Welcome to the January edition of...

At the time of writing, we’re still very much a part of 2016, with Christmas preparations underway, tills and Santa’s sleighbells ringing furiously. Everyone is perhaps thinking, “Well, what else can this year throw our way? Who could have foreseen the Brexit vote being Trumped by our American counterparts, just a few months later?”

Whatever happens on the international and the national stage in the months to come, let’s try to remember that the goodwill which we all share at this time of the year, (when “our present is remembered and our past is forgiven”), is still around, with some to spare, as we enter the new year.

It’s been a very challenging year for some of us in many various ways, and we all owe a massive hug and a thank-you to everyone who has helped each other, when times haven’t always been smooth. Life goes on, whether we’re in or out, or whoever happens to have the keys to The White House!

I hope you all have a “Scintillating Seventeen”, and enjoy this month’s issue.

I’ll echo Claire’s thoughts, and share with you all the view that recently came my way, regarding the pantomime that was the U.S. Presidential Election.

Could this whole fiasco, it was suggested, perhaps be the first case of “electile dysfunction?”

This month’s issue, as ever, will give you plenty of valuable advice from our wonderful contributors, whether it be in the sphere of health issues, legal matters, finance, food, travel, computer problems, motoring, consumer affairs and pets … the list goes on! There are two regular features which always seem to bring in a lot of very positive feedback from you, our readers.

At the one end of the age spectrum, the monthly spotlight on our local schools brings as much joy to us, as we compile the feature, as it does to the proud parents and teachers, whose “little dears” are in the spotlight.

Finally, the not so young Mr Needle continues to bring so much of interest and consummate journalistic style to his “Discovering…” features every month. Thank-you Rex – we all appreciate it, and are much the wiser for it.

Another Year, Another Diet?

Now the festivities are over, and the New Year resolutions are on the agenda, is this yet another year that you will be vowing to slim down and tone up?

It’s admirable that, after all the indulgence of Christmas, we recognise our bodies do not function at their best whilst consuming large amounts of rich food and alcohol. However, it is worth taking a moment to reflect on whether your objectives are any different this year from last, and what you can do differently this year to make the difference.

Often, putting on weight is blamed on overeating and, whilst this can be true, there are many other reasons that you may start to gain pounds. Food intolerances, hormonal changes and lifestyle differences can all have an impact on the amount of body fat you are carrying.

Hunger is a gnawing empty feeling, felt in the gut. Cravings are felt in the head. A craving is more subconscious and under the radar.

Have you ever eaten your fill of vegetables and protein and said to yourself, “I’m stuffed”, but still ordered dessert out of the desire for “something else”? That is a craving.

Hunger is a need to fill the emptiness in your gut. Craving is the need to fill the emptiness in your head. Of course, they often come on at the same time, but they are not the same.

Being “on a diet” often just signals the fact that you will need to deal with hunger and cravings on a daily basis, and this is often confused with you needing more “willpower”.

South Africa – Stunning Scenery and Wildlife, Adventure and Extreme Sports South Africa is renowned for its amazing wildlife and legendary safari opportunities. However, there is so much more to see, in terms of stunning scenery and epic adventures.

Straddling South Africa and Lesotho, the Maloti-Drakensberg Transfrontier Park is the perfect place to spot wildlife, such as eland, blesbok and oribi, across the high slopes and the open plains. Busy Bees – “Outstanding” Child

Care in a “Home-from Home” Setting Busy Bees Day Nursery is a family-run business, established for over twenty-eight years by Catherine Taylor, and her daughters, Laura and Ruth, who are both “early years” teachers.

Catherine initially started Busy Bees as a little playgroup run from home, but it quickly outgrew the space and moved to a bigger building in Bourne town centre. Five years ago, following a good report from OFSTED, she was encouraged to expand the business to full-day care, taking children from six weeks to school age, as well as running an out-of- school club, The Bee Hive. Laura and Ruth then came on board full-time, to manage the nursery together at their extensive new premises in Manor Lane.

Busy Bees is open from 7.30am to 6pm, all year round, offering flexible sessions, including term-time only care and also shift pattern hours. They have six base rooms, a separate dining room, a sensory room and an outdoor classroom. Furthermore, there are two large outdoor spaces and recently, they have been delighted to work with Roz from local business, “Mothered Earth”, in creating a new sensory garden, commenting, “We are huge fans of being outdoors and we go out, come rain or shine! We also make use of the local area and you may often see us in the park feeding the ducks, or buying fresh snacks from the market”.

Lots of special events are held for parents and friends to attend, for example, Stay and Play sessions, Christmas singing, Mother’s Day tea parties, a Christmas Fayre and a Summer Fayre. At the end of their Pre-School year, the children have a graduation ceremony and perform a play for their families. There’s an online learning journal which staff use to record children’s achievements, which parents can access and to which they can add their own photos and observations.

The out-of-school-club, The Bee Hive, serves Bourne Abbey, Bourne Westfield and Elsea Park Primary Schools. A minibus takes and collects children from Elsea Park, and it is also used in the holidays to take the school children on lovely outings.

Words from the Mayor Councillor Colin Pattison

Welcome to 2017. Firstly, I wish you all a happy, healthy and prosperous New Year. I trust everyone celebrated and enjoyed the Christmas festivities.

The last few weeks of December saw a hectic schedule for my wife and I, attending a whole host of events. We have recently supported our fellow Mayors of South Holland District Council, Sleaford Town Council and Mablethorpe/Sutton on Sea Council at their Civic Services, and all have been thoroughly enjoyable events. Saturday December 3rd saw the annual Christmas Fayre and lights switch- on in our town. I would like to take this opportunity to say a huge thank-you to the Bourne Events Committee/ organisers, who once again pulled together to produce a fantastic day. The sheer volume of people who turned out on the day was truly heart-warming.

Personally, we ran our own charity stall to raise funds for my chosen charities, and managed to accumulate £240. A big thank-you to all those that not only helped on the stall, but also donated prizes and supported us on the day itself.

Thursday December 8th, and we were up bright and early to open the new Lidl UK’s showcase store, here in Bourne, and we wish them all the very best. It does bring mixed thoughts and emotions, but in essence we should be grateful that major retailers are coming to Bourne, and is possibly a sign of the times and hopefully, of things to come.

Other events saw us at the Lincolnshire Police Carol Concert at Lincoln Cathedral; attending and supporting Bourne 20

Round Table’s OAP Christmas Lunch; The Methodist Church Carol Service; and the Salvation Army’s Christmas Carol Concert. A busy run-up and schedule before Christmas Day itself, coupled with settling into our new house and me being made redundant. Life certainly knows how to throw up its challenges!

As we enter the New Year, the Town Council continues to look at taking over the responsibility and duties previously conducted by other authorities. In-depth work continues on the local precept requirement and our annual budgets - many long hours spent number crunching.

Please keep an eye out for forthcoming events in support of my local charities, as we hope to run some more fundraising events in the coming months.

Dear children and friends in Bourne, I really do have to apologise for not being able to be on the stage for the switch-on of your Christmas lights. I was having a really jolly time meeting lots and lots of children at Wake House and, as always, I talked too much and for too long. Mrs. Claus tells me that I really need to get a move on at this time of year and I really should have listened to her because I was still talking to children when it was time to switch on the lights! Never mind though, Colin (The Mayor) did a really good job. He’s been a very good boy this year! And at least he had Elsa and Anna to help him.

I did hear the children from the two main primary schools sing their hearts out with Christmas joy and, before that, a host of very talented performers entertained the hundreds of people who had come into town. It was my good friends from the Salvation Army who started the proceedings and Christmas just wouldn’t be the same without them, and how we’d all be a lot poorer without the charitable work which they do for the town.

From the market stalls and fair on North Street, in the Corn Exchange and its car park, past the performers on the stage, the Tree Festival in the Methodist Church and in every shop, everyone came together to not only give appreciation of the season, but to show what it is that is so special about Bourne. Well done, and a big thank-you to the whole town for making this event what it is and so much fun for me to come to every year!

Heat the oil in a large casserole dish. Tip the lamb in and cook for 5 minutes or until any liquid has disappeared, then add the onion, carrots and leeks. Cook for another 5 minutes, stirring often, until the vegetables are beginning to soften.

• Pour over your chosen stock, add the rosemary, cover with a lid and cook over a low heat for 1 hour.

• Stir in the cannellini beans and cook for another 30 minutes, topping up with water if necessary, until the lamb is tender and cooked through.

Lasting Power of Attorney:

Planning for the unexpected Many of us refuse to accept that we might lose our mental capacity and so don’t think about how we would manage our financial affairs if we did become mentally incapable. However, statistics show that there are 850,000 people with dementia in the UK, of whom 40,000 are under the age of sixty-five. According to the Alzheimer’s Society, this situation is getting worse. It is therefore important to plan ahead and ease the potential burden on your relatives.

One answer is to create a lasting power of attorney (LPA), which gives someone you trust the legal authority to make decisions on your behalf about your financial affairs if you become mentally incapable of making your own decisions.

A health and welfare LPA only applies if you become mentally incapacitated and allows your chosen attorney to make decisions about your care, including where you live, what medical treatment you receive, whether you should be resuscitated etc.

The LPA is a powerful legal document. You may wish to get a solicitor to help if you’re unsure about the process.

It is very important that you set up an LPA while you are still mentally capable, well before you need it. If you become mentally incapacitated later in life and don’t have an LPA in place, your relatives can face long, distressing delays and expense in applying to the court to take control. Don’t assume that because you have set up an LPA, you have lost control. Your LPA would only be activated if and when it is needed.

There are two types of LPA. A property and financial affairs LPA is used to appoint someone you trust as your attorney to take decisions on your behalf about money matters. They would be empowered, for example, to make decisions on buying and selling your property, running your bank accounts,

Consume a variety of foods

This helps ensure that you get all of the disease-fighting potential that foods offer and it will limit your exposure to any toxic substances that may be present in a particular food.

Keep an eye on portions

When reading food labels, check serving sizes: some relatively small packages claim to contain more than one serving, so you have to double or triple the calories, grams of fat and milligrams of sodium if you’re planning to eat the whole thing.

Eat plenty of produce

Remember, “Five portions of fruit and vegetables a day”. The nutrients, fibre and other compounds in these foods may help protect against certain types of cancer and other diseases.

Choose whole fruits over juice for more fibre.

Get more whole grains

At least half your grains should be whole grains, such as whole wheat, barley and oats.

Whole grains retain the bran and germ and thus all (or nearly all) of the nutrients and fibre of the grain.

Limit refined grains and added sugar

The refined carbohydrates in white bread, regular pasta and most snack foods have little or no dietary fibre. Also, limit foods with added sugar, which are sources of empty calories that contribute to weight gain.

Enjoy more fish and nuts

Nuts, fatty fish, avocados and vegetable oils supply healthy unsaturated fats. Recent research suggests these foods, though high in calories, tend not to promote weight gain. Fatty fish helps reduce heart disease risks and has other benefits, largely because of its omega-3 polyunsaturated fats.

Cut down on animal fat

Saturated fats, especially from red meat and processed meat, boost LDL (lowdensity lipoprotein or “bad”) cholesterol. To limit your intake, choose lean meats, skinless poultry and non-fat or low-fat dairy products. Replace saturated fats with “good” fats, found in nuts, fish and vegetable oils.

Shun trans fats

Trans fats are supplied by partially hydrogenated vegetable oils, used in many processed foods and fast foods. Trans fats raise LDL cholesterol and also reduce HDL (high-density lipoprotein or “good”) cholesterol, increasing the risk of heart disease.

Don’t worry about cholesterol

Cholesterol in food has little, if any, effect on blood cholesterol in most people and so, many experts no longer recommend limiting dietary cholesterol (found only in animal foods, notably eggs). The best way for most people to lower their blood cholesterol is to reduce saturated fats and trans fats.

Keep sodium down and potassium up

Excess sodium raises blood pressure in many people. At the same time, potassium can lower blood pressure. Potassium-rich foods include citrus fruits, bananas, potatoes, beans and yogurt.

Colin Pattison

Mayor of Bourne, Founder Member of Bourne R.U.F.C, Proud Old Brunnian Our first “Hot Seat” incumbent of 2017 is a regular contributor to “Discovering Bourne”, resulting from his having been elected Mayor of Bourne last summer, and now sharing all his enthusiasm and pride in his role with us all, when he writes his “Words from the Mayor”. Colin Pattison has launched himself completely into his civic role and is ably supported by his wife Fiona. Until very recently, employed as a supervisor at a local composting facility, Colin has gained a wealth of experience since having left Bourne Grammar School, in the building industry, and in landscape gardening and grounds maintenance.

Schoolboy athletics success in both shot putt and the discus involved representing Lincolnshire, and Colin was a long-standing member of Holbeach Athletics Club. He later turned his attentions to rugby union, and was amongst the group of enthusiastic local men responsible for founding Bourne R.U.F.C. Colin lists, as his hobbies, a lifelong passion for both fishing and astronomy, whilst his love of real ale and red wine would have often involved him seeing stars, both on and off the rugby field, in his younger days!

Q: Where were you born, and what are your favourite memories of your childhood?

A: On June 6th 1967, the Gables Maternity Unit at Peterborough District Hospital echoed to the howls of baby Colin John, as Ralph and Enid Pattison were delighted to greet the arrival of their first-born child. I have many fond memories of growing up on Gladstone Street, Bourne, with a big gang of friends always playing out on the street, and of hours spent fishing with my family.

Q: Who has had the greatest influence on your life and why?

A: My father taught me discipline, politeness and the importance of manners. He also taught me how to fish, and how to hold a cricket bat and ball, amongst many other things.

Q: Which two characters, alive or not, would you most enjoy sharing a meal with and why?

A: Sir Patrick Moore – because he brought star gazing /astronomy to the masses and made it interesting and understandable, therefore paving the way for the likes of Professor Brian Cox. Al Oerter – the four-times, American Olympic discus champion. He was my idol when growing up and starting out in my athletics career.

Q: How would you describe yourself in only five words?

A: Forthright, stubborn, listening, caring, honourable.

Q: If there was one thing which you could change about Bourne, what would it be and why?

A: I would love to see the return of the Thursday livestock market. The town used to be alive with farmers and traders, with lots of business being done. Happy days remembered!

A: Stay in education for as long as you can, work hard, listen, learn and behave!

The Potting Shed

anuary is a time when you can relax and spend little time at the allotment, if you have put it “to bed” for the winter. Most of my allotment has been dug over, manured and covered for the winter months, with the exception of the overwintering onions, garlic and peas. So now it is time to take stock, order new seeds and decide what grew well, what new crops you might like to try, and your planting programme for 2017. You can work on a three or five year crop rotation: crop rotation prevents the soil from becoming exhausted from growing the same crop, continually taking the same nutrients out of the soil. It also reduces the risk of pests and diseases becoming established and then finding them very difficult to eradicate.

The three year crop rotation involves the following: Year 1: Peas, beans and fruiting vegetables: peas and beans absorb nitrogen from the air and store it in the roots – leaving the roots in after harvesting benefits next year’s crop.

Year 2: Brassicas – are nitrogen-hungry, grow them where last year’s peas and beans grew. They are also susceptible to club root (a soil-borne fungus), so moving them around helps keep this at bay.

Year 3: Roots, tubers, onions and leaves: these crops do not have a particular “thirst” for nitrogen so it is good to

grow them after brassicas, where the nitrogen content has been depleted.

And, if you have a very large plot, why not try a five year rotation?

Year 1: brassicas Year 2: peas and beans Year 3: potatoes and fruiting veg.

Year 4: the onion family Year 5: root and stem vegetables The compost heap is pretty dormant at the moment, so last year I dug a bean trench for my organic kitchen waste and I had an amazing crop of healthy runner beans. Even though they were neglected whilst I was away, moisture must have been retained for them to thrive, thanks to the trench. Dig a 30cm trench, line it with newspaper, throw in the kitchen waste and, after each layer, cover with a little soil until the trench is full.

At this time of year, rhubarb can be forced, using pots or an upturned bucket, making sure any holes are covered to completely cut out the light. What could be tastier than pale pink sticks of rhubarb harvested in late February?

Towards the end of the month, seed potatoes should be available and you can start chitting them in seed trays ready for planting. Other jobs that can be carried out are: pruning apple and pear trees but not stone fruits such as cherry and damson, they should be summer pruned; plant bare rooted trees and bushes; support Brussels sprouts and sprouting broccoli; protect plants form cold and check stakes and ties.

Bourne Even best Magica Christmas Fayre

A big thank you from the team at Rosedale Sales and Lettings for visiting us in the grotto again this year. We saw a record number of children and loved watching special memories being made. Santa was super pleased to see all of the children (and grown-ups!) behaving so well and listened hard to their Christmas wishes. We trust he was able to deliver accordingly on December 25th. The Big Debate

Most people think that pensions are boring and that property is glamorous, but which one will give you the return you want when planning for your retirement?

You probably know at least someone with a buy-to-let property, you may even have one yourself. “That’s my retirement nest egg right there”, they often say.

If you don’t have one, then maybe you secretly harbour a desire for one. “I’m going to be left behind without a second property to sell on for my retirement”, you might say as you scour the property listings for two bedroom flats in the local area in need of a bit of a fix-up.

“Homes under the Hammer” becomes bookmarked as a favourite on iPlayer, and Kirsty and Phil are your new life coaches as they peddle their charismatic brand of “You too can be a property tycoon.”

But, in reality, what will a property portfolio of just one yield, come your retirement age?

I could go into the maths here, but I would have to put so many caveats in that it would spoil the flow. Safe to say that, unless you managed to pick up property in Knightsbridge forty years ago for an absolute steal, it may not stand up as your primary source of income.

You have to do the sums, and this is where speaking to a professional can really help.

I fully understand that saving into pensions may not be as glamorous as property, or as tangible, but they often yield a better retirement income in the long run than one or maybe two investment properties, especially if these properties are mortgaged up to the hilt.

The Brangelina Break-up So, Angelina Jolie has filed for divorce from Brad Pitt and it is reported that she has reached the end of her tether with Brad’s abusive behaviour and his marijuana and alcohol excesses. Brad’s alleged behaviour can be used in establishing the cause of the breakdown of the marriage if Angelina cites allegations of unreasonable behaviour against Brad. It is also reported that there may be a disagreement as to who the couple’s six children live with, and that Angelina is set on taking the matter to court. Brad’s use of marijuana can be used as an important factor in the decision- making by the court, if the substance abuse takes place in front of the children. This also applies to any abusive behaviour, irrespective of whether it is caused by drugs or alcohol. If the court finds in Angelina’s favour, it may also impact on the time that Brad spends with his children.

Sorting out a financial settlement may also get messy, if there are no pre- or post- nuptial agreements in place, if tensions remain high between this couple, even if their net worth is millions of dollars and the ownership of several properties. With the assistance of their lawyers, it is hoped that Angelina and Brad will adopt a conciliatory approach to resolving the issues concerning the children and a financial settlement which has to be in everyone’s best interests.

Is Your Windows 10 File System Corrupted?

As an engineer providing support to home users and small businesses in the area, I have seen a very high number of systems with Windows 10 file system corruption. This even stretches to a few systems that were straight out of the box, brand new!

In many cases, users may be blissfully unaware that they have a fundamental problem. Often systems will continue to run, but response will be sluggish or resulting issues intermittent. A common symptom is an intermittent issue with the software that controls Internet access, resulting in the occasional loss of Internet connection or dropping off the wireless network.

Even if you are not experiencing these issues, I would still recommend that you test your Windows filesystem integrity by using the method detailed below.

How do I test my Windows 10?

• Right click (ie; click the right mouse button) on the Start button at the bottom left of the screen.

• In the options that pop up click on Command Prompt (Admin). Note that it must be the one that states Admin, not the one without.

A black window will now open up that looks like an old basic IBM DOS system (for those that remember those).

• Type the following into this box sfc /scannow then press Enter on the keyboard The system will now carry out a scan of the main Windows 10 file system, the very structure of the program code.

Of course, if you are having intermittent issues with your system, this may be bad news as it means that you have something else going on.

This is good in many ways. It confirms that there was corruption but that Windows has been able to identify and repair the damage. If you have been having issues this may well have addressed them.

You don’t want this result! If you see this one, you are almost certainly going to need to do a Windows 10 refresh (a fresh install of Windows 10) to correct the problem. If you are not familiar with how to do this, search online, find a friend/relative who is, or contact someone like myself at LITES PC for assistance.

Bourne Veterans Breakfast Club In a welcoming restaurant in a corner of a Lincolnshire town, a group of old comrades, new friends and ex-servicemen and women have found a “home from home”.

The Sugar Mill in Bourne hosts The Bourne Veterans Breakfast Club, and its motley crew of ex-Army guardsmen, one-time “Desert Rats”, RAF technicians and armourers, retired naval ratings and Armed Forces widows join hundreds of other groups across the globe from Spain to Southampton, Cyprus to Colchester or Bosnia to Bourne.

Established in April 2016, an average of thirty-five people now attend regularly, with numbers likely to increase, as the word spreads. There, over a “full English” breakfast of bacon, sausage egg, mushrooms, hash brown, tomato, beans and buttered toast, they gather to chat, gently rib each other over their respective services careers and rekindle the kinds of friendships they enjoyed when they were in uniform.

These Breakfast Clubs are groups of veterans, up and down the country now, (also often attended by some serving members of all arms of Her Majesty’s Armed Forces), who, in short, interact with and help support each other, regaining some of what they feel they might have lost, namely their services’ “family”.

In addition to this chance to “chew the fat” and enjoy the banter, the breakfasts have created a loosely structured support and self-help group, where members look out for each other in a convivial environment.

There you might find the likes of 93-year-old Len, an ex RAF fireman; Desert Rat and tank transporter driver Andy; retired Scots Guardsman Adrian or a 25-year-old serving Royal Navy chef, Harry. Recently, two RAF veterans who served together twenty years ago were reunited, neither realising that the other one actually lived in Bourne!

The above is just a small selection of the wide range of ages attending, many of whom have seen active service in North Africa, Malaysia, Bosnia, Northern Ireland or, more recently, in Iraq and Afghanistan, to mention but a few.

They meet every Saturday at 0945 hours in The Sugar Mill, Milestone Road, Bourne. The only cost is for the breakfast, with each attendee paying for their own. It costs around a fiver for a “full English” and unlimited tea/coffee.

Edinburgh Fringe – Highlight of any Year As we shiver our way into the new year and those balmy summer days are a distant memory, it’s always heartening to think that, come August, (Friday 4th –Monday 28th this year), there will be another chance to laugh and groan, in equal measure, at the hundreds of one-liners on offer to the masses in the pubs, clubs and theatres of this magnificent city.

Last year, Masai Graham won the award for the funniest joke at the fringe with the gag: “My dad suggested I register for a donor card; he’s a man after my own heart.” The festival’s best jokes are selected by a panel of ten judges before being put to two thousand people, who vote for their favourite. Comedian Stuart Mitchell came second in the 2016 poll, with this astute observation: “Why is it old people say, ‘there’s no place like home’, yet when you put them in one...”

As a nation of bargain hunters, we love nothing more than the satisfaction of snapping up a juicy January deal – from cut price clothing to low cost luxuries.

But while many of us rejoice in a post-Christmas spending spree, so do the online fraudsters and fake traders.

A country-wide campaign run by Action Fraud has been warning people of the dangers of online shopping fraud throughout the festive period, as well as all types of fraud which people fall victim to during the season of spending.

New figures released in December show that last year, victims reported losing over £10 million to fraudsters when shopping online for Christmas presents. The largest loss was one victim who lost £86,000 when he tried to purchase a boat from a fraudster on Ebay.

The advice is also very relevant to the January sales, and here are some tips on how to avoid getting caught out by the New Year misery makers.

One of the worst offenders are the counterfeiters.

Counterfeit goods range from clothes, bags, watches, perfume, cosmetics and electrical items as well as pirate DVDs, CDs, computer software and games.

However, more and more 12:13 people are now prepared to knowingly buy fake items as gifts, but there are serious risks involved with counterfeit goods.

Fake goods are often of poor quality and, in many cases, unsafe. Counterfeit electrical goods are not put through the same vigorous safety checks and fake cosmetics and fragrances have been found to contain toxic levels of chemicals and unpleasant substances.

Our advice, as well as that of the police and Action Fraud, is don’t rush into spending your cash on what looks as if it is a great offer.

Take a few minutes to check and research what you are buying and where/who you are buying it from. If the deal looks too good to be true, the chances are it probably is!

And be vigilant when it comes to snapping up offers and deals which appear on your social media channels - as research shows that these are popular and preferred platforms for the fraudsters to target victims.

Horses, Cars and Narrow Roads My wife, my children, and I often walk or ride our horses on the country roads close to where we live. These single track roads make it difficult for vehicles to pass. Most drivers are very careful, slowing down to almost walking pace and passing as widely as possible. There are a few drivers, maybe rushing about and lost in thought, who forget to slow down but who slow down immediately, when signalled to do so. However, there are three or four people who feel they should barely slow down at all, and pass closely and at high speed. This is not only extremely dangerous for us and our horses, but also for themselves. Horses are instinctive creatures and will react to anything that startles them, often shying and springing sideways into the road.

horse owners need to make as much room for them to pass slowly. They also need to make themselves and their horses as visible as possible, even in the day time.

There is a large and growing number of accidents involving horses and vehicles on our roads. Last year saw over thirty rider fatalities and over a hundred horse deaths, most of them avoidable, had people driven more carefully and respectfully.

All that is needed is for everybody to be respectful of each other. Horse riders are not trying to block the roads. They just need people to pass safely, both for their own sakes and for the drivers’.

Horse owners have responsibilities too. They need to train their horses to be well-handled and tolerant of traffic.

However, there is always a transition time with young horses when they have been well trained to be handled, but just lack the experience. When vehicles have slowed down,

There are many references in the Highway Code on how to pass horses on our roads, but they are only advisory.

However, if anybody driving on our roads exceeds that which would be expected from a competent and careful driver, then they become liable to prosecutions for careless or dangerous driving. There is a recommendation from the British Horse Society to pass horses no closer than two metres and no faster than 15 mph, which they are trying to bring into law.

It is unfortunate that a recent survey carried out by the AA showed that 18 % of drivers feel that horses should not be allowed on roads at all. So what about people walking (with or without dogs), cyclists and even motorbikes?

This survey would make for an interesting discussion!

Sergeant Mosley’s Musings: Theft – (What’s that all about then?)

There are many offences that fall under the Theft Act 1968, from burglary to abstracting electricity, but all of them contain an element of theft. I intend to explain various types of theft over the coming months but, in order to do so, I first need to consider the basic offence itself. Theft in this instance could be shoplifting, stealing a cycle or borrowing a DVD and later selling it.

Section 1 of the Theft Act 1968 provides the legal definition of theft as: 1(1) A person is guilty of theft if he dishonestly appropriates property belonging to another, with the intention of permanently depriving the other of it.

The maximum penalty on conviction is seven years imprisonment and/or a fine. However, lower value thefts can be dealt with by way of issuing a fixed penalty ticket, when certain conditions apply.

There are five elements to prove the offence.

Dishonestly is not defined under the act but is taken in its literal meaning as ‘not honest, trustworthy or sincere’ (Oxford Dictionary).

Any assumption by a person of the rights of an owner amounts to an appropriation. This includes where they have come by the property without stealing it in the first place, and later assumes the right to it by

keeping or dealing with it as the owner.

Property includes money and all other property, real or personal, including things in action (such as copyrights) and other intangible property.

Belonging to another refers to any property belonging to any person who possesses it or has control of it, whether that person is an individual, a group or business.

If his intention is to treat the property as his own, to use or dispose of regardless of the other’s rights, then the final element of the offence, the intention of permanently depriving the other of it, is made out.

A simple example would be where someone sees a cycle leaning against a shop front. They know it doesn’t belong to them and they have no right to take it, but they pick it up and cycle off with it. They then see a mate down the road and sell it to them for £20. In this case, they commit the full offence of theft.

Every day for more than half a century, the post was carried between Bourne and Peterborough by horse drawn mail cart and the final journey in 1915 was considered to be sufficiently important for it to be photographed driving past the crossroads at Thurlby, three miles south of the town.

driver, Martin Maile, was thrown from the cart and badly hurt when the horses bolted near Baston and the journey into Peterborough was completed by a local policeman. James Toulson, however, appears to have got though his 13 years on the road without any serious mishap and after retiring, he remained active and was still cycling in old age. He died in December 1954, aged 85, and is buried in the town cemetery with his wife, Susannah.

The driver on that occasion was James Brown Toulson, aged 46, who had done the return journey every night for thirteen years at a wage of 18 shillings for a seven-day week, wearing his official gold-braided uniform and helmet with brass Royal Mail badge.

“I had some spills but never a bad accident”, he recalled in later years. “The weather was so bad some nights that it made the journey gruelling.

Whenever anything serious happened then you were completely on your own and had to get whatever help you could. I once had to have a horse slaughtered and on another occasion, one of them died at Bourne after picking up a rusty nail in its foot but the mail always got through.”

In later years, he told friends “I could write a book about it” but unfortunately, he never did.

Two horses were used to pull the mail van on the 16-mile journey, leaving Bourne at 7.40 pm in the evening carrying sacks full of outgoing letters and parcels and picking up more from villages along the way, beginning the return journey from Peterborough at 2.30 am with a similar incoming load, arriving in Bourne at 4.30 am where the mail was sorted and delivered from the main Post Office, then situated in the town centre in the shop premises adjoining Lloyds Bank.

Mr Toulson, of Victoria Place, Bourne, carried his first mail on 9th May 1902, and usually drove through the night on a deserted highway without seeing a soul for the entire journey. There were no street lights, the surfaces were uneven and full of potholes and so the going could be dangerous.
