review concluded that too much focus was placed on the absence of

a distinct ideology, to the detriment of considering the perpetrator's susceptibility, grievances and complex needs."

The review led to the resignation of Michael Stewart, the head of Prevent, in March this year.

Home Office data found that there had been an increase in referrals to Prevent around the time of Rudakubana's crime and his trial where he was found guilty and sentenced to 52 years in jail in January.

Between 29 July last year, when the attack happened, and 31 March, the Home Office said referrals to Prevent rose by 34% to 6,350 compared to the same period the year before.

In the release, the Home Office said that "trends cannot be directly attributed to the Southport attack".However, Lord David Anderson KC, who oversaw the review into Prevent, noted he had heard evidence from across the country of a "large increase in referrals" following the publicity of Rudakubana's case.

This week is ‘Ask Your Pharmacist Week’, which encourages people to make better use of their local pharmacist – not just for prescriptions, but for advice, support, and everyday health concerns. Faruque Gani is a community pharmacist in London and tells us more about how he helps local patients stay in control of their health.

When you go to a pharmacy, more often than not, it’s probably just to pick up a prescription, but we can actually help with a lot more than that. We can provide advice and recommend over the counter medicines, offer some health checks and we can even give some prescription-only medicines for some conditions without you needing to see a doctor at all.

As well as the professional help we can give people, I really value being able to

build individual relationships within the community. I love seeing familiar faces and catching up with people about their lives. Those personal connections – like you might have with your GP, local shopkeepers or postman – all help us feel part of the places we live in.

I do sometimes see cases of people who haven’t wanted to bother their doctor with a minor health issue, but because they waited it ends up getting much worse. My advice is, don’t just ‘wait and see’ if it gets better. Take control of your health, go and see your local pharmacy team and we’ll assess you. Desk Report: A slump in NHS productivity is costing the economy £20 billion a year, while Labour’s progress on its landmark healthcare reforms are “on a go-slow”.

A report by the Health Foundation found that waste and inefficiency since the pandemic meant the NHS had “lost a decade of productivity growth”.

Huge increases in spending and staff numbers have not led to an equivalent increase in treatment or operations, and too many hospitals are “holding on to old ways of working”.

The report said: “Had prepandemic trends continued, the NHS in England would have been 14 per cent more productive in 2022-23 — equivalent to around £20 billion of the NHS budget.

“That is enough for millions more outpatient appointments or tens of thousands of extra major operations.” NHS productivity had risen for decades prior to the Covid pandemic, but it fell sharply in 2020 and has not recovered.

The Office for National Statistics said on Monday that NHS productivity in 2024 had been 7.8 per cent below 2019 levels.. In the second quarter of this year,

productivity declined by 1.5 per cent compared with the same period a year earlier, the ONS figures showed.

Separate NHS England productivity data, which covers acute hospitals rather than the wider health service, showed a 2.4 per cent increase in productivity between April and July.

Wes Streeting, the health secretary, has promised radical reforms, but health leaders have warned these are “on a go-slow” because of wrangling over budgets. In March Streeting announced that NHS England would be abolished, leading to 9,000 job cuts. Regional

health boards were also told to make thousands of job cuts. But no funds were made available to cover the estimated £1.3 billion in redundancy payments, so no NHS England staff have yet been made redundant, and tens of thousands are in limbo.

Other factors affecting productivity include outdated equipment and a failure to invest in upgrading crumbling hospitals and GP surgeries that are not fit for purpose.

The NHS has also spent more on staff since 2020. Strikes by doctors and nurses have pushed up

wages, but this has not translated into better care. Pay is the NHS’s largest cost, accounting for two thirds of spending.

While some hospitals have embraced technology and are becoming more efficient, there remains huge variation between different NHS trusts, costing billions of pounds.

Anita Charlesworth, the co-chair of the Health Foundation’s NHS productivity commission, said that the “lost productivity opportunity” since the pandemic amounted to £20 billion a year — about 10 per cent of the annual NHS

budget of £202 billion. She said: “Not only is it £20 billion of lost value for the health service, but the NHS is 10 per cent of our economy, so it is a big factor in our national performance as an economy as well.

“Over the parliament as a whole, the NHS delivery of productivity gain will be one of the decisive factors in whether or not Rachel Reeves can make government books balance.”

Charlesworth said improving productivity would require the health service to get “infinitely better at the adoption and spread of new technologies” and to prioritise capital investment in buildings and infrastructure. “The NHS has spent way too little on capital investment for decades. It’s got outdated kit, and it’s not got enough kit,” she said.

Community services are often particularly inefficient, with patients sent “from pillar to post” between nurses, GPs and pharmacies, which wastes resources and staff time.

Charlesworth said it was vital that ministers did not get bogged down in “shortterm, immediate pressures” such as doctor strikes, and focused instead on delivering the long-term reforms set out in Labour’s ten-year NHS plan.

Police chiefs say prison sentence cuts could trigger crime surge

Desk Report: Police chiefs have issued a rare public rebuke to ministers over plans to cut prison sentences, warning the changes could trigger a 6 per cent surge in crime.

The National Police Chiefs’ Council (NPCC) said it was bracing for thousands more offences to be committed immediately after the Sentencing Bill puts more offenders on the streets rather than behind bars.

Plans proposed under the bill to ease the prison overcrowding crisis include not imprisoning anyone sentenced to less than 12 months and releasing criminals earlier. It will allow prisoners to be freed as early as one third of the way through their sentences, or halfway for more serious offences. The NPCC said it

was concerned at the speed at which the bill — based on a review led by David Gauke, the former justice secretary, in May — is moving through parliament.

Assistant Chief Constable Jason Devonport of Lancashire police is overseeing the NPCC’s work on the bill and spent 18 months on secondment

as a prison governor at HMP Berwyn. He said: “We are expecting that while the programmes in the community are being ramped up by the

Probation Service as part of their implementation plan to support offenders to rehabilitate, certainly in the short term, there will be an increase of offending in the community.”

He added: “The difficulty we’ve had is that this bill has moved through really fast by legislative standards. Mr Gauke presented his findings in May. We’re already now reaching its third reading, moving through parliamentary process.” Gavin Stephens, chair of the NPCC, said that without further funding police would have to make decisions on how to allocate resources and said officers may have to drop local neighbourhood policing work in order to deal with criminals being released early from prison.

Prince William hails Brazilian climate fund that UK won’t support

The Prince of Wales praised a Brazilian ecological fund that the British government has refused to contribute to as a “visionary step toward valuing nature’s role in climate stability” as he delivered his first keynote speech at the United Nations climate conference.

In a speech that had been shared with his father, the King, and the British government, William, 43, praised the vision of the multibillion-dollar, Brazilian-led Tropical Forest Forever Facility, which was a finalist in his Earthshot prize environmental awards celebrated in Rio de Janeiro on Wednesday night.

William said: “Brazil’s proposal for the Tropical Forests Forever Facility is a visionary step toward valuing nature’s role in climate stability. “That is why it was an Earthshot prize finalist this year. The initiative recognises that climate and nature must be addressed together — not in silos, but in synergy.

“The science is clear — we must go further if we are to secure a liveable future for all. And we must go together. “The time for partnership, protection and progress is now.

“We know what is at stake. We know what must be done. And we know that no country, no community, no individual can do it alone.”

On Thursday William flew with Sir Keir Starmer from Rio de Janeiro to Belem, northeast Brazil, to address delegates at the conference. It is arguably William’s biggest diplomatic challenge yet.

Despite promoting green initiatives with his annual Earthshot prize, relations between the UK and Brazil have been strained. Britain has refused to contribute to a multibillion-dollar fund to save the world’s rainforests, which was launched before Cop30.

The Brazilian-led Tropical Forests Forever Facility has been described as a “oncein-a-generation initiative” that aims to create a $125 billion forest conservation fund.

It was hoped that an initial $25 billion might be raised from rich countries and philanthropists with a further $100 billion following from the private sector.

However, countries have been slow to sign up.

After shaking hands with President Lula of Brazil, William used his speech as a call to action, saying: “We come together today here in the heart of the Amazon… at a pivotal moment in human history.” He went on to praise the environmental campaigning of his father. He said: “I grew up with my father — the King — talking about the power of nature and the importance of harmony in the natural world. A subject he has championed for over five decades. It is a privilege to also represent him here today, as well as everyone else who has championed this cause, for so many years.

“All of us here today understand that we are edging dangerously close to the Earth’s critical tipping points … thresholds beyond which the natural systems we depend on may begin to unravel.”

The prince also referred to a visit he and the Princess of Wales made this year to the Welsh town of Pontypridd after “devastating floods”. William said he found the “resilience” of the families he met there “deeply moving”.

He said: “Here, at Cop30, is our moment. Let us not waste it. Our children and grandchildren are watching and hoping.”

William is due to hold a meeting with the King and Queen of Sweden and will join Starmer later at a youth engagement.

The conference runs from November 10 to 21, but discussions began this week with a special “leaders’ summit”. Starmer joined forces with Lula last year to tackle climate change when they met at UN talks in Azerbaijan and Britain was reported to have been considering making a $1 billion contribution to the fund.

No 10, however, has confirmed that the UK will not contribute to the fund because of straitened public finances.

With an eye on how his contribution to the talks will play at home, Starmer told Cop30 delegates that action on climate change would benefit the UK by creating green jobs in Britain.

Separately, Lula has come under criticism in his own country.

The government has also been accused of accelerating oil-drilling licensing, approving exploratory drilling by the state-run oil firm Petrobras near the mouth of the Amazon.

Campaigners warn that these anti-green initiatives make a mockery of Lula’s green credentials as he tries to change the decades-old perception of Brazil from that of a world leader in deforestation, losing more tropical forest annually than any other country, to a champion of climate action.

The Brazilian government predicts that the new riverway could carry 20 million metric tonnes of corn and soybeans each year, reducing pollution that would occur by using road transport.

One notable but perhaps unsurprising absentee from the UN conference is President Trump, who last month described climate change as a “con job” and has twice attempted to withdraw from the Paris climate agreement.

A significant deadline was missed in September when the 195 nations that signed the initial agreement failed to publish new climate goals.

Since coming to power, Trump has cancelled plans for multibillion-dollar investments. Others have stayed away, too, with fewer than 60 world leaders said to be registered to attend, according to the Brazilian hosts, compared with more than 80 at Cop29 in Baku and more than 150 in Dubai the year before.

For some, it brings into question the efficacy of what might be achieved in Belem.

Meghan acting comeback: the film critic’s verdict

Desk report: So the Duchess of Sussex is returning to what she does best. No, not beekeeping, or making balloon arches, or rinsing Netflix and Spotify for all they are worth, but acting. A long time ago, before Harry, Oprah and the great royal schism, Meghan rose to fame as a regular on Suits, the New York-set legal drama.

Now The Sun reports that, seven years after leaving that show, she is shooting scenes for a new film called Close Personal Friends. A proper movie, not a tonedeaf lifestyle reality series or a documentary about elephants, with proper costars including Brie “Captain Marvel” Larson, Lily “daughter of Phil” Collins, Jack “son of Dennis” Quaid and Henry “Crazy Rich Asians” Golding. “This is a massive moment for Meghan and signifies a return to doing what she truly loves,” a source told The Sun. “She has been swamped with offers but this one felt right.”

That may be because she is playing someone close to her heart — herself. At least that’s what the rumours say. Amazon MGM Studios, which is producing the film, has been sparing with the details and everyone involved, according to the source, has “been sworn to secrecy about her involvement”.

It follows long-standing speculation that she would return to the industry. Several years ago it was claimed that, while the couple were attending The Lion King’s London premiere in July 2019 as members of the royal family, Harry playfully suggested to the director Jon Favreau and the Disney CEO Bob Iger that Meghan was interested in voiceover work.

As for the new project, all we

have to go on is this premise: “A couple’s chance encounter with a celebrity couple results in awkwardness.” If Meghan is playing herself, it raises the question of who is playing Harry. Clearly not Harry — they aren’t insane. Maybe she is playing a Meghan from an alternative reality who didn’t marry a prince with daddy — and mummy, and brother — issues. Perhaps in this universe she is married to Quaid or Golding, although — no offence, Jack and Henry — that sounds a bit rubbish. Of more immediate interest is how Meghan is managing the transition from Montecito mansion to movie set. Are the harassed runners and third assistant directors providing a domestic service on a par with her household staff? Has she demanded an hourly scattering of flower petals and hemp hearts, and a trailer with its own beehive? Perhaps she has downloaded a playlist to get into character — she has spoken of her love for Seventies soft rock, yacht rock and “French dinner party music”. There is the delightful possibility that she could be poking fun at all this lifestyle porn in the new film. The director, Jason Orley, is a comedy specialist who did the rather good rom-com I Want You Back and several specials with the American stand-up Pete Davidson, so there will be gags. And if there are gags, well, Markle’s life isn’t devoid of comic potential. The only way to enjoy her Netflix series With Love, Meghan was as a satire of out-of-touch vapidity in the midst of a cost of living crisis. If you didn’t laugh at the multimillion-dollar interiors, lavender-scented towels and beautiful-on-the-inside sponge cakes, you would have screamed.
