VAN G’BAAI TOT STRAND

Nag van misdaad DELIAH BRINKHUIS

T

Marius Erasmus van Lwandle-polisie by 021 845 2060 bel.

SPECIAL CERTIFICATES: Certificate recipients and senior staff at the Fri day morning parade at Somerset West Police station last week were (back, from left) Lt Col Jacolize Fleischmann and Warrant Officer Carleigh Noemdoe. In front are Warrant Officer Hannes Niemand, Mrs Riette Tal jaard (30 years service), Colonel Mary Ann Williams, Marlene Scholfied (30 years service) Cindy Kamfer (20 years service) and Lt Colonel Neville de Beer.

The sentence, passed in the Strand Magistrate’s Court on Monday, stems from a false statement of rape made under oath by Thembisa Tobi. She was arrested on Sunday 21 July at 17:00 by the Khayelitsha SAPS Family Violence, Child Protection and Sexual Offences Unit (FCS). The arrest occurred after Tobi had laid a charge of rape against her boyfriend's nephew at the Lwandle police station on Saturday 20 July. She alleged that she was raped when she refused to enter the house of her boyfriend’s nephew. She claimed in her statement that her boyfriend’s nephew had

then dragged her to the house and allegedly raped her. The Khayelitsha FCS police started investigating immediately. Their search for the suspect led to the arrest of a 20-year-old male on a charge of rape. However, the FCS’s in-depth investigation into the alleged rape revealed that Tobi’s statement appeared false. They then questioned her again and she admitted she had given a false statement under oath, and no rape had occurred. A case of perjury was opened against her and she was arrested and charged. Police would like to warn members of the public that it is a crime to lie under oath when opening a case. Those who do so could be charged with perjury and sentenced to time in prison.

MINCE A trailer carrying seaweed is parked on business premises, and is said to be the source of the lice.

Noxious neighbours DELIAH BRINKHUIS The infestation of seaweed lice at a Somerset West home is like a scene from a science fiction movie. This is how Debbie Pargiter describes the hundreds of insects that have been jumping and crawling all over their home for almost two weeks. According to Pargiter, she and her husband Peter Dawes first noticed the insects on returning from the supermarket one recent Saturday evening. “They were everywhere – on the floor, in the water and they even ran up our curtains,” she said. Pargiter, who runs a dressmaking business from her home says the insects even managed to get

into rolls of fabric in her workshop. After unsuccessfully trying to get rid of the invaders, Dawes decided to hose them down with a fire extinguisher. This resulted in some relief, but he soon realised that getting rid of hundreds of crawling creatures was almost impossible. They were entering from everywhere. On following their path, he came across a trailer containing seaweed parked on a neighbouring property. He reported this to the police, who referred him to Law Enforcement. According to Pargiter she was devastated at the sight and their racket could be heard throughout the night. She has resorted to vacuuming their home every morning from 06:00 as her worst fear is that the

creatures would end up in her orders and that she would lose clients as a result. According to Councillor Lungiswa James, the City’s Mayoral Committee Member for Health, both law enforcement and the health department visited the premises. James said the tenant was served with a notice giving him seven days to cease all operations which give rise to the infestation of sea lice. She said that the area was not fumigated because the lice do not pose any health risk. James added that because Dawes and Pargiter live on private property, they are responsible for the fumigation of their home. A follow-up inspection is scheduled for Friday 2 August. James said that a R500 fine would be issued if the tenant did not comply.

Charlie Adkins is offering a large reward for his stolen trailer.

Find tyres to earn big bucks DELIAH BRINKHUIS A Gordon’s Bay resident is offering a reward of R3 000 for information that could lead to the recovery of a boat trailer. According to Charlie Adkins his double axle boat trailer was parked on open land at the en-

trance to Harbour Island. Adkins says he became aware of the theft last Thursday and reported it to the local police. According to Adkins the General PR load range tyres on his mono-hull trailer are unique and can also fit larger 4x4 vehicles such as Landrovers. He says another trailer was stolen from the same place about three months ago, and about nine tyres were also stolen from other trailers. Anyone with information can phone him on 082 510 1886.

Carleigh Noemdoe by 021 850 1344/1325 bel.

Ooggetuies in botsings gesoek

The trailer had four tyres similar to the one in this photograph.

Matya said the upgrading of the Somerset West and Van der Stel railway stations which has started in recent weeks is to improve the overall look and feel of the stations for the benefit of commuters. The mini-upgrade will include painting of the waiting areas, amenities and general station buildings and will take about four months. Matya said, however, that the dilapidated subway which commuters have complained about and which DistrictMail has reported on previously, is not included in these renovations as it is a street to street subway and the responsibility of the City of Cape Town.

) I would like to find out why does the DistrictMail not have any coupon inserts? This will be a big welcome to lots of people in the Helderberg to have a one or twopage coupon insert for various grocery items each week and make coupons valid for a six or eightweek period. More peo ple will buy the paper, people will save on grocery items and sup pliers will sell more of their items due to the discount coupons. Monique

Are you a true, loyal sports fan? Many sports fans brag about being dedicated, loyal fans who support their teams through thick and thin, but just how loyal are they really? Many so called fans stay indoors at any sign of inclement weather or change teams midway through a season if their team is losing. But there are very few sports fans in the Western Cape and Helderberg who are as loyal to their teams as local club rugby supporters. Week in and week out these hard core club rugby fans (men, women and boys and girls) pitch up at matches all over the Western Cape to cheer their teams on. These past three Saturdays we experience some of the worst winter conditions in the Cape, yet these fanatical fans were there on open stands to urge their teams on. They will forsake Currie Cup, Super Rugby and even test match rugby on TV to support their teams. What is more, they organise transport to venues all over the Cape to follow their teams in large numbers and continue to support them. These are true supporters and should be acknowledged as such.

Well done to G Bay’s driver’s testing offices I recently had the opportunity to visit the Gordon’s Bay driver’s testing office and because I received such wonderful attention there I feel all locals should be made aware of the wonderful work these people do. All the staff there, from the young man supervising the parking right through to the excellent treatment I received from the superintendent Mr Robertson was excellent. I feel everyone should be aware of the sterling work done by all who are employed there.

Ek was teenwoordig toe ’n bakkievrag elwe getrek is vroeg in 2013.

Read his profile on page 6 of this edition.

Thanks for breakfast provisions, sad about confiscations On behalf of the committee of the Helderberg Street People’s Centre (HSPC) and myself, may I express our deep appreciation to the churches and people of the Helderberg for responding so magnificently and generously to our appeal for breakfast provisions to feed those people sleeping on our streets at night. During these cold and often wet winter mornings, it is wonderful that the centre is able to open its doors at 08:00 and provide those people who are cold and hungry with some warm porridge and hot tea, otherwise they would have to wait 24 hours, from one lunchtime meal to the next, before eating any food. We shall continue to operate the breakfast feeding scheme until

we are assured that the weather conditions are warmer, so please continue to help where you can. On a less happy note, over the past few weeks many people to whom we have given blankets have had these confiscated by the police/law enforcement officers. These are unkind acts inflicted on the most vulnerable people in our society. In addition, several people sleeping on the streets have been woken up in the early hours of the morning and charged with either causing a nuisance or loitering, and issued with R100 fines. Clearly these people are unable to pay the fines or defend themselves. Worse still, they have nowhere to go.

The Legal Resources Centre has advised that these summonses be challenged on the basis that most of them have been charged under the wrong Acts. May I also appeal for compassion? Human dignity must be accorded to all, whether or not they are homeless, rich or poor, black, brown or white.

Yvonne

N Sinduku, Principal Inspector Area East, answered: They never confiscated any blankets from the street people. She referred the letter to Senior Inspector Silvinho Nunes @capetown.gov.za who at the time of going to press had not responded to the letter.

) I want to salute Des Mcleod, a woman of worth. Her support and unselfish deeds. Where there is a need in the community, no matter colour or political con nection, she will respond at all times.

Thanks to the veterinary heroes who saved our Hades Two weeks ago Hades, our sixmonth-old Weimaraner X, was saved by a very special group of people. He had a rare and extreme condition; born with a huge umbilical hernia and later discovered to also have holes in his diaphragm and heart sack (peritoneal-pericardial diaphragmatic hernia). We approached a number of local and well-known vets and hospitals but either they did not have the facilities or wanted to charge

us an enormous amount of money, which we could not afford. We want to thank Claude van Zyl for his referral to Dr Roland Bellstedt at Leliefontein Kennels – yes he was everything you said and more. Thank you Dr Bellstedt for your time, understanding of our situation, proficiency with diagnosing the true extent of Hades’ condition and getting us in touch with the right people to save him. Thank you Drackenstein Veteri-

nary Clinic, Dr Ben Smit and your special team for the miracle you performed at a fraction of the costs expected. Few people will understand the true value of a dog’s life. Those who do you will understand why we call these people our heroes. Thank you from the Piek family. A special tail-wagging, wet nosed thanks from Hades, Lord of the underworld, master of the hell hounds.

LETTERS Did trek netter stick to the regulations? Mr Edwin Jacobs’ letter concerning his beach seine trek of protected species i.e white steenbras misses the point of your article completely. He has stringent permit conditions. The regulations state : 1. He has to fill in his catch return book of every fish landed and submit it to the department every month. Has he done this and filled in the illegal white steenbras he has caught? 2. Permit holders shall not land, sell, receive or process any fish taken by any means in contravention of the act. 3. All non-retainable species to be released prior to beaching of the net. 4. The bag (cod end) will have a

draw string or zip so that the bag may, when necessary be opened to release and allow survival of, marine mammals, birds and fish species that the rights holder is not permitted to catch. 5. All protected species on the list must be released unharmed, or if dead, surrendered to the local sea fisheries officer. 6. The permit holder must report to the chief director of control and surveillance in writing or fax or telephone any breach of permit conditions. 7. Prohibited list (I have shortened the very long list to only the species that he is liable to catch in his area).

These are belman, blacktail, dassie, leervis, spotted grunter, white steenbras, wildeperd and kob under 60cm. I hope that he has kept strictly to his permit conditions as we will be checking on his fish catch returns and whether all the white steenbras that died were handed over to the sea fisheries officer. Please note, fellow anglers, that if you take photo’s of any illegal trekking, ensure that your camera records the date and time. We all need to stand together and report all illegal activities so that our children can enjoy the sport of angling into the future. CONCERNED ANGLER

Avontuur celebrates women Classically trained young vocalist Loren Erasmus is the performer for the Woman’s Month live music event at Avontuur Wine Estate.

Is rental property an investment in today’s market? Let’s consider SA residential property as an investment in today’s market. I am generalising, so this may or may not apply to any specific property you could be considering. Property generates rental income – on a R 1,7 million property you can expect to get plus minus R 8 500 per month, this equates to a 6% per annum return before costs. After accounting for rates and taxes, levies, insurance, rental agent fees and maintenance expenses you are likely to net about R6 000 per month or 4% per annum on your investment. You need to calculate this realistically for the property you are considering. The great thing is that rentals are linked to an annual inflation escalation. However, keep in mind, so are the costs. In fact, the risk is that your real net rental will be eroded by

costs escalating above inflation i.e. rates and taxes. The other return you hope to get is an appreciation on the value of the property overtime. Looking back over a 50-year history, property has given investors a return of 1 to 1,5% above inflation per annum, which in today’s terms would be a 6,5% to 7% nominal return; thus providing investors a total return of 10,7% to 11,2% including rentals. However, and once again, you need to look at your specific property, but generally the prospects for above-inflation growth are not good given the extraordinary escalation in prices from 2004 – 2007. The FNB property barometer report for May clearly illustrates how real house prices have declined since peaking in 2007. As well as highlighting concerns for the future, “there are some recent ominous signs emerging for

the local residential market emanating from a somewhat ‘pressured’ domestic economy”. Local property guru Erwin Rode has been quite outspoken on his view that South African residential property prices are 25% overvalued in real terms. On a lighter note and why I am probably a bit negative on property is the disastrous effect it has had on my future inheritance. My dad bought his house for R30 000 in 1975, had he rather bought a house for R20 000 and invested the other R 10 000 with Allan Gray, then I would have an enviable inheritance to look forward to. Refer the graph illustrating how R10 000 invested in 1975 is now worth R122 million. Unfortunately, my parent’s property is still the same pile of bricks it was in 1975 and only worth ± R2 million today. Happy house hunting.

Ander uitslae: Helderberg II 7 Tygerberg 19, Helderberg III 7 - Tyger-

berg 27, Helderberg o. 20A 74 - Tygerberg 7. Saterdag se program: A-veld: derde spanne: 13:35, tweede spanne 14:45, eerste spanne 16:00. Vir verdere inligting of om ’n vierbal in te skryf bel Corné Strydom by 082 729 7169 of Gerrie Koorts by 076 742 5006.

“Ou snoekgronde” and many other venues. However inclement weather this weekend was not conducive to all forms of fishing. There have been complaints by the public, hawkers and fishermen about the Strand fish cleaning facilities which have been locked for the last three weeks. The problem appears to be the stench from all the full bins locked inside the cleaning facility due to a lack of a transport tender to take the full bins away and because the snoek were so plentiful they were cleaned on the slipway and pavements. Local transport and health authorities should be able to sort out the problem soon and prevent this debacle occurring annually. Inclement weather not conducive to fishing I would like to thank all the individuals and clubs for their effort and information regarding the illegal trek netting going on in False Bay. It is heartwarming to see that we can all stand together to try and combat this form of fishing. It seems that at last the authorities within the Department of Agriculture, Forestry and Fisheries are taking note and have taken away the license of one of the trek net fishermen that operates near the Eerste River mouth at Macassar. I want to make it clear that I do not write this column to do harm, but only to inform readers about all types of fishing along our coastline. This column is used by many to

vent their feelings and frustrations and to convey their objections. In this column I also try to improve the knowledge and techniques of all facets of sea angling and to inform our general public what is going on around them. A recent report and photographs from Jan Brink and his associates about the illegally trekked white steenbras on Macassar beach has apparently caused trek netting on Macassar beach to stop. Jan Brink and his associates are all top anglers, who have been fishing on Macassar beach for many years and they were able to assist the Department of Agriculture Forestry and Fisheries in stopping these illegal treks. Also involved in trying to stop the

trekking effort and giving their full attention to the matter is Pieter van Dalffin, Kerry Steele-Boe (who represents the recreational services) and Paul Sieben. Members of the Department of Agriculture, Forestry and Fisheries as well as the Western Province Deepsea Angling Association who have always taken a strong stand against any illegal type of fishing in False Bay would like to request anglers or members of the public who witness any illegal operations to try and photograph the illegal scene, try and get the name of the boat and make sure the date and time of the photograph are registered on the cellphone or on the camera. This will enable the photograph to stand up in court without the photographer also having to be present. During the past weekend there were still large numbers of snoek caught near Seal Island and at the

The drenched, muddy and slippery field made playing conditions in the derby be tween St Georges and Macassar extremely difficult.

Three Helderberg clubs in contention for league titles With the season slowly winding down, a few results are becoming one sided across the leagues, as clubs struggle somewhat to fill their teams for the last remaining matches. In the Helderberg region we are somewhat fortunate though as we have Sir Lowrians, Strand Pioneers and All Saints still strongly in contention to win their leagues, while the derbys are still keeping the rest of the clubs excited. Raithby will be eyeing a top-five finish in Division 1 to make their season a success, while Helderberg have won at least one of their matches against the bottom four clubs in Super A, to safely say that they have been more competitive than their previous years in the league. This week’s fixtures are: Helderberg (9) vs Maties (3) – Charles Morkel After the absolute drubbing in the firstround match, what can we expect from Berge this time round? They owe themselves a decent display, but Maties want to win the league, and have surely pencilled in five log points already. The last two matches between these

clubs have seen Maties score 160 points against Helderberg’s 7. I think it will be closer than that this weekend. Prediction: Maties to win by 25 or more St Georges (4) vs Kraaifontein (3) Gustrouw St Georges will surely be psyched up for this game after they feel they were unfairly treated in Kraaifontein. The Kraaie travel poorly and will not be looking forward to this match. A bonus-point win should be on the cards for the Lulus. Prediction: St Georges to win by 15 or more. Sir Lowrians (1) vs Scottsdene (8) – Scottsdene This match will be closer than what their log standing will suggest. Scottsdene faired well at Sir Lowrys Park while others have been taken to the sword. Sir Lowrians will know that three more bonus wins should secure them winning this league. Prediction: Sir Lowrians to win by 12 or more. Raithby Universals (4) vs Lagunya (3) – Nyanga RU’s topsy-turvy season could continue if they do not wake up on the road. A win

on Saturday will see them put one foot in the newly formed third league. With Raithby having beaten the other teams above them already this season, they should travel more purposefully this week. Prediction: RU to win by 5 or more. With referee standards consistently under scrutiny, I firmly stand my ground on pointing out that matches should be rated by how important they are at this stage of the season. The top clubs in lower divisions should be given higher-rated referees, instead of sending these referees to mid-table matches in the higher leagues. I look forward to another fantastic weekend of club rugby. Remember the #RESPECT campaign: Respect your opposition, Respect the referee and Respect your fellow players. Have a great rugby week.

PREMIER B : MACASSAR VS ST GEORGES

Muddy derby ends in a draw Macassar and St Georges drew 10-10 in their Premier B match played in foul weather conditions on a water logged Riverside Park at Macassar on Saturday.

Despite the pouring rain and icy wind hundreds of fans from both clubs turned up to watch this long awaited derby clash. Considering the terrible conditions that they had to play the game in, both teams should be commended on producing some very good rugby on the day. St Georges scored the first points with a converted try only minutes into the game. The try came about after they secured possession from the kick off. A St. Georges player then kicked the ball at the Macassar fullback, who misjudged it only to see another St Georges player run past him, pick up the ball and score. Although both teams tried to run the ball with their backs on numerous occasions, the conditions did not allow this and they soon changed tactics to play the game among the forwards. From then on the game developed into a tough tussle among the forwards where Ma-

cassar appeared to have the upper hand. Then, just before half time, Macassar’s outside centre received the ball from his inside centre, Andrew Smith, and dived over the line to score an unconverted try. The half-time whistle went soon afterwards with St Georges leading 7-5. Just after the break the visitors went 10-5 ahead after converting a penalty. The match intensified significantly after this with play, then predominantly between the two packs of forwards, moving from one side of the field to the other without either team really gaining any ground. With three minutes left to play in the match Macassar were awarded a penalty inside St Georges half of the field. Instead of taking the penalty at goal they opted to kick for touch. They won the ball from the lineout and then used their pack of forwards to drive over the line and score Macassar’s second try and change the score to 10 all. The full time whistle blew shortly afterwards with Macassar on the attack again. Both teams applauded their many loyal supporters who braved the cold and rainy weather to support them.
