Cash machines ‘soft targets’ – police NICOLE MCCAIN TWO ATMs at the Gordon’s Bay Spar were vandalised in an attempted cashgrab early on Tuesday morning. Gaping holes were left in the ATMs, but no money was stolen as the thieves were interrupted by two police officers on a routine patrol in Bay Crescent. After giving chase, the officers arrested a 30-year-old man. The suspect has been charged with causing malicious damage to property, and is being held in custody until his appearance at the Strand Magistrate’s Court today (Thursday). Warrant Officer Nico Beukes, spokesperson for the Gordon’s Bay police, says ATMs are now viewed as “soft targets”, and are regularly patrolled by the station’s officers. This comes after six ATMs were bombed in Cape Town over the last two weeks. A similar incident took place at the Engen Garage in Link Avenue in Macassar two weeks ago, when an FNB ATM was vandalised. Police have video footage of four people involved in the crime, and expect to make an arrest soon. A possible link between the two incidents is being investigated. Still missing NICOLE MCCAIN

A security guard has been stationed at the ATM at the Engen garage in Macassar since it was vandalised two weeks ago. This is one of the ATMs vandalised by thieves at The Bay Centre in an attempt to steal cash. No money was stolen by the foiled criminals.

DEWANDRY Stanley disappeared from his home in Macassar on 15 February last year. One year later, he has still not been found. His mother, Shamiela Stanley, at the time said that she had gone to the shop while her son was asleep next to his sevenyear-old cousin, and when she returned her son was not there. However, police arrested Stanley a week later when they found a baby blanket at the vlei near their house in Ring Avenue. Stanley was charged with child abandonment and defeating the ends of justice, but was referred to Valkenberg Hospital for psychiatric evaluation after claiming she had been hearing voices in her head. After a month’s evaluation, the case appeared in the regional court and she was found fit to stand trial. Stanley was released on bail at the end of last year. A reliable source has said no new leads have been found in the

case, and the investigation continues. Despite the lack of new leads, MissingChildrenSA, a nonprofit organisation aiming to assist the police in finding missing children, is still distributing the flyer of missing Dewandry and hoping for a positive outcome in the matter. The trial will continue on 23 April in the Somerset West Regional Court.

The resident provided the police with a full description of the perpetrator, and the officers took off to find him. They soon spot-

ted somebody and gave chase, but lost him along the way. After a thorough search of the area, however, police found a man in a wheelie bin – along with a toy gun in a holster lying on the grass outside. The man, it turned out, was also wanted for housebreakings in Strand, Lwandle and Gordon’s Bay, as well as possession of suspected stolen property.

Another accident on R44 ILLANA FRANTZ

SPEEDING and a general disregard for traffic laws may have been the cause of yet another accident on the R44 early this week. Nine people were injured in the accident at the intersection of the R44 and Winery Road on Monday. The smash happened just after 07:30, when a white Huyundai bakkie collided with a white Volkswagen Citi Golf. According to Superintendent. Lizelle Stroebel of the Stellenbosch Traffic Department, the bakkie was approaching from Winery Road onto the R44 in the direction of Somerset West. The Golf was travelling in the direction of Stellenbosch. When one of the drivers, thought to have “misjudged the speed” at which the other was travelling, drove across the road, the vehicles collided. The bakkie spun and the canopy detached. The driver of the golf, a Somerset West resident on her way to Stellenbosch, was admitted to Mediclinic Vergelegen with light injuries. Eight farm workers and a driver were injured on the R44 in a collision between a bakkie and City Golf on Monday. Minnen says this is the second accident at the intersection within a few weeks. “Both were associated with speeding and also with people’s unwillingness to exercise caution in the face of roadworks aimed at constructing a slip-lane,” Van Minnen alleges. She says signage and antispeeding campaigns have been unsuccessful. Van Minnen says she previously coordinated a meeting with land-

owners, stakeholders and Western Cape Transport MEC Robin Carlisle regarding this dangerous stretch of road. “We await the final suggestions of the engineers on what can be done to reduce the problems on the road,” she says. “However, in the interim, the burden of enforcement rests on the various traffic departments who, although they do their best, tend to be understaffed.”

Bus times change SLIGHT changes to departure times have been made in the newly established Golden Arrow bus service that transports residents between Strand, Somerset West and Stellenbosch on a daily basis. Since Monday this week, the first bus has been departing from the Strand terminus at 06:30, while the second bus has been departing at 07:15. The afternoon departure times from Stellenbosch remain as is for now, 16:45 and 17:15. These changes have been discussed with the present users of the service, who Golden Arrow says have indicated their agreement with the new schedule.

Toe sy ná die sportbyeenkoms by haar motor kom, het ’n onaangename verrassing op haar gewag – ’n parkeer-boete het aan haar motor se ruit, waar dit in Bokmakieriestaat parkeer was, gepryk. Sy sê sy het seker gemaak die motor is nie voor ’n inrit of ’n ander voertuig parkeer nie. District Roadworks: total ‘chaos’ Sê jou sê


Cops spoil interschool athletics CONGRATULATIONS to Parel Vallei High for winning the interschool athletics meeting against Strand and Hottentots-Holland for the seventh consecutive year. The meeting was held at HHH on Friday 10 February, and was one of the most successful in years, with hundreds of parents arriving at the school to support their children. Strand and HottentotsHolland’s athletes and pupils should also be congratulated for their superb athletics efforts, outstanding support, and the spirit in which they all competed (see photos and article on page 21). It is such a pity that a wonderful interschool meeting such as this was spoiled by traffic officers issuing unsubstantiated parking tickets (see Boetes versuur interskolebyeenkoms on the letters page). Surely traffic officers should be on hand to assist motorists coming and going from the school, and not harassing them by writing out unnecessary tickets. What kind of society are we living in when those upholding the law pounce on unsuspecting motorists to make a quick buck?

I WISH to bring the following to your attention. I feel that the conditions [concerning roadworks near my home] and the area around them are really unsafe – for the workers and the road users and the pre-primary school and crèche situated in the street. The entire street is one big construction site, with big construction vehicles and lots of workers. There are huge holes in the ground, probably two to three metres deep. While the construction is in progress, the road is used by normal vehicles, children on bi-

cycles, and pedestrians. More than half the width of the road is under construction. Contractors are installing huge water pipes. The part of the road that is open is supposed to be a one-way, but there is no control – cars are going both ways on a narrow piece of gravel road between the huge holes, machinery and workers. It is chaos. Nobody seems to be in control, and nobody is controlling the traffic. At night, no warning light is visible. There is nobody on duty to warn users of the road about the dangers. You just get to a dead

end, or suddenly see the huge holes with only a few barriers. On your way toward this chaos there are no warning signs, no signs of construction ahead or closed roads. I feel the road and construction site are unsafe, and if something is not done someone might get hurt in the chaos. I do not know who to contact, so I send this to you, hoping you can do something or point me in the right direction as to who to contact.

Witness sought after accident ON 19 January at 09:00 a silvergrey car drove into oncoming traffic in Broadway Road at the intersection near the Total garage at Somerset Mall. This caused the driver of a blue Citi Golf to swerve away, trying to avoid a collision. The driver of the Golf lost con-

trol of the vehicle and smashed into two pavements, causing extensive damage to the vehicle and resulting in serious injury to herself. The driver of the silvergrey car, whose make and registration are unknown, stopped briefly. No details were left, unfortunately, but we have regis-

Boetes versuur interskole-byeenkoms OP Vrydag 10 Februarie was dit vir my aangenaam om die opening van die interskole-atletiekbyeenkoms tussen PV, HHH en Strand, waar HHH die gasheer was, by te woon. Minder aangenaam was toe die eerste aankondiging was dat die verkeersbeamptes ’n gaping gesien het om kaartjies te begin skryf. My motor, soos omtrent 10 ander, was geparkeer in ’n doodloop sy-straat. Toe ek terugkeer na my motor, sien ek die blou meneer besig om kaartjies aan al die motors uit te skryf. In antwoord op my vraag wat die oortreding is (daar is geen lyn of enige aandui-

ding dat daar nie parkeer mag word nie), sê hy toe dat die pad te nou is vir motors om in te parkeer, blykbaar minder as 5,5 m. Ek meet die breedte van die pad toe as 5,8 m, maar hy beweer toe dat hy die pad met sy maatband gemeet het as minder as 5,5 m. Op my versoek kon hy nie die band wys nie. Wat interessant is, is dat hy met sy fiets, en sy makker met sy motor, ook in die straat parkeer het. Nou my punt: Dit is tog jammer dat die mentaliteit van die verkeersafdeling sodanig is dat hulle openbare byeenkomste soos die interskole teiken om ongegronde

boetes te genereer. Waarom? vra ek myself. Is hulle nie veronderstel om te probeer om ’n positiewe bydrae te lewer nie? Waarom nie reeds 20 minute vroeër daar wees om die verkeer te reël nie? Nee – hulle sluip eerder soos ’n kat wat kos van die tafel steel, later in die strate met hulle boekies en penne. En gestel nou maar net die doodloop straatjie was 5,5 meter breed – so wat? Die boetes wat in Bokmakieriestraat uitgereik is, is onwettig – die blou manne verdien die beeld wat die publiek van hulle het.

Recently I went to the Zeezicht Select café on Lourensford Road to get a few items for the weekend. The cashier obviously saw me struggling to walk. She left her till and came around the counter to help me. She carried my shopping to my car and saw me safely in. This act of kindness had me close to tears. I later phoned the café and found out that this kind person’s name was Liezel. Somerset West would be a much nicer place if there were more people like her around.

A NECK injury 20 years ago did not stop Billy Geissenburg, a semiquadriplegic sports star from the Strand, from living an active life and excelling in sport. He is currently close to realising his dream of competing for South Africa in the Paralympics in London near the end of this year. In support of this, Kaapzicht Restaurant in the Strand started the Reach for My Dream fundraising initiative in November last year. It all started when, while complaining to each other of headaches and sore bodies, Kaapzicht manager Jessie Redelinghuys andowner Pam George realised that Billy never complained. “When I thought of Billy I stopped talking. We knew exactly what we had to do,” she laughs. In 1992, Billy broke his neck in a road accident. He was cycling from work when he collided head-on with truck. “While in hospital I made the decision to not let the accident get me down,” he says. “I decided to fight and make the best of the situation.” Billy lived in the Free State then, but moved to the Western Cape in 1999 for his sport. Now, his dream is to take his passion for handcycle racing to the Paralympics. “With the right handcycle, I believe I can achieve my dream,” says Billy, who started handcycling as a means to get fit. He joined up with Maties Helderberg and participated in club competitions every year until 2008, and was later asked to compete in marathons. For the last four years he has

been participating in the annual Outeniqua Wheelchair Challenge, in which he’s claimed first place in the 21 km event every year. A total of R10 000 has so far been raised for the handcycle of his dreams through raffles and donations. This, however, is merely a drop in the ocean when one considers the R50 000 he still needs to buy the handcycle, which has to be imported from America. Know your status in the month of love JAMEY THOMAS NURSING staff of the City of Cape Town’s Health Department offered free HIV testing in the parking area alongside Shoprite in Somerset West yesterday (Wednesday). The initiative formed part of the drive to generate awareness around Sexually Transmitted Infections Week, which started on Sunday and runs until this coming Sunday. Dorothy Williams, the eastern sub-district coordinator for HIV/ Aids, STI’s and tuberculosis, says the aim of the drive – whose theme this year is Get Tested – is to network with the community and en-

courage them to know their status. “It is important that community members know their status so that they can live accordingly and get the right medical attention and necessary support if needed,” says Williams. Their aim was to get 150 people tested, and Williams reckons they reached their goal since so many people showed up. “It’s amazing to see just how many people are really interested, and it makes me happy,” she says. Councillors were available at the testing stations to ensure people knew what was happening, and to explain the procedure ahead.

Sharing a lifetime of love JAMEY THOMAS

“THE best thing about marriage is having a partner. You live life together, you celebrate together and you struggle through hardships together,” say Ruby (81) and Larry Edmonds (82) after 60 years of wedding bliss. The English couple who resides in Somerset West met in 1949 at a local beauty spot called Lickey Hills in Birmingham, where people would spend the day enjoying the scenery or have picnics. “My friend and I went out for the day and we spotted two handsome sailors. I had my eye on Larry, of course,” says Ruby, smiling at the thought. They courted for three years, until Larry eventually gathered up the courage to propose. “‘It’s about time we get married,’ he said. Nothing romantic – I still can’t believe it,” she laughs. The couple got married on 9 February 1952, three years after World War II. “I realised we were very fond of each other; we had a lot of common interests, and obviously back then we didn’t shout at each other as much as we do now,” laughs Larry. Ruby reckons her wedding day wasn’t just a day that she would never forget, but also a memorable day for every single guest. “It was freezing cold that day! There was snow on the ground and

Ruby and Larry Edmonds are still very much in love. everybody was wrapped up. Guests had to take off all their extra clothes to take photos.” It was so cold that Larry and Ruby spent their honeymoon at the Black Pool resort up north so they could have something to do that would keep them warm at night when temperatures would drop relatively low. “Reginald Dickson would rise up from under the floor while playing the organ to make his grand entrance. We danced the night away,” says Larry. Ruby says their first few years were not all moonlight and roses. She worked as a section head for City Bank, and Larry was a self-employed builder. “I remember a time when we didn’t have a bean between us, and we lived off a cheque Larry’s

brother sent us as a wedding gift all the way from Australia,” says Ruby. In 1982 the Edmonds moved to Johannesburg in the hope of better work opportunities, and stayed for 13 years. There they worked as trained church-bell ringers at St Georges Church in Parktown. In 1995, when Larry decided to retire, they moved to Somerset West. Larry says they had difficult times and never had a lot of money, but they had a good understanding and could communicate everything with each other. “It was all very nice, the good and the bad,” he says. The memorable 60th anniversary was celebrated with a Champagne breakfast with friends in their garden on Saturday.

Sperling gets sterling honour SPATZ Sperling, owner of Delheim wine estate outside Stellenbosch, was recently awarded the prestigious 1659 Medal of Honour for his immense contribution to the South African wine industry. The award, presented in commemoration of the first Cape harvest on 2 February 1659, was given to Sperling for his lifelong pioneering efforts towards innovative marketing initiatives in the wine industry. One such pioneering marketing tool, devised by Sperling in collaboration with the late Frans Malan of Simonsig and the late Neil Joubert of Spier, was the country’s very first wine route system to entice visitors to the wine farms in the Stellenbosch region. The Stellenbosch Wine Route, founded officially in 1971, spawned a host of similar wine routes, of which there are 18 today. His invitation-only wine auction in Delheim’s cellar in 1974, done to raise money for Stellenbosch Rotary (of which Sperling was president),

provided the motivation for the inaugural Nederburg Wine Auction in 1975, today still a premier event. Sperling was also the one to introduce cheese boards for wine lovers visiting Delheim over lunch time. Now, most Cape wineries offer a plat-

ter, picnic or fully-fledged restaurant. Sperling’s other significant contributions include the Cape Winemakers’ Guild, co-initiated by his then winemaker Kevin Arnold (now co-owner and winemaker of Waterford Estate), in 1982.

Blommeklub in volle swang LEDE van die Strand blommeklub en besoekers het Dinsdag 7 Februarie in hul rooi en wit uitrustings die eerste vergadering van 2012 bygewoon. Die demonstrateur vir die oggend was Kim Zimmerman. Sy het unieke rangskikkings ontwerp volgens die tema: nuwe blommekuns tegnieke. Lede kry elke maand die geleentheid om aan ’n kompetisie met ’n spesifieke tema deel te neem. Dié maand het nuwe wenners opgelewer. Die tema vir die eerste maand was tradisionele tafelrangskikkings. Die eerste plek het gegaan aan Suzette Lategan met 82 % en tweede was Isabel du Plooy met 79 %. Die volgende vergadering vind op Dinsdag 6 Maart by die NGgemeente Strand se saal plaas.

A GREAT line-up of entertainment awaits guests at C’est la Vie in Somerset West this weekend. Friday kicks off with a karaoke competition at 19:00. PV maak dit 7 uit 7 PAREL Vallei Hoërskool het Vrydag 10 Februarie die jaarlikse atletiek-interskole teen Hottentots Holland Hoërskool en Hoërskool Strand vir die sewende agtereenvolgende keer gewen. Topvertonings het die byeenkoms gekenmerk wat by Hottentots Holland Hoerskool plaasgevind het. Dertien rekords is verbeter en een is geëwenaar. Die geesbeker is deur Hoërskool Strand gewen terwyl Parel Vallei met 3 333 punte die algehele byeenkomswenner was. Strand was tweede met 3 147 en HHH derde met 2 388 punte. Die Deon Burger-trofee vir die veelsydigste atleet het aan Chad Levendal (HHH) gegaan. Hy het vier eerste plekke behaal, waarvan drie rekords was. Michael Pienaar, PV se top-atleet, het drie ou rekords verpletter – die 3 000 m met 36 sekondes (staan sedert 2002), die 1 500 m (sedert 1986) en die 800 m (1978). BEDUIDENDE groei in die verhuring van kommersiële en industriële eiendomme in die Helderberg toon dat dié area al hoe gewilder raak. Volgens Deon Swanepoel, hoof van Commercial Property Network (CPN) , wat spesialiseer in die verkoop en verhuur van kommersiële en industriële geboue, vakante persele asook ontwikkelingsgrond, was daar die afgelope twee jaar ’n groter vraag na verhurings. “Sedert verlede November het ek ’n drastiese toename in aktiwiteite en werklike transaksies ervaar.” Die tendens is dat besigheid in Desember, wanneer die meeste sakelui met vakansie gaan, afneem. Belangstelling neem gewoonlik toe teen middel-Januarie, maar tot Swanepoel se verbasing was dit anders verlede jaar. “Ek het hierdie Desember meer huurkontrakte vasgemaak as tydens vorige jare. Boonop was ek so besig om navrae te hanteer dat ek Sondae met administratiewe werk opgeskeep moes sit.” Die belangrikste rede vir dié belangstelling is ’n kombinasie van nuwe besighede, huurders wat na groter persele wil trek en grootliks ook bestaande huurkontrakte wat hernu moet word. “Huurders wat vir drie jaar of langer deur huurkontrakte gebind is, het hul kontrakte beëindig in die tyd toe heersende huurkoerse 20% of hoër as die huidige

Die jaarlikse huurverhogingskoers was ook hoër as wat tans beding word.” Volgens Swanepoel sal bestaande verhuurders nie almal tevrede wees as hul huur verlaag word nie en huurders sal dan beter persele teen ’n laer huur gaan soek. Swanepoel reken dat die Helderberg veral gewild is omdat die omgewing ’n voorkeur-area geword het vir mense uit die noorde wat besluit het om na die WesKaap te verhuis. “Dis gewoonlik besoekers uit die noorde wat ons kontak met die belangstelling om in eiendom te belê of om eiendom te koop. Ons kry weinig die tipe besigheid wat ons window shopping noem,” sê Swanepoel.

Francois O’Kennedy, eienaar van die O’Kennedy Eiendomsgroep is van mening dat dit veral groter, gevestigde maatskappye is wat navraag doen en dan wel voortgaan met verhurings. “Konsolidasie van verwante besighede asook uitbreidings van bestaande kapasiteit is meesal die redes vir dié toename (in verhurings). Selfs nasionale maatskappye doen navraag om hulle in die Helderberg te kom vestig.” Sy groep het in Desember en Januarie meer as sewe bekende en gevestigde instansies help hervestig en van persele voorsien. “Kliënte soek na meer moderne geboue binne nuwe ontwikkelings, en die Helderberg bied dit aan,” sê O’Kennedy.

Volgens Tony Ventouris van Seeff, is die leegstaan-faktor só groot dat ’n verbetering in verhuringskoerse eers ná ’n geruime tyd, met behulp van verbeterde ekonomiese aktiwiteit, sal plaasvind. Adriaan van Hoogstraten, eiendomsagent by RE/MAX is van mening dat die hoë aanbod van kommersiële en industriële eiendomme in die huurmark en die lae vraag in die omgewing, plaaslike verhurings sal laat toe-

neem. “Huurders soek die laagste huurpryse en hulle het bedingingsmag aangesien daar ’n ooraanbod van huureiendom is. Kopers soek weer ’n goeie opbrengs vir hul geld en sal weer nie te veel wil betaal vir ’n eiendom wat nie ’n goeie opbrengs bied nie. “Kopers van kommersiële en industriële eiendom is klinies oor ’n transaksie en stel veral belang in ’n hoë opbrengs. Hulle word nie soos in ’n residensiële mark beïndruk met hoe die gebou lyk of hoe die beligting is nie,” sê Van Hoogstraten. Volgens Ventouris kort die Helderberg ’n groot gespesialiseerde bedryf waaruit kleiner hulp-besighede voordeel kan trek wat betref werkskepping en volhoubaarheid. “Daar is geen groot voordeel of lokmiddel vir enige hoof nywerheid om hom in die Kom te vestig nie. Die regering moet na vore kom met insentiewe-skemas om die Helderberg se ekonomie te stimuleer.” Swanepoel is van mening dat die Helderberg geen groot industrie of ’n hoë volume vervaardigings-ondernemings huisves nie en die ekonomiese aktiwiteit en vraag na industriële ruimte deur die toename in die boubedryf en motorverkope bepaal word. “Ondernemings soos hardeware, kombuiskas-vervaardigers, graniet-verskaffers, elektrisiëns, loodgieters en alle aanverwante bedrywe se besigheid het afgeneem teenoor drie jaar gelede,” sê Swanepoel.

WNING rental property has long been regarded as one of the best ways to safeguard a long-term investment and achieve a decent return. Current conditions in the property market, however, mean that landlords now really have to “work smarter” to come out ahead, says Jan Davel, MD of the RealNet estate agency group. “It is not that there is any lack of demand for rental property. In fact, according to recent research published by Mike Schussler of, one in every five households in SA is currently renting a home – of which about 660 000 are in the formal sector and 1,6 million not formally recorded. “In addition, rental returns do seem to at least be keeping pace with inflation. According to the newly-launched PayProp Rental Index, the average home rental in SA is currently 6,6% higher than a year ago. “The rate of inflation is only expected to top 6% in the first part of this year before dropping back again into the Reserve Bank’s preferred 3% to 6% range.” The problem, Davel says, is that the economic woes that have beset the country over the past few

years have also affected tenants. According to the TPN Rental Payment Monitor, the percentage of tenants who do not pay their rent every month, or pay only part of it, has consistently remained at around 20% since the third quarter of 2009. “And this situation is poised to get worse in the light of a possible new recession in Europe this year,” Davel continues. “Locally there are higher food and transport costs, higher municipal tariffs for water and electricity, and

the possibility of an interest rate increase to curb inflation that would further weaken household budgets – and tenants’ ability to afford their rent.” Consequently, Davel says, prospective and existing landlords should take the following steps to ensure the safety and profitability of their investments: ) Choose your rental property very carefully with regard to location and type. For example, the TPN figures show that rental payment rates

are best in the R3 000-to-R7 000 and R7 000-to-R12 000 per month categories. The best-paying tenants are to be found in Eastern Cape (88%) followed by the Western Cape (84%) and KwaZulu-Natal (83%). Gauteng has the worst record, with only 76% of tenants in good standing. “The PayProp index shows that Mpumalanga currently has the highest average rental (R6 101 per month), followed by Limpopo (R5 571 per month).

“The most popular price bracket for rentals nationally is R2 500 to R5 000 per month. ) Give yourself some leeway. Buy for cash, if possible, or pay the biggest deposit you can afford on your rental . Use any positive difference between the monthly rent and bond repayments to pay down the bond as fast as you can. Mercedes-Benz South Africa opens the doors of learning MERCEDES-BENZ SA (MBSA) partners with MerSETA to provide formal and experiential learning for motor technicians. The scarcity of appropriately skilled technicians in the automotive sector has spurred MBSA to extend their involvement in the training of technicians by initiating a technical learnership at the St Anthony’s Education Centre in Boksburg. The three-year pilot programme sees the motor manufacturer collaborating with the Manufacturing, Engineering and Related Services Sector Education and Training Authority (MerSETA) and St Anthony’s to provide NQF level three qualifications for an initial intake of 24 learners. Funding of R1,4 million per year will be made available by MBSA and MerSETA, with St Anthony’s staff providing the training competence for the theoretical part of the programme. MBSA have enlisted the assistance of their Dealer Network, which comprises 87 dealerships across the country, to expose the learners to the workplace, and provide on-the-job training. Each learner will have the opportunity to be mentored by a dealership for four months. During this time they will complete their portfolio of evidence for their final assessments, putting theoretical studies into practise. The learners receive a stipend during this practical training phase, which also includes a month’s exposure to MBSA’s specialised, product-specific maintenance training. Successful completion of the programme will equip learners with a Certificate in Automotive Repair and Maintenance, but the workplace exposure will give them a head start in their future careers.

MBSA Divisional Manager for Group Corporate Affairs, Nobuzwe Mangcu, said at the launch of the learnership that the company shares the concern and commitment of the government to educate and upskill the youth. “We want to focus on a sound skills base and a pipeline of technically-skilled individuals,” she says. “The automotive industry is strongly driven by technological advancement, and we have a severe shortage of technical skills.” MerSETA CEO, Dr Raymond Patel, said that: “This is an example of the private sector partnering with government towards meeting and addressing key challenges for South Africa. ONE of the key balancing acts that will have to be performed in the national budget to be delivered later this month is finding a way to meet the rising cost of the public service wage bill from taxes on a shrinking private sector, says the Cape Chamber of Commerce and Industry. “We already have a situation where wages in the public sector could be as much as 45% higher than in the private sector,” says Michael Bagraim, president of the chamber. He says this completely reverses the traditional situation, in which public servants earn lower wages but enjoy greater job security and benefits. “If this change was accompanied by an improvement in service delivery it might be acceptable, but we have seen exactly the opposite trend.” Most of the new jobs created over the last year were in the public sector, consuming more tax revenue rather than growing the tax base, Bagraim says. “Clearly this is an unsustainable trend and a major challenge for the minister of finance.” Bagraim says imbalances like this create a demand for new taxes. The SA Local Government Association wanted a new tax on business because municipalities were spending too much, he says by way of example, going on to cite green taxes on electricity and an imminent carbon tax. In theory, Bagraim says, these taxes were designed to achieve a change in the pattern of energy use, but at the risk of the yield simply flowing into general revenue in exactly the same way as the fuel tax. “This leaves us with the situation where toll roads and other ‘user-pays’ schemes become necessary. This increases the effective tax burden. “When you add to these the increases in administered prices coming from the stateowned enterprises like Eskom, the ports and the airports, then South Africa becomes a very expensive place to do business.” At the same time the country faces glaring failures in the delivery of basic services such as education, Bagraim continues. He says the best way to increase the tax yield is to ensure economic growth. “We need less regulation, less interference, more effective control of administered prices, and encouragement for business and, especially, for foreign investors, who have great potential to create jobs and transfer knowledge and skills.” At the same time the government, he says, will have to find ways to curb the growth of an under-performing public sector.

Wonky weather slows fishing down THE rough seas and inclement weather that continued right up till Sunday were not conducive for shore or small-boat fishing. On Friday night and Saturday morning there were a number of keen boatmen fishing in the Hangklip Bay area, where a few geelbek and elf were boated. Two large kob in the 23 kg class were also caught among some smaller kob near the Blockhouse last Thursday. The same boat also caught three large geelbek. This news of these big fish travelled quickly, and this was the reason a number of diehards were to be found fishing at Hangklip this weekend. Hangklip Bay always brings surprises around this time of the year and right up till the end of March, when large shoals of geelbek move into the bay, trapping the shoals of maasbankers and harders there in the gullies between the kelp. These fish are often caught close to the slipway and rocks. Knowledgeable shore anglers often have good catches of geelbek in Hangklip, as well as all along the rocks from the old Betty’s Bay whaling station (today called Penguin Point), and all along the Betty’s Bay coast from Castle Rock to Davidskraal, which is also known

for its steenbras, galjoen and kob; it sometimes also surprises shore anglers with good catches of geelbek. Local spinnermen have also been very active along our shores and caught a few elf and the odd leerfish. There were reports of some larger elf caught on boats from the deep a week ago, so sooner or later these fish should make their appearance along our shores and provide the spinnermen with some good action for the next two months. The leerie should also provide some good sport. For the well-practised spinnermen, this time of the year is time to start spinning for yellowtail. The yellowtail that are always concentrated around Cape Point and Rooikrans have moved over to the Gordon’s Bay–RooiEls section. These fish swim against the side of the mountain after a northwesterly wind. They may be easily sighted from the lookout points along this coastal road by anglers wearing polarised glasses. Even just outside Gordon’s Bay there are a few good spots to sit and look out for these yellowtail, ready to cast the spinner at passing schools. The Rooi-Els section of this road has some

great fishing spots. Blousteen, the Slope, Skuinsbank and the Ledges are always good viewing and spinning spots for tail and sometimes even the odd snoek. These days parking along this road is a bit of a problem as theft is rife, but anglers can always be dropped off here and picked up later. One must just be careful going down to the mountainside, and always be on the lookout for freak waves that can often creep up and wash anglers off the rocks. Shore anglers are reminded that the season finale of the Rock and Surf Super Pro League (RASSPL) will be held in Langebaan on Saturday 25 February. Anglers will be able to fish from the prawn flats to the end of Spreeuwalle. Angling times are from 07:00 to 15:00, and registration will be from 05:30 to 06:30 at the Spit main parking area. The prize-giving will take place at the spit from 16:00. Among the great prizes on offer will be topclass reels, rods, waterproof bags and tackle vouchers from Alpha Pro Tackle, with the biggest prize going to the one who catches the biggest white stump on the day. This is also the last chance to qualify for the nationals and fish for R50 000 in cash, flatscreen TVs and more in Port Elizabeth in April. Tickets to enter are available from participating tackle stores at R120 for senior men and women members, R50 for juniors and R150 for non-members. Boat anglers caught plenty of yellowtail off Southwest Reef during the past weekend, as well as one or two katonkel at Rocky Bank. Mike de Wet says boats that fished at

Helderberg crush Belhar by nine wickets HELDERBERG beat Belhar by nine wickets in their 1D league match on Saturday to cement their position at the top of the log. Belhar resumed day two of the match on 92/7 in their second innings and were still 46 runs behind Helderberg’s first innings. Helderberg captain Vincent Castle started day two with offspinner Daniel Botha opening the bowling. Botha bowled well to restrict the run flow and keep the batsmen guessing, while fellow offspinner Malcolm Stuurman did a containing job from the other end. Castle then stepped in to take over the bowling and quickly took the remaining three Belhar wickets to put his team in a sterling position to wrap up the game. Belhar had overcome the deficit of 46 runs and scored an extra 12 runs, which Helderberg had to chase for victory. They managed this by losing

only one wicket in the process. Helderberg CC thus beat Belhar CC by nine wickets to stamp their position at the top of the log. Helderberg will travel to Kensington this weekend in another crunch match set to be tough for the visitors. Helderberg’s second team beat Wynberg by 52 runs in their twoday match played in Wynberg on Saturday. The visitors scored 181 runs in their first innings, to which their hosts replied with 151. Helderberg resumed day two on 45/2 and eventually scored 173 runs to set the home side a total of 203 runs to win. Helderberg’s bowlers were superb and paved the way for their team’s win. Adeeb Bailey (player of the day) took five wickets and was well supported by Mario Petersen and Juan Cilliers, who took two wickets each.

HHCC pull through with unlikely victory HOTTENTOTS Holland managed to eke out a 23-run victory in their away match against a spirited Seacrest team last weekend. HHCC won the toss, decided to bat and lost an early wicket before Warren Martin and Ebrahim Aziz put together a good partnership. After Martin (28) lost his wicket, more wickets tumbled and HH were bundled out shortly after lunch for a miserable 97. The best batsmen were Warren Martin (28) and Ebrahim Aziz (22). After the initial loss of an early wicket the Seacrest batsmen took an aggressive approach against the HH bowling attack and they quickly raced to 108/3 in 35 overs. An inspiring 25-over bowling spell by Rhida Rhoda and Riyaad Oliver saw HH crawl back into the match as the pair took the last seven wickets for only 47 runs, bowling Seacrest out for 155. With only 50 minutes left on day one, the HH openers ended the day on 26/1.

HH had their work cut out to win the game when play resumed on day two, and things stared badly as wickets quickly tumbled. HH were in deep trouble on 91/7, with only Wayne Cloete showing any maturity when he scored a flamboyant 50. Everything seemed lost for the visitors until Riyaad Oliver strolled to the crease and, together with Cloete, resurrected the HH innings with a matchwinning 50-run partnership. After Oliver lost his wicket Cloete was joined by Emaad Opperman, who hit a blistering 28 runs off 10 balls, propelling HH to a more respectable 184 all out and giving the hosts a target of 130 for a win. The best HH batsmen were Wayne Cloete (with 53 runs), Emaad Opperman (28) and Riyaad Oliver (10). HH went in to bowl with a fair chance of victory, which inspired them to give it their all. after their spell of 26 overs, had the home team reeling on 38/7. Seacrest then fought back with a late onslaught and took the game to HH. However, nerves prevailed and HH pulled off an improbable victory. The pick of the HH bowlers were Ricardo Naidoo (13-0-24-2) and Gasant Moller (15-0-24-4). The second team beat Wynberg by seven wickets at Gustrouw on Saturday. Wynberg batted first and scored 62/10. The best bowlers were Ziyaad Salie (7-1-7-1) and Shuroor van der Lilly (7-2-8-1). HHCC scored 65/3. The best batsman was Fadhil Crombie with 40 runs. The third team beat United by five wickets in their match at Radloff Park. The match was reduced to 25 overs due to a late start. Rugby is ‘alive and rucking’ in the township EVER heard of the Lwandle–Nomzamo Rugby Football Club? After visiting a training session at the club last week, I realised that rugby in this township was alive and rucking, with 50 players attending the session, administrators looking on and coach Yosh Nabovula putting them through their paces. The club is based at a well–looked after Lwandle stadium and has a good understanding with the many local soccer clubs. This past weekend saw one of the oldest clubs in the Strand, namely Strand Pioneers RFC, gladly accept an invitation to play in Nomzamo – and what a fixture it turned out to be. Spectators turned up in their numbers, and were not disappointed with fast and entertaining rugby, filled with skill, pace and

passion not lacking by any means. Although Pioneers ran out victors, the scoreboard was irrelevant: it was the game of rugby that triumphed. The biggest problem Lwandle–Nomzamo RFC have is that they do not officially belong to the Western Province Rugby Football Union, and thus do not fall under any league or receive fixtures. The Sports Foundation Helderberg has pledged to assist them, and has subsequently donated some rugby equipment. It has also set up a meeting with the club and a representative of the union. Helderberg RFC once again hosted a successful sevens tournament recently; congratulations to St Georges for winning it. I truly believe that the Helderberg region can be the sevens hub in the Western Province, with Somerset West Primary also hosting their Indigo Spur sevens on 2 March, and St Georges playing an exhibition match against the Blitz Bokke to round off proceedings. With the pre-season sevens tournaments just about done, clubs will be involved in warm-up matches over the next couple of weeks. A few confirmed fixtures to look out for are Sir Lowrians vs Safcol (Grabouw), Macassar vs Kuils River, Strand United vs Strand, and Strand Pioneers vs Violets. In addition, Sir Lowrians and St Georges will be playing at the Whistling Wheels Tournament on 25 February. I will keep everyone updated as I get more

With the assistance of the Lee Adendorf Memorial Academy in Macassar, Thomas Fortuin, Kyle Sauls, Shane Petersen and Marcelino Roos are attending a two-week trial at the Noord Kaap Hoërskool in Kimberly, which will hopefully be a stepping stone to the Griquas Union ranks. The biggest development since my article on the state of the rugby facilities in the

Strand is that the Abattoir Sports Grounds will finally elect a facility management committee on 22 February. Well done to everybody involved in this.

DE BEERS Associated Football Club will hold a day of trials on Saturday for children from u.11 to u.13 to showcase their talents, so get on down to De Beers at around 09:30 and support the youth. This past Saturday saw a full house of spectators at the soccer AstroTurf in Lwandle, where Vodacom team Cape Town All Stars turned out for a friendly against a local side in preparation for their upcoming Nedbank match against Kaizer Chiefs. I was down at the pitch on Monday. This is a magnificent facility the community has been blessed with. It was long overdue for them to have been given a decent pitch to play on. I shall be putting some photos of it on my Facebook page, and I urge you to take a look at some of these. I will also be putting some photos in future DistrictMail columns. Zambia! Zambia! Zambia! Wow, what a revelation. This will definitely go down as one of the footballing achievements of all time, along with the likes of Denmark in the Euros in 1992. Who can ever forget Yugoslavia being banned from participating in the Euro 92 due to the unrest in the country at the time, resulting in Denmark being offered a wild card entry to the tournament? The PSL resumed this week, with more games to look forward to this weekend. The pick of the bunch on Saturday sees Soweto clubs Kaizer Chiefs (currently third) up against derby rivals Moroka Swallows (fourth). As far as the prediction game goes, there are currently two players topping the leader board with 2 points – Chris Beukes and Alsinio Ribeiro. There are six more players on one point. The matches to predict this weekend are Sunderland home to Arsenal in the FA Cup, and then Barcelona home to Valencia in La Liga. A COUPLE of weeks ago I wrote about the possibility of starting a regional cricket team at senior level. Another change that could really boost cricket in the Helderberg is having a junior cricket academy. At present Somerset West, Helderberg and Hottentots Holland Cricket Clubs all have junior sections. But how much stronger would junior cricket be if all the teams played under the same umbrella? If there were one central academy it would be easier to obtain sponsorships, which in turn would help in getting the best possible coaches for our children. We would be able to enter teams into the Western Province junior premiere leagues, and the children would be able to play against quality opposition each week, which would improve the quality of junior cricket. This would in turn boost our regional youth sides who, although they are doing well at present, could be even stronger. One of the biggest problems at the moment is that not all schools send their top players to trials, so many children miss out on taking their cricket to the next level. Having a central academy would therefore expose more children to a higher standard of cricket. A central academy would be able to cater for age groups from u.7 to u.19 – and

would have to be run independently and not by one specific club. The idea would be to get children to start playing from u.7 and then stay in the system until u.19 before joining their respective senior clubs. Just think how much stronger the clubs would be become. It’s all about getting children the right coaching from a young age to give them the best possible opportunity to excel later on in life. We have so much talent in the Helderberg at present; with a central academy, who knows how much stronger we could get? It should be the collective goal of all schools and clubs in the area to turn Helderberg into a cricket powerhouse in the province. Helderberg Cricket Club have kept up their good form and are still unbeaten in the 1D league, and are not far away now from promotion to the 1C league. If they do get promotion it will be a great effort, especially coming from the second division, because it’s not often that a side wins a league at its first attempt. We’re holding thumbs.

St.Georges dra weer 7’s-kroon IN ’n kliniese vertoning was St.Georges te sterk vir Helderberg in ’n puik 7’s-finaal, in die DistriksPos/Helderberg toernooi op Charles Morkel verlede Saterdag. St. Georges het uiteindelik met 29–12 geseëvier. St.Georges het reeds met die omdraaislag 17–5 voorgeloop. Kort ná die afskop het Alvino Anthony gaan druk en Patrick van Wyk het met die maklike doelskop sy span met 7–0 laat voorloop. Helderberg se Umraan Jadwat het na ’n lang lopie in die hoek oorgeval. Hy is egter met ’n besering van die veld (7–5) af. Patrick van Wyk het ’n tweede drie vir St.Georges gedruk en dit is opgevolg met ’n drie deur Alvino Hartley om die telling 17–5 te maak. In die tweede helfte het ’n skitterende Godwin Saayman met ’n drie die telling na 22–5 opgeskuif en hierna was dit die haastige Zane Daniels se beurt. Patrick van Wyk het hierdie keer met die doelskop geslaag 29–5. Net voor die eindfluitjie het Ashwill Peters vir Helderberg gaan druk en self verdoel om die eindtelling 29–12 te maak. St. Georges, wat dwarsdeur Desember en Januarie geoefen het, het ook verlede naweek aan Wesbank-7’s deelgeneem. Hulle was eenvoudig te goed voorberei en skerper as enige ander span. Die uitslae van die ander finale en ander pryswenners was: Shield-finaal (derde plek): Strand A 24 - Helderberg B 19, Plaat-finaal: Sir Lowrians A 26 - Macassar A 21, Bowl-finaal: St Georges B 19 - Helderberg C 12.
