ROAD SAFETY MEASURES ISINUSULONG

AALARMA si Sen. JV Ejercito, Vice Chairperson, Senate Committee on Public Services, sa tumataas na bilang ng namamatay dahil sa aksidente sa lansangan.

Dahil dito isinusulong niya ang maagang pagpasa sa road safety measures na inihain niya sa Senado. Ipinakita ng senador sa mga delegado ng isinagawang 2 araw na “Road Safety in Asia 2017” forum sa Heritage Hotel ang pagtaas ng bilang ng aksidente sa lansangan mula sa Phil Statistics Authority (PSA). Sa tala ng PSA, noong 2006, naitala sa bansa ang 6,869 na namatay sanhi ng road crash. Noong 2014, ang 8,666 road crashrelated deaths. Ipinakita rin sa PSA sa talaan nito ang 56% ng road traffic fatalities sanhi ng aksidente sa motor. Ayon din sa DOH, ang road accident ang pang-apat na sanhi ng pagkamatay sa bansa, isang tao ang namamatay sa bawat ika-17 oras. Sa kabuuan, 43 Pinoy ang namamatay bawat

DDB lauds Poblacion Brgy Hall in Munti, now a drug-free workplace MUNTINLUPA LGU seeks to build integrity on its implementation of campaign against illegal drugs and it starts with “cleansing” of government offices. Poblacion Barangay Hall is now a drug-free workplace after adhering in the Dangerous Drugs Board regulations. Dangerous Drugs Board chairman Sec. Dionisio Santiago, together with PDEA execs, led the unveiling ceremony of “DrugFree” Barangay Hall Billboard in Poblacion last August 22. Santiago lauded Barangay Poblacion officials and the Drugs Abuse Prevention and Control Office in ensuring that government employees are drug-free and halting of illegal drugs proliferation in the offices. Mayor Jaime Fresnedi extended his gratitude to DDB and PDEA for their unwavering support in the local government’s thrust to foster drug-free workplaces and communities. Poblacion Brgy Capt. Allen Ampaya said that declaration of their barangay hall offices free from drugs is just the beginning of their campaign in making every community in Poblacion drug-free.

Barangay Poblacion complied with DDB Regulation NO. 2 series of 2004 guidelins for the formulation and implementation of a drug-free workplace program which include: passage of a Workplace Anti-Drug Abuse Policy, Creation of a Workplace Anti-Drug Abuse Committee (WADAAT), publication and signing of policy to all employees, conduct of Anti-Drug Abuse Orientation to employees, conduct of compulsory drug test and corresponding action, and evaluation and issuance of resolution for the declaration. Barangay employees who were found positive on dangerous drugs were terminated and were subjected to intervention through MAPALAD Program, a local rehabilitation approach for drug-users. As of August 2017, there are two declared drug-free communities in Muntinlupa namely Gundran Compound and Pinagpala Compound in Putatan. Muntinlupa City stands with the national government’s campaign to eradicate illegal drug activities and its adverse effects in the communities.

Appointment slots maaari ng makuha sa DFA MATAPOS magsagawa ng ilang pagbabago ang Department of Foreign Affairs (DFA), libulibong mga appointment slot ang maaari nang makuha ng mga nais mag-renew o mag-apply ng kanilang mga pasaporte. “Ang nais natin ay ang makapagbigay ng mas mabilis at epektibong serbisyo sa mas maraming tao, kaya kinakailangan na maisaayos ang mga slot na iyon. At yun ang ginawa namin,” ani Asst. Sec. Cimafranca. Dagdag pa Cimafranca, ang mga karagdagang slots ay may katumbas rin na karagdagang empleyado na mangangasiwa sa pagpoproseso ng mga dokumento. Halimbawa nito ay ang opisina ng Aseana na siyang pangunahing nagpo-proseso ng mga pasaporte sa DFA. Ayon sa kanya ang pagdagdag ng mga kawani dito ay nagresulta sa 73.6 porsyento na pagtaas sa kapasidad ng opisina na tumanggap at magproseso ng pang araw-araw na appointment- mula 1,900 hanggang 3,300. Mas napaaga rin ang schedule ng mahigit kumulang na 900 appointments dahil sa karagdagang manggagawa, at nagresulta sa pagbaba

Bam sa DepEd: Protektahan ang student drug list HINILING ni Sen. Bam Aquino sa Department of Education (DepEd) na tiyaking hindi mapupunta sa PNP ang resulta ng random drug testing ng mga estudyante sa pribado at pampublikong paaralan. Ito ay upang maiwasan ang pag-abuso at pagkamatay ng mga estudyante. “The DepEd, as the lead agency in the random drug testing of students, must fulfill its promise to keep confidential its results. Hindi nila dapat hayaang mapunta ito sa kamay ng PNP upang hindi magamit laban sa ating mga kabataan,” wika ni Sen. Bam. “Kung makukuha ng PNP ang listahang ito, maaari itong maabuso ng mga tiwaling pulis at gamitin sa panggigipit. Hindi nila dapat hayaang mapunta ito sa kamay ng PNP upang hindi magamit laban sa ating mga kabataan,” dagdag pa niya. Sa pagdinig ng DepEd budget hearing, tiniyak ni Sec. Leonor Briones sa mga mambabatas na mananatiling confidential ang resulta ng random drug testing at hindi gagamitin sa paghahain ng kaso laban sa mga menor-de-edad na makikitang positibo sa illegal drugs. “Panghahawakan natin ang pangakong ito ng DepEd upang matiyak ang kaligtasan ng ating mga kabataan laban sa anumang pang-aabuso ng awtoridad,” wika ni Sen. Contact Islands to focus on providing the ultimate customer experience

P86.63-million Apayao warehouses to boost farmer-market link EIGHT warehouses worth P86.63-million due for construction in Apayao through the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) are seen to help improve the connectivity of farmers to markets. Prudencio Bosing, Apayao’s provincial agriculturist said that one major issue they face in agricultural development is the distance of Apayao to markets. He shared that individual farmers cannot bring their products to big markets considering hauling costs and required volume. Bosing shared that currently, traders mostly control farmgate prices. The provincial local government unit (PLGU) expect that this perennial issue can be minimized with the warehouses serving as consolidation centers for agricultural produce such as coffee and banana. “Some of banana fruits sold in Pangasinan, Clark and Manila are sourced here. One big issue is that farmers lose potential profits— we can’t control the traders,” Bosing said. Bosing added that banana traders usually

buy the fruits by piece, not by weight. “Farmers have decried this system and hoped that one day, the province would build a bagsakan center or warehouse dropoff point where farmers could [collectively] negotiate with buyers,” Bosing said. Marcela Daggay, a farmer from Calafug village in Conner town said that they have always wanted a common facility where they can store or sell their products. “Traders could then pick up our products at once. We could save money as we no longer have to pay for hauling fees,” Daggay said. Besides product consolidation and storage, the provincial agriculturist said that the warehouses would also assist the PLGU and local processors in their value-adding efforts. “In terms of processing, while it is true that farms are here, consolidating the products is challenging. Our local processing industries also have a hard time gathering [raw materials]. With produce consolidated in the warehouses, processors could source their materials from these facilities,” Bosing

said. The eight warehouses, according to the Bosing, will be erected in strategic locations—carefully selected with a set of prioritization criteria—in each of Apayao’s seven municipalities. Luna town, the provincial capital and main commercial center, however, will have two warehouses. Costing between P9.85 million to P12 million, the construction of the warehouses seeks to increase the income of farmers as buying prices are increased to about 50 percent and losses and product deterioration are reduced from about 25 to 10 percent. Also, the facilities are also expected to help maintain the quality of grains and other products especially during the wet season. Bosing said that to ensure sustainability of the subprojects, the PLGU continues to organize and train farmers, enabling them to meet the volume needed once the warehouses become operational. SEA-US consortium announces commercial operations of $250-M state-of-the-art undersea cable system THE seven-member Southeast Asia – United States (SEA-US) cable consortium announced that the full commercial operations of the USD250-million submarine fiber cable system that directly links Asia to the US for faster data transmission, more efficient connectivity and greater network resiliency, has officially been achieved on August 8, 2017. With the recent completion of the Philippine and Indonesia portion, the cable system can now provide additional capacity for the exponential growth of bandwidth between the two continents as well as bypass congested, earthquake-prone areas to ensure business continuity even during disasters. “We are happy that the final leg of the SEA-US cable strategically terminating in Davao, is already done. We are proud to be part of this landmark undertaking because of the immense benefits that it brings to the country and the rest of the Southeast Asian region. Making kid production more exciting through AI THE low production of small ruminants like goat can be addressed by the use of foreign bloodlines of bucks, and purebred island born, but they can be quite expensive. Another production concern is inbreeding. This happens when the bucks that are available in the farms are related to the does’ offspring. Using these bucks for production can cause stunting in succeeding offspring. The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD), in partnership with Isabela State University (ISU) and Central Luzon State University (CLSU) addressed this concern by implementing

community-based semen processing laboratories under the umbrella program of the National Dairy Goat S&T Program. Under this initiative, selected government and private-operated farms will be trained to process and distribute semen. Dr. Ponciano Noel M. Soliman III, a veterinarian and currently president of the Federation of Goat and Sheep Producers and Associations of the Philippines Inc. (FGSPAPI), agreed to partner with the project implementers. He established a farm in Brgy. Tariji, Tarlac City for this purpose. This is the first laboratory for small ruminants in the country led by the private sector. The farm-based semen processing laboratory will serve as source of semen from quality bucks. Semen collected from breeder animals will be

Artificial insemination (AI) provides farmers several advantages. Farmers are not required to maintain a buck to breed. Instead they just pay for the service of AI technicians in the amount of P300-350 per insemination. Moreover, one ejaculation of a buck can generate as many as 15 doses placed in straws using a semen extender, SemEx. Lastly, the technology is affordable as farmers can buy semen in straws, compared with buying or maintaining an imported buck. This will help farmers to increase their income and ensure quality of their production. During the inauguration of the laboratory, Dr. Edwin C. Villar, PCAARRD Deputy Executive Director for Research and Development, emphasized that the success of the laboratory would

depend not only in the quality of semen but also on its correct and prompt delivery and administration. Villar also mentioned the important role of livestock technicians from the local government units (LGUs) and the trained village-based AI technicians who will administer the artificial insemination. He also said that AI in goat should be mainstreamed in the regular extension services of the local government units. The use of AI in goat production will help farmers to easily access quality genetic materials, increase the population of small ruminants due to multiple recipients of semen from a single quality buck, and decrease the cost of production for not maintaining a buck. ICE consumption and diabetes was the topic of debate in an Asia-Pacific conference in clinical Nutrition (APCCN) held in 2015 at Kuala Lumpur, Malaysia.

Two clinical nutrition experts served as opposing speakers of the debate. Yes, it is Dr. Christiani Jeyakumar Henry from the United Kingdom presented the arguments that link white rice consumption to the rising prevalence of diabetes, particularly that Asia is the epicenter of Type 2 Diabetes (T2D). He also said that the Asian phenotype or body composition predisposes them to T2D. He then discussed several studies on the high glycemic response of white rice that contributes to T2D. Glycemic response is the change in blood glucose after consuming a carbohydrate-rich food. No, its not rice alone Dr. Shigeru Yamamoto from Japan presented opposite arguments saying that even though rice consumption has dramatically decreased, diabetes prevalence is still rising, specifically in their country. Dr. Yamamoto said that rice cannot be blamed as long as everything is consumed in moderation. lt is the amount of rice

that may need monitoring, Yamamoto further reiterated. The high glycemic index of white rice came from the results of studies on post-prandial glucose or aftermeal blood glucose response using a single food. However, in daily life, people do not eat a single food but in combination with something else. Moreover, Dr. Yamamoto said that the prevalence of obesity in Japan is low despite high carbohydrate intake and they have the highest life expectancy in the world. Dr. Henry rebutted that Japan’s rice consumption is different from other Asians in the sense that while Japanese eat rice, the amount is nothing compared to how much more their neighboring countries do. The Philippine scenario In the Philippines, the 8th National Nutrition Survey (NNS) of the Department of Science and Technology’s Food and Nutrition Research Institute of the (DOST-FNRI) in 2013 showed that the individual rice consumption was 298 grams or about 1.5 cups daily. Rice consumption in 2013 was lower than the 2008 NNS which was
