In this edition of Diplomatic Connections, we had the honor of interviewing H.E. Leena-Kaisa Mikkola, Ambassador of Finland to the United States.
Finland became a member of the European Union in 1995 and has been a NATO Partner for Peace since 1994. Following Russia’s invasion of Ukraine, Finland exercised decisive leadership by officially joining NATO, marking a powerful and consequential development in the security landscape of Northern Europe. Ambassador Mikkola explains that her country has had a time-honored tradition of cooperation and engagement with Western partners, framing membership as a natural and strategic evolution of its well-established alliances. Finland’s unique geographic position—its extensive border with Russia—underscores the value of constructive dialogue and proactive multilateral diplomacy. Within this context, the Finnish executive branch plays a pivotal role in shaping foreign policy, particularly regarding NATO participation and Arctic strategy, constantly seeking to balance national interests with regional stability and international synergism. As a Nordic nation, Finland remains steadfast in its commitment to safeguarding the Arctic, with a particular focus on maintaining its resolve in the region’s defense. She highlights this dedication by noting “the Arctic’s geostrategic significance for the security of allied nations,” and emphasizes that its protection is vital to preserving and advancing shared interests both now and in the future.
Mikkola further enunciates the expansive progress of the longstanding and dynamic collaboration between our two great nations. Although Finland’s population is considerably smaller than that of the United States, the robust vitality and the profound impact of this partnership far transcend any differences in scope or scale. Despite the disparity in population size, this immensely valued association successfully yields mutually enduring benefits and meaningful advantages, accentuating its indispensable role and tremendously respected affirmative influence on the global stage. They consistently exhibit highly sought-after ingenuity across a broad spectrum of sectors including, “energy, advanced manufacturing, emerging technologies, connectivity, digital transformation, and education,” as outlined by the ambassador.
Finland is internationally acclaimed for its appeal as a year-round travel destination, offering exceptional experiences throughout the seasons. Revered for its exemplary environmental stewardship, this distinguished Nordic nation—celebrated for its natural beauty and pristine landscapes—has also earned recognition as one of the world’s leading sustainable tourism destinations. In 2024, the Global Destination Sustainability Index acknowledged Finland for its wide-ranging achievements in this domain. Finland is considered a formidable leader in advanced environmental protection initiatives. Notably, the local Finnish embassy has attained both LEED Gold and Platinum certifications, properly reflecting their nation’s abiding pledge to sustainability and responsible practices.

A conversation with the Ambassador of Finland to the United States

When Russia invaded Ukraine in 2022, neighbor Finland responded by becoming a full member of NATO – a major step, according to Finnish Ambassador to Washington Leena-Kaisa Mikkola in a recent interview with Diplomatic Connections, but “less profound than assumed.” Finland had in reality been an interoperable member of NATO’s “Enhanced Opportunities Partnership” for years. Finland’s move doubled NATO’S miles of common border with Russia and numerous crossing points were and are being closed as the Finns seal themselves off from the potential Russian threat. Finland’s population of 5.6 million is sustained by its resilience, high levels of education and technical skill – and the official designation for the eighth year running as the happiest nation in the world (ranked by the World Happiness Report and the United Nations). Among Finns, the general consensus is that real happiness is intangible in everyday life, but whatever it is it leans more towards a level of satisfaction than unadulterated joy.
Ambassador Mikkola has been Finland’s envoy in Washington since 2024. The embassy building is an eye-catching, modernist structure on Massachusetts Avenue purpose built and completed in 1994, consisting of a green glass shell enclosed in a metal network. It has been recognized as the first “green” embassy in the United States – and has since received LEED Gold and Platinum certifications.
In the interview Ambassador Mikkola rhapsodized over how “Finnish cities come alive in the summer (June to August) with plenty of activities, including music festivals and cultural events.” But the dark period that normally follows has recently deepened to a winter of discontent as the gap between Europe and the U.S. continues to widen. “As a Nordic country, an Arctic state, and a NATO member, Finland is committed to strengthening security, stability, and cooperation in the Arctic, “the Ambassador declares, “We stand with Denmark in upholding territorial integrity and Greenland’s right to self determination.
“We consider it important to further strengthen NATO’s presence and capabilities in the High North, including in Greenland, which is also part of NATO and covered by the collective defense of the North Atlantic Alliance. By working together, we can address security challenges more effectively than any of us could alone.”

Diplomatic Connections: What is the country’s position on the Greenland situation? Does your country subscribe to the Western defense of its sovereignty, or does it have a variation of that position? I assume it does not support U.S. annexation, but would appreciate any clarification or insight you are able to offer concerning this topic.
Ambassador Mikkola: As a Nordic country, an Arctic state, and a NATO member, Finland is committed to strengthening security, stability, and cooperation in the Arctic. This requires full respect for sovereignty, and we stand with Denmark in upholding territorial integrity and Greenland’s right to self-determination.
The future of Greenland is for the people of Greenland and Denmark to decide.
We consider it important to further strengthen NATO’s presence and capabilities in the High North, including in Greenland. Greenland is part of NATO and it is covered by NATO’s collective defense. By working together, we can address security challenges more effectively than any of us could alone.
Diplomatic Connections: Do you think the Arctic area is in urgent need of protection from Russian and Chinese intrusions?
Ambassador Mikkola: There is currently no imminent military threat from Russia or China to the Arctic, but the Arctic’s geostrategic importance for allied security is growing. Russia’s war of aggression against Ukraine has increased tensions and new actors are expanding their ability to operate in the region. We also need to pay attention to climate change and the melting ice, which are opening new sea routes in the region. Strengthening Arctic capabilities and preparedness is therefore necessary and welcome.
Denmark, for example, has committed USD 13.7 billion in 2025 alone to enhance Arctic capabilities and operations. Canada has also announced plans to strengthen its Arctic defense. In Finland, we have modernized our

defense capabilities, trained thousands of national and allied personnel — including from the United States — and have concrete plans to deepen this work further, both nationally and collectively. We are engaging in efforts to enhance Arctic security.
Diplomatic Connections: U.S.-Finland relations must continue in all areas, including trade. With that in mind, is there anything you would like to see Washington do in this relationship that it is not currently doing?
Ambassador Mikkola: Bilateral cooperation between Finland and the United States is close and strong. Despite the significant difference in size — the United States with about 340 million people, Finland with just 5.6 million — we have built a partnership that
delivers impact far beyond what Finland’s size alone would suggest.
Finland is known to be a trailblazer in many fields. We bring recognized strengths in energy, advanced manufacturing, emerging technologies, connectivity, digital transformation, and education—areas that align closely with U.S. priorities. Recent examples illustrate this well. In autumn 2025, Finland and the United States signed a Memorandum of Understanding to deepen cooperation on icebreaker design and construction, drawing on Finland’s decades of expertise in Arctic operations. In December, Finland’s first U.S.built F-35 fighter jets rolled off the production line, representing not just procurement but deep industrial, technological, and strategic cooperation. This is the kind of “friendshoring”
we would welcome more of: long-term, trusted partnerships that create new opportunities for growth, innovation, and security on both sides of the Atlantic.
Diplomatic Connections: Ukraine: What has been Finland’s reaction to the Ukrainian invasion? Is the Finnish- Russian border still closed, and is the whole frontier barred?
Ambassador Mikkola: We should remember that Russia launched its invasion against Ukraine already in 2014, and in 2022 it started a full-scale war. Finland has always invested heavily in security, and that has not changed since Russia’s brutal and unprovoked war of aggression began. We maintain compulsory military service, continue to invest in defense capabilities, and rely on a strong whole-of-society approach to national preparedness.
Finland closely monitors changes in the security environment and responds as necessary to ensure the safety of its citizens and allies. Measures have included closing the Finnish–Russian border and partially covering it with
a border fence, alongside substantial support for Ukraine, increased defense spending, strengthened preparedness, enhanced counterdrone defenses, reduced strategic dependencies, and NATO membership. Finnish citizens’ willingness to defend their country remains exceptionally high—around 78–80% would defend Finland with arms even if the outcome were uncertain.
While some may claim that preparing for crises causes anxiety and fear, we believe the opposite is true. Knowing that one is prepared helps mitigate threats and allows people to live a carefree and happy life. That is why Finland continues to be the stable welfare society it is, and the happiest country in the world.
Diplomatic Connections: One result of the Ukraine conflict has been your country’s decision to join NATO. You were an ambassador during the years when you had to defend Finland’s neutral position, and now you are a NATO ambassador. How did you find the transition?

Diplomatic Connections: Why is Finland so famous for tourism?
Ambassador Mikkola: Finland has something for everyone all throughout the year. Visiting in summer and then again in winter can feel like traveling to two completely different places. Finnish summers can be warm, but rarely too hot. A favorite pastime for many Finns is spending time at their summer cabins, usually
by lakes or other waterways, where they surround themselves in nature, enjoy seasonal food, and relax in the sauna. It’s a peaceful way to escape everyday life for a weekend, or even a week or two. And if cottage life isn’t for you, Finnish cities come alive in the summer with plenty of activities, including music festivals and cultural events.
In winter, Finland transforms into a true winter wonderland. Especially in the north, the snow seems endless, making winter sports like skiing and ice skating among Finns’ favorite pastimes. In Lapland, you can spend the day skiing, meeting reindeer, and warming up with glögi (Finnish mulled wine) by the fire. In the evening, you might gaze at the northern lights before heading to the sauna. Cold plunging into lakes, rivers or the sea is very popular!

The year 2026 is an excellent time to visit northern Finland, as Oulu will serve as the European Capital of Culture. If you fly into Helsinki, I would recommend taking the train north—despite the 370-mile journey, it’s fast and comfortable, with the quickest route taking just 5.5 hours!
