School Heads, teachers and other DepED Personnel are not allowed to collect any graduation fee or any kind for the graduation rites.
PTAs may give donations in cash or in kind for graduation ceremonies.
No non-academic projects shall be imposed as requirements for graduation.
No extravagant special attire or extraordinary venue for the ceremonies.
Graduation rites should reflect sense of communities and personal responsibility and should be on voluntary basis.
Graduation Rites shall not be used for political forum.
ď ąAwarding of academic and co-curricular medals/certificates for Grades 1 to 6 and 1st year to 4th years may be held on Recognition Day to have solemn Graduation Rites.
ď ąOnly the Academic medals are to be awarded to Grade 6 and Fourth Year honor graduates.
ď ą Likewise, there would be NO HONORS in the Pre-Elementary.
ď ąSpecial awards like Most/Best are to be awarded to the Pre-Schoolers.

This is to clarify pertinent issues/concerns in the determination of honor pupils and students.
The following DepED Orders shall be used: DepEd Order No. 74, s. 2012 DepEd Order No. 92. S. 2009 DepEd Order No. 23, s. 2012
DepEd Order No. 74, s. 2012 â€œGuidelines on the Selection of Honor Pupils and Students of Grades 1 to 10 of the K to 12 Basic Education Curriculumâ€? shall be implemented in Grades 1 and 7
DepEd Order No. 92. s. 2009
“Revised Guidelines on the Selection of Honor Pupils and Students in Public Elementary and Secondary Schools” DepEd Order No. 23, s. 2012 “Clarifications on the Computation of Co-Curricular Performance in the Ranking of Honor Pupils and Students” are still applied for: Grades 2-6 - Elementary Level 2nd to 4th Year - Secondary Level
The initial step in determining the candidates for honors at ANY grade or year level of the SCHOOL is to screen all ELIGIBLES for HONORS following the prescribed requirements.
NUMBER OF HONORS Big Schools 10 per Grade/Year Levels
Small Schools â€“ 10% of the total number of graduates
SPED Classes -
10 Honors Certificates for all SPED pupils
For Grades 2-6 pupils and 2nd year to 4th year students: ď ą Only the grades in the current curriculum year shall be considered in the ranking of honor pupils /students. ď ą Transferees shall be considered in the ranking provided they are enrolled not later than the second week of classes of the current School Year.
ď ą Candidates for honors, must not have a final grade lower than 80% in any subject computed to the three decimal places. ď ą All candidates for honors must be of good moral character and have not been subjected to any disciplinary actions within the current School Year.
PROCEDURES in Ranking of Honor Pupils and Students on Academic Excellence (7 points) and Co-Curricular Performance (3 points) are found in the enclosures of DepEd Order No. 92, s. 2009 and DepEd Order No. 23, s. 2012
Candidates for honors in Grades 1 and 7 of the school shall have undergone initial screening based on the following requirements: ď ą All candidates for honors must not have a final grade lower than 85% (Proficient Level) and they should have no grade at Developing Level in any quarter.
Transferees shall be considered in the ranking provided they were enrolled not later than the second week of classes of the current School Year
The general average shall be computed to the three decimal places. In order to compute for the general average, the exact numerical equivalent of the students’ final ratings across subject shall be used.
ď ą All candidates for honors must be of good moral character and have not been subjected to any disciplinary action within the current school Year.

For purposes of Paragraph 1.2 Co-Curricular Performance (3 points) of DepEd Order No. 23, s. 2012 and Deped Order No. 74, s, 2012, the following are clarified:
Points for Co-Curricular Performance on Contests and Competition (CC) shall be sanctioned by a DepEd Order or Memorandum issued by the National, Regional, Division and District Offices. School wide-initiated contests should be approved in writing by the School Head. All contests should be spearheaded by the Department of Education.
ď ą Contests as one of the activities in the recognized seminar, camp, exchange programs, training, conference or workshop and other similar activities are considered in the Area of Participation or Attendance (PA), hence the point is given to this particular area/activity.
ď ą Computations of points shall be cumulative. ď ą However, points for concurrent positions held in violation of existing DepED Policies shall not be considered, in which case only the position with the highest point shall be included (Revised Constitution and By-Laws of SSG in Secondary Schools)
ď ą Points earned by the Candidates for honors after graduation shall be credited for the next School Year.
