Europe Day 2011

On 21 May Armenia celebrated Europe Day. Commemorating the occasion on which Robert Schuman, the French Foreign Minister back in 1950, first proposed the concept which evolved into today’s European Union, Europe Day is one of the main EU symbols. “Today we celebrate the European Union’s birthday. We began fifty years ago with six members, and today we have 27 states, building together responsibilities and policies. Europe is a good example of cooperation and integration. Europe is also an example of reforms which bring prosperity and peace. Today Europe helps Armenia to build its future”, said the Head of the EU delegation to Armenia, Ambassador Raul de Luzenberger, on the occasion of Europe Day. For the fifth year in a row, the EU Delegation to Armenia organised a number of events to note this symbol of the European Union. The main celebrations for the public were held on 21 May. The day started with an Information Fair, during which achievements of Armenia-EU cooperation were presented by nearly 30 local and international organisations. Guests were introduced to EU funded projects in the sphere of human rights, democracy, economy, wildlife preservation, education and other areas. Participating projects included the EU Advisory Group, ENPI FLEG, Tempus and many others. Youth was drawn to the event as well. “I have always thought about continuing my education

in European educational establishments. Now my determination is more resolute”, said 20-year-old Naira at the Erasmus Mundus educational tent. According to Raul de Luzenberger, some of the best results are being achieved by EU programmes implemented in the sphere of education: “Educational levels of Armenian students are those of European students, and Armenians can study easily in Europe”. The results of the youth video contest entitled “My Europe in 120 Seconds”, which had been announced by the EU Delegation to Armenia in connection with Europe Day, were also announced during the day. The contest was aimed at revealing how young people perceive Europe and how they creatively express their thoughts about EU-Armenia cooperation. Lusine Kirakosyan, whose video won the competition, received an Apple iPad. Through cultural activities guests had numerous opportunities to experience Europe. Starting from practicing Greek and Scottish dances, participating in a Polish wycinanki handicrafts workshop or enjoying a short theatrical play in French performed by Armenian children, Lovers’ Park had turned into an interactive presentation of Europe. The conclusion of the celebrations was a joint concert with a fusion of Balkan, Armenian and Italian folk music. The EU Delegation also held its traditional gala concert to mark Europe Day in Aram Khachaturian Philharmonic Hall on 28 June.

EU are living in a common home - Europe. We believe that the best way to prosperity is democracy, the priority of human rights and a market economy.” Chairman Abrahamyan also noted that cooperation between Armenia and the EU had grown in recent years. He confirmed that European integration was one of the foreign policy priorities of Armenia.

Juvenile justice reform A project on the “Promotion of Modern Concepts in the Administration of Juvenile Justice in Armenia” began on 19 May 2011 in Yerevan. The 3-year initiative is financed by the EU with implementing partners the Civil Society Institute and the Children’s Support Centre Foundation. The overall objective of the project is to promote better understanding and practical application of modern concepts in the administration of juvenile justice in Armenia. The project targets the promotion and protection of interests of the child

²Ý­ã³­÷³­Ñ³ë­Ý»­ñÇ ·áñ­Í»­ñáí ³ñ­¹³­ñ³­¹³­ïáõÃ­Û³Ý µ³­ñ»­÷á­ËáõÙ in the juvenile justice system and the engagement of the public in keeping juveniles out of the criminal justice system. It also aims to raise awareness about children’s rights, promote appropriate legislative reforms and create legal frameworks for local application of international standards in juvenile justice. Target groups of the project include guardian and trusteeship commissions, police staff, juvenile prisons, special education institutions, judges, prosecutors, lawyers, social workers and teachers.

Intellectual Property protection awaiting reform “Society should be able to protect its intellectual rights… The time for serious reform in this sphere has come.” These were the words with which the Secretary of the National Security Council of Armenia, Arthur Baghdasaryan, opened the first seminar on the protection of intellectual property and free trade in Armenia. Organised jointly by the EU Advisory Group and the National Security Council, the seminar concentrated on solutions to persisting problems in the Intellectual Property Rights (IPR) field and EU practices. The need for further reform in this area in

Armenia is evident. The country has not yet met its Partnership and Cooperation Agreement obligations to provide adequate protection of IPR at EU levels. Problems include difficult implementation and weak enforcement, as well as a high level of counterfeiting and piracy activities. Today Armenia faces a perspective to start negotiating a possible Free Trade Agreement with the EU when necessary conditions are met. Intellectual Property Rights are among the major priority reforms which Armenia should implement to progress to the next level.

Fashion without borders “The Fashion Road: Dialogue Across Borders”, a two year collaborative project, began in Yerevan on 4 May. Funded by the European Union, the project is implemented by the association of the European Union National Institutes for Culture (EUNIC). Štefan Füle, the European Commissioner for Enlargement and European Neighbourhood Policy, was on an official visit to Armenia on 29 April to discuss and review ongoing reforms in the country and steps undertaken towards it. During the meeting with Armenian Foreign Minister Edward Nalbandian, the parties touched upon the topics on the European Neighbourhood Policy, projects implemented within the scope of Eastern Partnership as well as consumption of resources, facilitation of easier movement of Armenian citizens within EU member states, and problems within the region, particularly the conflict in Artsakh.

When Catherine Ashton and I embarked on a review of the European Neighbourhood Policy (ENP) last year, our intention was to put relations with our nearest neighbours at the forefront of EU foreign policy. This is not only because the Lisbon Treaty recognises the special character of the relations with our neighbours, but mainly because the EU’s security, economic and political interests, as well as its role as an international actor, are most directly at stake in our neighbourhood. Developments at our borders have a huge influence on our continued prosperity and security. The Communication on the European Neighbourhood Policy review adopted on 25th May sets out the main priorities of a revitalised ENP strategy. The review has been undertaken following close consultations with all our partners in the East and South and the 27 Member States. We have also consulted parliaments, representatives of civil society, think tanks and other stakeholders: their valuable input has been a source of inspiration throughout the process. This wide consultation strengthens the sense of joint ownership. The communication builds on the “Partnership for Democracy and shared Prosperity with the Southern Mediterranean” adopted in March 2011 in which we laid out our immediate response to events in the South. It makes concrete proposals on how the work on the Partnership will be taken forward, including in terms of funding. It also looks eastwards. We need to further strengthen the Eastern Partnership, which has helped to consolidate a difficult process of democratic change. The Association Agreements through which partner countries can reach an unprecedented level of convergence with EU laws are at the heart of this process. We need to accompany them on this road based on our shared European identity and values and prepare for a successful 2nd Eastern partnership summit in September in Warsaw. Our neighbours are changing fast; this is forcing us to change and adapt our policies. However, there is a common theme: citizens across the neighbourhood are demanding democracy, dignity, social development and prosperity evenly shared by all citizens. The new approach to the ENP is based on four directions.

A differentiated Partnership It is a truism to state that the EU’s neighbours are all very different and that the EU’s response must be calibrated accordingly, but what does

this mean concretely? In my view, the point of departure is that the area of security and prosperity that we seek to extend to our neighbourhood must be built on democratic values, the rule of law and the respect of human rights. We are ready to go further and faster with those partners who choose the path of reforms based on the universal values we cherish. A partnership with people Too often in the past we have privileged relations with those in power over cooperation with civil society. We need to redress the balance. Non-governmental organisations are key actors in promoting democratic and marketorientated reforms, and a thriving civil society is a barrier against authoritarianism because they can hold governments accountable. We propose to support more effectively the development of civil society. We propose to establish a Civil Society Facility which will help civil society organisations develop their advocacy capacity and strengthen their ability to monitor reforms. In addition, we want to develop people-to-people links. We propose to increases funds for developing student exchanges but also measures to facilitate the legitimate mobility of people across EU borders while preserving the security of our citizens. A comprehensive Partnership With the entry into force of the Lisbon Treaty, political co-operation between the EU and its immediate neighbours can shift to a higher gear in a number of areas. This means addressing some of the global issues which affect the EU and our neighbours alike: energy security, climate change, the fight against international terrorism and nonproliferation. It also includes tackling security issues that are of most immediate concern to our neighbours – for example how we can help to resolve the protracted conflicts. A nurtured Partnership A more ambitious strategy needs increased resources. The Communication proposes to allocate, in 2011-2013, €1.24 billion in grant money to support all the proposed initiatives. This would be in addition to the funds that are already earmarked for our neighbourhood in 2011-2013, which amount to €5.7 billion. The challenges with which our neighbours are confronted are enormous and the consequences of doing too little too late would be calamitous. We owe it to this and future generations of citizens both in the EU and in our neighbourhood to be up to the challenge.
