-OUTCOME 1: Business –Friendly and Competitive LGUs

2013 was a great year for us. As an organization mandated to strengthen local government capacities, we in the Department of the Interior and Local Government—Caraga Region (DILG 13) are proud to say we did our best to perform our tasks in the delivery and implementation of the Department programs, projects and activities, and ultimately: in the service of the Filipino people as all these programs, through effective collaboration with Local Government Units—our partners—redound to the benefit of the people. With heads held high, we are hopeful to meet head on the challenges of the year to come and we are confident that we can keep the momentum going, that this coming year will likewise be a great year for us. VISION-MISSION

Vision The Department is primary catalyst for excellence in local governance that nurtures self-reliant, progressive, orderly, safe and globally competitive communities sustained by God-centered and empowered citizenry.

Mission The Department shall promote peace and order, ensure public safety, strengthen capability of local government units through active people participation and a professionalized corps of civil servants.



OVERALL ASSESSMENT

The implementation of the Department’s Programs and Project is guided by the DILG – LG Sector Programs and Projects Framework. The PPAs implemented support the achievement of the five (5) outcome areas of the Department: 1). Business-Friendly and Competitive LGUs, 2). Environment-Protective, Climate ChangeAdaptive and Disasrter-Resilient LGUs, 3). Socially-Protective LGUs, 4) Accountable, Transparent, Effective and Participative Local Governance, and 5) Internal Governance. As program/project implementer, DILG Region XIII registered significant accomplishments in the LGU implemented projects which are funded under Performance Challenge Fund, PAMANA DILG Fund and Salintubig Project Fund. While Region XIII is also recognized for its initiative in formulating the CARAGA Roadmap for Peace – an initiative which no other Regional Peace and Order (RPOC) in the whole country has ever done, it also received awards in the implementation of the Local Governance Performance Management System.

1. Technical Assistance in Local Economic, Policies and Programs Development As a preliminary activity to the conduct of this initiative, the region conducted an inventory on the local plans and codes of the 6 cities in the region. 2. Streamlining of BPLS A total of 64 or 88% out of the 73 target LGUs were reported to have complied to BPLS standards as of the report period. It should be noted that while all of the 73 cities and municipalities in the region were already capacitated on how to streamline their BPLS, still there are LGUs that failed to comply with the BPLS standards for a given period of time. This is primarily because of the political dynamics in some of the LGUs. It is in this connection and in recognition to the number of newly designated BPLOs in the region, following the recently conducted mid-term elections that DILG R13 together with the Caraga Association of BPLOs (CABPLOs) and the Department of Trade and Industry (DTI) initiated the conduct of Orientation and Refresher Course on BPLS last October 17 & 18, 2013 at the Luciana Convention Center in Butuan City. The activity which was participated in by a total of 84 participants coming from the 58 cities and municipalities in the region did not only focus on the orientation of BPLOs on the processes of streamlining business permits and licensing, but at the same time served as a venue in ensuring the readiness of the LGUs for the upcoming 2015 ASEAN Integration, as well as to better equip them on the different programs that will affect and influence their business competitiveness

Streamlining of Building/ Construction and Occupancy Permitting Pending issuance of guidelines on this initiative, the region initially conducted an inventory on the processes employed by the cities of Butuan, Bislig and Surigao in issuing Building/Construction and Occupancy Permitting to its clientele.

4. Special Local Road Fund Project

A total of 8out of the 10 SLRF-funded projects for FY 2010 and 5 out of 11 projects for FY 2011 implemented by 7 LGUs (4 - provinces and 3 – cities) were completed as of the report period. While 10 projects implemented by 9 LGUs (4 - provinces and 5 – cities) for FY 2012 are still on-going, the 9 projects for FY 2013 as proposed by 9 LGUs (3 -provinces and 6 – cities) has yet to be funded. Accordingly, the Local Road Board has yet to convene as regards the release of such funds. A Local Road Management Performance Assessment was also conducted to SLRF-funded projects for FY 2012. On the other hand, a total of 62 or 79.48% out of the 78 target LGUs have already submitted their updated inventory on local roads.

5. Provincial Road Management Facility Consistent with the objectives of the project, the province of Surigao del Norte has significantly accomplished the following: 

Improvement in the alignment between plan and budget. Annual Investment Program (AIP) is now based on the Operations work plan of each department discouraging the ‘recycling’ of and submission of unrealistic AIPs. Steady increases (400% increase in 2013 compared to year 1 PRMF) in budget allocation for road rehabilitation and maintenance activities, and the increasing management by contract activities (from 0 of the 2010 road maintenance budget to 45% in 2013). PPMC regularly submits reports, conducts baseline assessment of major provincial projects in preparation for CIME, and is taking the lead in strengthening the capacities of municipalities on M&E.

 

The PGSDN was awarded the Regional silver Seal of Good Housekeeping. PRMF has contributed to this through exerted efforts in strengthening SDN procurement systems. The PEO has made use of their improved technical capacities in Detailed Engineering Designs by preparing the designs for 10 road rehabilitation projects totaling Php 135 million funded by DILG through the OPAPP PAMANA project. Locally generated revenues have increased by around 17% as compared with last year due to enhanced revenue generation efforts, and the updating of the Revenue Code

5 out of the 9 LGUs implementing Salintubig Projects for FY 2012 were able to complete their projects as of the report period. These are the municipalities of Trento, Bunawan,Esperanza, and Veruela in the province of Agusan del Sur, and the Municipality of Cantilan in the province of Surigao del Sur. Four other LGUs’ projects that are still ongoing (but are almost complete) are situated in Talacogon, Agusandel Sur, Loreto, Province of Dinagat Islands, Magallanes, Agusan del Norte and Tubajon, Surigao del Norte. For FY 2013, 27 LGUs have enrolled their priority poverty reduction projects to the Salintubig Program. Of which, the project in Malimono,SurigaodelNortewas already completed as of October 31, 2013. 12 projects (Municipalities of Carmen, Santiago, and Kitcharao in the province of Agusan del Norte, Municipalities of Prosperidad, San Luis, and Loreto in Agusan del Sur, Municipality of Hinatuan in Surigao del Sur, Municipalties of Pilar and Tubod in the province of Surigao del Norte and municipalities of Cagdianao, Dinagat, and Libjo in the province of Dinagat Islands) are still on-going while 14 others are which are located in Butuan City, Buenavista and Tubay in the province of Agusan del Norte, Bayugan in Agusan Del Sur, Del Carmen, Mainit, Socorro and Surigao City in the province of Surigao del Norte, and Bislig, Barobo, Tago, San Miguel, Lianga, and Lingig in the province of Surigao del Sur are in procurement stage as of the report period. A Seminar Workshop on DED Preparation, Procurement and Fund Management was conducted last August 68, 2013. This was participated in by a total of 79 participants composed of municipal/city engineers, technical staff from the LGUs and the DILG from the 27 cities and municipalities that enrolled their water projects under the BUB program. Part of the DED preparation was a discussion on Epanet – a computer program designed as research tool for improving and understanding water project. It is use to determine whether the project is workable or not, how to compute the pressure of the water from its source, what type of pipe will be used and the number of households that can be supplied.

2. PAMANA DILG Fund Twenty (20) out of the 35 projects implemented for FY 2012 were already completed, and 11 other projects are still on-going. While bidding for 3 projects failed 1 project is under procurement stage as of the report period.Of the 20 projects completed for FY 2012, 12 are in Agusandel Norte, 2 are in Agusan del Sur, 1 is in Surigao del Norte and 5 are in Surigao del Sur. For FY 2013 projects, 4 projects in Surigaodel Sur were already completed, 12 are on-going, (Agusan del Norte - 1, Surigao del Norte - 8 Surigao del Sur – 3. Another 2 projects are also to be implemented in the province of Surigao del Sur, where 1 is under procurement stage and 1 is subject to RTWG validation as of the report period. A total of 158M was provided for the implementation of CY 2012 projects, where 20M or 13% was given to the province of Agusan del Norte, 70M or 44% for Agusan del Sur, 30M or 19% for Surigao del Norte and 38M or 24% for Surigao del Sur.The released of funds to LGUs were done in tranches 1 st tranche – 80% and 2nd tranche – 20%). For CY 2013 project implementation, a total of 223.300M was provided with Surigao del Norte getting the 60% of it, followed by Surigao del Sur with 37% and Agusan del Norte with 2,2%. As a means of providing technical assistance to LGUs that are recipient to PAMANA DILG Fund Project, the Regional Project Monitoring Team in coordination with the Office of Project Development Services (OPDS) of the Central Office spearheaded the conduct of PAMANA DILG Fund Provincial Partners Forum on June 14, 2013. The forum which was participated in by representatives from the 4 provinces that are project recipients, served as a venue to thresh out issues and concerns affecting the program/project implementation. Among the issues tackled during the forum include securing of a certification from authorities regarding peace and order situation as a support document to request for variation orders, and completion of financial reports to ensure full release of fund subsidies to project implementers.

While Regional Consultations on the approved FY 2013 BUB projects and FY 2014 proposed projects were conducted in the five (5) provinces of the Region, the RPRAT also conducted a Workshop on LPRAP Monitoring & Evaluation Tool. Orientation was further conducted which focused on the Joint Memorandum Circular No. 4 or the BUB FY 2015 Policy Guidelines with the following as participants:     

4. Sustaining the Effectiveness of Sub-National POCs A total of 75 LGUs (Prov -5, Cities – 6 and Mun – 64) have functional POC as of the report period. On the other hand, 71 LGUs (Prov – 5, Cities – 6 and Mun – 60) have formulated their Peace and Order and Public Safety Plan 5. Local Council for the Protection of Children Monitored the functionality of LCPCs in all of the LGUs and barangays in the region. As such, 74 LGUs have functional LCPCs as of the report period. Gender &Development 5 Provinces, 2 Cities and 6 Municipalities with GAD Code Regional participants also attended and participated in the region-wide (inter-agency) Women’s Month-related activities. At the Regional Office a guest speaker was invited to talk during one of Monday Convocation for the month of March, on the salient features of the Magna Carta of Women and the initiatives of GADRCC towards the implementation of the law. As an active member of the GAD Council the Regional GAD Coordinator also attended meetings and other activities of the RIACAT VAWC and GADRCC. 7. Enhancing Capacities of Local Governments to Address HIV/AIDS

The following are among the initiatives conducted by the region as regards implementation of the project:  Orientation on HIV/AIDS in the municipalities of Buenavista, Agusan del Norte and San Francisco, Agusan del Sur with representatives from the LGU, youth and other agencies.  Disseminated Memorandum Circular No. 2013-29 re: Strengthening Local Responses Toward More Effective and Sustained Responses to HIV & AIDS. To this effect, Local AIDS Council were organized/established in the following LGUs:

To ensure LGUs compliance to the policy, the Regional Office initiated the conduct of a Coaches Training to all of the FDP Focal Persons of 73 LGUs (6 cities and 67 municipalities) and Provincial FDP Focal Persons of the 5 Provincial Offices of the DILG.

Of the 121 PCF-funded projects implemented from CY 2010 to CY 2012, 116 were already completed, 5 are on-going as of November 30, 2013. As a means of orienting the PCF Implementing Team for LGUs, the draft guidelines for CY 2013 project implementation was posted in the caraga.dilg.gov.ph website. Likewise, a “Pre-Project Identification” form was devised to be utilized in the screening of LGUs AIP-listed projects to be sourced out from PCF. With the use of the said form, the Regional PCF Management Team will screen the projects with bias on the suggested PCF modular project. As regards the conduct of Orientation on PCF Web Application System for Cluster Heads and PCF Provincial Focal Persons, the RPCFMT has already identified the newly designated PCF Focal Persons to the said activity. On the other hand, the RPCF Management Team sent demand letters to 8 LGUs with lapsed implementation period for 1 year, and to 15 LGUs with unused balance of the funds provided to them. Likewise, it has granted or approved requests for variation/extra works of 6 LGUs and for 7 LGUs that requested for time extension. Further, it acted to other PCF related concerns of 5 LGUs. 3. Local Governance Performance Management System

78 (5 provinces, 6 cities and 67 municipalities) or 100% of the LGUs in the region have encoded their LGPMS on line. Of which, 49 LGUs (2 provinces, 3 cities and 44 municipalities) were reported to have generated their State of Local Governance Report, State of Development Report and Financial Development Report. On the other hand 34 or 43.58% of the total 78 LGUs were able to communicate their SLGR to their constituents either thru SOPA/SOCA/SOMA Ceremonies, turn-over ceremonies, SLGR utilization conference and other appropriate venues. In recognition to the best efforts the region has exhibited in the institutionalization of LGPMS and in scaling up of “performance to transformational governance�, DILG Region 13 was awarded as 3rdbest region in the LGPMS Stewardship Award for CY 2013. And for having consistently exhibited remarkable performance and commitment as a provincial partner in effectively advocating, implementing and ensuring the utilization of results of the LGPMS in the province, Mr. Joseph G. Porgatorioof the province of Surigao del Sur was accorded with Runner Up Best Provincial Focal Person (Class 2) award aside from the Special Recognition as Best in Innovations on Communicating Results of the LGPMS and for implementing innovative strategies in sharing and promoting results through severalavenues of communications. 4. Newly Elected Officials (NEO) Program.

DILG R13 conducted the NEO Orientation (face to face) to a total of 57 newly minted Mayors and Vice Mayors on July 26-27, 2013. This resulted to the formulation and submission of these participants of their 100 Days Report (Mayors), Social Contract (Mayors) and Priority Agenda (Vice-Mayors). Other local officials were also able to access the webinar where courses/topics on DRRM and Revenue Generation were being offered. Monthly monitoring on the submission of the Executive Legislative Agenda (ELA) of these NEOs is currently being conducted by the regional office. 5. LupongTagamapayapa Incentives and Awards. The regional office conducted regional assessment on LTIA awardees. 1. Enhancing LGU Capacity on DRRM-CCA DILG R13 continued to monitor LGUs compliance to DRRM-CCA laws and policies.as such, the following data were generated as of the report period: 

78 (5 provinces, 6 cities and 67 mun) or 100% of the target LGUs have their DRRM Plan, have established their LDRRM Office, and have Operations Center. 42 (4 provinces, 4 cities and 34 mun) or 53.84% of the target LGUs have LCCAP, where 16 of such LGUs are along the Agusan River Basin (ARB).

58 (5 provinces, 6 cities and 47 municipalities)or 74.35% of the target LGUs with Early Warning System, where 12 of these belong to the ARB LGUs. 68 (5 provinces, 6 cities and 57 municipalities) or 87.17% LGUs have Emergency Response, Rescue and Medical Teams. 16 of these LGUs are along the ARB.

Resulting to the Community-Based CCA-DRRM Training conducted by the region was the preparation and submission of the following documents by the 445 barangays of the LGUs which are along the ARB: 

Region 13 likewise conducted a Roll-Out Training on Understanding Geo-Hazard Maps, their Usage and Application in Local Development Planning. This was attended by a total 0f 123 participants composed of 3 mayors, 44 punong barangays, 10 barangay kagawads, 49 barangays secretaries and 17 municipal disaster risk reduction management officers from the LGUs and barangays along the ARB LGUs on August 8, 2013 at Dottie’s Place Hotel & Restaurant. Disaster-related IEC materials were also developed and distributed to a total of 445 barangays in the ARB LGUs. The Regional Focal Person on DRRM-CCA likewise submitted a proposal to the Local Government Academy on the conduct of LCCAP formulation for the Agusan River Basin LGUs in the region. It should be noted that while there are already LGUs that have reported to have their LCCA Plan, still these LGUs were proposed to be capacitated to ensure that all the requirements as maybe specified in the LGA module are properly incorporated in their plans. LGRRC Business Planning and Manual of Operations Crafting On May 2-3, 2013, MSAC members and DILG personnel, i.e. Program Managers of all Field Operating Units and LGRRC core teams of the Regional Office convened at the Mazaua Island Resort in Butuan City to make the broad strokes that will guide the crafting of the Business Plan and Manual of Operations of the LGRRC 13. Results of the May activity were consolidated and used to draft the Business Plan and Manual of Operations which were presented to the MSAC—discussed and fine-tuned—on June 5, 2013 at the Department of Trade and Industry ‘s NERBAC Center. 2. LGRRC 13 Assessment The LGRRC 13 was subject to assessment in order to assess its performance and guide the identification of interventions for sustaining it, particularly in knowledge management framework, institutional development, multimedia and IT infra, multi-stakeholders participation and others. For this, several DILG personnel jointly answered the Online Survey Self Assessment last July 23, 2013 and were called again, this time with MSAC representatives, for interviews by the Local Government Academy who visited LGRRC 13 for the Site Visit/Validation last July 26, 2013. 3. LGRRC MSAC MOA Signing and Library Re-Launching At the onset of the completion of the LGRRC 13 Business Plan and Manual of Operations, a Memorandum or Agreement was entered into by 13 government agencies, 5 Civil Society Organizations, and 5 academic institutions last October 23, 2013. The occasion was highlighted by the relaunching of the newly renovated LGRRC library facility.

Technical Writing and Business Correspondence Workshop A series of sessions and workshops was conducted last April 11 and 25 and June 20, 2013 between 12 Regional Office Personnel on technical writing and business correspondence as part of the Capacity Development thrust of the regional office to provide information and tips on basic correspondence and DILG issuances/communications. The first module delves on Effective Business Correspondence; followed by a review of basic grammatical rules and proofreading techniques. Its application falls on effective production of DILG official correspondence in their correct form and standard format.

6. Workshop on Microsoft Excel A two-day staggered workshop was conducted on May 21 and 28, 2013 to 15 personnel of the Regional Office to hone skills and proficiency in the use of Microsoft Excel — a very basic yet powerful tool for data management. 7. Geo-Tagging In-House Training for Regional Office Personnel On September 16, 2013, 12 regional office personnel took part in the In-House Training on GeoTagging wherein they were imparted knowledge on the Geo-Tagging technology; its importance in the promotion of transparency and accountability; and an appreciation on the technology as an effective tool for project monitoring. 8. Risk Management Knowledge-Sharing Series October 2, 2013 knowledge of sharing of the learnings on risk management as underwent by LGOO VII Charissa T. Guerta during her scholarship on Master of Project Management under PAHRODF. 12 personnel of the regional office were able to participate. 9. Conference/Workshop of Accounting Clerks, Disbursement Officers and Regional Office Personnel on Updates on Financial Transactions and Other Related Issuances All accounting clerks and disbursing officers in the field operating units and the regional office gathered in the LGRRC of the DILG Regional Office on October 24-25, 2013 to revisit office policies, procedures and reporting system pertaining to financial transactions as well as updating the account titles/codes, forms and other related financial records for proper, uniform and streamlined financial and accounting protocol within and among units in the DILG 13.

1. Road Map for Peace The Regional Peace and Order Council of CARAGA has been noted to have been doing something no other RPOC in the country has done – the crafting of a regional Roadmap for Peace. RPOC XIII has to engaged the assistance of the GIZ-Conflict Sensitive Resource and Asset Management (COSERAM) in building its capacities for it to become more effective in carrying its mandated tasks. While it has been observed that even with the presence of Peace and Order Councils at all levels peace continues to be a big challenge in society because of its effects to the development initiatives of local governments and business sector, the RPOC on the other hand can not directly and effectively respond to peace and order and security issues because of the gaps its has with the POCs in the local level.

Thus, a need to formulate the regional Peace and Development Framework and strategic plan.Initially, the Technial Working Group of this initiative conducted series of activities to include: 1) assessment of the current objective conditions pertaining to peace and order and security in the area, 2) Gain an understanding of the internal organizational arrangements of the peace and order council, and 3) Obtain an institutional arrangements in the administrative hierarchy of the national, regional, provincial, city, municipal and barangay peace and order councils. The data gathered were processed and the provincial situational analyses were drafted, which was subjected to validation and became as baseline for Caraga Region Peace Situationer.

2. 22nd Anniversary of LG Code DILG Region 13 was one with the nation in celebrating the 22 nd Anniversary of the Local Government Code last October 10, 2013 with corresponding activities scheduled to coincide on this date as well as the rest of the month of October which happens to be declared as the Local Government Month under Presidential Proclamation No. 63, series of 1992. The theme was “Kilos Progreso, Makilahok sa Pag-Asenso” and it embodied a call for united and concerted action for national progress.

Disseminating the advisory from Sec Mar Roxas in preparation for Super Typhoon Yolanda to: 1. stay tuned to the news (TV, radio, etc) regarding the typhoon, keep updated/ informed 2. Heed the warning/ instructions of those with authority, i.e. local officials (Punong Barangay, Mayors, Governors, etc.). When they order preemptive evacuation for instance, people should do it right away. 3. Prepare disaster preparedness kits, i.e. water, food and medicines 4. Reinforce by doubling nails, tying down or, weighing down roofs especially those made galvanized steel sheets to prevent water from getting in the houses as well as avoid causing accidents resulting from debris of blown away roofs

Also announced RDRRMC recommendation to cancel classes at all levels starting tomorrow until Friday and correspondingly, LCEs have already issued orders for cancellation of classes

Prior phone patch advisory was re-aired reiterating the four general advisories from Sec Mar Roxas.

Those who feel that they need to evacuate as early as now as evacuation sites have already been identified and prepared. They may do so by coordinating with their barangays. Clarified that the typhoon is really strong, by that, it will have maximum sustained winds of not less than 180 KPH. But that the Public Storm Warning signals does not mean that the typhoon will arrive right away, only at the Philippine Area of Responsibility. Expected landfall is around noon Friday. People still have the time to prepare whether for evacuation, reinforcing of houses or securing provisions. The DILG can be contacted anytime, with personnel monitoring 24 hours. Hotline number was announced. Special attention was given to fisherfolks and small scale miners to no longer venture off and risk their lives. And those in landslide-prone and flood-prone areas should prepare to evacuate.

Regional Initiative(s) during Typhoon Yolanda and Bohol Earthquake A total of Eighty Five Thousand (85,000.00) worth of cash and goods were donated by DILG Region 13 to the victims of Bohol earthquake in Region 7 and Typhoon Yolanda in Region 8. As such, Twenty Thousand (P20,000.00) Pesos cash was handed over to Regional Director Ananias Villacorta in Region 7 by RD Lilibeth A. Famacionas the Region’s assistance to R7, while cash and goods amounting to a total of Sixty Five Thousand was handed over to Regional Lawyer and concurrent Administrative Officer of Region 8, Atty Cyril Blanco, by OIC Assistant Regional Director Donald A. Seronay who headed the R13 contingent that brought the said donations to Tacloban City.

The Regional Monitoring Team was likewise reactivated to monitor the situations in the LGUs within the region during the onset of typhoon Yolanda. Regional represntatives were deployed to the Office of CivlDefense which served as the operation center of the Regional Disaster Management Coordinating Council where DILG is an active member.
