About the Cover 2016 in DILG Caraga (XIII) was a year packed and full of activities and initiatives. The men and women of Caraga were kept busy implementing plans for flagship thrusts and other support programs to ensure achievement of targets and goals . Going beyond Department plans, programs and activities, the region entered into new partnerships to further the cause of excellence in local governance. The aim was and always has been to deliver a scaled-up performance consistently.

We pay homage to the valuable efforts of the management and personnel of DILG XIII in the delivery of expected outputs in all programs of the five outcome areas. 2016 was year of change. A year of challenges. A year of successes.

RD’s Message

The change in leadership at the national level also brought about changes in priorities and refocusing of program thrusts and priorities. Guided by the current administration’s battlecry to combat corruption and illegal drugs, DILG Caraga heeded the Department’s call to support the flagship program, MASAMASID - Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Droga - by being one of the first few regions to complete the round of provincial orientations following a successful regional launch.

A definite milestone on peace and order initiatives was the regional launch of Caraga Roadmap for Peace graced by no less than the German Ambassador to the Philippines, His Excellency Thomas Ossowski. Another significant undertaking under the partnership with GIZ COSERAM was the Movie for Peace - a moviemaking contest for the youth.

The Newly-Elected Officials (NEO) Orientation for re-elected chief executives effectively introduced and re-acquainted them with the urgent needs and priorities they have to focus on. The information campaign on Federalism began with the NEO Orientation and was bolstered by orientations in the five (5) provinces of the region.

In line with the Department’s role of primary capacity development provider, trainings and workshops on Local Climate Change Adaptation Plan (LCCAP), Climate and Disaster Risk Assessment (CDRA), and Climate Change Expenditure Tagging (CCET) were held.

The active implementation of locally - funded projects under BuB, PAMANA, and SALINTUBIG along with KALSADA and SLRF continued to solidify the DILG’s new role in community development.

The men and women of DILG Caraga proved once more why the region is constantly performing above par - primarily because of the talented and hard working personnel. The 50th batch LGOO trainees again topped the VisMin cluster of 74 trainees in the center training. Two MLGOOs passed the bar examination while a scholarship recipient was recognized as Outstanding Graduate Student in Meiji University in Japan.

The ever reliable staff carried on and rose to the challenges. Tasks and responsibilities were more than ably met. Accomplishments and victories celebrated and due recognition given during the year-end activity.

Executive Summary Excellence in local governance is the vision of the Department and this is what DILG Caraga (XIII) has been all about in 2016.

This Annual Report documents the steps taken and efforts exerted by the regional management and personnel of this region in the pursuit of making exemplary governance a reality in the local government units (LGUs) of Caraga.

The various activities carried out for different programs under the five outcome areas of the Department are simply presented in statistics and pictures to facilitate better comprehension and appreciation of the undertakings.

Under the Building Business Friendly and Competitive LGUs outcome which aims to stimulate inclusive sustainable economic growth through the partnership of LGUs and the business sector, the rolled-out capacity development activity on Regulatory Simplification for Local Governments (RS4LG) and close monitoring of the status of implementation of Special Local Road Fund (SLRF) are shared. These are just a couple of the program focus designed to support improvement of local economic services and enhancement of LGU competitiveness.

The aggressive campaign on Environment Protective, Climate Change Adaptive and Disaster Resilient LGUs in response to the effects and threats of climate change - is a challenge that the region has ably addressed to ensure minimum damage and less-to-zero casualty in the face of disasters.

Timely and appropriate capacity building activities on Local Climate Change Adaptation Plan (LCCAP), Climate and Disaster Risk Assessment (CDRA), and Climate Change Expenditure Tagging (CCET) for LGUs and DILG XIII technical personnel were facilitated.

On Socially-Protective and Safe LGUs a host of various initiatives were actively implemented. On top of the regular activities for Bottom-up Budgeting, Payapa at Masaganang Pamayanan (PAMANA), Gender and Development (GAD), Katarungang Pambarangay, and monitoring of Locally Funded Projects (LFPs), regional initiatives on Peace and Order, in partnership with GIZ COSERAM - Caraga Roadmap for Peace and Movie for Peace - are highlighted.

The fundamental tenets of good governance that all LGUs are expected to adhere to are the focus of programs under the Accountable, Participative and Effective Local Governance. The primary undertakings for this include the Newly-Elected Officials Program Orientation, Seal of Good Local Governance Assessment, Validation, and Conferment of Awards for passers, close monitoring of Full Disclosure Policy compliance, and monitoring of projects under the Performance Challenge Fund. Technical assistance on the four (4) modules of Community-Based Monitoring System (CBMS) to requesting LGUs in addition to those covered by BuB-CBMS is also presented. The partnership with GIZ COSERAM was again instrumental in the innovative capacity building project on mainstreaming gender responsiveness, child friendliness, and culture & conflict sensitivity of the KP Processes at the barangay level.

To complement the scaled-up program implementation, initiatives geared toward a Strengthened Internal Organizational Capacity were also conducted. The streamlining of the Human Resource Management and Development (HRMD) Plan was a top priority as it is expected to provide directional guidelines in the next five years. The Local Governance Regional Resource Center (LGRRC) steadily served as a convergence point for inhouse capacity building and inter-agency collaborations highlighted by the organization and launching of the Caraga Consortium on Good Governance (CCGG). v

Business Friendly and Competitive LGUs Special Local Road Fund ((SLRF) SLRF is the fund allotted from Republic Act 8794 otherwise known as Motor Vehicle Users’ Charge Law to ensure the adequate maintenance of national and provincial roads for the safety of the motoring public. It is managed by the Road Board chaired by the Department of Public Works and Highways (DPWH) which entered into Memorandum of Agreement (MOA) with DILG for the implementation of SLRF.

Climate and Disaster Risk Assessment (CDRA) The Philippine Disaster Risk Reduction and Management Act of 2010 (Republic Act 10121) emphasized the need to mainstream disaster risk reduction and climate change in development processes - policy formulation, socio-economic development planning , budgeting, and governance. Anchored on the Rationalized Planning System (RPS) , the framework and the specific set of actions to mainstream disaster risk reduction and climate change were provided for in DILG Memorandum Circular 2014-12.

CDRA facilitates the identification of priority decision areas and allow the identification of various disaster risk reduction and climate change adaptation measures in the form of land use policy interventions to address current risks and vulnerabilities and prevent future ones.

It is the role of the DILG to formulate a review mechanism to ensure that DRR and CCA concerns are mainstreamed in the Comprehensive Development Plan (CDP).

Climate Change Expenditure Tagging Joint Memorandum Circular 2014-01 by the Department of Budget and Management, Climate Change Commission, and the Department of the Interior and Local Government issued on August 2014, encourages LGUs to track their climate expenditures in their Annual Investment Programs. Joint Memorandum Circular 2015-01 introduces the revised guidelines for tagging and tracking climate change expenditures in the local budget.

Climate expenditure tagging (CCET) is the process of prioritizing and assigning codes to climate change programs, projects and activities during the preparation of the annual investment program (AIP).

The DILG is responsible for the provision of continuous capacity building programs for LGUs to institutionalize and sustain CCET in LGU annual investment programming and budget planning processes, in partnership with DBM and CCC.

A Coaching on Climate Change Expenditure Tagging (CCET) was conducted for the LGU of Butuan City on January 28, 2016 at the LGRRC.

PAMANA PAyapa at MAsaganang PamayaNAn is the national governm ent ’s convergence program extending development interventions to isolated, hard-to-reach and conflict-affected communities, ensuring that they are not left behind. The design and delivery of PAMANA is conflictsensitive and peace-promoting (CSPP) to avoid the recurrence of any source of conflict.

PAMANA Pillar I aims to capacitate LGUs on peace building interventions and one of the areas is on “Mainstreaming conflict sensitivity and peace promotion, gender and development, indigenous peoples concerns, Persons with Disability, Child Friendliness in the local plans and programs of LGUs in conflict affected areas.

Movie for Peace The Movie for Peace Contest was officially launched on November 26, 2016 during the Kick-off Program of the Mindanao Week of Peace 2016 Celebration. The Top Six (6) short films were announced during the Culmination Program of the Mindanao Week of Peace. During the awarding , the short film IKTAD was declared winner. All the winners received cash prizes from OPAPP and a DSLR Camera will be given to the participating schools as token of appreciation courtesy of GIZ Coseram.

Present were 24 re-elected and come-backing city and municipal mayors from the five (5) provinces of the region.

It is initiated to encourage and challenge all provinces, cities and municipalities to improve on their performance and service delivery across the core areas and essential areas of governance.

Conclusion A year of change and challenges. That was year 2016. Despite this, DILG Caraga counted many successes as we deliver what we ought to deliver through‌

Building stronger ties with our partners in implementing the major thrusts and priorities of the Department.

Thus, we strengthened the RPRAT through various activities and regular meetings and expanding its membership to ensure that concerns in BUB implementation were appropriately addressed. We made functional the Regional Composite Team (RCT) which was created under the MSAC through actively involving them in different capacity development activities relating to DRRM. To top it all, acknowledging the important roles of the academe, we created the Caraga Consortium on Good Governance (CCGG)primarily to put forward better local governance.

Continuing innovations as we implement various programs and projects. The Caraga Roadmap for Peace made possible through the assistance of GIZ-COSERAM and was finally launched in May 2016 highlighted Caraga's innovation. The first peace roadmap among the RPOCs, the Caraga Roadmap for Peace is hoped to transform RPOC-Caraga's conduct in pursuing peace in the region. The initiation of the Movie for Peace, a short film contest was an innovative strategy to popularize the Caraga Roadmap for Peace not only in the region but in as many places as it can reach through the social media.

Sustaining efforts to perform better. Despite limitations and challenges, DILG Caraga remains steadfast in delivering better performance. The men and women of DILG Caraga continuously manifested passion and willingness to do what it is mandated to do.
