Desk report:Council staff tried to check on 10-year-old Sara Sharif the day before she was murdered by her father and stepmother, but went to the wrong address, a review has found.

Urfan Sharif, 43, and Beinash Batool, 30, were jailed for life for Sara's murder after her body was discovered at the family home in Woking, Surrey, in 2023 following two years of abuse.

Services in Surrey failed to identify that Sara was at risk of abuse and did not question unexplained bruising, the review, external found. This included a failure to properly investigate why Sara started wearing a hijab - that covered the bruisingfor "fear of causing offence".

Surrey County Council said it was "deeply sorry" for the findings in the review.

The authority said that it had taken "robust action" to address the findings and would work to implement every recommendation in full.

Council visited wrong home before Sara Sharif's murder

practice review, published on Thursday, looked at how organisations worked together in the run-up to Sara's murder and what lessons can be learned. It said the "seriousness and significance of [Sharif] as a serial perpetrator of domestic abuse was overlooked".

"Sara's father and

stepmother proved to be a lethal combination," it said. "And with hindsight, it is clear that they should never have been trusted with the care of Sara."

The review said that there were "clearly several points in Sara's life, in particular during the last few months, where different actions could

and should have been taken" by the authorities.

"The system failed to keep her safe," it added.

The review also found it was not properly investigated why Sara started wearing a hijab, saying a newly qualified occupational therapist was reluctant to mention it for "fear of causing offence". It

was later learned that she wore one to hide her injuries. Neighbours also said they "feared being branded as being racist" if they reported concerns. Sara was hooded, burned and beaten during the campaign of abuse. A post-mortem examination found she had suffered dozens of injuries including human bite marks, an iron burn and scalding from hot water.

The review was commissioned by the Surrey Safeguarding Children Partnership, which is made up of police, local health organisations and the council's children's services. Bruising was first noticed on Sara in June 2022, according to the report.

In March 2023, staff at St Mary's Primary School in West Byfleet contacted Surrey Children's Services after spotting three bruises –one the size of a "golf ball" – on her face. She had been off school for two days, with the family stating she was ill.

PM 'assured' anonymous briefings did not come from No 10

Desk report: Sir Keir Starmer has said he has "been assured" that anonymous briefings against cabinet ministers earlier this week "did not come from Downing Street".

In a bid to draw a line under the row, he said he had "made it clear" to his team that such activities were "unacceptable".

On Wednesday, Sir Keir apologised to Wes Streeting, after his allies privately told news outlets the health secretary could be planning to make a leadership challenge.

Many Labour MPs remain sceptical about the claim the briefings did not come from No 10 and blame the prime minister's chief of staff Morgan McSweeney, not necessarily for the briefing, but for overseeing the strategy and culture of Downing Street.

Speaking during a visit to North Wales, the prime minister said he retained full confidence in McSweeney.

"I have been talking to my team today. I have been assured that no briefing against ministers was done from No 10 but I have made it clear that I find it absolutely

unacceptable." He added: "I have been assured it didn't come from Downing Street but I have been equally clear that whether it is this case or any other, I intend to deal with it."

Asked if he would sack those responsible, Sir Keir replied: "I will absolutely deal with anybody responsible for

briefing against ministers, cabinet ministers or any other ministers.

"I have always said that is the standard that I expect, and that is the standard that I will enforce."

Asked whether he still has confidence in McSweeney, the Labour leader said: "Of course I do. I work closely with my whole team. Our

focus is on working for the country." Both Streeting and Energy Secretary Ed Miliband have said the person behind the briefings should be sacked.

On Thursday, Streeting brushed off questions about the row saying it was "silly Westminster soap opera stuff" and "yesterday's news".

Speaking to the BBC, Miliband said it had been a "bad couple of days", adding: "We've got to learn the lessons of this episode and say this is not where the focus should be."

He said he was confident the prime minister would want to find who the anonymous briefer was and "get rid of them if he can find out".

"He hates it when things get leaked, he hates it when cabinet colleagues get briefed against.

"People might think 'if he hates it, why can't he stop it'.

"The truth is, sometimes these things do happen. There are noises off and you can never quite know where they are coming from."

Miliband's name has been discussed by some Labour MPs as another possible challenger to the prime minister.

Asked if he would rule out returning as Labour leader, he replied: "Yes."

Police and crime commissioners to be scrapped in England and Wales

Desk Report: Police and crime commissioners (PCC) are to be scrapped in England and Wales to save £100m over this parliament's term, the government has said.

The home sectary called the system a "failed experiment" - and less than 20% of voters can name their PCC, the Home Office said.

There are 37 elected commissioners under the current system, introduced 12 years ago to improve police accountability. Their main responsibilities include setting an annual budget, appointing chief constables and producing a policing plan.

One PCC described the move as "deeply" disappointing, and the shadow home secretary said the government was "tinkering around the edges" while "failing on crime and policing".

When the commissioners' terms end in 2028 the role will move to an elected mayor or to council leaders.

Scrapping the role would allow for an extra £20m of investment in front-line policing every year, the Home Office said, enough for 320 constables. Growth in the UK economy slowed to 0.1% in the July-to-September period, official figures show, as car production slumped.

The figure was below the 0.2% predicted by analysts, and is a blow to Chancellor Rachel Reeves - who has repeatedly said growth is her top priority - less than two weeks ahead of the Budget in which she is widely expected to raise taxes.

The Office for National Statistics said there had been a "marked" fall in car production in September as a result of the cyber-attack on Jaguar Land Rover.

But even when this is taken out, other sectors of the economy showed weak growth.

While there was growth in services - which includes things like shops, restaurants, arts and entertainment and

real estate - and construction, it was slower than in the previous quarter.

Consumer spending growth remains weak and economists predict this could continue to weigh on growth

for the rest of the year.

The latest GDP figure marks a slowdown from the 0.3% growth seen between April and June, and the 0.7% expansion in the first three months of the year.

In September alone, the economy contracted by 0.1% with the JLR cyber-attack having an impact.

The cyber-attack began on 31 August, and resulted in one of the UK's largest car

makers halting production for five weeks.

The ONS said production output overall fell by 2% in September, and this was mainly caused by a 28.6% drop in car output following the attack. Some analysts said the weaker-thanexpected growth figures had boosted the chance of a rate cut from the Bank of England next month.

Rob Wood, chief UK economist at Pantheon Macroeconomics, said data "all but seals a December rate cut" when added to the weak jobs figures that came out earlier this week.

For some businesses, the slow growth reflects the knock-on effect of last year's Budget, which raised National Insurance contributions for employers, as well as increasing the national living wage.

Morgan McSweeney signed off briefings about a Labour leadership challenge that backfired and caused a row over a “toxic” culture in No 10.

The Telegraph understands Sir Keir Starmer’s chief of staff, as well as senior Downing Street communication figures, agreed to brief journalists that the Prime Minister would fight any challenge to his position and that ousting him could undermine the economy. But Mr McSweeney is understood to be insistent that neither he nor senior No 10 staff briefed specifically against Wes Streeting, the Health Secretary and Sir Keir’s supposed challenger.

The Prime Minister’s official spokesman also voiced that position on Thursday.

The move, however, still provoked a backlash among Labour MPs who criticised the Downing Street operation.

Responding to the row on Wednesday, Mr Streeting likened the claims to conspiracy theories and demanded that Sir Keir sack whoever was responsible. On Thursday, calls for sackings continued to grow.

Secretary and former Labour leader told BBC Radio Four’s Today programme: “I think you get briefings that happen in politics, they’re an unfortunate part of politics, I deplore the culture of briefing.” Asked whether the Prime Minister should sack anybody found to have been involved in the briefings, Mr Miliband replied: “Of course he should.” But Alastair Campbell, Sir Tony Blair’s former director of communications, told the Downing Street operation: “There are bigger, worse enemies, like Nigel Farage... Get a grip.”

Mr McSweeney, a pivotal figure behind Labour’s 2024

victory, is now facing calls to resign.

One Cabinet minister told The Times: “If the PM didn’t approve it, he needs to get rid of Morgan.”

But other ministers are rallying round Mr McSweeney. Another Cabinet minister told The Telegraph: “Morgan is brilliant, and decent.

“He’s an obvious person to point to, as everyone will want an easy response to a s--- day.

“But this is more a problem of political culture. Endless speculation, comment and

pages to fill and a few too many people happy to fill them with nonsense.” The Cabinet minister added: “He doesn’t deserve to be sacked, especially not for this. He’s good.”

Asked on Thursday if the briefings should result in sackings, Rachel Reeves, the Chancellor, said: “Well, there I think is going to be a leak inquiry, but at the moment there is no evidence of where that briefing is coming from.”

Lord Glasman, a Labour peer and close ally of Sir Keir’s chief of staff, claimed plotters had been trying to oust him from No 10.

‘Fake admiral’ takes centre stage at Remembrance event

He told GB News: “I don’t think civil war is overblown, but everybody knows there’s blue Labour and there’s new Labour and there’s a contestation.”

Mr Streeting refused to discuss the briefing war on Thursday morning, saying that the public did not “give two monkeys” about “Westminster bubble stuff”. During a visit to the Paddington Community Diagnostic Centre in Liverpool, he said: “I have no intention of revisiting yesterday’s events. That’s yesterday’s news and it’s Westminster bubble stuff that doesn’t mean anything to anyone.” The Prime Minister and Mr Streeting talked by phone on Wednesday evening. Sir Keir, who The Telegraph understands is infuriated by the briefings, is said to have apologised for the events in a brief conversation.

Anna Turley, the Labour Party chairman, said people were “investigating” who was behind the leaks.

Sir Keir has faced questions over his leadership for some months. The row over Mr Streeting’s supposed ambitions follows speculation at Labour’s party conference in September that Andy Burnham, the Mayor of Greater Manchester, was preparing to challenge the Prime Minister.

A fake admiral has provoked outrage by participating in a Remembrance Sunday commemoration.

The impostor donned the ill-fitting uniform of a rear admiral with a row of 12 medals as he saluted the war memorial in Llandudno, North Wales, on Sunday. The infiltrator, whose identity is unknown, arrived at the parade unannounced and appears to have participated in several other remembrance events in recent years. The Royal Navy said his behaviour was “insulting” to veterans and “could be considered a criminal offence” under the Uniforms Act 1894, which bars anyone who has not served in the armed forces from wearing military uniform.

The man raised suspicions with an unlikely combination of decorations that included the Distinguished Service Order (DSO), an MBE and the Gulf War Medal.

He also wore the Queen’s Voluntary Reserves Medal, which is exclusively for military reservists and has never been won by anyone who also has a DSO.

The man wore a white shirt with a cutaway collar, which is not permitted by Royal Navy regulations, and oversized sleeves reaching down to his knuckles.

‘It’s disgraceful’ Llandudno town council, which organised the remembrance service, said he was not on its guest list and it when it confronted him, he claimed to be representing the LordLieutenant of Clwyd. But Harry Fethersonhaugh, the Lord Lieutenant, said this was untrue, telling The Sun: “I have never seen him before in my life.”

It appears that the impostor also participated in Remembrance Sunday commemorations in nearby Caernarfon in 2018 and 2019.

Photographs from the events show a man wearing a similar combination of medals with a cutaway collared shirt and a rear admiral’s jacket with sleeves that are too long.

The July National Charter (Constitutional Reform) Implementation Order, 2025 has been issued through a gazette with a provision for holding the Jatiya Sangsad elections and the referendum on the July Charter the same day.

- Dy speaker, some committee chairs from opposition The interim government, at its advisory council meeting on Thursday, approved the order, after which chief adviser Professor Muhammad Yunus announced the contents of the order and the procedures for its implementation in a televised address to the nation.

He said that after a careful consideration the government had decided that the referendum would take place on the same day as the next parliamentary elections.

‘This means that the referendum shall be held in the first half of February like the national elections. This arrangement shall not hinder the reform process in any way. Rather, it will make the election more festive and cost-effective,’ the chief adviser said.

The referendum ballot, Professor Yunus said, shall contain a single question, covering four key proposals for voters to approve or reject.

Calling the consensus achieved through the charter a ‘historic milestone,’ Yunus said that while minor differences remained on certain proposals the overall agreement among political parties on 30 major constitutional reform issues represented an exceptional national achievement.

Although there might appear divergence in political

rhetoric, the chief adviser observed, a proper analysis of the July Charter would show that the differences are not so deep and this national consensus will give the nation the courage to move forward.

Although chief adviser Yunus in his address claimed that there was an overall agreement among the political parties on 30 major constitutional reform issues, the July National Charter 2025 published by the National Consensus Commission showed consensus among the parties on only 12 of these issues. After the chief adviser’s address to the nation, president Md Shahabuddin issued the July National Charter (Constitutional Reform) Implementation Order, 2025.

The order and the part of the July National Charter relating to constitutional reform -- for the purpose of exercising the sovereign power of the people -- shall be presented for a referendum, the order stated.

The question for the referendum would be ‘Do you give your consent to the July National Charter (Constitutional Reform) Implementation Order, 2025 and the following constitutional reform proposals contained in the July Charter?’

The four proposals are:

a) During the election period, the caretaker government, the Election Commission, and other constitutional bodies shall be formed in accordance with the procedures contained in the July Charter.

b) The next Jatiya Sangsad shall be bicameral. A 100-member upper house shall be formed based on the proportion of votes received by political parties in the JS elections. Any amendment to the constitution shall require the approval of a majority of the upper house.

c) The winning political parties shall be obliged to implement the 30 agreed proposals included in the July Charter — covering issues such as increasing women’s representation in parliament, electing the deputy speaker and parliamentary committee chairpersons from the opposition, limiting

the prime minister’s term, strengthening the president’s powers, expanding fundamental rights, ensuring judicial independence, and enhancing local government.

d) Other reforms contained in the July Charter shall be implemented in line with the commitments made by the political parties.

On the referendum day, voters will express their opinion on these four matters by voting either ‘Yes’ or ‘No’ to the single question on the ballot.

Appropriate legislation shall be enacted to enable the Election Commission to take necessary measures to hold the referendum, the order said.

If a majority votes ‘Yes’, a Constitutional Reform Council shall be formed, consisting of elected members from the new parliament, it also said.

As per the order, the council shall function concurrently with the Jatiya Sangsad and shall be tasked with finalising the constitutional reforms within the 180 working days from its first sitting. Within the 30 working days of completing the reforms, an upper house shall be formed based on the share of votes received by political parties, with its tenure lasting until the end of the lower house’s term.

Regarding the formation of the Constitutional Reform Council, the order said, the council shall be formed comprising representatives elected in the general elections to the Jatiya Sangsad, and it shall have full authority over matters relating to constitutional reform.

The representatives elected in the elections shall serve concurrently as members of the Jatiya Sangsad and as members of the Constitutional Reform Council under this order.

During the participation in the proceedings of the council, the elected representatives shall be referred to as council members.

The council shall determine its own procedures regarding the convening and adjournment of sessions, the manner of introducing

proposals on constitutional reform, the consideration and adoption of such proposals, and all other related matters.

The Jatiya Sangsad secretariat shall provide secretarial support to the council, the order said.

It also said that after taking the oath as JS members, the elected representatives shall, at the same ceremony, take the oath as members of the council and shall sign the corresponding oath document.

The person administering the oath to the Members of Parliament elected in the JS elections shall also administer the oath to the members of the council.

In line with the July Charter pledge, provisions shall be made to incorporate the July National Charter into the constitution, it further said.

According to the order, the constitutional reforms adopted by the council shall be final and no further approval or consent in any form shall be required regarding such reforms.

BNP thanks CA for announcement of holding polls, referendum on same day

Desk report: The Bangladesh Nationalist Party (BNP) on Thursday thanked Chief Adviser Prof Muhammad Yunus for reaffirming that the next parliamentary election will be held in February and for announcing that a referendum will take place on the same day.

BNP Secretary General Mirza Fakhrul Islam Alamgir came up with the party’s reaction while briefing reporters after an emergency meeting of the party’s Standing Committee at the chairperson’s Gulshan office in Dhaka.

“The BNP Standing Committee, in a meeting chaired by acting chairman Tarique Rahman, thanked the chief adviser for reaffirming that the national election will be held in the first half of February and for announcing that a referendum will be held on the same day in his address

to the nation,” he said. Fakhrul said the meeting also urged the interim government and the Election Commission to make all necessary preparations to hold the national election as soon as possible, along with the referendum to seek public approval of the July National Charter, which was signed on 17 October based on a national consensus.

Earlier in the day, in a televised address to the nation, the chief adviser announced that the national election and the referendum on the July Charter would be held on the same day.

NCP questions why Yunus can’t issue July Charter

Desk report: The National Citizen Party has raised concerns over the legitimacy of the July Charter, questioning why Bangladesh interim government chief adviser Muhammad Yunus cannot issue the order himself.

Sarwar Tushar, joint convener of the NCP, stated that while his party has no objections to the timing of the referendum, the government must clarify why Yunus is unable to personally issue the order.

We have no objection to the timing of the referendum,’ Tushar said. ‘However, the government needs to explain why the chief adviser cannot issue the order himself,’ he added.

Tushar further argued that the legitimacy of the July Charter could be compromised if signed by the president. ‘The chief adviser may have ensured its legality, but questions remain about its legitimacy. Moreover, doubts persist about how much legitimacy it will retain in the future,’ he added.

Earlier in the day, chief adviser Yunus addressed the nation, announcing that the national election and referendum would be held on the same day.

On the same day, Bangladesh president Md Shahabuddin issued an order for the implementation of the July National Charter, outlining the questions to be included in the referendum.
