The core mission of Enginuity is to supply civil engineering services and talent to both private and public sector clients including local, state and federal government agencies. Floodplain Management is an evolving profession. What used to be a process of determining floodplain limits and managing development to those limits has now become a much more involved effort. Managing flood hazards now is a process of not only understanding the flood hazard itself, but also how entire river systems are affected by development and changes in the environment. JEFFREY W. SICKLES, P.E., CFM Mr. Sickles has 16 years of experience in water resources engineering. He has served as a group manager, project director, project manager, project engineer and hydraulics task manager on numerous projects throughout Colorado and the Western United States and has worked with a variety of local, state and federal agencies. Jeff ’s expertise includes a broad knowledge of hydraulic and hydrologic engineering from conceptual studies, CLOMR/ LOMR approval, through preparation of final construction plan packages. Specific areas of expertise include floodplain management, floodplain hydraulic modeling, design of open channels, channel rehabilitation, drop structure design, design of stream stability and scour countermeasures, stream restoration, storm drains, and culverts. His broad range of experience includes construction management for storm drainage projects. Jeff is well known for providing innovative, cost-effective drainage solutions.

Sample Project Experience Dutch Creek, Coon Creek, and Lilley Gulch Drainageway Planning Study and Flood Hazard Area Delineation, Jefferson County, CO, Urban Drainage and Flood Control District. Service Categories: Project manager responsible for the development of revised hydrology for the Dutch Creek watershed (16 sq miles) using the Colorado Urban Hydrograph Procedure and EPA-SWMM; development of a new hydraulic model for over 23 miles of drainageways using HEC-GeoRAS; new floodplain mapping with 1.0 ft and 0.5 ft floodway for 23 miles of drainageways; and development of a comprehensive drainageway master plan for flood damage mitigation and channel stabilization totaling more than $50 million.

27th and Federal Stormwater Master Plan, Denver, CO, City and County of Denver. Service Categories: Project manager for the City and County of Denver’s 27th and Federal stormwater master planning project. Responsible for overseeing the development of the hydrologic models for a 5.2 square mile basin that is fully developed in a dense urban area. The Colorado Urban Hydrograph Procedure (CUHP) and Urban Drainage Stormwater Management Model (UDSWM) were used for the hydrologic analysis. Developed alternative stormwater concepts including conveyance and detention. Other tasks managed or performed include hydraulic analysis for storm drain systems, storm drain system sizing, inlet interception analysis, detention pond design, and water quality concept development. All master plan mapping was developed using GIS. Developed a

comprehensive capital improvement plan for the project area that included project-by-project descriptions, design flows, cost analysis, and preliminary storm drain profiles.

Plum Creek Regional Trail, Castle Rock, CO, Town of Castle Rock. Service Categories: Hydraulics task manager responsible for the development of HEC-RAS models on both E. Plum Creek and Sellars Gulch to model the existing and proposed conditions for the Town of Castle Rock’s regional trail project. Work included the sizing of a pedestrian bridge opening on Sellars Gulch, bridge scour countermeasure design, low flow channel design and floodplain mapping. Close coordination with the Town and the trail design team was necessary to develop a design that did not require a Conditional Letter of Map Revision (CLOMR) and allowed the project to be constructed on schedule.

City-wide Stormwater Master Plan Update, Denver, CO, City and County of Denver. Service Categories: Hydraulics task manager responsible for providing stormwater master planning services as a subconsultant. Developed the existing and proposed conditions hydrologic models for basins 4400-02 (Quebec Basin) and 0060-02 (Brighton Basin) using the Colorado Unit Hydrograph Procedure (CUHP) and the Urban Drainage Stormwater Management Model (UDSWMM). In total, the basin is over 2,400 acres of fully-developed urban area. Directed GIS mapping for the Quebec and Brighton basins showing basin delineations and routing schematics. Developed a HEC-RAS model to provide a flood hazard area map at the downstream end of the basin to show areas of 100-year inundation. Analyzed alternatives for the master plan including both conveyance and detention.

Floodplain Map Modernization Project, Colorado Colorado Water Conservation Board (CWCB). Service Categories: Project Director responsible for coordinating between CWCB, local agencies and sub-consulting team. Coordinated with CWCB to develop project scoping and cost estimates. Provided QA/QC of map modernization elements including LOMR and existing study review and incorporation into DFIRM mapping; profile data conversions; and DFIRM production. This work effort produced some of the first, countywide, DFIRM projects in Colorado under the Federal Emergency Management Agency’s (FEMA) map modernization efforts and established standards for future FEMA projects in Colorado. In total, oversaw over 19 H&H studies which met FEMA Guidelines and Specifications and were successfully incorporated into DFIRM panels.


SJCD 6100, Arapahoe County, CO, Urban Drainage and Flood Control District. Service Categories: Designed 900-lineal-foot boulder-lined channel per UDFCD drainage criteria (developed multiple layout options using EaglePoint design software). Developed the HEC-RAS hydraulic models for both existing and proposed site conditions and analyzed the eects of the proposed improvements to the floodplain. Authored the Alternative Selection Report from which the final alternative was selected. Provided construction services that included periodic field observation, submittal review and approval and preparation of pay estimates.

Shooks Run Drainage Improvements, Colorado Springs, CO, City of Colorado Springs. Service Categories: Hydraulic engineer responsible for developing multiple open channel alternatives and alignments for 2,000 lineal feet of Shooks Run with 100-year design flows of 6,000 cubic feet per second. Civil layout included retaining walls, bike path alignments, and storm drain design. Alternatives were presented to the public for comment and direction. Developed HEC-RAS hydraulic models for proposed conditions to develop culvert and bridge sizing. Designed channel, roadway, sanitary sewer, water line improvements, and prepared construction plans and specifications.

Fountain Creek and Sheridan Avenue Drainage Improvements, Woodland Park, CO, City of Woodland Park. Service Categories: Designed channel stabilization for approximately 2000 linear feet of Fountain Creek. Design included boulder and riprap lining, grouted boulder drop structures, storm drain systems, and two large box culverts. Designed channel, roadway, sanitary sewer and water line improvements, and prepared construction plans and specifications. Developed HEC-RAS hydraulic models to compare existing and proposed conditions floodplains and to evaluate the revised floodway due to project improvements. Prepared a Letter of Map Revision (LOMR) to be submitted to FEMA. Project won the 1999 American Public Works Association award for Best Municipal Project for a small city.

DONALD J. JACOBS, P.E. Mr. Jacobs has 16 years of diversified experience in water resources engineering. He has experience on numerous projects throughout Colorado and the western United States, and has worked with a variety of private clients as well as federal, state, and municipal government agencies. His work experience has included complex planning studies that have proceeded through design and into construction. His specific areas of expertise include hydrologic and hydraulic modeling, design of open channels, storm sewer design, floodplain modeling, drop structure design, bridge hydraulics, storm water master planning, and highway related drainage and erosion control practices. His broad range of experience also includes construction management for storm drainage projects. Sample Project Experience FasTracks East Corridor Commuter Rail, Denver, CO, Regional Transportation District (RTD). Service Categories: Lead drainage consultant for a $1.2 billion commuter rail facility running from downtown Denver to Denver International Airport. Worked with RTD to develop drainage strategies and cost savings along the 21-mile corridor, with drainage infrastructure costs ranging as high as $120 million. Don coordinated conceptual and preliminary drainage design alternatives with rail, streets, and structural design for the project. This project is currently in both the EIS and preliminary design phases.

Denver Storm Drainage Master Plan, Denver, CO, City and County of Denver. Service Categories: Lead hydrologic modeling engineer for approximately 157 square miles of urban watershed. Prepared master planning documents to be utilized by the City’s development review staff, planners, and maintenance personnel, as well as developers, politicians, and citizens. The project proposes over $1.0 billion in capital improvements. Don worked with staff to integrate hydrologic analysis and construction cost modeling into the City’s existing GIS database and overall mapping. He coordinated design alternatives and technical analysis with the city’s planning, maintenance, design, and parks departments. He continues to work in a supporting role with City staff for flooding investigations, public involvement, design, and construction observation.

Hampden Heights Area Flood Investigation and Improvement Plan, Denver, CO, City and County of Denver. Service Categories: Don investigated flooding problems for a residential neighborhood in southeast Denver and prepared master plan level alternatives for long term flooding solutions. He directed emergency channel construction immediately after a flooding event that provided short term protection to local properties. Don worked closely with City planners, designers, politicians, and local residents on this highly visible project that received significant news coverage. An additional $10 million in improvements are planned, with construction scheduled for 2008.

Cherry Creek Drainage Basin Implementation Study, Denver, CO, City and County of Denver. Service Categories: Don developed a detailed, two dimensional hydraulic floodplain model using FLO-2D software for a 5-square block urbanized area in central Denver. Prepared and submitted a FEMA predisaster mitigation grant on behalf of the City, and performed a flood hazard risk analysis identifying potential mitigation alternatives.

Sellars Gulch Master Plan, Castle Rock, CO, Town of Castle Rock. Service Categories: Don was the lead hydrology engineer for this 15 square mile watershed, preparing baseline hydrologic analysis for master planning purposes.

38th and Holly Detention Pond, Denver, CO, City and County of Denver. Service Categories: Project manager for the design of a 49 acre-foot detention pond and 2000 linear foot, 120-inch diameter outfall pipe with a project cost of $4.5 million. Prepared and won a $3.0 million FEMA pre-disaster mitigation grant for the City of Denver to partially fund the project. Don was responsible for planning, funding, and design of this project.

North Metro/Gold Line/US 36 Outfall Systems Plan, Denver, CO, City and County of Denver. Service Categories: Analyzed potential drainage outfall locations associated with 12-miles of future light rail expansion within the City of Denver. Don produced conceptual layout and construction cost estimates for over $85 million in drainage system improvements.

Service Categories: Performed county wide research on various water supply and water distribution systems. Participated on a team of planners and engineers to establish a development plan interrelating land use, transportation, and water supply.

Service Categories: Lead drainage design engineer on this nine-mile, $187 million design-build construction project. Don managed drainage design efforts and coordinated with roadway, bridge, and utility disciplines. He worked closely with local jurisdictions, the Parkway Authority, and the contractor to address various design requirements, cost savings, and constructability issues. Also, responsible for meeting aggressive design-build project scheduling and deadlines. Designed major drainage facilities including box culverts, storm sewers, channel improvements, CLOMR’s, stormwater detention, stormwater retention, and irrigation structures.

FIS Update of Rock Creek, Coal Creek, and Bullhead Gulch, Boulder County, CO, FEMA. Service Categories: Produced HEC-2 hydraulic models for three different waterways with multiple bridges, culverts, split flow analysis, and floodway analysis. Delineated 100-year and 500-year floodplains and prepared final mapping and profiles.

Mesa County Floodplain Studies, Mesa County, CO, FEMA. Service Categories: Prepared floodplain studies for four previously unmapped drainageways. These studies met the FEMA guidelines and specifications and were successfully incorporated into the Mesa County-wide Map Modernization Project.

South Boulder Creek Floodplain Analysis, Boulder, CO, Urban Drainage and Flood Control District. Service Categories: Developed HEC-2 hydraulic models with split flow calculations for floodplain analysis. Delineated floodplain profiles.

Omni Channel Erosion Correction, Castle Rock, CO, Town of Castle Rock. Service Categories: Designed an 18-foot-high, grouted sloping boulder drop structure with channel improvements as an emergency repair to severe erosion threatening neighboring businesses.
