Message from the Regional Director
In sync with the Department of the Interior and Local Government’s updated vision and in consonance with the three pillars of “Ambisyon Natin 2040”, Malasakit, Pagbabago, and Katiwasayan, DILG Caraga barrelled through 2017 and once again completed a successful run of program implementation. Under the pillar Malasakit, the thrust on building business friendly and competitive, as well as socially protective and safe local government units (LGUs) was highlighted. The active implementation of locally-funded projects under Assistance to Municipalities (AM), PAMANA, and SALINTUBIG along with CMGP and SLRF continued to solidify the DILG’s new role in community development. Projects under the Performance Challenge Fund for eligible LGUs complemented this. Still under Malasakit and to ensure strengthened internal organization, continuous learning activities were conducted for DILG Caraga personnel through the Local Governance Regional Resource Center. Full support was given to the 50 th batch LGOO trainees of the region and this paid off richly as two of them placed 2 nd and 7th in the over-all, national ranking of the 50th batch LGOOs Induction Training. Not to be outdone, the 51st batch LGOO trainees of the region also produced the topnotcher in the Mindanao cluster center training of 45 trainees. For Pagbabago, and in line with the Department’s role of primary capacity development provider, different trainings and workshops were conducted for the Assistance to Municipalities (AM) program, Business Permits and Licensing Systems (BPLS), and Conditional Matching Grant to Provinces (CMGP) among others were held. The hard working field officers together with regional and provincial focal persons were instrumental in the 62 strong LGU passers for the Child Friendly Local Governance Audit and the 100% accomplishment of Institutionalizing Gender and Development in Local Governance. On Katiwasayan, as guided by the current administration’s battlecry to combat corruption and illegal drugs, DILG Caraga continued to carry-out the Department’s call to support the flagship program, MASAMASID - Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Droga and did so successfully. A definite milestone on peace and order initiatives was the 1 st Joint Regional Development Council and Regional Peace and Order Council meeting and subsequent initiatives. A Caraga first initiative, the Caraga Roadmap for Peace (CRMP) implementation is now gaining ground as different activities were conducted in partnership with GIZ COSERAM and other national government agencies to push the agenda forward. All of these efforts of the region in aid of the furtherance of the 20 Point National Security Agenda were validated by the conferment of the “Tatag ng Agila” and “Singsing ng Tanikala” awards to the undersigned and DILG Butuan City Director Charissa T. Guerta, respectively during the Local Government Academy’s (LGA) Capacity Development Awards for Catalysts of Excellence (CapDev ACE). LGRRC Caraga was also adjudged a close runner-up to the winnigng Best LGRRC. To the ever reliable personnel and staff of DILG Caraga who made all of these possible, I say, thank you and mabuhay! Let us now forge ahead and make 2018 an even bigger success.

Executive Summary
Like an intricately woven tapestry, this Annual Report of the Department of the Interior and Local Government (DILG) Region XIII Caraga presents the cohesive effort of the department in implementing its programs, projects and activities. It underscores a progressive actuation of the Filipino ambition to have a “matatag, maginhawa at panatag na buhay”. In likewise fashion, this report has been thematically segmented into three chapters in trichromatic fashion anchored in these three pillars. First is Malasakit, emblazoned in yellow. Yellow speaks of optimism and joyous aspirations—a befitting hue in the presentation of milestones for ensuring competitive LGUs ; socially-protective and safe LGUs; and strengthened internal organization. Of joyous aspirations, the year proved promising for the department especially when it has successfully provided the necessary measures that ushered the awarding of the prestigious Seal of Good Local Governance (SGLG) to 20 Caraga Local Government Units (LGUs). It is also noteworthy that the technical assistance the department has been instrumental in 100% qualification of LGUs to the Performance Challenge Fund (PCF); 100% LGUs to come up with updated Local Development Investment Program (LDIP); and 88.78% of LGUs fully compliant to the Full Disclosure Policy, higher than the 80% national target. Pagbabago is the second chapter of this report and is red dominated. Red speaks of passion and drive and defines well the department’s efforts in carving out an environment where businesses can thrive and achieve inclusive development in and among LGUs; and the department’s commitment to filling its rank with a professionalized personnel complement. Inclusive development meant infrastructure growth, ensuring that basic services are in place and economic dynamism vibrant. And this year the department has been driven to emphasize these resulting to the implementation of 145 Assistance to Disadvantaged Municipalities (ADM) projects with its documentary requirements ably put in place, physical and financial accomplishments closely monitored. DILG’s flagship program Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) which provides potable water to communities has 35 Projects implemented in 2017. One of which was completed within the year. Public Access Facilities were also delivered through the Conditional Matching Grant to Provinces (CMGP) with 21 projects implemented and Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA) with 9 projects. 2 and 7 projects were completed within the year, respectively.

Executive Summary
Safeguarding business welfare has been driven to greater heights this year through increased compliance on the Business Permitting and Licensing System (BPLS) with a 90.67% submission rate in the 2nd Quarter. Moreover, a pilot training on the multi-agency developed e-BPLS was conducted for the municipalities of Marihatag and Carmen in the province of Surigao del Sur. This year has also showcased the caliber of manpower the department has. The DILG Region XIII Caraga’s very own Regional Director Lilibeth A. Famacion, CESO III bagged the top award for the 2nd Capacity Development Awards for Catalysts of Excellence (CapDev ACE) as this year’s “Tatag ng Agila”. She was joined by the Butuan City Director Charissa T. Guerta who clinched the “Dangal ng Kagawaran” prize. The third chapter of this report is Katiwasayan which directly translates to security, a facet of peace. The chapter is hence presented in blue. This chapter underpins the department’s commitment to uphold security against internal and external threats, upholding and protecting territorial integrity and sovereignty and the development of the environment and natural resources sector. The pivotal institution of the Caraga Roadmap for Peace in 2016, a first in the country, has continued to gain ground this year. The establishment of Peace and Development Zones has been in the offing through the joint efforts of the Regional Peace and Order Council (RPOC)—where the department sits as the head secretariat—and the Regional Development Council (RDC). Various capacity development endeavors that seek to foster resilient, anti-corruption and drug-free communities have been conducted throughout the region in the form of Operation Listo, MASA MASID and BADAC. The department is also proud to have accomplished the necessary documentary requirements for its application to be certified with the QMS-ISO 9001:2015. This standardization ensures order in the internal and external transactions that the department engages into. These are just some of the many programs that the department has undertaken for the year and are showcased in this report. These are milestones worth celebrating and yet they are not bereft of rooms for improvement. This year has been rigorous, tedious and yet one that has been critical in taking solid strides toward the common ambition of the Filipino People. It is testament to the silent workers of the department who are “Matino, Mahusay at Maasahan”—the ones who strive to weave together the many threads of local governance into a tapestry of peaceful, progressive and resilient communities.

“[Enjoying] a stable and comfortable lifestyle, secure in knowledge that we have enough for our daily needs and unexpected expenses, that we can plan and prepare for our own and our children’s future [and where] our family lives together in a place of our own, [with] the freedom to go where we desire, protected and enabled by a clean, efficient and fair government.” This is such a modest dream to have but one that we all make in earnest. And it is a dream that our government shares with us. Our common outlook—Ambisiyon Natin 2040. It is President Duterte’s stake in instituting reform in the government. Framed to capture the aspirations of the Filipino people, it serves as the blue print of development through the Philippine Development Plan (PDP) 2017-2022. To align with the thrust, the Department of the Interior and Local Government updated its vision in support of the administration’s 20-point national development and security agenda. So in 2017, new programs and advocacies were introduced, revitalized and strengthened to increase citizens’ access to basic facilities, ease of business transaction and focus on the battle to eradicate corruption, criminality and illegal drugs. It was indeed a challenge to DILG. However, DILG Region XIII (Caraga) embraced the mandate by following the propeople and pro-community approach. And so in this review of the agency’s accomplishment in the region for 2017, we

look into how the programs, projects and activities (PPAs) implemented contributed to the thrust to having: (1) malasakit; (2) pagbabago; and (3) katiwasayan. In Malasakit, we include the accomplishments towards building business -friendly and competitive LGUs; sociallyprotective and safe LGUs; and having strengthened internal organization. In Pagbabago, we delve into how the Department contributed to attaining accountable, transparent, participative and effective local governance. And in Katiwasayan, our iteration of the Foundations for Sustainable Development, we take a closer look into how the DILG operations in Caraga were able to contribute to obtaining peaceful, orderly and safe LGU; and having environmentprotective, climate change-adaptive and disaster-resilient LGUs. This chronicles the little and consistent strides of DILG Caraga in 2017 as it shares in the government’s common outlook for a Matatag, Maginhawa at Panatag na buhay.

True to the aspirations of the Filipinos in eradicating the malady of social apathy in the country, the Department of the Interior and Local Government Region XIII Caraga espoused the call to capacitate accountable, transparent, participative and effective local government units in the region. This is in consonance to the Malasakit Pillar of the Philippine Development Plan (PDP) 2017-2022 which thrusts in enhancing the social fabric of the country.
The department tirelessly championed the improvisation of the services rendered by the local government units in the region in addressing the call as attested by the milestones achieved in the year 2017. In this chapter, accomplishments for key programs of DILG Region XIII Caraga that supports the Malasakit Pillar are presented. As such is the report on the pivotal role provided by the department which ushered the awarding of 20 local government units in the region with the prestigious Seal of Good Local Governance (SGLG). A beaming testament of the department’s endeavor to continually underscore its role in helping the Philippines become a socially emphatic country.

PCF PERFORMANCE CHALLENGE FUND The Performance Challenge Fund (PCF) is an incentive scheme provided to LGUs in the form of a financial grant for local development projects included in their Annual Investment Program (AIP) or their Local Development Investment Program (LDIP) for cities and municipalities and Provincial Development Investment Program (PDIP) in the case of provinces. CSIS CITIZEN SATISFACTION INDEX SYSTEM The Citizen Satisfaction Index System (CSIS) is an assessment tool for the service delivery performance of local governments based largely on the knowledge, experience and perception of the people who are recipients of such services. It is one of the social accountability mechanisms under the Civil Society Organization/Peoples Participation Partnership Program (CSO/ PPPP) that will foster a systematic and sustained engagement of CSOs and citizens in local governance. The Memoranda of Agreement for both implementations were entered into within the year, however, the MOA for the re-round (i.e. tripartite MOA with PNU and Bislig City) was delayed due to issues arising from the political dynamics of the city and was only signed at the end of the year. Only the implementation in Claver pushed through during the year, and the implementation in Bislig City was deferred for the ensuing year. The Utilization Conference conducted during the year was in Prosperidad, Agusan del Sur under the CSIS 2016 that spilled-over implementation in 2017. The Utilization Conference of Claver was deferred to 2018 pending results of the evaluation of the CSIS report submitted by the LRI.

KP KATARUNGANG PAMBARANGAY In accordance with the Local Government Code of 1991 (Republic Act 7160), the Katarungang Pambarangay or the Barangay Justice System is an extra-governmental mechanism aims at perpetuating the time-honored tradition of amicably settling interpersonal disputes in a community without recourse to the formal legal system or confrontational social behavior. The central feature of the system is the Lupong Tagapamayapa, a community-based conflict resolution effort that is highly supportive of the notions of social ordering and human development. While the speedy administration of justice is the immediate concern of the Katarungang Pambarangay, of equal importance is leadership building and community empowerment as the resultant effects of institutionalizing the system. SGLG SEAL OF GOOD LOCAL GOVERNANCE CY 2017 offered a brighter glitter for our local governments in the region as 20 LGUs hurdled the rigorous SGLG assessment and conferred with the much coveted seal. The passer LGUs went through the process of Regional Assessment, calibration and then national validation before they were finally declared as awardees. Looking back, passer LGUs of the region has been in an increasing trend since the up scaled SGLG was implemented. From five (5) LGUs in CY 2015 it rose to 13 in CY 2016 then 20 in CY 2017. Further, this region was adjudged as one of the Most Improved Regions in Disaster Preparedness, Social Protection, business-friendliness and Competitiveness & Environmental Management. The Pagbabago Pillar of the Philippine Development Plan 2017-2022 thrusts towards an inequality-reducing transformation which hopes to translate into more opportunities for growth of output and incomes primarily benefiting lagging sub-sectors and economic groups like small farmers, fisher folks and MSMEs. Increasing opportunities for inclusive development can be achieved with a socially-protective, business-friendly and competitive local government units which the Department of the Interior and Local Government Region XIII Caraga clamors to continually actuate. In so doing, the department has been simultaneously strengthening its core as it implement projects that give emphasis to the goals amplified in the Pagbabago Pillar.

CFLGA CHILD FRIENDLY LOCAL GOVERNANCE AUDIT The Child-Friendly Local Governance Audit (CFLGA) is a mandatory audit system adopted to gauge the level of performance of all cities and municipalities insofar as implementing programs and instituting measures to uplift the welfare status of children. It is in support to the progressive realization to build a "Child-sensitive and Child-friendly society". Conferment of the Seal of Child-Friendly Local Governance (SCFLG) by the Council for the Welfare of Children will be based on the results of the audit - which is also a prerequisite to qualify the LGU for the Presidential Award for Child-Friendly Cities and Municipalities.

PRIVATE PARTNERSHIP FOR THE PEOPLE LGU P4 PUBLIC INITIATIVE FOR LOCAL GOVERNMENTS LGU P4 is DILG’s program to promote LGU engagement with private sector through partnerships that will ensure better delivery of infrastructure and other services needed by the constituents for economic growth. LGU P4 aims to promote and enhance local economic development that eventually contribute to the increase of national economy and create more jobs. For CY 2017, five (5) LGUs in Region 13 were targeted to receive capacity interventions to improve their understanding and appreciation of the PPP, its modalities and legalities. These LGUs are Bislig City, Lianga, San Miguel, Jabonga and RTR, from the provinces of Surigao del Sur and Agusan del Sur. The aforementioned LGUs were chosen from the LGUs that signified interest in forging publicprivate partnership through the initial survey conducted by the Bureau of Local Government Development (BLGD) through the Regional Offices. With this, these LGUs were able to participate in the activities conducted, as follows:

Result of these CapDev activities were the following: 1. LGUs were able to consult with the experts in identifying and determining a “PPP-able” project in their locality and its legalities. 2. Participants gained understanding of LGU P4 concept and were guided on the different modalities of PPP. 3. The use and importance of the LGU P4 portal were oriented to the participants, particularly the step-bystep procedures in populating the portal with the existing and proposed PPP project/s.

BPLS BUSINESS PERMITTING AND LICENSING SYSTEM Streamlining the Business Permitting and Licensing System (BPLS) means implementing systematic and purposeful interventions to ease business start-up. Streamlining can also accelerate revenue mobilization, improve expenditure management, and increase to finance for better service delivery and growth promotion. The objective of streamlining is to simplify the registration process by reducing the number of steps and procedures, and to reduce the processing time and cost. This year, the status of BPLS Streamlining in Caraga is summarized in the given graph below.
ACCOMPLISHMENTS Based from the table, the City of Butuan and the province of Agusan del Norte and Surigao del Norte had the highest number of submission of BPLS Form L1 with a one hundred percent (100%) submission rate on the first quarter of CY 2017, followed by the Provinces of Surigao del Sur (89%) and Agusan del Sur (79%). On the other hand, the Province of Dinagat Island had the lowest number of submission for Form L1 with 71% submission rate. It can be observed that the Province of Surigao del Sur, Dinagat Islands and the City of Butuan led the highest number of submission with one hundred percent submission rate for the second quarter of CY 2017, followed by the province of Agusan del Norte and Agusan del Sur with a submission rate of 91% and 86% respectively. However, the Province of Surigao del Norte had the lowest number of submission for Form L1 with 67% submission rate. The table shows that the Province of Agusan del Norte topped the submission of BPLS Form L1 for the 3rd Quarter of CY 2017 with a one hundred percent submission rate, followed by the Province of Agusan del Sur and Dinagat Islands with a submission rate of 71%. Additionally, Butuan City had the lowest rate of submission.
Based from the Table above, the City of Butuan, the Province of Agusan del Norte and Agusan del Sur had the highest number of submission with a one hundred percent (100%) submission rate for the 4th Quarter of CY 2017, followed by the Province of Dinagat Islands and Surigao del Norte with a submission rate of 86 and 76 percent, respectively. On the other hand, the province of Surigao del Sur had the lowest number of submission for Form L1 with 58% submission rate.

As we see in the Table, the Province of Agusan del Norte had actively submitted their quarterly reports with a submission rate of 98%, followed by Agusan del Sur (84%) and Province of Dinagat Islands (82%).
Overall, the Table reveals that the Second Quarter had the highest number of submission with a 90.67% submission rate, followed by the First Quarter and Fourth Quarter with 89.83% and 86.67% submission rate, respectively. However, the Third Quarter had the lowest number of submission with a 53.67% submission rate.

LGUs of Agusan del Norte topped among the LGUs of Caraga in terms of compliance in Standard Steps, followed by Surigao del Norte, Dinagat Islands and Surigao del Sur. Standard Steps means securing an application form; filing/submission of accomplished form with documents; One-time assessment of taxes, fees and charges; One-time payment of taxes, fees and charges; and Securing Mayor’s Permit.
Moreover, LGUs of Butuan City and Dinagat Islands had the highest compliance rate in terms of Standard Processing Time. Standard Processing Time means that the processing of new business permits is not more than 10 days, but LGUs are enjoined to strive for 5 days or less while the processing of business renewals is not more than 5 days but LGUs are enjoined to strive for 1 day or less.
LGUs of Butuan City led the highest compliance rate in terms of Standard Number of Signatories, followed by Surigao del Norte, Agusan del Sur and Agusan del Norte. Standard Number of Signatories means the process has five signatories, but LGUs are

E-BPLS BUSINESS PERMITTING AND LICENSING SYSTEM In responding to the call of the President, JMC 01 series of 2016 on “Revised Standards in Business Permit and Licensing System (BPLS) in all Cities and Municipalities” was approved last August 30, 2016 aiming for further streamlining on the issuance of business permits. The JMC issued by this Department, together with the Department of Trade and Industry (DTI) and Department of Information and Communication Technology (DICT) introduced reforms, mechanisms and automation to facilitate compliance. This initiative aims to improve the country’s competitiveness and encourage growth of local economies to set thru stricter performance standards for business permit processing and other regulatory services. This will help LGUs build strong enabling environment for good local governance and sustainable local economic development equitably for women and men. Along this line, the DICT developed a new software – the Electronic Business Permits and Licensing System or “e-BPLS”. This enable LGUs to electronically process business permit applications and allow business owners for an online application and renewal of their licenses. Further, through the system, LGUs may receive or review applications online, electronically assess partners. Hence, with this electronic procedure, the approval or release of the business permit is fast tracked. The Department of the Interior and Local Government Regional Office Caraga in partnership with BFP, DTI, DICT and the academe (Caraga State University and Surigao del Sur State University) conducted the User Training on E-BPLS to the Municipalities of Marihatag and Carmen, both in the Province of Surigao del Sur on November 9 – 10, 2017 and November 28-29, 2017 respectively.
The module implemented was a two-day program that involved discussions on the JMC 2016-01, Role of Bureau of Fire Protection in BPLS, on-line payment schemes and series of workshops which allowed the participants to actually use the E-BPLS Software. To address the different or unique requirements of each LGU relative to automating their current business permitting process, they submitted their observations on the system to the DICT so the programmers may be informed and design a system unique to their needs.

RS4LG REGULATORY SIMPLIFICATION FOR LOCAL GOVERNMENTS RS4LG is DILG’s program to assist cities and municipalities become more business-friendly and compliant to the Business Permits and Licensing System (BPLS) standards through the simplification of business processes by reducing or removing specific elements and keeping only the essential steps in the process. The prior implementation of RS4LG was successfully conducted among the six (6) Caraga cities as well as 5 pilot or capital towns of the provinces. In 2017, the target was for all first and second class municipalities to undergo RS4LG. Of which, 19 were newly oriented and coached on RS4LG and 2 were among those already provided coaching as capital towns. All 21 municipalities finished the diagnosis phase and are working on the crafting of their Executive Orders for the smooth implementation of the RS4LG.

CMGP CONDITIONAL MATCHING GRANT TO PROVINCES The Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation and Improvement is a partnership program between the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM). It aims for Provincial Governments to partly address the poor state of provincial roads across the country. The Program addresses the underinvestment in local roads, and improvement of national-local roads connectivity to increase economic activity, and improve public access to facilities and services in the provinces. The Program, however, is not only a road engineering intervention, it is also a governance reform program in local roads management (LRM) and public financial management (PFM). This is the successor program to the 2016 “Konkreto at Ayos na Lansangan ang Daan tungo sa pangkalahatang kaunlaran (KALSADA),� of which the project implementation is still ongoing. The National Government has allocated in the General Appropriations Act (GAA) under the Local Government Support Fund (LGSF) to fund the CMGP for road repair, rehabilitation and improvement. Apportioned of the funds under the DILG Budget is also allocated to Support to CMGP for (i) capacity development activities towards the achievement of governance reform targets for provinces, (ii) project management and monitoring, and (iii) quality assurance of road projects.

Governance Reform Targets:
As to the compliance of the Provincial Local Government Units (PLGU) with the 2018 Governance Reform Targets, all PGLUs has acted and initially complied with the FY 2018 Fund Release Documentary Requirements to be able to qualify and to meet with the original deadline on December 31, 2017. With the new deadline set by the Central Office on January 31, 2018, the PLGUs are still working on the lacking documents they need to accomplish.

LGISB LOCAL GOVERNMENT INNOVATIVE SOLUTIONS BANKING Local Government Innovative Solutions Banking is a system initiated under the Local Governance Regional Resource Centers (LGRRCs) to facilitate and hasten the collection, dissemination, and creation of practical but strategic solutions to specific governance challenges faced by local governments. HRMD HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT The Regional Personnel Selection and Promotion Board (RSPB) of this region conducted assessment of qualified and interested candidates for reclassification of LGOO VI position to LGOO VII (Cluster Head) last September 25-28, 2017 upon the approval by the Civil Service Commission (CSC) of the Department’s request for reclassification of position. The region was allocated with five (5) slots of reclassified LGOO VI position. There were 16 personnel holding LGOO VI position who manifested interest for the reclassification while two (2) immediately waived their rights for the assessment. On the 3 rd day of the activity, however, another applicant withdrew his application making it only fifteen (15) candidates in all. The applicants underwent series of exercises prepared and devised by the Local Government Academy (LGA) to gauge applicants’ various competencies. It included written examination, presentation of situational analysis, and group discussion. The assessment activities were facilitated by the Personnel Section of the Regional Office in coordination with three (3) members of the RSPB headed by OIC-Asst. Regional Director Donald A. Seronay, Butuan City Director Charissa T. Guerta, and LGMED Chief Ray Gregory F. Jaranilla as Assessors who were trained by LGA for the purpose. Educator Ms. Alma Eleazar was also invited as representative of the Local Resource Institutes (LRI) to complete the Assessor Team. A staff from the LGA was also present as Observer. Result of the assessment process was forwarded to the Regional Director for recommendation to Central Office and LGA. Individual results of the assessment were also given to the applicants. Aside from the upgraded salary grade, personnel appointed to this reclassified position are also entitled to receive monthly Representation Allowance and Travelling Allowance (RATA).

The Department of the Interior and Local Government (DILG) Region XIII Caraga is an integral agency in the delivery of the Philippine Development Plan (PDP) 20172022 pillar on Foundations for Sustainable Development aptly called by the department as “Katiwasayan.� This pillar is underpinned by ensuring national security against internal and external threats. At the same time upholding and protecting territorial integrity and sovereignty and the development of the environment and natural resources (ENR) sector, and maintaining its integrity which is crucial in long-term development. In this chapter, accomplishments for the programs that ensure peace and security, ecological integrity, environmentally protective, climate change adaptive and disaster resilient, and peaceful, orderly and safe local government units are presented. It also presents milestones achieved by the DILG Region XIII Caraga as the head secretariat in the Regional Peace and Order Council of the region.

OPERATION LISTO The Operation L!STO Program, a national advocacy on disaster preparedness, is an initiative implemented by the Department of the Interior and Local Government (DILG) aimed on creating an enabling environment for Local Government Units to further develop their capacities towards mitigating the adverse impacts of disasters and climate change. It is pursuant to Republic Act No. 10121 otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010 mandating the Local Government Units to ensure the safety and resiliency of communities during calamities.

PAMANA (PILLAR 1) PAMANA is the National Government’s peace and development framework to respond and strengthen peace building, reconstruction and development in conflict-affected areas (CAAs) through the Office of the Presidential Adviser on the Peace Process (OPAPP). The PAMANA Framework is anchored on three complementary strategic pillars that define core interventions to achieve lasting peace. Pillar 1 – refers to interventions that support the establishment of the foundations of peace and the building of resilient communities through policy reform and development.
Municipal Local Government Operations Officers.
During the activity, participants were introduced to the main processes of the system including its background, processes, data input, and userinterface. They were also given the opportunity to experience the monitoring system first hand guided by a walkthrough facilitated by DILG Caraga POPS Focal Person Melinda A. Lagua. DILG serves as Secretariat of the LPOCs and leads in the monitoring and consolidation of POPS Plans, as well as the provision of reports to the National Peace and Order Council (NPOC), which is a recommending body in concerns on public safety.
With commitment of the DILG to the PAMANA Program, DILG spearheaded the trainings for the Local Governments on Peace and Order and Public Safety (POPS) Planning Process for Pamana Areas and Roll-Out of the Peace and Order and Public Safety Plan Policy Compliance Monitoring System. The Peace and Order and Public Safety Plan (POPS Plan), as contained in DILG Memorandum Circular No. 2015 -128 is a 3-year term-based plan, which covers activities addressing peace and order and public safety issues of the LGU. In 2016, BLGS developed a POPS Planning Guidebook, in partnership with EUEPJUST. The guidebook was rolled-out in 11 batches nationwide to assist the LGUs in the formulation of their POPS Plans. And, as a result of this activity, 100% of LGUs in Caraga Region has POPS Plans. To monitor the compliance and accomplishment of LGUs to these POPS Plans, the DILG-BLGS as the Interim NPOC Secretariat and the ISTMS conceptualized and developed an on-line database and monitoring system, the POPS PCMS (Peace and Order and Public Safety Policy Plan Compliance Monitoring System). The DILG Caraga takes pride in pioneering the rollout of the newest online monitoring platform of the Department. To familiarize LGUs with the procedures and workarounds of the said system, DILG Caraga spearheaded a region-wide orientation and workshop on August 25- September 19, 2017 which was attended by peace and order focal persons and

RPOC AND RDC The Regional Peace and Order Council (RPOC) and the Regional Development Council (RDC) – Executive Committee of Region XIII (Caraga) conducted its first joint meeting for CY 2017 on June 2, 2017 at Big Daddy’s Hotel and Convention Center, Butuan City. The meeting discussed the harmonization of peace and development efforts of the two major special bodies in the region. A highlight of the meeting was the presentation and endorsement of the proposal on the Peace and Development Zone in Caraga Region to the Regional Development Council. Another agenda was the presentation of the Philippine National Police – Caraga Region and Armed Forces of the Philippines on the Guidelines and Status of Implementation of Martial Law and the Peace and Order Situation of Caraga Region. LGCDD Chief of DILG-13 Charissa T. Guerta, CESE presented to the council a briefer on Caraga Road Map for Peace (CRMP) and Father Carlito L. Clase, Head of the CRMP Steering Committee, presented the status of the plan’s implementation.

FIRST RPOC AND RDC JOINT FULL COUNCIL MEETING OF CARAGA REGION The first Joint Regional Development Council (RDC) and Regional Peace and Order Council (RPOC) Full Council Meeting for Calendar Year 2017 was held on December 14, 2017 at the LMX Convention Center, Butuan City. This was the first ever activity in the Region wherein the full council of its two major special bodies joined together in one event. The main objective of the meeting is the continuous harmonization of efforts towards peace and development in the region. Sub-committees of the Regional Development Council presented their various developmental and flagship programs. Likewise, the Regional Peace and Order Council presented on programs related to the preservation of peace and order in the region. NEDA-XIII Regional Director Mylah Faye Cariño informed on the status of socio and economic development of Caraga while DILG-XIII Regional Director Lilibeth A. Famacion shared on the agreements reached during the recently concluded Mindanao RPOC Chairperson and Vice-Chairperson Cluster Meeting. The two councils deliberated and addressed issues and concerns on peace and development in the region. Presentation and approval of project proposals was also done during the activity.
The full support of member agencies and partner stakeholders made the first joint meeting a resounding success. The two councils agreed that there will be another joint meeting for future endeavors as they aspire and envision for lasting peace and development in the entire Caraga Region.

CRMP CARAGA ROADMAP FOR PEACE The Caraga Roadmap for Peace (CRMP) - the document that will provide a regional direction in achieving the pursuit of an inclusive, just and lasting peace for varied conflict lines in the region is the Regional Peace and Order Council (RPOC) 13’s ongoing initiative with a vision of a peaceful and progressive Caraga with diverse, empowered and culturally sensitive communities living in a sustainable environment and enjoying equal rights and opportunities. After it was officially launched on 2016 and jointly adopted by Regional Peace and Order Council 13 and Caraga Regional Development Council (RDC), RPOC 13 is now pushing for the implementation of CRMP through the establishment of Peace and Development Zones in partnership with GIZ COSERAM. The “Peace and Development Zone” is a peace – building initiative/effort which will promote Peace building process that will facilitate the establishment of durable peace and to prevent the recurrence of violence by addressing the root causes and effects of conflict through reconciliation, institution building, and political as well as economic transformation.
