Deep and Comprehensive Free Trade Agreement A new perspective for the Armenian economy As part of the future EU-Armenia Association Agreement, the creation of a deep and comprehensive free trade area will open the European market to Armenia and will promote foreign investment. Before negotiations on the agreement can start, Armenia is supposed to meet relevant conditions. Currently, Armenia is on the path of implementation of reforms and the EU is assisting those through different types of technical support, as well input provided by the EU Advisory Group. The Head of the EU Delegation to Armenia, Raul de Luzenberger and Armenian Minister of Economy, Nerses Yeritsyan shared thoughts on the preparatory work of the free trade agreement and its potential benefits for Armenians.

H.E. Raul de Luzenberger Head of the EU Delegation to Armenia - What visible changes will the DCFTA bring to a common resident of Armenia? - It will be an important modernisation of the Armenian administrative and legislative framework and will result in a modernisation of the Armenian economy. This will cover different aspects: the consumers will receive better protection, will purchase consumer goods knowing that the quality and the standards are higher, and the innovations that Armenia produces will be better protected. At the same time, the innovations of other countries will be better protected in Armenia. Armenia will have a more open market with access to more sophisticated markets like the EU internal market. This will allow Armenia to become more attractive for foreign investments. - What is the role of the European Commission on the path towards a DCFTA agreement? - The European Commission is the key negotiator on the European side. At the same time the EC has an important assistance budget for Armenia that will be now designed to reach the goal of signing an Association Agreement with the EU. Part of the Association Agreement will be the signature of a DCFTA. The EC is not the only EU donor present in Armenia, our Member States will also contribute to this agreement. - What is the current stage of the preparatory work for the agreement? - We are well advanced on preparing negotiations.

The European Commission sent a mission here last year, which drafted a comprehensive list of measures that are necessary for Armenia to be prepared to negotiate this ambitious agreement and then to implement it. We have worked together with the Ministry of Economy and the authorities of the Republic of Armenia to ensure that these measures are complete.

- What influence can this agreement have on the entrepreneurship area in Armenia? - A DCFTA will provide an opportunity to create new export markets and develop our skills in selling our goods to a more sophisticated consumer. It will ensure secure consumer goods, since we have to meet certain standards within the scope of the agreement. It means that our consumer will be able to pay for the Mr. Nerses Yeritsyan services and goods of Minister of Economy of Armenia the same quality just as in foreign markets. - Currently, at what stage is the preparatory work of the agreement? - There is a visible progress in respect to free trade agreement preconditions (eradication of technical complications, developing negotiation skills, legislative approximation of the EU laws and standards relating to trade, etc.). Trans-boundary river management

On 1 October the EU project “Trans-boundary river management Phase II for the Kura river basin – Armenia, Georgia, Azerbaijan” presented a draft for the Aghstev river basin management in Ijevan. The management plan for the Aghstev river is a pilot project that can have an essential impact on reducing river pollution. “The EU aims at facilitating our research on the Aghstev river, a part of the Kura river basin, its problems and their further solutions”, said Aram Gevorgyan, the EU Kura river Project Data Management Specialist. Jesper Ansbaek, an international expert, spoke about the usage of the EU Water Framework Directive methodology and stressed the importance of solving pollution issues in the Aghstev river basin. The pilot project also comprised evaluation data from monitoring and water body delineation. The Kura river basin project started in June 2008 and will last for 42 months. It aims at reducing the pollution of the Kura river basin via trans-boundary cooperation and water resources management. It also aims at joint monitoring and data exchange between the three participating countries, an educational tour to the EU for the staff of beneficiary departments as well as development of guidelines for ensuring social involvement in the process. The project key partners are the Water Resources Management Agency of the Ministry of Nature Protection of Armenia and the Environmental Impact Monitoring Center.

Democracy in practice “Democracy starts with you!” is an EU funded project, which started in 2009 and aims at breaking down barriers and facilitating genuine civic participation of young people from the South Caucasus. On 18 September, a projectrelated training of teachers started in Yerevan and continued in Tsaghkadzor. 60 teachers from Armenian schools were trained on carrying out simulation games, modern methods of civic education, political participation, and political representation to be able to inform pupils and their parents. Then democracy simulation games will be prepared in each school. “There is no alternative to democracy: it is the phenomenon, which each person must carry inside. Education is the fundamental concept of democracy”, said Armen Ashotyan, the Armenian Minister of Education and Science in his welcoming speech. Pupils and teachers from 20 schools, and youth wings of political parties are involved in the Armenian programme. The 11th grade pupils will take part in three-phase simulation games (national, regional and EU level). “The simulation games will help young people not only understand democracy theoretically, but also use it in practice”, said Lea Vuori, Head of Operations at the EU Delegation to Armenia. After the simulation games, the Armenian participants will choose a representative to go on mission to the South Caucasus Youth Parliament and introduce their political agenda. “Democracy Starts with You!” was launched by the German Konrad Adenauer Foundation, the Yerevan School of Political Studies, the Baku School of Political Studies and the Tbilisi School of Political Studies. It is implemented in Armenia, Azerbaijan and Georgia and targets young people from national minorities or rural areas.

The film “Pesticides: Are They Really Necessary?” funded by the European Union was presented on 31 August at the UN Office in Armenia. The 12-minute film produced by the “Armenian Women for Health and Healthy Environment” NGO demonstrates environmental and health problems caused by the extensive use of pesticides and calls to develop organic agriculture. The film portrays how in many cases one can avoid using pesticides for pest control, since “medicaments and green fertilizers” can be easily found in the environment. People must only know their qualities and be able to use them correctly. “We give great importance to the issues, connected with the environment and, in particular, reduction of pesticides in agriculture”, said in his welcoming speech Raul de Luzenberger, the Head of the EU Delegation to Armenia and added that Armenian producers who wish to export to the EU should adopt clean production practices. The film was followed by a discussion on ways to develop chemical-free agricultural methods, as well as efforts to promote healthy lifestyles and environmentally friendly attitudes. The participants expressed their concerns about the farm production system in Armenia, which requires a well-operating processing industry, effective marketing and technical assistance.

Childhood without fear and violence The results of an assessment on the child protection situation in Armenia, done within the framework of the EU funded “Unite for Children, Save Futures” project, were presented on 10 September in Yerevan. The goal of the three-year project is to identify, address and prevent child protection problems. The first assessments were conducted in the regions of Tavush, Lori and Gegharkunik during April and May 2010. “The results showed that violence against children was observed in the three regions, but the present system is not always productive in responding to such cases in time”, marked Irina Saghoyan, the Country Director of "Save the Children" in Armenia, which implements the project. She added that violence against children is widespread in Armenian society as an acceptable form of ensuring discipline. The assessment further showed that children from all marzes experience violence in different settings: at home, in institutions, schools and even on the streets. The most common forms of violence against children are domestic physical and psychological abuse. Most people understand physical violence against children, but parents are often unaware that exploiting children economically through forced work is a violation of children’s rights as well. Difficult economic and social conditions in families, increase of divorces, alcohol and drug addiction were mentioned as motivations for violence. Children with special needs proved to be particularly vulnerable to violent incidents, because families are inclined to hide those children from society. According to the experts, social indifference and the idea that a child belongs to his/her parents, in addition to lack of awareness may also lead to violence. The assessment showed that most children and parents do not know how to report a case of abuse or which relevant services are available. Save the Children Armenia has a hotline for violence against children, 0800-61-111, which already operates in Armenia. Departments on protection of children’s rights also function in the municipality of Yerevan and all regional administrations. Experts suggest, however, stronger cooperation among agencies responsible for child and family welfare in the regions. The assessment was done in the framework of a project funded by the European Union and the Open Society Institute. The next phase of the project foresees efforts to raise awareness regarding child protection with the help of mass media, as well as practical training of teachers and parents.
