Builders Off to Strong Start in 2018

J

ust a couple of weeks into 2018, homebuilders had picked up where they left off in 2017: growing. Demand has continued to grow, as have home prices. Inventory, JIM BELFIORE for the 11th consecutive month, moderated as last year President came to a close and the New Year started. Resale supply fell, Belfiore Consulting and the number of new home offerings remained the same as one month ago. Last year was the healthiest year for homebuilders since 2006; this year is expected to be better.

CHARITY MORELAND National Builder Sales Manager Homeowners Financial Group

New home sales fell over the last 30 days, as is typical in late year holiday months. From mid-December to mid-January, 8% fewer new home contracts were executed compared to the same period one month ago. Sales were 9% higher than during the same period one year ago. Resellers sold 19% fewer homes in the last 30 days than last month but 6% more than during the same 30-day period one year ago, according to the Cromford® Report. Builders have maintained a healthy supply, recognizing the opportunity to capture rising demand, while resale supply has languished. Builders increased home inventory minimally from November to December, from 2,951 to 2,978 homes, which equates to an increase of 0.9%. YOY, new home supply is up 7%–largely, but not entirely, the result of an increasing number of condominium units being offered in the Metro Phoenix Area. A total of just 20,856 homes were listed in mid-January, according to the Cromford® Report. Supply–11% lower than last year in mid-January–is inadequate, equating to just 3.2 months based on current demand, versus 3.6 months one year ago and 4.2 months two years ago.

Interest in new homes is off, as measured by buyer traffic levels. The most pronounced decline in weekly sales office visits was in the West Valley. In December, West Valley builders reported a drop-off of 19% visitors from October levels–an expected seasonal change. Traffic levels, though, were off 4% from one year ago. North & Northeast builders, conversely, experienced a 4% increase in traffic from October to December and a 14% increase from December 2016.

Home pricing was largely “sticky” in the first eleven months of 2017, though the latest four months of pricing represent a tick upward from prior months. Net new build prices rose 4.1% in the first 11 months of 2017. In 2016, Metro Phoenix Area new home prices increased a total of just 2.8%. Early indications are that builders were able to push up prices by another 0.3% to 0.4% in December, which would bring 2017 total appreciation to 4.4% or 4.5%–the highest level of annual appreciation experienced since 2013. Higher demand sets up 2018 as a year of healthy appreciation. Belfiore projects 5% to 7% total appreciation this year. The active subdivision count was flat from one month ago, at 556 in mid-January. A total of 313–56% of all communities–have 32 or fewer homes / lots remaining within, meaning that these communities would sell-out within the next 12 months if builders were able to maintain the same sales levels within each that the average Metro Phoenix Area new home community has sold at over the last 12 months.

A total of 18,577 new home permits were issued in 2016, according to the US Census–10% more than were issued in 2015. In 2015, 45% more permits were issued than in 2014. Builders were issued far more permits this past November than last. A total of 1,500 were issued, bringing the annual total thru 11 months to 19,021 permit issuances. Belfiore believes 20,300 to 20,800 permits were issued in 2017. This year, Belfiore’s permit forecast calls for 23,500 permits, followed by 25,400 in 2019, and 26,000 in 2020. According to preliminary Bureau of Labor Statistics (“BLS”) data, 60,100 new jobs were created in the Metro Phoenix Area in 2016. Moody’s Analytics is projecting a total of 46,000 were created in 2017, 54,200 will be created in 2018, and 42,900 will be created in 2019. The firm suggests Metro Phoenix Area population will have grown at an average of 109,400 people each year from 2017 to 2019. A total of 45,200 net new jobs were created from November 2016 thru November 2017, according to BLS.
