4th Annual Citywide Procurement Fair Exclusively for City-certified Firms In 2005, Mayor Michael R. Bloomberg signed Local Law 129, creating a new Minority and Women-owned Business Enterprise (M/WBE) Program. Once the law was signed, the Department of Small Business Services (SBS) built a program dedicated to promoting opportunity in City procurement. We believe in addressing the full range of business needs by providing services designed to strengthen the ability of certified M/WBEs to compete successfully in the marketplace.


Dear Friends, Welcome to the fourth annual Citywide Procurement Fair, an invitation-only event held exclusively for City-certified Minority and Women-owned businesses (M/WBEs). Today’s conference will help you connect to buyers from nearly 47 agencies and you’ll have the opportunity to participate in workshops that are designed to help you succeed in public contracting. This year we are again partnering with City Council, City agencies, our Advisory Board and numerous community organizations to spread the message that New York City wants to do more business with M/WBE vendors. As we bring new competitors into the process and continue to build vendors’ capacity, events like this help increase competition for the City’s business, which benefits all New Yorkers. The Mayor’s Office of Contracts (MOCS) and the Department of Small Business Services (SBS) work very closely to administer the City’s M/WBE Program. MOCS does this by training agencies to administer and comply with program requirements, along with procurement laws and rules. MOCS also provides agencies with technical assistance to make City contracting more competitive, fair, effective and efficient, yielding value and savings as the City provides services to the public. The primary role of SBS is to help connect firms with contracting opportunities. SBS also provides other services at no cost to help firms grow their capacity to compete in City procurement and in the larger marketplace. These services include business courses, legal review of contracts and leases, accessing financing and incentives, and recruiting and training employees. Program Accomplishments

Since the implementation of Local Law 129, there has been a year-over-year increase in the number of companies that become certified as M/WBEs. Today we have nearly 2,700 certified companies.


Services to Certified Businesses Through workshops, courses, networking events and direct assistance, the Vendor Services team can assist you to:

Become a Government Contractor SBS assists with government certifications, vendor enrollment and procurement rules at the City, State and Federal level.

Find the Right Opportunity SBS matches companies with buyers, alerts them of opportunities and advises them on how to position themselves in the government procurement market.

Respond to an Opportunity SBS provides guidance on understanding contract requirements, project financing and bonding needs and offers valuable feedback on bids and proposals.

Perform on a Contract SBS educates companies on how to successfully complete awarded contracts, submit payment paperwork and resolve issues with government agencies.

Services to City Agencies and Prime Contractors Utilization Planning Assistance The Buyer Services team provides agencies with the analytical support to understand their procurement environment and identify the areas of opportunity to increase the number and frequency of M/WBEs winning contracts.

Procurement Training SBS and the Mayor’s Office of Contracts Services (MOCS) provide ongoing instruction to City purchasing personnel and some of the City’s largest prime contractors on how to increase M/WBE utilization.

Online Directory (nyc.gov/buycertified) The Online Directory of Certified Businesses is a search tool for potential buyers to find detailed information on certified companies, including a brief description of work history, contact information and detailed information about what the companies sell.

Networking Events SBS organizes frequent and targeted networking events to introduce certified firms to city purchasing personnel and prime contractors.
