COMMITTEE ON NOMINATIONS DETROIT ANNUAL CONFERENCE REPORT OF THE COMMITTEE ON NOMINATIONS, 2013 The Committee on Nominations is pleased to present its slate of nominees for conference agencies to be elected at the 2013 Detroit Annual Conference. We are delighted by the talent included in this report, including a number of individuals who have agreed to serve a second term, the maximum allowed. Serving two terms provides additional experience to assist an agency is achieving its goals. There are a number of ways to use this report: 1. Conference agencies provide the leadership and talent to create disciples for Jesus Christ for transformation of the world. Review this report to see who has passions and skills to serve our agencies, and let us know if additional names should be included. 2. Verify that the information presented is correct. Please report any additions, deletions or corrections to Michelle Walkup, Nominations secretary (michellewalkup@sbcglogal.net). Note that the date listed for each name is the date of the Annual Conference when the person was initially elected, i.e., (10) means the person was elected in 2010. And the information that precedes each name identifies the district, i.e., DR means Detroit Renaissance. 3. Agencies have vacancies when a blank line (_________) is listed. In these circumstances, the Committee on Nominations has no knowledge of persons who have the passions, skills and time to fill the job. Please go to http://www.detroitconference.org/pages/detail/1928 to find a description of the agency and click on “Nominee Application,” in the left hand column, to begin processing your nomination. A Nominee Application is also included on the last page of this report. Individuals can be nominated by anyone in the Detroit Annual Conference, and self-nominations are encouraged. Frequently, self-nominations are an important source for specialized talent. Nominations Applications will be accepted either via email to Michelle Walkup before May 16 or until 4:00pm on May 18 at the 2013 Detroit Annual Conference. 4. New for this year. The Committee on Nominations will request nominations for its At-Large Members using written Nominee Applications to eliminate the time needed to request and process nominations from the floor of annual conference. If you are from a district that needs greater representation on conference agencies or know an individual who is familiar with the passions and skills of people in your area, you are encouraged to complete a Nominations Application, including “initials of acceptance,” according to the vacancy information listed above. For 2013, we need to elect one clergy, two laymen and two laywomen. The 2013 Journal will include the lay addresses for laity included in this report. If you are a layman or laywoman and your address today is incorrect in the 2012 Journal or is not included in conference records, please send an email promptly to Jessica Browning, Conference Communications (jbrowning@detroitconference.org) entitled “Laity Address Correction” to provide correct address information, including your email address. The Committee on Nominations will continue to use its Passions & Skills survey to develop a pool of talent for our future needs. We want our agencies to be healthy, healing and whole. FIRST DAY – PROCEEDINGS THURSDAY, MAY 16, 2013 The forty-fifth session of the Detroit Annual Conference of The United Methodist Church was called to order at 1:30 p.m. by Bishop Deborah Lieder Kiesey, resident bishop of the Michigan Area, in Herrick Chapel, Adrian College, Adrian, Michigan. The theme of the conference was “DISCIPLES Made in Michigan: Leadership” The clergy session was called to order at 10:03 a.m. in Dawson Auditorium by William Dobbs, clergy assistant to the bishop, while Bishop Kiesey greeted the Laity Session. Motion to suspend the rules Sondra Willobee moved to suspend the rules to allow Nancy Arnold, administrative assistant of the Board of Ordained Ministry permission to sit without voice and vote during the clergy session. Greetings from the West Michigan Conference: Benton Heisler, West Michigan Director of Connectional Ministries brought greetings from the West Michigan Conference. Areas of cooperation’s, Area Communication Committee, Hispanic/Latino Ministries, Camping Minisistries and appointment across the whole area. Conference Statisticians Report: Ron Iris, conference statistician, made the annual statistics of the conference. He spoke of the changes in the line numbers in 2014. Worship attendance and membership show a small decline. Prayer was given by Diane Brown, REDAP chairperson, as the conference began the work of the legislation of the conference. Consent Calendar: Diane Brown moved the adoption of the Consent Calendar - Concurrence. R# 1 – Conference Pension and Health Benefits R# 2 – Clergy Retirement Security Program R# 3 – Group Health Care Policy Revisions R# 4 – Travel Expenses R# 5 – Parotection Policy Revisions R# 13 – MLK Dream Speech Commemoration Motion adopted. Constitutional Amendments from the 2012 General Conference of the United Methodist Church. The conference voted on the four proposed constitutional amendments. Nomination report: Bill Burnett, chairperson of nominations, announced that there is a new method to find persons that have skills and passions for the variety of needs on the various boards and agencies of the conference. He outlined some of the needs in the conference committees and agencies. A new Nominee Application was introduced. Midwest Mission Distribution Center: Don Archambeau, conference board member of the Midwest Mission Distribution Center board, spoke about one of the seven emergency distribution centers located south of Springfield Illinois. The center includes multiple warehouse that houses various items needed in emergency situations. There is also dormitory and camping facilities for those who wish to come to the center to work. Treasurer’s Report: David Dobbs, conference treasurer, discussed the finances of the Detroit Annual Conference. He commended the conference for paying 81% of the local church apportionments. Ann Arbor District paid 90%, the highest of all the districts, of conference apportionments. John Buxton Leadership Award: for outstanding creative leadership was presented by David Dobbs to Sonya Luna, Michigan Area Conference Director of Hispanic/Latino Ministries. Area Communication Committee: Bishop Kiesey introduced Mark Doyal, chairperson of the Area Communication Committee. The committee will assume the responsibilities of the Detroit Annual Conference Director of Communications. Announcements made by Tracy Huffman, conference secretary. Prayer was offered by Bill Dobbs for Bill Sparks and his family. History Award was presented to Lapeer Trinity celebrating the 175th anniversary of their charter. Conference cane: Diana Miller announced that the new holder of the conference cane is Rev. William Rickard. He will be 92 in July and lives in Mt. Clemens. He served as a pastor for 42 years. Celebration of Ministry of the Laity Wayne Bank, chairperson of the Board of Laity, welcomed the conference to the report of the Board of Laity; which included: Greetings from Max Waagner, West Michigan Conference Commission on Laity. Reports were given by Hands 4 Detroit (Don Archambeau), United Methodist Women (Kay Mowery), Crossroad’s Tools for Ministry(Susan Phillips), Community Ministries (Linda Schramm), United Methodist Men, Lay Servants (Bob Hampton), Lay Servant Youth (Ralph Czerepinski), Conference Commission on Young Adult Communities (Lee Schriber), Conference Council on Youth Ministry (JR Schriber), Teens Help Beautify Detroit, DRIVE (Diane VanMarter). Many of the groups presented videos about their particular ministries. The Board of Global Ministries Report: Don Gotham, chairperson of the Board of Global Ministries, introduced the new vice-chairperson of the board, Robert Miller. Jackie Euper introduced missionaries from the general board of global ministries serving in Michigan. Sonya Luna, Hispanic/Latino Ministry worker, Katie Peterson, deaconess GBGM community worker and Brandon Powell, GBGM US II case worker at Central UM Church in Detroit. She also introduced Charissa Showcross, church and community worker and North Central Mission Interpreter; Princess Jusu, instructor in Monrovia Liberia, and Mary Zigbuo, mentors missionaries in Liberia. Karen Williams, chairperson of the advance, announced there were 145 Spot Spotlight Churches, including 31 new Spotlight Churches. The Crossroad District had the most Spotlight Churches. Karen shared that Nothing But Nets and Imagine no Malaria are now combined ministries and that our conference raised $45,989 for this wonderful ministry. Haiti Task Force: Don Gotham encouraged more people to support the ministries of the conference in Haiti including the HaitiTextbook Fund, and camping scholarship. Offering buckets were placed at the doors to collect funds for the Textbook fund and camp scholarships. Letter from Bishop John Innis from Liberia was read to the conference. He sent his greetings and thanked the conference for their support of the shared ministries in Liberia. 2013 Harry Denman Award for evangelism and cultivating disciples for Jesus Christ was awarded by Kevin Harbin, Board of Evangelism, to Mel Scott, layperson at First UMC of Port Huron and Matthew Hook, pastor of Dexter UMC. Committee on Reference and Daily Procedure: Diane Brown, ReDap chairperson gave a report on our daily schedule. Conference Benefits Officer, Don Emmert, presented the report of the Conference Board of Pensions and Health Officer, on conference pensions and benefits. The report was titled “For Your Benefit(s) 2013 edition.” General Conference modified the Clergy Retirement Security Program again this year in regards to future defined benefits and contributions. The Conference Board of Pensions has chosen to include every appointed pastor in the UMPIP benefits program for 2014 according to the new eligibility requirements. Don noted an increase in percentage of receipts for the Pension Apportionment. For the fifth year the Pensions apportioned remained the same or slightly dropped as it did this year. Don again encouraged the support of the Central Conference Pension Initiative. There is no increase in health care premiums this year. However, trends will not allow us to continue to do so in the near future. Patient Protection and Affordable Care Act (ACA) will impact our health care in the future and ACA will add about $75,000 to our health care bill in 2014. Until the ACA is “up and running” General Conference and the DAC will keep our conference health care in place. No Detroit Conference clergy eligible for conference group insurance will be eligible for a ACA premium tax credit. The Virgin Health Miles (VHM) activity program continues to bring benefits to participants and local churches, which include a positive trend in lower medical and RX costs indicating healthier lives. This year’s VHM District Cup quarterly challenge is Marquette District. Council on Finance & Administration: Carol Johns, chair of CFA, reported on the work of CFA. She invited the conference to thank all those working with CFA. Motion: Carol Johns moved to adopt the CFA report. Motion adopted. Committee on Reference and Daily Procedure: Diane Brown, chairperson announced the beginning of LEAD Group reports. Motion to suspend the rules: by Elbert Dulworth moved to consider Resolution #17 (Equitable Compensation) on the floor of the annual conference, giving permission to Reference and Daily Procedure to schedule it accordingly. Motion adopted. Committee on Reference and Daily Procedure: Diane Brown, chairperson explained how we will receive reports from LEAD Groups. Lead Group # 3, Kristen Parks, leader Resolution # 6 Fossil Fuel Divestment The Annual Conference voted to support the LEAD Group’s vote to non-concur. The resolution is not before us. Lead Group # 4 , Ken Kneisel, leader. Resolution # 7 Immigration Reform The resolution was adopted Lead Group # 5, Doug McMunn, leader. Resolution # 8 Top Ten Reasons Why Pentagon Spending Should Be Reduced by $1 Trillion. Tyson Ferguson asked for a ruling on line thirty-one and following being a part of the motion. Recess for 5 minutes was taken at 10:55 a.m. Session reconvened at 11:02 a.m. Asian American Ministries Committee: Chong(Joy) Won, chairperson, and members of the committee spoke of the emerging/growing ministry of the Asian-American populations and ministries in the Detroit Conference and around the world. Hispanic/Latino Ministries Committee: Sonya Luna, National Hispanic/Latino Plan missioner, described the demographic of the Hispanic/Latino population in the United States, Michigan and the Detroit Conference. She spoke of the fruits of growth of the ministries including membership and new faith communities. Sonya invited all to the 6th Annual Hispanic/Latino Ministries Celebration Fair on June 1, 2013 at El Buen UMC, 10 a.m. to 2 p.m. Conference Leadership Team Report/Pathway 1: Jerry DeVine, director of Connectional Ministries, introduced the report of the Conference Leadership Team. Amy Mayo-Moyle, chair of the Conference Leadership Team joined with Jerry DeVine in outlining the report of the team: The first Pathway is: “Rekindling the gift.” Vital Church Initiative: Dirk Elliott, Conference Director of New Faith Community Development, spoke about the exciting work making each church in the conference a vital church and ministry. The VCI (Vital Church Initiative) is a process that has been used in the conference for the last year and half. 49 churches have been involved in some aspects of these initiatives. VCI work at Lincoln Park UMC of Flint, Maurice Horne, pastor and Seymour Lake, LuAnn Rourke, pastor were explained as examples of this ministry. New Church Development: Sherry Parker, chairperson of New Church Development, and Dirk Elliot spoke of the work of the program for new development in the Detroit Annual Conference. The New Church Development Committee assists with training, coaching, and grants. Sherry spoke about Lay Missionary Planting, which is a program where laity helps to develop new ministries and churches across the conference. Using the concept of new spaces for new faces, developed a plan to develop 2 new worshiping communities each year. She celebrated the new faith communities at Brightmoor and Fenton UMC as examples of the work of new church developments. It is very hard work, but we are called to take the risk so we can change lives in our midst. A new church start will be started through vital merger model. It will be the merger of four churches in the Detroit Renaissance will leave their churches and form a new church, pastured by Margie Bryce. Bishop Kiesey prayed for this new church start. Announcements were made by Tracy Huffman. Tracy Huffman announced that 599 members voted on the four Constitutional Amendments from the 2012 General Conference of the United Methodist Church. Their Vision Pathway 2 is Equipping Effective Leaders Black College Fund: A video was shown about the Black College Fund. Lake Louise: David Gladstone, director of the Lake Louise Community, spoke about the special ministry happen at and around Lake Louise. He also encourages all to think of the special ministries carried out through the conference wide United Methodist camping system. These places are special places that take the call of Making Disciples for Jesus Christ to all that come in contact with their ministries. A video was shown about the Lake Louise Christian Community, a ministry of Detroit and West Michigan Conferences. Ministry Exploration Intern Initiative: Amy Mayo-Moyle talked about the initiative to get young people to explore different ministries. One of the ways to do this is through a conference intern program in various ministries and local churches. Mission Intern Program: Sarah Madeau Alexander spoke about the Mission Intern Program that can be an entry point for young adults into the United Methodist Church. One of the programs is to work with persons and family in poverty. Amy Perez encouraged churches to get involved with the Mission Intern Program. A short video was shown about the program. Board of Outdoor & Retreat Ministries: Jeremy Peters, chairperson of the Board of Outdoor & Retreat Ministries, shared how camping made the difference in his life and started his path to being a clergy person today. He spoke of the exciting camping ministries going on across all the camps in the conference. He encouraged members of conference to take on the task of starting and support camping scholarship in their local church. Confirmation Rally Plans: A short video was shown about the Confirmation Rally “Right Now: 2014” on March 15, 2014 at Lansing Central United Methodist Church. Darryl Totty encouraged local churches to send their confirmands to this special event. Helping the young people to see how they can change the world by using the teachings of John Wesley about social justice. LEAD Group # 6, Ruby Anderson, leader. Res. #9 – Recognize Full Equality The Annual Conference voted to not support the LEAD Group’s vote of nonconcurrence. The resolution is before the conference. A video was shown about Imagine No Malaria. This program is an example of how we can use transformational mission programs to engage those in our churches and community. troducing Mission and Ministry Projects will be combined with Ministry Jubilee. An example of this is Donor Direct, which allows online giving for The Advance, Mission and Ministry Projects. Finding new and creative ways to tell the story mission possibilities in the United Methodist Church. Jerry Devine thanked the conference for the support of the work of conference staff. The conference thanked Ang Hart for her work with the youth and young adults, as she leaves to do work in the Detroit area. The conference thanked Paul Thomas for his work with the conference in the area of communications. He laid a foundation for telling the gospel story through multimedia and internet ways. Paul Thomas will be going over to the West Michigan Conference to take an appointment. He introduced conference directors including: Dirk Elliot, New Faith Communities & Congregational Development, James Parkhurst, Outdoor & Retreat Ministries, Sonya Luna, Michigan Area Conference Director of Hispanic/Latino Ministries. Amy Mayo-Moyle announced that CLT will be talking with the youth at various places on how the team and conference can work better with youth and young adults. At the 2014 conference a new structure for program agencies will be presented by the CLT. Budget adopted (full report in journal page 267). Imagine No Malaria: As Bishop Kiesey played music on the piano, a special offering was received for Imagine No Malaria. Recess for 15 minutes was taken at 9:12 a.m. Time of Worship for the Day of Pentecost was led by the district superintendents. The service included scripture readings, songs, the District Superintendent’s report and the reading and setting of the appointments. The conference closed the time of worship with Wesley’s Covenant Prayer and singing of “It is Well with My Soul.” District Superintendent’s Report was given by Mark Spaw, dean of the cabinet. The title was, “It’s going to be alright.” Mark Shaw introduced Robert Hundley, the Dean of the West Michigan Conference cabinet. (See full report journal page 290.) Bishop Kiesey thanked Mark Shaw for a fine year of serving as dean of the cabinet for the last year. The reading and setting of the appointments was led by Bishop Kiesey with additions and corrections made by the District Superintendents. Bishop Kiesey announced the election of Jeffrey R. Maxwell as the dean of the cabinet. Bishop Kiesey prayed over the appointment for 2013 and set the appointments Motion: Tracy Huffman moved to accept the daily proceedings of Saturday, May 18, 2013 that have been read and found to be accurate. Motion adopted. Thank you was expressed by Tracy Huffman for the work of the Journal Committee and staff. Closing Comments: Marsha Woolley, chairperson of the Program Committee, gave the totals for offerings. She thanked the worship team and worship leaders, the ushers, the Media production persons and GNTV for their work. She was grateful for Adrian college and their staff for all the ways they have supported the work of the conference. Bishop Kiesey and the conference thanked Marsha Woolley for all her work. Corporate Business Session 2013

CORPORATE SESSION OF THE DETROIT ANNUAL CONFERENCE DETROIT CONFERENCE BOARD OF TRUSTEES Since the Corporate Session of 2012 the Board of Trustees has held three meetings. At our fall meeting we elected officers for the 2012/2013 session. President is Rev. Brent Webster, Vice-President is Mr. Rob Long, and Secretary is Rev. Faith Timmons. At this meeting we held a risk management review with Church Mutual Insurance Company. Some of the major losses that congregations have incurred during the past year resulted from auto accidents, slip and falls, and harassment/workplace issues. There is a wealth of information on their website that might help congregations reduce the chance of risk and suffering a loss. We encourage you to check out their website: churchmutual.com. At this meeting we also approved improvements to be made at the Flint Regional Office to upgrade both the telephone system and their connection to the internet. At our winter meeting we reviewed the inspections that were conducted on three of the four conference-owned parsonages. We discussed repairs that have been made and made recommendations concerning future repairs. The fourth parsonage was the Detroit Renaissance District parsonage, and that parsonage was sold in February. We received approximately $290,000.00 from the sale, and that money has been put aside for the purchase of a future district parsonage. We have some ongoing issues with our Crossroads’ district parsonage that we are working to resolve. We are currently working with the legal department of the General Council on Finance and Administration to retrieve the United Methodist Church’s logo from the former Brent Creek United Methodist Church. GCFA is involved as they own the logo. We are currently working on creating Board of Trustees’ policies concerning district parsonages and the sale of church property. We have requested that the Conference Leadership Team determine who is going to carry out the requirements of paragraph 2517 of the 2012 Book of Discipline in regard to relationship statements between the Annual Conference and health and welfare organizations within the bounds of the conference. This is basically a letter between the conference and an agency that uses the name United Methodist Church or that displays the UMC logo that states that we are not responsible for their financial or legal commitments and they are not responsible for ours. The Board of Trustees needs to receive, from every congregation in the conference, a copy of all the deeds and mortgages for church property, parsonages, and other real property that it owns. We will be looking to make sure that each congregation is in compliance with the Book of Disciple with regard to the trust clause, and that there are no reverter clauses in the deeds. We also want copies of the declaration page of all insurance policies. We need copies of these items this summer. They should be sent to the Conference Board of Trustees in care of the Flint Regional Office. We will be following through on this request. In the future, if your congregation purchases property, please send us a copy of the deed or mortgage note. 75

Motion was made by Rev. Melanie Carey to officially close the three church and seconded by Rev. Elbert Dulworth. The motion passed.

MOTION TO CREATE MICHIGAN AREA MINISTRY CENTER Motion: To authorize the Trustees of the Detroit and West Michigan Annual Conferences to locate and jointly purchase property and structure for a Michigan Area Ministry Center which will house the Michigan Area Episcopal offices and other ministry offices, as well as space to enhance ministry in the Michigan Area; and, further, to borrow a sum not to exceed $825,000 from the Michigan Area Loan Fund for a period not to exceed 15 years. Rationale:

The lease for the current episcopal office space will end in July of 2014; and

the 3,500 sq. ft. of space is already insufficient for area needs; and

both conferences will need to take action this year if replacement property is to be ready by the end of the current lease.

The Lansing area is ideally located for these facilities as it is located in an area that is within 100 miles of 80% of Michigan’s population; and

the Bishop and the area offices are intended to serve the Michigan area equally.

At the current rent expense the two conferences have invested more than $900,000 in the site over the last twelve years; and

good stewardship of conference dollars would invite the trustees to invest in space that will serve the Michigan area well into the future with an equity benefit; and

the trustees can purchase and furnish more than double the present leased space for an amount near the present rent expense. The $825,000 loan payments amortized over 15 years would have payments at the level of our current rent expense.

The motion was made by Rev. Mark Spaw and seconded by Rev. Joanne Bartelt. After a brief question and answer period the motion was passed.
